The City of Berkeley invites you to apply for the position of Senior Management Analyst! In this role, you will lead projects involving statistical analyses, program management, personnel matters, operations support, policy and procedure development, or other areas specific to your assigned department. You'll make recommendations for action and assist in budget development and management. In addition, you may be assigned to supervise or lead the work of support staff.

This is a city-wide classification with specific responsibilities dependent upon the department or division. Examples include:

• City Manager's Office: Assist in policy, procedure, and budget development and management including the Biennial Budget and Capital Improvement Program. 

• Public Works: Coordinate and provide oversight of large portions of the department's Capital Improvement Plan. Assist Public Works divisions with the resolution of complex and special project budget issues.

• Planning & Development: Ensure fiscal compliance of multiple funds, review position control and payroll reports for accuracy, review fiscal year-end and new fiscal year process, analyze revenues and expenditures, and monitor and report grants and expenditure contracts.

• Parks, Recreation & Waterfront: Write City Council and Commission reports, develop scope for and execute contracts, support fee analysis and assessment of proposals, and write grants. Manage, develop, and negotiate city-wide department lease and licensing agreements.

• Health, Housing & Community Services: Supervise work including fiscal and program analysis and oversight of contract and grant compliance requirements. May also manage a portfolio of funds and work closely with other City of Berkeley departments, outside groups, and sponsors.

 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is:
Equivalent to graduation from a four-year college, preferably with major coursework in business or public administration, economics, accounting or a closely related field, and four (4) years of progressively responsible full-time, professional experience in public administration, management, or business involving budget and fiscal accounting control.

A master's degree in public administration, financial management or accounting is highly desirable and may be substituted for one (1) year of the professional-technical experience. Some positions may require successful completion of college-level accounting courses such as budgetary, managerial, and governmental accounting.

Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

Special Status: Positions in the City Manager's office are exempt from the competitive service and the incumbent will hold regular "at will" status.

The Auditor-Controller Manager is distinguished by the level of responsibility of managing multiple components of accounting, administrative and auditing systems, fiscal staff development, and program analysis. This position is scheduled for forty (40) hours per week. This recruitment may be used to establish a list to fill future vacancies for the next six (6) months.

Plans, develops, and evaluates Auditor-Controller Division’s goals, objectives, policies and procedures; interprets laws and regulations; develops systems and standards for program evaluation; assures the Auditor-Controller Division’s activities follow all applicable laws, policies and regulations. Directs the Auditor-Controller Division’s operations; evaluates issues and recommends solutions; prioritizes and assigns projects; identifies and communicates strategies, goals and objectives. Performs the most difficult and complex accounting tasks in the Auditor-Controller division, including preparing financial audits, reports and statements.

 The Accounting and General Services Specialist III position is in the Public Works Department. This position performs a variety of highly complex technical para-professional administrative duties in support of fiscal and accounting procedures, including budget preparation and auditing a variety of financial records under limited supervision. This position will require thorough knowledge of accounting terminology and procedures. The position is full-time, and scheduled for forty (40) hours per week. 

WHAT YOU’LL DO

• Coordinates services and repairs with maintenance staff and/or vendors; conducts inspections, investigations, or interviews as needed to identify problems.

The current vacancy is assigned to Measure FF, and will function as a project leader for professional and technical support staff, as a technical expert in the traffic and transportation engineering field with responsibility for administrative and technical work in traffic and transportation engineering, as well as for planning, design, and specifications. Some key responsibilities include:

• Lead planning, design review, and technical analysis for Measure FF safety, multimodal, and corridor improvement projects, ensuring compliance with engineering standards, MUTCD, Caltrans guidance, ADA/PROWAG, NACTO, and Vision Zero principles.
• Manage consultant teams, including scope development, task coordination, technical review of deliverables, schedule oversight, and ensuring projects meet Measure FF budget and performance expectations.
• Oversee project implementation and field coordination, working closely with Public Works Engineering, Traffic Maintenance, external contractors, and utility partners to ensure successful construction, installation, and close-out of Measure FF improvement projects.
• Support Measure FF financial and program management, including cost estimating, budgeting, resource planning, and contributing to capital planning, reporting, and accountability requirements tied to the ballot measure.
• Perform additional Traffic Engineering assignments as needed to support the Transportation Division, including traffic operations analysis, safety reviews, engineering support for council requests, and coordination on citywide multimodal initiatives.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and three years of increasingly responsible traffic engineering experience, one year of which was at a level equivalent to the Assistant Transportation Engineer class.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer as well as a a valid California driver's license and have a satisfactory driving record.

THE POSITION:

This is a division head management position at the Hayward Executive Airport, reporting to the Airport Manager. The incumbent is responsible for the management of the business and accounting functions at the airport and provides second-line supervision and direction of staff within the Airport Division. This position is distinguished from the Airport Operations Supervisor classification which is responsible for the direct supervision of staff performance of Airside and Landside operations and maintenance tasks at the airport. Under general direction, the Airport Business Supervisor, oversees the airport business function including budget preparation, the real property program, tenant compliance with contract provisions, collections, preparation of grant applications, and other administrative duties.

A Dispatcher I is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher I receives incoming calls for police assistance and response; acts as a primary Dispatcher when appropriate; performs a variety of general support duties related to police communications; completes a wide variety of general clerical duties.

Examples of Duties:

The Dispatcher I duties may include, but are not limited to, the following:

Answer emergency and non-emergency police related phone calls, help prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.   A Dispatcher I may be assigned to work various hours, shifts, holidays, weekends and overtime.

Typical Qualifications:

A combination of education and work experience including 2-3 years of general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm net.  Knowledge of business English, spelling; modern office practices and procedures; record keeping. Position Description

The Administrative Analyst II is the journey level class in the Administrative Analyst series in which incumbents are expected to perform the full scope of assigned analytical duties. This position will perform responsible professional administrative support to the City Manager’s Office and City Council, including, but not limited to, conducting analytical studies of administrative and operational issues, direction and/or coordination of administrative operations; managing and coordinating complex and sensitive special projects. The position receives direction from the City Manager or designee and may exercise direct supervision over subordinate professional, technical or clerical staff.  Work may require travel, attendance at meetings, and occasional irregular hours, including early morning and evening meetings.

The Ideal Candidate

The ideal candidate is a customer service-oriented team player with experience in local government operations, who can work independently in the absence of supervision. The successful candidate will have demonstrated experience providing high-level administrative and analytical support managing special project assignments. This position requires experience planning and coordinating highly visible public events, such as the Contra Costa County Mayors’ Conference, community receptions (e.g. Volunteer Appreciation event), ribbon-cutting ceremonies, and community festivals (e.g. Light Up the Night holiday event). The ideal candidate will also have experience overseeing and coordinating commission and board appointments for the City Council and may serve as a staff liaison to a commission.

• Experience: Must have three (3) years of progressively responsible administrative and analytical experience preferably in a municipal government setting at the Analyst I level. Supervisory experience is desired.

• Education: Graduation from an accredited four-year college or university with major coursework in public administration, business administration or related field.

Salary & Benefits

• Salary: $8.535 - $11,336. Placement in range depends on qualifications.
• Health/Medical Benefit: Choice of coverage with Kaiser or Blue Shield. The City pays 75% of the Kaiser monthly premium at each coverage level. In lieu of medical coverage, the employee may elect to receive $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) in cash or a pre-tax contribution into a MissionSquare Retirement 457 deferred compensation plan.
• Dental & Vision: City-paid for employee and eligible dependents.
• CalPERS Retirement: Enrollment in either 2% @ 60 (Classic Member) or 2% @ 62 (PEPRA New Member).

The most qualified candidates will be invited for an oral board interview, based on background and experience as evidenced by their application. A written test may be administered. To be placed on an eligibility list, an applicant must receive a passing score of 70 or more from each panel member.
