The Information Technology Department will fill the position at the Applications Analyst I or II level to select the best applicant overall.  This position requires a service-oriented focus, ability to support and enhance our Oracle Cloud ERP & HCM applications, along with primary and secondary support roles for multiple enterprise systems including system configuration, reporting and interfaces, day-to-day operational issues, maintenance, upgrades, and on-call rotations.

The ideal candidate for an Applications Analyst II will have in-depth experience with supporting Financial or Human Capital Management (HCM/HR) systems, preferably an integrated ERP/HCM suite, and ideally Oracle Fusion Cloud Applications.  Our Oracle Cloud modules include General Ledger, Fixed Assets, Procure to Pay, Inventory Management, Accounts Receivable, Project Portfolio Management, Core HR, Benefits, Absence, Time and Labor, Payroll  and Learning Management.  Candidates must be detail-oriented, fanatical about documentation, possess strong customer service skills with the ability to communicate clearly and concisely with end users, and understand the complexities involved in system configuration, integration, interfaces, and report development.

Minimum Qualifications

Education/Experience

• A Technology Certificate from an accredited college, university, or trade school in information technology, computer applications, web technologies, computer information systems, application development, database design, programming, technology project management or closely related field AND three years of experience in any one of the focus areas; OR

Position Duties

The salary range for the Senior Power Resources Specialist Classification is:
$147,005.04 - $180,070.80 Annually
This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Energy Department is seeking to fill one (1) full-time Senior Regulatory Compliance & Policy Manager (Senior Power Resources Specialist) position for the Regulatory Compliance & Policy Division. This position reports directly to the Deputy Director of the Regulatory Compliance & Policy Division and will provide technical analysis, assess the potential business impacts to SJCE from proposed regulatory changes, and provide expert public representation.

Under general direction of the Deputy Director, the Senior Regulatory Compliance & Policy Manager will be responsible for engaging in the increasing number of complex electric regulatory proceedings and effectively advocating for the business interests of SJCE at the  California Public Utilities Commission (“CPUC”), the California Energy Commission (CEC), and California Independent System Operator (“CAISO”) to protect and advance San José business and community interests. Typical duties of this position may include, but are not limited to:

• Monitoring and advising internal staff about the progress of regulatory policy and rate-related proceedings
• Performing independent analysis of the possible operational impacts of rate cases and regulatory proceedings
• Representing SJCE before regulatory bodies and on external working groups
• Keeping abreast of key regulatory issues affecting CCAs, and assisting in prioritizing proceedings
• Developing formal written comments to regulatory agencies and advising on advocacy strategy
• Working with other internal teams to share and learn relevant information
• Other duties as assigned     

Minimum Qualifications

Education 
A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or related field to utility business.

Experience

Three (3) years of experience in energy resources operations, planning, purchasing, scheduling, or contract negotiations.

Quality Assurance Group:

Position Duties

 

The Energy department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Risk Management and Contracts Administration Division. This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of Megawatts of renewable energy projects. 

The selected candidate will have the following duties and responsibilities:

• Develop analytical modeling and reporting for evaluating portfolio-level and enterprise-wide risks, providing insights that strengthen decision making. 
• Define and quantify the risk metric to demonstrate financial risk during extreme, disadvantageous energy market conditions and assess their implications for the organization. 
• Support the creation of scalable risk management tools to track the various operational, financial, strategic, legislative, regulatory risks specific to the energy industry.
• Perform quantitative and qualitative analysis to assess critical energy-sector risks - such as wholesale market fluctuations and evolving regulatory requirements - and recommend mitigation strategies.
• Perform attribution analysis to identify the factors contributing to power portfolio performance and generate insights for strategic decision making.
• Perform sensitivity analyses on key energy-related risk variables using financial modeling techniques to evaluate organizational impact and prepare clear, data-driven reports for management.
• Coordinate with different divisions within the department to identify the key risks across various categories, supporting the development and maintenance of an enterprise risk register.
• Monitor the organization's risk exposure and the effectiveness of existing risk management strategies through continuous data analysis. 
• Evaluate enterprise risks, conduct risk assessments, and collaborate with business units to assess, track, and mitigate business-level risks, while informing enterprise-level risk assessment and management.
• Identify emerging operational and financial risks by analyzing internal and external energy-market data to evaluate risk likelihood, impact, exposure, and control effectiveness, providing strategic recommendations to prevent or reduce potential losses.
• Maintain an understanding of existing and new regulatory laws related to California Energy Regulation and assess how policy changes may impact organizational operations and compliance.
• Perform other duties that may be assigned from time to time.

The ideal candidate is a highly motivated individual with strong modeling, analytical, quantitative and problem-solving skills. The candidate should have effective communication skills, show attention to detail, and be able to work independently. Candidates that are highly collaborative with colleagues and are able to think outside the box are ideal. Experience in energy sector is desirable.
 

The Risk Management and Contracts Administration Division is responsible for providing independent oversight of the risks in transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures.  This unit also provides strategic support to facilitate the development and execution of various non-energy contracts, administers signed energy contracts, and manages the invoicing process.

The position will remain open until filled, with the first review of applications on March 13, 2026.

 Additional steps (Step F, Step G, and Step H) included in the salary range listed above are available to employees in this job classification after completion of five years of service (Step F), ten years of service (Step G), and 15 years of service (Step H), and one year at the prior step, and good performance evaluation. Initial salary placement is typically at the entry point of the range unless the candidate has prior Code Enforcement Officer experience which may warrant initial placement at a higher step.

Due to the nature of this position, a varied work schedule that includes evening and/or weekend hours is required. This is a full-time, on-site position, designed for direct collaboration with the team and active participation in daily operations.

ABOUT THE POSITION
The City of Gilroy is recruiting to fill the limited-term position of Code Enforcement in the Community Development Department, Building Division. 

In this exciting opportunity, the Code Enforcement Officer will work under the supervision of the Supervising Code Enforcement Officer and will serve as a frontline ambassador for city standards, working directly with residents, businesses, and property owners to ensure compliance with local codes and ordinances. This role is offered on a limited-term basis and is currently budgeted through June 30, 2027.  It is possible that the position will be extended beyond this date, but that will not be known until the Spring of 2027.  This position offers a meaningful opportunity to help uphold community standards and ensure compliant neighborhoods. The Code Enforcement Officer will respond to citizen concerns and proactively identify violations such as property maintenance issues, and zoning infractions. You will educate the public on code requirements through clear and respectful communication and work collaboratively with other city departments and external agencies to resolve issues. The Code Enforcement Officer is distinguished from the Supervisor by performing work of moderate difficulty and more routine tasks and duties assigned to this position within this classification series. These tasks involve inspections and enforcement of applicable ordinances pertaining to residential and commercial properties, housing, building construction, and other related regulations. Additionally, the Code Enforcement Officer will issue notices, citations, and follow up on compliance efforts in a fair and consistent manner. It is also imperative that the Code Enforcement Officer maintain accurate case files and documentation for possible legal proceedings.

Definition
Under general supervision, the Electro-Mechanic performs skilled electrical/electronic and mechanical work to diagnose, maintain, repair, rebuild, overhaul, service, inspect, and test light rail transit vehicles and equipment.

About the Light Rail Maintenance Department

Light Rail Vehicle (LRV) Maintenance is located at the Guadalupe Light Rail Division. LRV Maintenance is responsible for timely and reliable maintenance, preventive maintenance, inspections, repair and servicing of light rail vehicles and service equipment.

After a light rail vehicle returns from revenue service at the end of each day, Maintenance performs an interior inspection/walk-through of the vehicle, analyzes the Operator Defect Card, performs a visual inspection of the vehicle undercarriage, performs exterior and interior cleaning, cleans and repairs windows and seating, and removes and repairs graffiti and vandalism.

Minimum Qualifications

Employment Standards
Training and experience equivalent to a high school diploma and four years of experience in the maintenance and repair of electrically powered rail transit vehicles.

OR

Training and experience equivalent to completion of a two-year degree in electronic technology and two years of experience in the installation, maintenance or repair of electro-mechanical systems similar to those found in VTA light rail vehicles.

OR

Demonstrated experience and training equivalent to a high school diploma and four years of experience in a maintenance environment working on systems similar to those found in a light rail vehicle including air conditioning, DC motors, generators, circuit diagrams, lighting and electrical troubleshooting.

Possession of a valid California Class C driver's license and the ability to qualify for and maintain a Class B license with passenger (P) endorsement and a maintenance LRV operation certification.

Must be available to work weekends, holidays, and odd and unusual hours.

Definition
Under general supervision, the Light Rail Power Supervisor supervises and coordinates the overhead power and substation maintenance and repair of the light rail system.

Distinguishing Characteristics
This is the first full supervisory level in the maintenance and repair of electric power systems for light rail, including overhead and substations. The next higher class of Light Rail Way, Power and Signal Superintendent manages the overall activities of the program and supervises this class.

Way, Power & Signal Maintenance is responsible for timely and reliable maintenance, preventive maintenance, inspections, repair and servicing of the light rail right-of-way, rail system power, tracks, signals, station facilities and related equipment. Components of the Way, Power & Signal unit are:
 

• Station & Wayside Maintenance: Station & Wayside Maintenance maintains and repairs (including graffiti removal) light rail stations, terminal buildings, restrooms, park & ride lots, landscaping, fences, guardrails, and other trackside areas.

• Track Maintenance: Track Maintenance maintains (including right-of-way weed eradication, vegetation control, and graffiti removal), performs preventive maintenance, inspects, services and repairs rail, switches, ties, roadbed, and track systems.

• Power Maintenance: Power Maintenance maintains (including trackside right-of-way tree trimming), performs preventive maintenance, inspects, repairs, and services light rail electric power systems, including overhead, substations, lighting, and other electrical systems.

• Signal Maintenance: Signal Maintenance maintains, performs preventive maintenance, inspects, repairs, and services signal systems, crossing gates, fare machines, SCADA (Supervisory Control and Data Acquisition) controls, and station audio/video equipment.

• Passenger Facilities Maintenance: Passenger Facilities Maintenance maintains, performs preventive maintenance, inspects, repairs, and services all VTA-maintained passenger facilities, including bus stops. Services include: bench installation, painting and repair, core drilling for poles at new bus stops, garbage collection, trash receptacle installation and relocation, graffiti abatement, litter removal, pressure washing, red curb painting, signage inspection, route updates, and sweeping services. Janitorial services for transit centers are provided daily through a Facilities Maintenance service contract with a third-party vendor. Guadalupe

Minimum Qualifications

Employment Standards
Sufficient education, training and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through the equivalent of six (6) years of experience in electrical/electronic maintenance, including one (1) year in an electrified rail or high voltage power supervisory position AND the equivalent of completion of a recognized apprenticeship program for electricians.

Possession of a valid California Class C driver's license and the ability to qualify for and maintain a Class B license.

• Leads and participates in the work of staff in managing projects, developing and enhancing system applications for an assigned division;
• Establishes and maintains positive relationships, and works extensively with VTA Management, VTA Business Process Owners, and system Super Users in developing and  enhancing information systems solutions;
• Trains customers, staff, and others as needed in a formal setting, in a group, or one-on-one;
• Administers a variety of actions to one or more modules of the Enterprise Resource Planning system (SAP), or Electronic Documents Management System (EDMS), or construction applications (such as Contract Manager, P6, Projectwise, Citicube, etc.) or other VTA applications or Reporting Services;

Minimum Qualifications

Employment Standards

Sufficient training, education and experience to demonstrate possession of the required technical and project management knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) Incumbents must demonstrate substantial experience in an SAP environment, and/or Electronic Documents Management System, and/or Operations system (such as Trapeze, BDT, ACS) or Construction and CMP solutions.

A VTA employee designated as a "Business Process Owner" and/or "Super User" with four (4) years of experience in that capacity, in addition to performing and leading others in system upgrades and demonstrated technical coursework in SAP or systems used at VTA, meets the minimum qualifications for this classification. Experience with transit/transportation-related applications is desirable.

• Computer programming, on-line programming, and programming documentation principles and techniques;

Ability to:

• Evaluate processes proposed for business systems and enterprise systems modules, determine impact, and make decisions for recommended solutions and changes;
