The Fiscal Analyst I position, performs varied and complex professional accounting and financial analysis work relating to various grants and programs; fiscal and contract management; fiscal program analysis and compliance; prepares analytical, narrative, statistical, accounting and financial reports; develops and monitors budgets; and prepares financial statements and reports and related duties as required. Fiscal Analyst I is the entry-level classification in the Fiscal Analyst series. Incumbents in this class work under supervision. WHAT YOU’LL DO

• Prepares reports and analysis on accounting activities relating to funds, grants, and programs.
• Prepares various financial statements including worksheets, balance sheets, income statements, statements of cash flow, adjusting and closing balance sheets, depreciation  schedules, allocation schedules, and cost reports.
• Reconciles accounts.
• Compiles and analyzes data. 
• Works to determine reasons for significant differences between anticipated revenues, expenditures and fund balances in department budgets. 

 

The Staff Services Specialist position performs a variety of technical administrative duties in support of facilities management, budget, administrative functions, department projects, and programs that require a thorough knowledge of the terminology, procedures, and practices for the assigned functional area. This key position will oversee the planning, implementation, and coordination of community development initiatives, economic growth strategies, and planning projects to enhance the City's growth and quality of life. 

 

DEFINITION

Under general administrative direction of the City Manager, plans, directs, manages, and oversees the activities and operations of the Community and Economic Development Department including planning, building inspection and compliance, code enforcement, affordable housing, economic development, and related services; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

 

CLASS CHARACTERISTICS

The Community and Economic Development Director is an “at -will” employee of the City and serves at the pleasure of the City Manager. The position is considered a Department Director with responsibility for directing the activities of a Department with the City. Positions at this class level serve as a member of the City’s senior management team and provide advice and counsel to the City Manager regarding strategic planning and problem solving issues relating to the assigned Department and the City overall.

• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.

• Collaborates with City staff, public officials, business community, consultants, media, and citizens in the accomplishment of program objectives; maintains professional relationships with regional, county, and local economic development organizations; makes presentations to private sector executives, local agencies, community groups, and City Council regarding the business advantages and opportunities within the City.
• Works as the single point of contact with existing and prospective businesses, developers, brokers, and partners to facilitate business expansion in or relocation to the City; provides guidance to business throughout the development and permitting process; assists new and expanding businesses in site selection, acquisitions, and facility construction.
• Oversees building plan check, building inspection, and code enforcement, planning activities, and ensures compliance with appropriate laws, ordinances, and regulations.
• Monitors legislation and developments related to economic development matters; evaluates their impact on City operations and programs, and recommends and implements policy and procedural improvements.
• Prepares and reviews complex documents including development agreements, specific and master plans including financing implementation plans and related contracts; testifies in court as an expert witness for the City on development related matters.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Gathers, tracks, and analyzes local, regional, and state economic and market indicators and other data, draws appropriate conclusions, and makes appropriate recommendations; conducts research regarding economic conditions and trends in the local area and makes recommendations for programs and activities for the City; identifies target industries based on operating, workforce, distribution, and infrastructure criteria, and City objectives.
• Serves as a representative for the Department and City in coordination with governmental agencies, community organizations, and other stakeholder groups as a participant in meetings, committees, and other professional settings.
• Attends and participates in meetings, conferences, workshops, and training sessions; stays abreast of new trends and innovations in field expertise.
• Researches funding opportunities; coordinates and/or completes and submits grant applications; tracts grant-funded projects and requirements; processes and maintains paperwork and reimbursement requests in compliance with funding and reporting requirements.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints.

This position performs moderately difficult and complex administrative and analytical work that may involve and/or emphasize the functional areas of general and administrative support, fiscal, and contract management, program analysis and compliance, staff development and training. The incumbent will gather, tabulate, analyze, and chart data; interview and consult with departmental officials, employees, and others, to give and receive information; prepare reports and make recommendations on procedures, policies, and program/functional issues and alternatives in the Emergency Preparedness Program at the Glenn County Health and Human Services Agency. This position is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Coordinates and oversees the administrative functions of the department; compiles materials; develops and prepares moderately complex reports, correspondence, manuals, publications, and other documents; obtains management review and approval as needed.

The Staff Landscape Architect will oversee design elements of all park development/landscape improvement projects, prepare landscape designs, construction documents and specifications, perform construction observation and troubleshooting, provide general project management and administration, and represent the agency at public meetings.

This is highly technical and professional work for a person at a senior staff/management level. The work performed will support MRCA’s operation of nature parks within greater Los Angeles, land acquisition and capital improvement Workprograms, and other efforts related to public access, open space conservation, habitat restoration, and urban park development. 

Ability to speak Spanish and a current landscape architect license issued by the State of California are required.

Supervision

This position reports to the Deputy Executive Officer. Assorted tasks may be supervised by Executive Staff and may include participation in multi-division teams. The position may supervise other staff at the entry-level or intermediate project manager level. 

ESSENTIAL FUNCTIONS

• Produce landscape improvement plans, details, and specifications, at conceptual design, schematic design,  and construction document phases with both hand-drawn graphics and CAD techniques.

• Coordinate with Site Managers to monitor landscape maintenance activities and improvements; troubleshoot as needed. Provide input and guidance on long-term management plans for existing and new facilities.
• Sign/stamp plans. Interpret and apply applicable ordinances, regulations, and standard operating procedures.
• Produce early concept designs for a variety of project types.

JOB SPECIFICATIONS

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, and operate a computer and other office productivity machinery. Required Hours and Location

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. The position will work out of the Los Angeles River Center and Gardens and will be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors. Remote working or a hybrid schedule may be allowed, subject to supervisor approval.

MINIMUM QUALIFICATIONS

The Park Assistant III (Class: 180) will perform a variety of skilled park maintenance work. This is skills-based physical labor work, in all weather conditions, for a person at an entry level or intermediate level. The work performed will support MRCA’s operation of nature parks within greater Los Angeles and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

Park Assistant III positions exist in the Routes, Construction and Developed Resources Divisions and specific duties may include but are not limited to:

Duties for the Developed Resources division also include repairs to utility infrastructure, building repairs, and skilled gardening, and assistance during special events.

Duties for the Construction division also include building renovation (carpentry, electrical, plumbing), utility infrastructure repairs, and new construction of park amenities and irrigation systems.

Supervision

Depending on the division, the position may report to an Operations Manager, Deputy Division Chief or Division Chief. The position does not supervise other staff but may occasionally direct the work of volunteers, court crews, seasonal workers, volunteers, and youth crews. The employee may work independently or as part of a crew.

THE POSITION

Tri-City is looking for one (1) individual to serve as a Psychiatrist I/II for the Adult Outpatient Clinic. The Psychiatrist I/II will provide medical and psychiatric treatment and diagnostic services to clients in the caseload of Tri-City and provide collaborative work with a multidisciplinary team in a public mental health agency. Provide integrated, effective, and high quality behavioral health care to the residents of Pomona, Claremont and La Verne with moderate to severe functional impairment due to mental illness.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Perform intake and diagnostic interviews on a scheduled and emergent basis.
• Participate in diagnostic staff evaluation of clients.
• Provide medical psychiatric treatment of clients.
• Maintain and disseminate medical records and reports in compliance with Federal, State and Agency regulations, including Health Insurance Portability and Accountability Act (HIPAA) and The Health Information Technology for Economic and Clinical Health Act, Public Law 111-005 (“HITECH Act”).
• Submit required statistical and other requested information on a timely basis.
• Consult and provide information to other agencies that are coordinating their work with that of the behavioral health service agency.
• May serve on Utilization Review Committee, Medication Review Committee, and chair Peer Review Committee as assigned.
• May conduct specialized research, special studies, and services.
