To perform responsible clerical accounting work involved with billing and collection of utility bills; the maintenance and review of financial and statistical records; the entry of data processing; and/or assisting in the preparation and maintenance of payroll and related records.  The purpose of this recruitment is to fill a current vacancy, as well as establish an eligibility list for future vacancies.

Finance Clerk I:  This is the entrance level for clerical accounting employees.  Employees in this class normally work under close and continuous supervision performing a group of repetitive or closely related duties according to established procedures. Finance Clerks I are normally considered to be on training status and, as assigned responsibility and breadth of knowledge increase with increased experience, may reasonably expect their positions to be reassigned to the next higher class of Finance Clerk II.

Finance Clerk II:  Positions in this class are normally filled by advancement from the lower grade of Finance Clerk I, or, when filled from the outside require prior responsible clerical accounting experience.  A Finance Clerk II works under general supervision and, within a framework of established procedures, is expected to perform a variety of accounting duties with only occasional instruction or assistance.

The Ideal Candidate for the Finance Clerk position will possess excellent customer service skills and maintain professionalism regardless of work environment.  Cash handling experience with proven accuracy and integrity are essential to the position.  Strong communication skills are vital.  Candidates must be able to communicate with internal and external customers with ease and confidence.  The Ideal Candidate will also demonstrate the ability to prioritize multiple competing timelines, remain organized, show attention to detail, as well as being highly trainable.  Regular, predictable, consistent, and timely attendance is an essential function of the position. ESSENTIAL JOB FUNCTIONS

Prepare and process utility bills; collect payments over the counter and through the mail; balance cash drawer and prepare deposits; and process delinquent accounts; Set-up and maintain accounts on a computerized accounting system. Prepare or assist in the preparation of a variety of financial and statistical reports as assigned. Process accounts payable for the City; input purchase orders and blanket purchase orders to be paid into computer system; enter and verify invoices for payment; prepare and print claim report and distribute to City departments/divisions.

Process various transactions involving accounts payable, payroll, general ledgers and accounts receivable. Assist customers over the counter with respect to utilities billings, opening/closing accounts, problems, etc.; respond to citizen complaints and/or inquiries, referring more complex issues to higher level of authority as appropriate. Print and mail out renewal notices, delinquent notices, billings changes, etc. Review and check records, forms, and other documents for accuracy, completeness and conformance to rules and regulations. Post a wide assortment of information to records. Process fixed asset requests, invoices and purchase order disbursements. Input a variety of data to computerized record keeping/data processing systems; maintain computerized and/or manual files of correspondence, records, and other documents as assigned. Receive, sort, and distribute in-coming and out-going mail as assigned. Order and maintain supplies. Perform related duties as assigned.

QUALIFICATIONS

Experience and Education:

Any combination equivalent to the experience and training that would likely provide the required knowledge and abilities would be qualifying.  A typical manner to achieve the knowledge and abilities would be:

Finance Clerk I

Education:  High School Diploma or equivalent.

Experience:  One (1) year experience performing clerical or accounting support work.

Finance Clerk II

Education: High School Diploma or equivalent. 

Experience: One (1) year experience performing duties comparable to those of a Finance Clerk I in the City of Woodland.

The City of Patterson’s Finance Department is seeking to fill two (2) part-time Cashier positions and to establish an Eligibility List.  Under direct supervision, the Cashier receives, accounts for, and reconciles cash, checks, and electronic payments. This position is responsible for collecting and maintaining revenue and transaction records.  Incumbents receive, post, issue receipts, reconcile, and balance deposits daily.  Revenues collected include utility billing payments, various municipal services, and recreational program fees.  Must accurately collect,  account for, and safeguard all funds, including tallying and reconciling monies received at the end of each shift. ESSENTIAL JOB FUNCTIONS

Assist in conducting preliminary studies of engineering projects and help prepare plans for public improvements such as streets, storm drains, sewers, water works, and other public projects. Supervise, coordinate and perform professional engineering work in the design and construction of, streets, sidewalks, water and sewage facilities, and drainage structures, and other public work. Review plans, maps, specifications, cost estimates, and other work for accuracy, presentation, and conformance with established engineering practices. Perform field inspections of public works construction projects, materials testing, survey work and calculations. Prepare preliminary drawings for public works projects, tabulate field data, design improvement plans, specifications, contracts, and other documents.  Make calculations in surveying and other construction work. Assist in preparation of long-range capital improvement programs and budgets. Prepare written staff reports for departmental use and/or presentation to the City Council and City Commissions. To perform a variety of semi-skilled and skilled work involving the trimming, removal, installation and general maintenance of trees.  The purpose of this recruitment is to fill a current vacancy in the Community Services Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE
The Ideal Candidate will possess an in-depth knowledge of practices and procedures identified by the International Society of Arboriculture (ISA) as they relate to a municipal setting. The Ideal Candidate will also possess good communication, customer service and writing skills, as well as demonstrate competence working with computers and related software, e.g., maintenance management and MS Outlook. Additionally, they will have a strong work ethic, ability to climb trees, work out of an aerial truck, be available to work overtime and perform standby duty as needed. The Ideal Candidate should have knowledge in operating chain and hand saws, operating a chipper, a background in landscaping with planting trees, and experience with setting-up and tearing-down of traffic control. The Ideal Candidate also has knowledge of safety & best management practices used in operating and maintaining tree pruning equipment and trucks.

Tree Trimmer I:
This is the entry level class in the Tree Trimmer series.  Positions in this class will usually perform most of the duties required of Tree Trimmers I and II; however, as compared to the Tree Trimmer II, is not expected to function at the same skill level and will usually exercise less independent discretion and judgment on matters related to work procedures and methods.

Tree Trimmer II:
This is the journey level class in the Tree Trimmer series.  This class differs from Tree Trimmer I in that incumbent performs more complex duties.  This incumbent Tree Trimmer II may also be expected to assist in the oversight and training of less experienced personnel.

ESSENTIAL JOB FUNCTIONS
Prune trees and shrubbery to provide clearance of streets, sidewalks, signs, and lights, and as necessary to ensure continued health of the plant.  Remove fallen trees, dead limbs, and other debris resulting from storm damage and general conditions.  Participate in the large-scale application of herbicides and pesticides.  Clean and maintain trimming equipment.  Work both independently and as a crew member in removing trees and stumps.  Plant, stake, spray and inject trees.  Operate a chipper, aerial truck, mist sprayer and miscellaneous equipment which could include routers, loaders, forklifts, and dump trucks.  Use a variety of hand tools including hand saws, pole saws, chain saws, and pole loppers.  Regular and consistent attendance.

OTHER JOB FUNCTIONS
May perform street drainage maintenance or other public works maintenance work when not assigned to tree trimming duties.  Respond to emergency situations after regular working hours.   Perform related duties as assigned.

Experience: Six (6) months of work experience involving tree maintenance or landscaping work including some tree trimming.

Experience: Eighteen (18) months of work experience involving tree maintenance work including pruning, trimming and caring for trees.

License and Certificate: Required upon hire, possession of a valid Class B California Driver's License.  Possession of a Work Zone Safety I certificate from the International Municipal Signal Association (or Department approved equivalent), First Aid and CPR certification prior to permanent appointment.  Possession of a Certified Commercial Applicator license from the State of California and Certification as an Arborist by the International Society of Arboriculture is highly desirable.

POSITION
To perform a variety of semi-skilled and skilled tasks in the maintenance of City-owned buildings, equipment and facilities.  The purpose of this recruitment is to fill a current vacancy in the Public Works Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE
The Ideal Candidate will be able to troubleshoot a wide variety of building systems and think outside the box to find solutions that get the problem fixed right the first time.  The candidate must be customer-friendly and be a solutions-oriented professional who is flexible in dealing with shifting priorities.   Successful candidate will also be able to respond to after-hours emergencies on short notice and demonstrate the ability to work independently.  Project management, plumbing, and HVAC skills are highly desirable. 

ESSENTIAL JOB FUNCTIONS
Maintain and repair City facilities, equipment, and building by performing a variety of semi-skilled and skilled carpentry, electrical, painting, plumbing, heating, air conditioning and mechanical repair work.  Inspect building facilities to identify building maintenance and custodial needs; research and recommend effective solutions to maintenance and repair needs of the City.  Inspect, determine, and perform preventive maintenance and minor repairs on assigned facilities and equipment.  Assign routine and special tasks to subordinates; coordinates the work of contractors and other assigned staff with other City employees and contractors.  Work cooperatively with others.  Regular and consistent attendance. 

OTHER JOB FUNCTIONS
Operate a variety of equipment including power saws, power sanders, drills, paint sprayers, plumbing snakes and rodders, routers and grinders.  Operate, maintain and repair a variety of mechanical equipment such as generators, engines and sump pumps.  Determine quantity and types of supplies, materials, tools and equipment needed for maintenance programs and projects; arrange for purchase and procurement of same; assure that maintenance equipment and tools are kept in good working order.  Read and interpret sketches, diagrams, drawings and blueprints.  Assist in the research and implementation of department policies and procedures.  Maintain time, material and equipment use records.  Troubleshoot, maintain and repair the City’s lock system.  Perform work in emergency situations.  Perform related duties as assigned.

QUALIFICATIONS

Education:  High School Diploma or equivalent.

Experience:  Two (2) years of experience performing duties comparable to those of a Facility Maintenance Worker II.

License and Certificate:  Required upon hire, possession of valid California Driver's License.  Building Operator Certification is desired.
