The City of Berkeley invites you to apply for the position of Senior Management Analyst! In this role, you will lead projects involving statistical analyses, program management, personnel matters, operations support, policy and procedure development, or other areas specific to your assigned department. You'll make recommendations for action and assist in budget development and management. In addition, you may be assigned to supervise or lead the work of support staff.

This is a city-wide classification with specific responsibilities dependent upon the department or division. Examples include:

• City Manager's Office: Assist in policy, procedure, and budget development and management including the Biennial Budget and Capital Improvement Program. 

• Public Works: Coordinate and provide oversight of large portions of the department's Capital Improvement Plan. Assist Public Works divisions with the resolution of complex and special project budget issues.

• Planning & Development: Ensure fiscal compliance of multiple funds, review position control and payroll reports for accuracy, review fiscal year-end and new fiscal year process, analyze revenues and expenditures, and monitor and report grants and expenditure contracts.

• Parks, Recreation & Waterfront: Write City Council and Commission reports, develop scope for and execute contracts, support fee analysis and assessment of proposals, and write grants. Manage, develop, and negotiate city-wide department lease and licensing agreements.

• Health, Housing & Community Services: Supervise work including fiscal and program analysis and oversight of contract and grant compliance requirements. May also manage a portfolio of funds and work closely with other City of Berkeley departments, outside groups, and sponsors.

 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is:
Equivalent to graduation from a four-year college, preferably with major coursework in business or public administration, economics, accounting or a closely related field, and four (4) years of progressively responsible full-time, professional experience in public administration, management, or business involving budget and fiscal accounting control.

A master's degree in public administration, financial management or accounting is highly desirable and may be substituted for one (1) year of the professional-technical experience. Some positions may require successful completion of college-level accounting courses such as budgetary, managerial, and governmental accounting.

Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

Special Status: Positions in the City Manager's office are exempt from the competitive service and the incumbent will hold regular "at will" status.

The Position: 

This is a lead role for the City’s Key Customers and the key customer engagement team. This role is pivotal in maintaining and enhancing our business relationships with key customers, ensuring their needs are met with exceptional service and support.

The City is seeking a Maintenance Operations Supervisor to oversee the maintenance and operations of the City streets, storm water systems, sidewalks, facilities and building systems, plumbing and irrigation, landscaping, and parks within the Operations+ Environmental Services Division of the Public Works Department. The Maintenance Operations Supervisor is responsible for leading, planning, organizing, supervising, reviewing, and evaluating the work of the Maintenance team. The current vacancy is assigned to Measure FF, and will function as a project leader for professional and technical support staff, as a technical expert in the traffic and transportation engineering field with responsibility for administrative and technical work in traffic and transportation engineering, as well as for planning, design, and specifications. Some key responsibilities include:

• Lead planning, design review, and technical analysis for Measure FF safety, multimodal, and corridor improvement projects, ensuring compliance with engineering standards, MUTCD, Caltrans guidance, ADA/PROWAG, NACTO, and Vision Zero principles.
• Manage consultant teams, including scope development, task coordination, technical review of deliverables, schedule oversight, and ensuring projects meet Measure FF budget and performance expectations.
• Oversee project implementation and field coordination, working closely with Public Works Engineering, Traffic Maintenance, external contractors, and utility partners to ensure successful construction, installation, and close-out of Measure FF improvement projects.
• Support Measure FF financial and program management, including cost estimating, budgeting, resource planning, and contributing to capital planning, reporting, and accountability requirements tied to the ballot measure.
• Perform additional Traffic Engineering assignments as needed to support the Transportation Division, including traffic operations analysis, safety reviews, engineering support for council requests, and coordination on citywide multimodal initiatives.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and three years of increasingly responsible traffic engineering experience, one year of which was at a level equivalent to the Assistant Transportation Engineer class.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer as well as a a valid California driver's license and have a satisfactory driving record.

Progressively responsible related experience may be substituted for the college course work on a year for year basis. A master's degree in Transportation Engineering/Planning or a related field is desirable.

THE POSITION:

This is a division head management position at the Hayward Executive Airport, reporting to the Airport Manager. The incumbent is responsible for the management of the business and accounting functions at the airport and provides second-line supervision and direction of staff within the Airport Division. This position is distinguished from the Airport Operations Supervisor classification which is responsible for the direct supervision of staff performance of Airside and Landside operations and maintenance tasks at the airport. Under general direction, the Airport Business Supervisor, oversees the airport business function including budget preparation, the real property program, tenant compliance with contract provisions, collections, preparation of grant applications, and other administrative duties.  

THE IDEAL CANDIDATE:

The Airport Business Supervisor is a key administrative position in the Airport division of Hayward Public Works Department. The ideal candidate is detail oriented, discrete and a multitasker able to meet tight deadlines when required. They are a networker, able to build bridges with internal and external customers. A Dispatcher I is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher I receives incoming calls for police assistance and response; acts as a primary Dispatcher when appropriate; performs a variety of general support duties related to police communications; completes a wide variety of general clerical duties.

Examples of Duties:

The Dispatcher I duties may include, but are not limited to, the following:

Answer emergency and non-emergency police related phone calls, help prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.   A Dispatcher I may be assigned to work various hours, shifts, holidays, weekends and overtime.

Typical Qualifications:

A combination of education and work experience including 2-3 years of general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm net.  Knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; type and learn the operation of other standard office equipment; a willingness to work varying shifts; and to learn radio dispatching skills. 

Salary & Benefits

• Salary: $6,681 - $8,612 per month.
• Health/Medical Benefit: Choice of coverage with Kaiser or Blue Shield. The City pays 80% of monthly premiums at each coverage level. In lieu of medical coverage, the City will contribute $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) into a MissionSquare 457 deferred compensation plan.
• Dental & Vision: City-paid for employee and eligible dependents.
• CalPERS Retirement: Enrollment in 2% @ 60 (Classic Member) or 2% @ 62 (PEPRA New Member).
• MissionSquare Deferred Compensation & Roth IRA Plans: Voluntary plans available.
• Retiree Health Savings (RHS) Plan: City contributes $100.45 /month.

• Sick Leave: Earned at the rate of one day per month, with no maximum accrual.
• Vacation: Earned at the rate of one day per month in the first year, increasing with service years; Lateral accrual rate may include years of service at former agency.
• The City does not participate in Social Security.

Typing certification of 40 wpm net (5 minute test taken within the last 12 months) is required.  Certificates will only be accepted from a recognized business, adult school, or employment agency. Online typing test results will not be accepted. Applications received without a valid typing certificate, or not meeting the minimum words per minute (40 wpm net) will not be considered and applicants will not be contacted to correct the deficiency.

CONTINUOUS RECRUITMENT: Applications will be reviewed on an ongoing basis.  You must ensure complete submission of employment application and typing certificate as recruitment may close at any time. 

Applicants who meet the minimum qualifications may be invited to take an online Dispatcher CritiCall test and will be notified by email of their scheduled testing date.  The most qualified applicants based on background and experience as evidenced by their application, and those with a passing score on the online test, may be invited for an oral board interview, which is weighted 100%. To be placed on an eligibility list, an applicant must receive a passing score of 70 or more from each panel member.

A thorough background check, as well as a physical, including a drug screen, psychological evaluation, and polygraph exam will be conducted on the top candidates prior to appointment consideration.  Failure to achieve a qualifying score on any portion of the examination process will eliminate a candidate from further consideration.
