The City of Saratoga is looking for an accounting professional ready for the next step in their career to join our Administrative Services Department team as a full-time Accounting Technician. The Technician, under general supervision, performs journey-level technical and administrative accounting duties related to the preparation, maintenance, and processing of accounts receivable and accounts payable transactions for the City. Responsibilities include reconciling accounts and ledgers, preparing financial reports, executing batch runs and wire transfers, and maintaining both manual and computerized financial records. The role also involves establishing and updating vendor accounts, ensuring accuracy and compliance with applicable regulations, and assisting with financial reporting activities. The incumbent will be assigned to the Accounts Payable and Program Procurement Support areas and will report to the Finance Manager.

The Technician will have knowledge of and proficiency in: Terminology and practices of financial and account document processing and record-keeping, including accounts receivable, accounts payable, utility billing, and business licensing; Methods and techniques or preparing and maintaining records of financial transactions; Methods and techniques of researching and resolving accounting transactional discrepancies; Business arithmetic and basic accounting and financial management knowledge; Record-keeping principles and procedures; Applicable federal, state, and local laws, codes, and ordinances relevant to the area(s) of responsibility; and related areas necessary to perform the essential functions of the position

The Fiscal Analyst I position, performs varied and complex professional accounting and financial analysis work relating to various grants and programs; fiscal and contract management; fiscal program analysis and compliance; prepares analytical, narrative, statistical, accounting and financial reports; develops and monitors budgets; and prepares financial statements and reports and related duties as required. MANAGEMENT ANALYST – TRAINEE
This is a trainee-level, exempt position with a steep learning curve, designed to provide entry-level professional experience over a twelve to twenty-four-month period. The incumbent applies education and related work experience while actively pursuing a bachelor's degree. In the alternative, a Trainee may hold a bachelor's degree, but does not have the experience for a journey-level role just yet. Under general and/or close supervision of an executive or department manager, the incumbent will train on and perform a variety of analytical tasks, including budget preparation, program management, and policy evaluation. As experience and education progress, the incumbent may begin to take on more complex assignments. 

While in the Trainee capacity, the incumbent is an at-will, probationary employee. Upon successfully gaining the required experience or bachelor’s degree, the incumbent will be evaluated for potential placement in the Journey-Level Management Analyst classification.

MANAGEMENT ANALYST – JOURNEY LEVEL
This is a journey-level, exempt position in which the incumbent operates with greater independence and responsibility. Under general supervision, the incumbent will perform complex analytical work, evaluate management projects, and may develop policy recommendations.

Environmental Programs Department

The Environmental Programs Group is responsible for environmental review of VTA’s capital projects, VTA’s Sustainability Program, and VTA’s Stormwater Management Program.  Environmental review includes preparation of federal and state environmental documents; compliance with environmental laws and regulations; acquisition of regulatory agency permits; management of mitigation plans and programs; and coordination on a wide range of environmental topics.  VTA’s Sustainability Program is responsible for reducing the consumption of natural resources and the generation of greenhouse gases in the provision of transportation services through utility management, transportation electrification, climate action planning, waste reduction, and education. VTA’s Stormwater Management Program is responsible for complying with the National Pollutant Discharge Elimination System permit known as MS4. The Program aims to reduce pollution of local creeks and the Bay through the implementation of best management practices in project design and construction, educational initiatives for staff and the public, and enhanced maintenance and sustainable landscaping.

Distinguishing Characteristics
Environmental Planner II: 
This is the journey level in the Environmental Planner class series. Positions at his level are expected to be conversant with relevant environmental laws, regulations, and guidelines in order to achieve compliance of transportation projects. Incumbents conduct environmental analysis of projects in concert with other staff and consultants and may have responsibility for management of the environmental phase of minor projects or for specific portions of larger projects. This classification reviews environmental documents and development applications received from cities/regional agencies for project impact on the transportation system and/or facilities.

Environmental Planner III: 
This is the advanced journey level in the Environmental Planning series. Positions at this level work independently on the largest and most complex projects directing, reviewing, and coordinating the work of assigned project staff, consultants, and representatives of other public agencies in multi-disciplinary teams. Incumbents conduct environmental analyses of transportation projects and programs with minimal supervision and are expected to be conversant in and achieve compliance with relevant environmental laws, regulations, and guidelines.

Positions at this level require the use of initiative and judgment in resolving problems and recommending effective courses of action. Development of the required knowledge, skills, and abilities is most typically obtained through training and experience equivalent to graduation from an accredited college or university with a four-year degree in environmental studies, natural or physical science, transportation or urban planning, or a related field, and one (1) year of experience in compliance or monitoring of environmental issues. (A Masters Degree in environmental, transportation, or urban planning or related discipline may be substituted for one year of the required experience).

Environmental Planner III:
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills, and abilities.

The Position:

Silicon Valley Power (SVP), the City of Santa Clara’s Electric Utility, is seeking two (2) skilled and customer-focused Information Technology Systems Specialists to support the utility’s end-user computing environment.

This position is part of SVP’s Systems Support Group (SSG) — the technology backbone of the utility — which provides reliable, high-quality technical support and systems management for SVP’s staff and operations. As a growing division, SSG supports a broad range of technology projects and modernization initiatives, including those driven by the unprecedented growth in the utility’s service area.

The Information Technology Systems Specialist plays a key role in help desk and deskside support operations, providing timely and effective technical assistance to end users. Core responsibilities include diagnosing and resolving hardware, software, and connectivity issues; performing system deployments, imaging, and upgrades; managing user accounts and access; and maintaining comprehensive technical documentation. Additional duties include helpdesk management, application packaging, patch management, group policy administration, software installation and licensing, VOIP and telephony support, VPN/RDP connectivity, and ensuring the overall reliability and security of end-user devices and systems.

The ideal candidates will demonstrate strong analytical and troubleshooting skills, a proactive approach to problem-solving, and a commitment to delivering exceptional customer service. This position also participates in an on-call and after-hours support rotation, providing critical technical support and ensuring the availability of key systems during emergencies or planned maintenance activities.

The annual salary range for this position is $122,040.48 - $155,706.48.  This position may be filled at or near the minimum of the salary range. 

Minimum Qualifications

EDUCATION AND EXPERIENCE
• A Bachelor's Degree from a college or university with major work in computer science, software engineering, technology hardware, or a related field; and
• One (1) year of programming experience in one or more high level structured program languages, networking, and/or operating systems management.

ACCEPTABLE SUBSTITUTION
Additional qualifying experience may be substituted on a year for year basis for the required education, up to a maximum of four (4) years.

LICENSES/CERTIFICATIONS
None.

DESIRABLE QUALIFICATIONS
• Experience working with municipal utilities or in a telecommunications environment;
• Possession of advanced computing, computer technician, and/or cybersecurity certificates, such as A+, Security +, etc.);
• Experience with Operating Systems (such as Windows, Apple OSX, and iOS, Linux, etc.) and Microsoft 365 or other cloud-based platform; and
• Experience with virtualization software (such as VMWare and Hyper-V).

When assigned to the Electric Utility Operations Division, in addition to the above:
• Experience with Remote Terminal Units (RTUs), microprocessor-based relays, and the Distributed Network Protocol (DNP); and
• Experience using Supervisory Control and Data Acquisition (SCADA) systems

OTHER REQUIREMENTS
• May be required to work unusual hours and weekends in the performance of their duties and be available on an "on call" basis.

The City of Live Oak is seeking a dynamic, visionary, and experienced leader to serve as the Community and Economic Development Director. This key position will oversee the planning, implementation, and coordination of community development initiatives, economic growth strategies, and planning projects to enhance the City's growth and quality of life. 

Under general administrative direction of the City Manager, plans, directs, manages, and oversees the activities and operations of the Community and Economic Development Department including planning, building inspection and compliance, code enforcement, affordable housing, economic development, and related services; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

The Community and Economic Development Director is an “at -will” employee of the City and serves at the pleasure of the City Manager. The position is considered a Department Director with responsibility for directing the activities of a Department with the City. Positions at this class level serve as a member of the City’s senior management team and provide advice and counsel to the City Manager regarding strategic planning and problem solving issues relating to the assigned Department and the City overall.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Assumes full management responsibility for all Community and Economic Development Department services and activities including planning, building inspection and compliance, code enforcement, affordable housing, redevelopment agency and economic development operations and services.
• Develops, plans, coordinates, and manages the City’s economic development program and initiatives regarding business assistance, attraction, retention, and expansion; sets annual program goals and objectives consistent with budget; plans, develops, and implements programs, plans, and policies to foster economic growth.
• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.
• Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
• Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
• Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
• Oversees and participates in the development and administration of the department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
• Supervises and coordinates the environmental review and development review process for all private and public development activities in the City; assists in the development of the General Plan; coordinates and reviews plan changes and resolves sensitive, controversial and complex issues; solves problems with developers, property owners, the public, architects, engineers, and planners as well as City Council and Planning Commission.
• Collaborates with City staff, public officials, business community, consultants, media, and citizens in the accomplishment of program objectives; maintains professional relationships with regional, county, and local economic development organizations; makes presentations to private sector executives, local agencies, community groups, and City Council regarding the business advantages and opportunities within the City.
• Works as the single point of contact with existing and prospective businesses, developers, brokers, and partners to facilitate business expansion in or relocation to the City; provides guidance to business throughout the development and permitting process; assists new and expanding businesses in site selection, acquisitions, and facility construction.
• Oversees building plan check, building inspection, and code enforcement, planning activities, and ensures compliance with appropriate laws, ordinances, and regulations.
• Monitors legislation and developments related to economic development matters; evaluates their impact on City operations and programs, and recommends and implements policy and procedural improvements.
• Prepares and reviews complex documents including development agreements, specific and master plans including financing implementation plans and related contracts; testifies in court as an expert witness for the City on development related matters.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Gathers, tracks, and analyzes local, regional, and state economic and market indicators and other data, draws appropriate conclusions, and makes appropriate recommendations; conducts research regarding economic conditions and trends in the local area and makes recommendations for programs and activities for the City; identifies target industries based on operating, workforce, distribution, and infrastructure criteria, and City objectives.
• Serves as a representative for the Department and City in coordination with governmental agencies, community organizations, and other stakeholder groups as a participant in meetings, committees, and other professional settings.
• Attends and participates in meetings, conferences, workshops, and training sessions; stays abreast of new trends and innovations in field expertise.
• Researches funding opportunities; coordinates and/or completes and submits grant applications; tracts grant-funded projects and requirements; processes and maintains paperwork and reimbursement requests in compliance with funding and reporting requirements.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints.
• Performs related duties as required.

This position performs moderately difficult and complex administrative and analytical work that may involve and/or emphasize the functional areas of general and administrative support, fiscal, and contract management, program analysis and compliance, staff development and training. The incumbent will gather, tabulate, analyze, and chart data; interview and consult with departmental officials, employees, and others, to give and receive information; prepare reports and make recommendations on procedures, policies, and program/functional issues and alternatives in the Emergency Preparedness Program at the Glenn County Health and Human Services Agency. This position is scheduled for forty (40) hours per week.

WHAT YOU’LL DO
