The Vehicle and Equipment Manager, under the direction of the Road Services Deputy Director, plan, organize, direct, coordinate and evaluate the activities and operations of the Vehicle and Equipment Services section of the Public Works Department, including all aspects of automotive and equipment operations, such as preventative maintenance programs, accounting and equipment management systems, and Capital Improvement plans related to plant renovations and fleet replacement; and perform related duties as assigned.

The Vehicle and Equipment Services Section maintains, inspects, services, and repairs County motor vehicles including school and other buses, trucks, equipment, Sheriff's Office vehicles, and motor pool vehicles. Our service and repair stations are located in Redwood City and San Mateo.

• Plan, coordinate and direct the activities and operations of the section.
• Perform or supervise long range planning to anticipate and prepare for County needs related to vehicle and equipment use and related financing.
• Identify, prioritize and coordinate all Capital Improvement Projects for vehicle and equipment maintenance facilities; assign and review work of professional and technical staff.
• Develop, evaluate and implement policies, workflow procedures, standards, goals and objectives for assigned functions; install management improvements and practices.
• Prepare the section budget, project revenues and expenditures, monitor section fiscal activities, and establish rates and fees.
• Represent the Department to various user groups; conduct or attend a variety of committee, and staff related meetings; coordinate plans for projects and the provision of services; explain policies and answer questions.
• Prepare reports for executive review on the probable effects on the County of various projects, programs and legislation related to vehicle and equipment use proposed by local, regional and federal agencies.
• Coordinate the Vehicle and Equipment Services section activities with other divisions, departments and agencies.

• Manage and participate in personnel actions for the section including selection, performance planning, discipline, training and development.

Experience: Four years of responsible administration of a fleet or equipment maintenance facility which includes writing specifications for equipment and vehicle acquisition.

Knowledge of:

• Principles and practices of management including organizing work, long-term planning, delegation of authority and accountability.
• Principles and practices of municipal public works equipment and fleet operations to include working knowledge of repair, overhaul, assembly, modification and maintenance of vehicles, road equipment, pumps and generators.
• Administrative principles and practices including budget development and management, personnel management, systems management, contracting and procurement.
• Practices and procedures as applied to the analysis and evaluation of programs policies and operational needs.
• Pertinent local, state and federal laws, rules, regulations and enforcement procedures.

San Mateo County Health’s Behavioral Health & Recovery Services (BHRS) Division is seeking an experienced and strategic leader to serve as a Quality Management Clinical Services Manager I/II within the Quality Management (QM) Unit.

The Clinical Services Manager (CSM) I/II – Mental Health classification series provides leadership and oversight within comprehensive behavioral health programs and is flexibly staffed at the I or II level depending on qualifications and experience.

The Quality Management Unit provides countywide oversight of clinical quality, regulatory compliance, documentation standards, credentialing, site certification, audit readiness, performance monitoring, and implementation of new state and federal behavioral health requirements. The unit partners closely with executive leadership, program managers, IT, medical staff, and contracted providers to translate regulatory and clinical standards into practical systems that strengthen accountability and improve care delivery across BHRS.

This position serves as the highest-level leader within the QM Unit and reports directly to a member of the Executive Team. The incumbent provides expert guidance on quality, compliance, and system improvement matters while working in partnership with operational leaders who retain implementation responsibility.

This role offers the opportunity to shape countywide standards for clinical quality and regulatory integrity within a large and complex public behavioral health system. The successful candidate will help safeguard member rights, strengthen accountability, and guide the organization through an evolving regulatory landscape. Key Responsibilities 

The Quality Management Clinical Services Manager will:

• Provide leadership and oversight of BHRS Quality Management functions, including compliance monitoring, documentation standards, credentialing, site certification, audit coordination, grievance and appeal tracking, and risk mitigation.
• Interpret and translate state and federal behavioral health regulations (e.g., CalAIM, DMC-ODS, timely access standards) into organizational guidance and monitoring frameworks.
• Lead audit readiness and response efforts, including preparation for DHCS compliance reviews, External Quality Review, and corrective action plan development and tracking.
• Oversee credentialing and re-credentialing processes and coordinate Credentialing Committee functions.
• Provide oversight of grievance, appeal, NOABD, and State Hearing tracking and reporting to ensure compliance with regulatory timelines and member rights protections.
• Oversee incident reporting and state breach processes, ensuring appropriate system-level review, follow-up, and mitigation.
• Direct site certification and re-certification activities for County-operated and contracted providers.
• Provide consultation, training, and technical assistance to managers and providers to support sustainable regulatory compliance.
• Partner with IT and MIS to align clinical documentation and regulatory requirements with electronic health record workflows.
• Monitor and analyze compliance data using electronic health records and data tools to inform decision-making and performance improvement.
• Supervise and develop Quality Management staff and ensure timely completion of reporting and regulatory deliverables.

 

The ideal candidate will bring:

• Strong knowledge of state and federal behavioral health regulations and experience translating regulatory requirements into operational guidance.
• Demonstrated experience leading quality assurance, compliance monitoring, audit preparation, clinical documentation review, and corrective action planning within behavioral health settings.
• Experience preparing reports, analyzing compliance data, and advising senior leadership on regulatory and quality trends.
• Strong analytical and organizational skills, including experience utilizing electronic health records and data tools (e.g., Excel, Smartsheet) to monitor performance, assess trends, and support decision-making.

• Clinical Services Manager I – Mental Health: Two years of experience in a mental health or related health services program that included responsibility for program planning, client services, program evaluation, budget administration, or community resource coordination, of which at least one year included responsible supervisory experience.

• Clinical Services Manager II – Mental Health: Three years of increasingly responsible experience in a mental health or related health services program, including at least two years of significant responsibility for one or more of the following:  program and budget development, funding, utilization, coordination of community resources or program evaluation.

Knowledge of: 

• Principles and practices of public administration, and program management, including planning, implementation, evaluation and reporting.
• Principles and methods of community behavioral health services, including current trends in education, research, treatment, prevention and related issues.
• Laws, codes and regulations governing community behavioral health care and knowledge of County, state and federal legislative developments applicable to contemporary behavioral health issues.
• Organizational, personnel and fiscal management within a multi-faceted, community-based program setting.
• Community resources and public/private services and funding sources.

THE DEPARTMENT

The Water Quality Control Plant (WQCP) processes wastewater discharge for the cities of South San Francisco, San Bruno and the Town of Colma. The Water Quality Control Plant is a division of the Public Works Department staffed by 38 employees including: Plant Superintendent; Operation, Maintenance, Laboratory and Environment Compliance Supervisors; Senior Chemist; Chemist; Lead Plant Mechanics; Plant Mechanics; Lead Plant Operators; Plant Operators; Electricians; Senior Environmental Compliance Inspector; Environmental Compliance Inspectors, Utility Workers, and two Administrative Assistants.

THE LABORATORY

The WQCP laboratory conducts vital chemical and microbiological tests to the wastewater treatment plant 365 days a year. The laboratory analyzes water samples throughout the various stages of treatment process, and provides the operation with quick feedback critical to maintaining and optimizing the treatment process as well as meeting requirements for regulatory monitoring. The Laboratory is accredited by the Environmental Laboratory Accreditation Program (ELAP) under the State Water Resources Control Board, and maintains accreditation in accordance with the 2016 TNI Standard. 

Position Summary

The Deputy General Manager, Bus Transit Division plans, organizes, and directs all activities of the Bus Transit Division and performs all duties and responsibilities subject to executive approval by the General Manager within limits of Board of Directors policy.  The Deputy General Manager, Bus Transit Division exercises the maximum degree of initiative and judgment in developing, coordinating, and executing policies, programs, methods, and procedures relating to operations, maintenance, administration, and related activities.   Responsibilities include routine high-level personal contact with transit agency personnel, civic groups, and members of boards and commissions.  This individual must have the ability to negotiate effectively, resolve conflict, and inspire others to achieve the vision of the Golden Gate Bridge, Highway and Transportation District. Essential Responsibilities

• Plans, organizes and directs the administration, operations, safety, training, fleet and facility maintenance, and service scheduling activities of the Bus Transit Division.  Collaborates extensively with the Deputy General Manager-Ferry and other transit agencies to effectively coordinate service
• Oversees operations and maintenance at several facilities including San Rafael, San Francisco, Santa Rosa and Novato

• Monitors local, state and federal policies and regulations, analyzes their impact on the operational efficiency, effectiveness, and sustainability of the Golden Gate Transit (GGT) system; effectively communicates any impacts to the General Manager, District colleagues and internal staff

ABOUT THE OPPORTUNITY:
The Business Operations Coordinator (BOC) is responsible for developing, implementing and monitoring efficient systems to manage the District’s business office, properties, entrepreneurial enterprises, service and vendor contracts, media management, and IT support services. DUTIES AND RESPONSIBILITIES:

3. Overseeing and strengthening all District communication channels, ensuring consistency, compliance, and effective public engagement.
   1. Manages all District websites are compliant with regulatory and special district transparency requirements, content is current, and sites are “user-friendly”

   3. Serves as primary point person for coordinating, producing, and tracking analytics of external communications for websites, e-newsletter, social media, and related materials, in collaboration with the CEO, Directors, and District communications and marketing professionals.
4. In the absence of the Executive Assistant:
   1. Provides administrative support to Board Members, Board Committees, including scheduling meetings, preparing and distributing noticed meeting materials, and coordinating meeting logistics.
   2. Supports the CEO and Board with daily calendar management, communications, event and conference bookings, annual board policy review, staff meetings, and District transparency recertifications.

DEFINITION

Under general direction of the Director of Public Works, plans, directs and supervises all
functions of the Engineering Division and coordinates its activities with other divisions of
Public Works and other City departments; performs varied, difficult and complex
professional civil engineering work. Manages the Capital Improvement Program, private
development, permits, budgets, and Engineering staff. Manages the maintenance and
construction of City facilities and infrastructure. Performs other work as required.

EXAMPLES OF DUTIES

Plans, organizes, directs, and supervises the work of the Engineering Division in the
preparation of designs, plans, specifications, estimates, and the inspection of a variety of
engineering projects, including streets, sidewalks, water distribution, traffic control

MINIMUM QUALIFICATIONS

Knowledge of: Engineering principles and practices applicable to municipal public
works, including the design, construction, and maintenance requirements of public works projects; use of construction materials; provisions of the Public Contract Code,
Subdivision Map Act, construction safety regulations and other State and Federal regulations related to public works; the use of computers and automated devices for
managing information and other engineering applications.

Ability to: Supervise, manage and perform difficult and complex professional

Position Summary

Under the general direction of the Fleet and Facilities Manager, this position is responsible for planning, assigning, supervising, training, and assisting mechanics in the routine preventive maintenance, inspection, diagnosis, and repair of structural, mechanical, and electrical systems at Bus Transit facilities. This includes overseeing shop equipment, automated fueling systems, revenue fare collection equipment, passenger amenities, and signage.

The Chief Mechanic - Building Maintenance is a working position that combines the duties of the Mechanic - Building Maintenance classification with skilled supervisory responsibilities. These include supervising work crews, scheduling tasks, managing projects, and providing training and mentorship to subordinate employees. Additionally, the position is accountable for generating detailed written and electronic reports on facility and equipment conditions, documenting maintenance and repairs performed, and outlining ongoing maintenance needs.

Essential Responsibilities

• Plans, supervises and participates in work assignments for all employees supervised
• Evaluates job performance and knowledge, skills and abilities (KSA) of all employees being supervised.
• Provides training, mentoring and feedback to personnel
• Issues 2nd level of progressive discipline, counseling, and written letters of reprimand to employees supervised. This position will not be responsible for administering discipline at subsequent levels.

• Coordinates and directs special projects and campaigns as required
• Coordinates with stores personnel to ensure adequate materials and supplies are available to complete ongoing and scheduled work
• Responsible for cleaning and safe housekeeping in work areas
• Ensures that occupational health and safety practices and procedures are strictly followed
• Refers any problems to Fleet and Facilities Manager, recommending action required
• Opens and closes work orders in Maximo and enters all pertinent information
• Performs other computerized recordkeeping as required
• Inspects, maintains and repairs all facilities mechanical systems including, but not limited to, bus washers, HVAC systems, electrical systems, lighting, plumbing, automatic and roll-up doors, waste oil and wastewater systems 
• Inspects, maintains and repairs shop equipment such as air compressors, generators, welders, fuel and lube oil delivery systems, hydraulic jacks and lifts, steam cleaners, pressure washers and pneumatic tools and other miscellaneous equipment.

technical staff of a section of the Engineering Division engaged in preparing and/or
reviewing plans, specifications, designs, estimates, and inspections relating to private
development, capital improvement, construction, development, and maintenance

the Public Works Department; and to perform complex engineering design, construction

MINIMUM QUALIFICATIONS

Knowledge of: Principles and practices of civil engineering design and construction;
principles and techniques of management and supervision including planning, organizing, and developing goals and objectives; principles and practices of design administration including computer aided design (CAD); theories, techniques, materials and equipment used in construction and maintenance of municipal Public Works improvements; legal issues, including liability laws, relating to municipal construction and civil engineering. The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst for the Budget Services office.  

The Senior Fiscal Analyst serves as the lead staff for the Trial Court Budget Advisory Committee and its three subcommittees: Funding Methodology, Revenue & Expenditure, and Fiscal Planning, providing comprehensive support for all committee operations. This role manages the Funds Held on Behalf of the Trial Courts program, a fiscal process that assists courts in managing their operational budgets. The analyst also provides budgetary support for the Court Interpreter Program and acts as a key backup to the Senior Fiscal Analyst responsible for the trial court allocations and Workload Formula policy implementation. This position requires advanced, journey-level analytical expertise to manage complex projects and programs, conduct in-depth research, develop fiscal policies and procedures, compose official comprehensive written reports, and serve as a subject matter expert in trial court finance and planning.

The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. RESPONSIBILITIES

• Serve as lead staff and provide high-level professional support to the Trial Court Budget Advisory Committee, its subcommittees, and working groups. This is one of the most active advisory bodies to the Judicial Council that represents trial court funding priorities and policies. This role involves strategic planning, policy compliance, stakeholder engagement, and administrative coordination to ensure the committee’s operations align with Judicial Council governance standards. 
• Manage the annual submission cycle, analyze funding requests from trial courts, and coordinate the Funds Held on Behalf of the Trial Courts program to ensure compliance, transparency, and effective fiscal oversight. 
• Provide high-level professional support in a backup capacity to the Senior Fiscal Analyst position that oversees the trial court budget allocations of $3 billion annually and the Workload Formula policy. This role collaborates extensively with Judicial Council leadership and trial court representatives to ensure effective governance of trial court funding and policy execution. 
• Provide advanced-level analytical and budgetary support to the Court Interpreter Program. This includes technical assistance to the Language Access Program for annual court interpreter allocations to the trial courts, implementation of budget proposals, and review of reports to the Legislature and other documents. 
• Provide support for the development and implementation of the annual trial court budget. Contribute to cross-functional initiatives that support trial court operations, ensure fiscal integrity, and support the goals of the Judicial Council. 
• Document and maintain detailed records of operational processes, procedures, and related backup information to ensure clarity and consistency for key budgetary processes that support the trial courts.

MINIMUM QUALIFICATIONS 
Bachelor’s degree, preferably in business, finance, accounting, or a directly related field, and four (4) years of professional experience in accounting, financial analysis, budgetary, or contract administration/procurement. 

Possession of a bachelor’s degree in a directly related field such as accounting, finance, business, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience in the assigned function as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. 

OR

Juris doctor, Master of Business Administration, or master’s degree in a directly related field for the assigned discipline such as finance, contract administration or accountancy, and one year of experience as identified above. 

OR 

One (1) year as a Fiscal Analyst in the assigned field with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Analyst in a California superior court or California state-level government entity.
