Position Duties

The Environmental Services Department is currently seeking to fill one (1) full-time Principal Accountant vacancy. Reporting to the Division Manager, the Principal Accountant in ASD serves as the technical lead in finance and accounting for the department and its three major Utility Funds: Wastewater, Municipal Water, and Solid Waste Management (with a total annual O&M budget of close to $500m and a CIP of over $1 billion over the next 10 years). This position serves a critical role in the department’s success and financial stewardship of ratepayer funds. The Principal Accountant serves as a technical liaison with the City Finance Department, leads specialized accounting functions, day-to-day operations of a team of 14 professional employees, including six direct reports, as well as full-service accounting programs.

The Principal Accountant’s responsibilities include but are not limited to: 

• Direct and manage a team of 14 accounting professionals.
• Mentor staff and build a team environment.
• Recruit staff and prepare annual performance appraisals.
• Oversee the timekeeping, procurement, accounts payable, accounts receivable, fixed asset accounting and other disbursements for the department.
• Calculate and prepare the department’s internal Cost Allocation Plan in compliance with OMB-87.
• Manage the annual year end close and financial audit for the production of the City’s Annual Comprehensive Financial Report (ACFR) for three major government enterprise funds.
• Manage the year-end close and financial audit for two single audits (SBWR, CWFA).
• Manage the year end close and financial audit for the Wastewater Treatment Funds and production of the Annual Basic Financial Statements.
• Manage the accounting and administration for the Master Agreement(s) for the Wastewater Funds that includes allocating costs to six other participating agencies.
• Manage the Annual Revenue Program for the Regional Wastewater Facility to allocate costs to participating agencies and rate payers.
• Set Sewer and Storm rates that are complaint with Prop 218 requirements.
• Oversee and manage the cash flow to forecast requirements for a Line of Credit and refunding with debt issuance.
• Manage and oversee annual bond compliance reporting and surveillance calls by rating agencies.
• Oversee and manage debt issuance for the department’s for two enterprise funds (Wastewater and Muni Water) which includes a 10-year, $2 billion capital improvement program for the Regional Wastewater Facility. 
• Use budget experience to oversee the development of the CIP Source and Use documents and use other budget documents for financial forecasting.
• Provide professional and technical advice and recommendations on accounting pronouncements, standards, policies, and procedures.
• Support special rate studies as the subject matter expert on rate setting and allocation of costs.
• Act as the liaison between the department and the City’s centralized Finance Department.
• Act as the expert for various financial software used by the department such as FMS and Gravity.
• Implement the new GASB 103 and DOJ ADA WCAG.
• Level AA Compliance requirements for year-end.
• Be familiar with the requirements of Public, Private, Partnerships (P3) and the associated P3 accounting requirements.
• Attend various committee meetings such as TAC, TPAC, and the CWFA.
• Take on other assignments as needed.

Salary Range

Salary range for this classification is: 

$125,671.52 - $191,880.78 annually

This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary will be determined based on the selected candidate’s qualifications and experience.

Minimum Qualifications

Education: Completion of a Bachelor's Degree from an accredited college or university with an emphasis in Accounting, Finance, or a closely related field, including eighteen semester units of accounting.

Experience: Five years of increasingly responsible professional experience in accounting or financial management including two years of supervising professional accountants.

Required Licensing: Possession of a valid State of California Class C driver's license. 

• If selected, the Conditional Offer of Employment may be contingent upon you providing proof of a valid State of California driver’s license, and an assessment of your California DMV Employer Pull Notice (EPN) as per the DMV Release of Driver Record Information form. Failure to pass the DMV Pull Notice assessment will deem you ineligible for employment.

The Department: 

Silicon Valley Power is a not-for-profit municipal electric utility serving the City of Santa Clara since 1896, delivering reliable and competitively priced electricity to over 55,000 customers, including many of the world’s largest data centers and technology companies. With one of the nation’s highest load densities and a peak demand exceeding 700 MW, SVP supports rapid regional growth through a robust transmission and distribution system and ongoing substation and infrastructure expansion and reinforcement. Under direct supervision of the Assistant City Administrator, the Community Resilience Coordinator will develop, implement and lead comprehensive local resilience vision, strategy and planning related to the community’s emergency preparedness and responsive programs. Emphasis will be placed on services and programs for populations that are more at-risk during disasters due to lack of resources and education. Additional responsibilities include developing solutions to reduce disaster risks, securing and managing mitigation grant funding, delivering community resilience education and training, and effectively engaging, partnering, and collaborating with a variety of officials, local, state, and federal agencies, businesses, community services, both public and private, concerning the related work and goals of the City. Moreover, the CRC will undertake related special projects with citywide significance, and perform other related duties as required. This position is considered essential personnel during City emergencies and is expected to be available to staff and support the Emergency Operations Center.

This is an exempt, mid-management level position that must exercise competent discretion and judgement in the performance of duties and interactions with others.

The City is seeking an experienced and collaborative Building Official to lead and coordinate key public‑facing programs, including building inspection, plan review, permit processing, Wildland Urban Interface (WUI) activities, and code compliance within the Community Development Department’s Building Division. Tri-City Mental Health Authority is looking for a Behavioral Health Specialist (BHS) who will provide a variety of rehabilitative support services to clients. This position will be a part of a 3 year- federally funded MHSSA Grant Team set to end in December 2026. Candidates must be able to facilitate the following: behavior modification, skill building, and self-care and safety in individual and/or group settings; demonstrates and coaches clients to promote and reinforce the use of effective coping strategies and techniques based on individual needs and treatment plans; performs outreach and provides linkages and referrals to a variety of behavioral health, community, and social services, resources, and systems of care; encourages full client engagement in services to promote wellness and recovery; and performs related duties as assigned. The BHS will report to Clinical Supervisor I.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, family, and collateral rehabilitative support services to facilitate behavior modification including skill building, needs assessment, self-care/safety, and coping strategies and techniques; may provide case management services in the office and in the field.

• Develops, monitors, and evaluates client rehabilitative and case management goals and increases/decreases in targeted behavior according to client needs; monitors goal progress/regression.

• Provides linkages, resources, and referrals to address basic needs and other barriers to wellness and recovery including food, housing, clothing, transportation, and other financial resources.

• Encourages and supports clients to fully engage in services; provides outreach and assists clients in addressing and overcoming barriers to treatment.

• Plans and facilitates and/or co-facilitates group sessions for clients and community members focused on skill building; tracks client attendance and follows-up with individual clients, as necessary.

• Provides advocacy for clients to ensure inclusion in all aspects of the community including socialization, employment, education, and housing to meet client needs.

•  Participates as a member of multidisciplinary treatment teams; addresses client goals, barriers, progress, and other relevant information to enhance treatment services; assists and supports clients in maintaining cooperative and effective relationships with treatment teams.

• Attends and participates in a variety of meetings, trainings, utilization and peer review activities, and other functions involving supervision, case consultation and public information and education.

• Maintains accurate, detailed, and thorough documentation, case records, and notes of all billable and non-billable activities and services related to client care; completes necessary documentation for billing purposes.

•  Maintains client confidentiality in compliance with all Health Insurance Portability and Accountability (HIPAA) regulations.

•  Performs crisis intervention counseling within scope; assists professional staff in coordinating or arranging for the provision of appropriate care services.

• Performs a variety of office administrative and clerical duties in support of assigned program/function, as necessary.

•  Provides transportation to clients as necessary or as assigned.

• Observes and complies with all Authority and mandated safety rules, regulations, and protocols.

The Position:

The City of Santa Clara is seeking an experienced, energetic, and collaborative leader to serve as its next Senior Inspector supporting the daily operations of the Building Division. This critical role provides both technical expertise and supervisory leadership to ensure the City’s high standards for safety, service, and professionalism are consistently met.

The Senior Inspector is a supervisory-level classification responsible for performing the most complex building, electrical, plumbing, and mechanical inspections, while also providing guidance, coordination, and training for less experienced inspectors and support staff. Depending on expertise, incumbents may be assigned to one or more specialty areas, including Building, Electrical, Plumbing, Mechanical, Permit Center, or Code Enforcement. Experience in MEP plan review is highly desirable and may be used to fill one of the two openings. 

This position requires an individual who can operate as a subject-matter expert and exercise sound, independent judgment in daily operations. The role is distinguished from the Inspection Manager classification, which carries broader responsibility for division-wide planning, field operations, and strategic technology initiatives. MINIMUM QUALIFICATIONS:

Minimum Education Requirements:

Five (5) years of increasingly responsible experience in building inspection with a city and/or county agency.

Desirable Qualifications

• Depending on position assignment, the required experience and certification may be required in a particular specialty such as building inspection, electrical inspection, or plumbing and mechanical inspection.
• MEP plan review experience.  
• Certified Access Specialist (CASp) certification.
• Minimum one (1) year of supervisory experience that includes supervising building inspectors.

Licenses/Certificates
 The following are required at time of appointment and for the duration of employment:

• A valid California Class C driver's license.
• Certification as a Building Inspector, Electrical Inspector, Plumbing Inspector, Mechanical Inspector, or Combination Inspector by the International Code Council (ICC) or International Association of Plumbing and Mechanical Officials (IAPMO), or equivalent.

• Required to file a Conflict of Interest statement upon assuming office, annually and upon leaving office, in accordance with City Manager's Directive 100.
• May be required to occasionally work evenings and weekends.
• Must be able to perform the essential functions of the job assignment.
