The ideal candidate has a minimum of five years’ experience performing the full range of technical work in the areas of general accounting and auditing.  

Main Duties

The main duties will include, but are not limited to:

• Accounts payable, including verifying availability of funds and proper classification of expenditures.
• Review monthly credit cards  transactions for proper coding, approval, and timely processing; follow up with staff as needed due to high transaction volume and coordinate resolution of coding or approval issues.   
• Report generation, including the preparation of the Claims Report for each Board meeting. The Claims Report includes the Accounts Payable and credit cards transactions for a specific period. The Claims Report is a public document and must be reported at every regular Board meeting.
• Perform routine reconciliation of expenditure and revenue accounts, including bank statements.
• Produce journal entries to post to the general ledger.
• Verify, post, and record financial transactions; maintain accounting records, ledgers, registers, journals, and supporting databases in accordance with established accounting policies and procedures.
• Providing technical assistance  for  year-end audit preparation,  including  supplying information to the auditors  and responding to requests and questions.

Additional Responsibilities

The additional responsibilities may include:

• Accounts receivable duties as needed.
• Reconcile specialized accounts including land acquisition worksheets, capital assets, and long-term debt funds to ensure accuracy of financial records.
• Assist in processing debt service obligations, including preparing payment schedules, processing annual payments, posting interest on bonds and notes, updating liability balances, and preparing related journal entries.
• Review, post, balance, reconcile, and maintain accurate and confidential accounting and payroll records. Accurately prepare employee and vendor payments for retirement and other benefits; submit reportable compensation to CalPERS and process payments; prepare Federal and State tax reports.
• Assist in gathering data and preparing monthly financial and statistical reports.

This position performs a variety of highly complex technical para-professional administrative duties in support of fiscal and accounting procedures, including budget preparation and auditing a variety of financial records under limited supervision. JOB DUTIES

Overview:

The Senior Management Analyst for the Treasury and Debt Management Unit supports the Treasury and Debt Manager in managing Valley Water’s $1.4 billion debt portfolio, $800 million investment portfolio, and $450 million short-term debt program. The position acts as a lead on debt administration and short-term debt issuances, and supports long-term debt issuances, cash management, and investments. The Senior Management Analyst is a financial analyst who works closely with internal and external partners to secure debt financing for capital projects, manage debt proceeds, report to investors, comply with legal covenants, manage daily cash flow and investments, and make regular debt service and fee payments.

Key Responsibilities include, but are not limited to:

• Debt administration, including compliance and continuing disclosure reporting, debt service and fee payments, management of bond proceeds, oversight of the federal WIFIA loan program, management of the DebtBook debt module, and coordination with partner banks, lenders, and accounting staff. 
• Management of the short-term debt program, which includes a $250 million commercial paper facility and a $200 million revolving line of credit for just-in-time financing of the Capital Improvement Program. Coordination with CP dealers, revolving line of credit bank, issuing and paying agent, and trustee bank to issue short-term debt and manage the funds. 
• Supporting the issuance of long-term debt, including new-money and refunding water revenue and special parcel tax bonds. Drafting bond disclosure, reviewing and understanding legal documents, working closely with bond counsel and municipal advisors, and drafting board memos.
• Supporting other Treasury functions, including daily cash management to account for incoming/outgoing cash, investment transactions and reporting, cash flow forecasting, and SymPro investment database maintenance. Responsibilities include using Infor ERP to process payments by check, ACH, and wire, and ensuring the security of these transactions from phishing and other cyber threats.
• Monitoring and ensuring compliance with legal and regulatory requirements related to the debt and investment portfolios. Assisting with financial analyses, budgeting, special projects, and ad-hoc requests. Developing unit efficiencies using AI tools.

Treasury-Debt Management Unit (Position Code 981) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

VTA’s Engineering and Program Delivery (EPD) Division is seeking a Senior Transportation Engineer for the Quality Assurance (QA) Group under the Technical Services Department.  

Quality Assurance Group: 
The QA Group supports all capital improvement programs for the Division during planning, design, procurement, construction and closeout phases of highway, rail, transit and facilities projects.  As a Senior Transportation Engineer, you will play an important role in ensuring delivery of quality products and services for the Division. It is the responsibility of the QA Group to ensure the development of each project’s Contract-specific Quality Management Plan (CQMP) and to conduct audits and surveillances, based on the approved CQMPs, to monitor and assure effective implementation. Strong interpersonal and communication skills to work with VTA staff, consultants and contractors, attention to detail and ability to lead the QA team with day-to-day activities are desirable skill sets.

Position Duties

 

The Energy department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Risk Management and Contracts Administration Division. This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of Megawatts of renewable energy projects. 

The selected candidate will have the following duties and responsibilities:

• Develop analytical modeling and reporting for evaluating portfolio-level and enterprise-wide risks, providing insights that strengthen decision making. 
• Define and quantify the risk metric to demonstrate financial risk during extreme, disadvantageous energy market conditions and assess their implications for the organization. 
• Support the creation of scalable risk management tools to track the various operational, financial, strategic, legislative, regulatory risks specific to the energy industry.
• Perform quantitative and qualitative analysis to assess critical energy-sector risks - such as wholesale market fluctuations and evolving regulatory requirements - and recommend mitigation strategies.
• Perform attribution analysis to identify the factors contributing to power portfolio performance and generate insights for strategic decision making.
• Perform sensitivity analyses on key energy-related risk variables using financial modeling techniques to evaluate organizational impact and prepare clear, data-driven reports for management.
• Coordinate with different divisions within the department to identify the key risks across various categories, supporting the development and maintenance of an enterprise risk register.
• Monitor the organization's risk exposure and the effectiveness of existing risk management strategies through continuous data analysis. 
• Evaluate enterprise risks, conduct risk assessments, and collaborate with business units to assess, track, and mitigate business-level risks, while informing enterprise-level risk assessment and management.
• Identify emerging operational and financial risks by analyzing internal and external energy-market data to evaluate risk likelihood, impact, exposure, and control effectiveness, providing strategic recommendations to prevent or reduce potential losses.
• Maintain an understanding of existing and new regulatory laws related to California Energy Regulation and assess how policy changes may impact organizational operations and compliance.
• Perform other duties that may be assigned from time to time.

The ideal candidate is a highly motivated individual with strong modeling, analytical, quantitative and problem-solving skills. The candidate should have effective communication skills, show attention to detail, and be able to work independently. Candidates that are highly collaborative with colleagues and are able to think outside the box are ideal. Experience in energy sector is desirable.
 

The Risk Management and Contracts Administration Division is responsible for providing independent oversight of the risks in transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures.  This unit also provides strategic support to facilitate the development and execution of various non-energy contracts, administers signed energy contracts, and manages the invoicing process.

The Code Enforcement Officer will respond to citizen concerns and proactively identify violations such as property maintenance issues, and zoning infractions. You will educate the public on code requirements through clear and respectful communication and work collaboratively with other city departments and external agencies to resolve issues. The Code Enforcement Officer is distinguished from the Supervisor by performing work of moderate difficulty and more routine tasks and duties assigned to this position within this classification series. These tasks involve inspections and enforcement of applicable ordinances pertaining to residential and commercial properties, housing, building construction, and other related regulations. Additionally, the Code Enforcement Officer will issue notices, citations, and follow up on compliance efforts in a fair and consistent manner. It is also imperative that the Code Enforcement Officer maintain accurate case files and documentation for possible legal proceedings.

About the Light Rail Maintenance Department

Light Rail Vehicle (LRV) Maintenance is located at the Guadalupe Light Rail Division. LRV Maintenance is responsible for timely and reliable maintenance, preventive maintenance, inspections, repair and servicing of light rail vehicles and service equipment.

After a light rail vehicle returns from revenue service at the end of each day, Maintenance performs an interior inspection/walk-through of the vehicle, analyzes the Operator Defect Card, performs a visual inspection of the vehicle undercarriage, performs exterior and interior cleaning, cleans and repairs windows and seating, and removes and repairs graffiti and vandalism.

OR

Demonstrated experience and training equivalent to a high school diploma and four years of experience in a maintenance environment working on systems similar to those found in a light rail vehicle including air conditioning, DC motors, generators, circuit diagrams, lighting and electrical troubleshooting.

Possession of a valid California Class C driver's license and the ability to qualify for and maintain a Class B license with passenger (P) endorsement and a maintenance LRV operation certification.

Way, Power & Signal Maintenance is responsible for timely and reliable maintenance, preventive maintenance, inspections, repair and servicing of the light rail right-of-way, rail system power, tracks, signals, station facilities and related equipment. Components of the Way, Power & Signal unit are:
 

• Station & Wayside Maintenance: Station & Wayside Maintenance maintains and repairs (including graffiti removal) light rail stations, terminal buildings, restrooms, park & ride lots, landscaping, fences, guardrails, and other trackside areas.

• Track Maintenance: Track Maintenance maintains (including right-of-way weed eradication, vegetation control, and graffiti removal), performs preventive maintenance, inspects, services and repairs rail, switches, ties, roadbed, and track systems.

• Power Maintenance: Power Maintenance maintains (including trackside right-of-way tree trimming), performs preventive maintenance, inspects, repairs, and services light rail electric power systems, including overhead, substations, lighting, and other electrical systems.

• Passenger Facilities Maintenance: Passenger Facilities Maintenance maintains, performs preventive maintenance, inspects, repairs, and services all VTA-maintained passenger facilities, including bus stops. Services include: bench installation, painting and repair, core drilling for poles at new bus stops, garbage collection, trash receptacle installation and relocation, graffiti abatement, litter removal, pressure washing, red curb painting, signage inspection, route updates, and sweeping services. Janitorial services for transit centers are provided daily through a Facilities Maintenance service contract with a third-party vendor. Guadalupe
