About the Position:  The Planner III focuses on a wide variety of planning and capital improvement projects that include long-range planning; land use planning; site design; and environmental review to increase public access, outdoor recreation, and enjoyment of Midpen’s lands. The Planner III is tasked with performing complex professional level planning, analysis, and design; developing and administering project scopes, schedules and budgets; analyzing project risks and environmental issues related to public access and natural and cultural resources; directing the feasibility and early design phase of capital improvement projects that include trails, trailhead staging/parking areas and staff facilities; developing recommendations for land use policies; preparing long-range plans to guide the use and management of Midpen lands; conducting public outreach and engagement; preparing requests for proposals; assisting in development of grant applications; preparing environmental review documents; and obtaining planning permits and initial approvals for projects. The Planner III also provides project presentations to senior management, the Board of Directors, and Committees, and at public meetings, that may be held in the evenings and weekends. The Planner III also oversees and participates in the work of junior staff and has experience providing a high level of customer service with the public, vendors, contractors, and Midpen staff.

The ideal candidate is a self-starter who works independently with some supervision; possesses supervisory experience over other staff; communicates well and collaborates closely with internal team members from other departments to complete project requirements; works with local jurisdictional agencies to coordinate planning and permitting efforts; directs multidisciplinary teams of consultants; coordinates with in-house designers; prepares and presents clear and concise oral and written communications to senior staff and management, the Board of Directors and public; keeps projects on schedule and on budget while remaining flexible to adjust priorities as needed; maintains well-organized and complete project documentation; and builds trust with peers, community members, stakeholders, and Midpen leadership. Work Environment:  This position is part of the Planning Department at Midpen’s office in Los Altos, California.  The Planner III will be expected to be available to provide project presentations in the evenings and sometimes on weekends. In addition to working in the office, the Planner III will sometimes work in the field and hike through steep terrain and wildland areas.  Field work will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry. Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment. Midpen offers a hybrid office/telecommute work schedule for this position in addition to a 9/80 schedule.

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to graduation from an accredited four-year college or university with major coursework in urban or environmental planning, landscape architecture, natural resource management, community development, environmental sciences, public administration, or a closely related field and
• At least five (5) years of increasingly responsible experience in planning project management preferably in parks, open space, or a closely related field.

ABOUT THE POSITIONS
The City of Gilroy is currently recruiting for a full-time level I or II (depending on qualifications and experience) Civil Engineer to provide technical assistance within the Public Works Department.  The position is currently focused on the Land Development program but is anticipated to also assist the Capital Projects team.  In Public Works, as an Engineer I/II, you will play a significant role in reviewing, coordinating, and delivering infrastructure improvements associated with private and public development projects. 

In Utilities, you’ll play a key role in developing the necessary infrastructure to provide safe and reliable water and wastewater systems for the City of Gilroy. You will be part of a collaborative team that plans and implements water and wastewater capital projects.  

In these key positions, you will work under the direct supervision of a Senior Civil Engineer and will perform professional or sub-professional engineering work in the field and office. For Public Works, assignments will include plan review, engineering analysis, and construction support related to Land Development and Capital Projects. About the Position:  The Facilities Maintenance Specialist is responsible for performing all aspects of facilities maintenance for Midpen’s Administrative Office, including building operations, vehicle fleet inspections, landscaped grounds, parking areas, and various physical systems such as HVAC, plumbing, painting, assembly, construction, electrical, data cabling, and security systems.  This unique position has a foundation in older residential property improvements in a rural setting, including spring systems, old style construction including log framing, historic farm building construction, multiple materials and additions to the buildings are all aspects and considerations for repairs and tenant improvements. This position is also responsible for non-routine repairs and improvements at Midpen’s field properties and performs preventative maintenance tasks, repairs, and minor improvement projects. The Facilities Maintenance Specialist will coordinate  and oversee Midpen’s utilization of contractors and act as a point of contact for a wide range  of maintenance and repair tasks. Successful performance in this role requires broad  knowledge of facility maintenance trades and technical principles, as well as a professional background and the ability to effectively collaborate  with other Midpen departments. While most work will focus on the  maintenance and operations of Midpen’s Administrative Office, responsibilities will also extend to project work at field offices and facilities, district owned and managed residential housing, historic properties, ranch infrastructure, and public buildings such as Midpen’s Daniels Nature Center.  For additional information about the position, see the Job Description on the Midpen website.

Work Environment:  This position is part of the  Facilities & Fleet Department and will be required to work onsite Monday through Friday on a 9/80 schedule.  Work will be performed at Midpen’s administrative office in Los Altos, field facilities, and also at residential properties located primarily in the field. May be required to work evenings, weekends, and holidays, be called back after hours and on weekends or respond to and perform work in emergency situations as required.  When conducting field assignments, work may include traversing rough, difficult terrain in inclement or hot weather with exposure to poison oak, wildlife and rodent inhabitants.  Duties will include building and facility work that will require climbing ladders and entering confined spaces.  Ideal candidates will be comfortable working in these types of conditions, as well as in an office environment. Positions in this classification must possess the ability to lift and carry materials and objects weighing up to 60 pounds and must possess the ability to push and pull objects weighing up to 100 pounds, with the use of proper equipment. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Education and Experience: 

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to the completion of the twelfth (12th) grade supplemented by college-level coursework in facilities management, construction project management or a related field or training in applicable trades, and
• Three (3) years of experience in construction, maintenance, and/or repair of buildings, structures and/or related facilities.

Completion of an apprenticeship program or the equivalent training in one or more of the construction trades is highly desirable.

ABOUT THE POSITION

In this hands-on and highly impactful role, you will work under the general supervision of the Water Systems Superintendent, perform and lead journey level duties associated with the operation, construction and maintenance of the water system. The position leads and mentors a team of sworn district peace officers, coordinates emergency response efforts, builds positive relationships with the public and key stakeholders, represents the District at public meetings, and works collaboratively with departments throughout the organization.

Successful candidates are people-focused leaders who can inspire and guide staff in both day-to-day operations and critical incidents.  The role calls for clear and effective communication, the ability to work with tact and diplomacy, and a commitment to public safety and resource protection.  Responsibilities also include enforcing applicable laws and regulations; administering first aid, providing Emergency Medical Response as a first responder, operating emergency patrol vehicles and two-way radios; and supporting wildland fire suppression efforts  as needed. Midpeninsula Regional Open Space District (Midpen) has an excellent career opportunity for an experienced and motivated Area Manager who will plan, organize, manage, oversee, and participate in all activities of the Land Stewardship & Trails Department. This position reports to the Land Stewardship & Trails Manager and oversees 19 staff with four direct reports and seasonal employees. ABOUT THE POSITION
The City of Gilroy is seeking a knowledgeable, motivated, and service oriented Supervising Water Quality Specialist to join our Utilities Department. This vital supervisory role supports the community by ensuring that Gilroy’s potable and recycled water systems meet the highest standards of safety, reliability and environmental compliance.

In this exciting opportunity, the Supervising Water Quality Specialist will work under the direct supervision of the Water Systems Superintendent performing journey-level duties and will supervise a variety of work in the collection and testing of water samples, maintenance of records and generation of reports relating to water quality, and research and evaluation of existing and proposed regulations to ensure compliance with local, state, and federal water quality regulations. About the Position:   The Property Management Specialist I/II position is responsible for managing rental and communication leases, as well as leased land programs, including coordinating work of contractors, tenants and staff, on maintenance and construction of infrastructure on District lands. This position also supports agricultural rentals and historical leases.  Key responsibilities include preparing Requests for Proposals, selecting tenants, negotiating and drafting leases, and coordinating and managing the installation of infrastructure including but not limited to fencing and water systems.  The role also involves ensuring compliance with lease terms, collecting rent, and handling day-to -day general tenant communication.  The Property Management Specialist is expected to have the skills to trouble shoot and repair minor maintenance issues, as well as addressing larger infrastructure projects by overseeing contractors, lessees, or staff to ensure timely and effective completion of repairs. 

Responsibilities

The Property Management Specialist I performs most of the duties required of the position at an entry-level, providing support to more experienced Property Management Specialists and the District’s property management programs. Work is typically assigned on smaller scale projects or as support for larger projects managed by more experienced property management staff.

The Property Management Specialist II performs the full range of duties and is typically assigned to medium and large-scale projects which may be managed independently or in support of larger interdisciplinary, interdepartmental project teams as a property management subject matter expert. Successful performance requires coordinating work with other District departments and public agencies, as well as frequent interaction with tenants, landowners, contractors, consultants, and the general public. At this level. staff receive only occasional guidance for new or unusual situations  and are fully knowledgeable of operating procedures and policies.
