The City of Sebastopol is seeking an engaging, inclusive, collaborative, and talented leader who is well-versed in project management, facility and infrastructure maintenance, water distribution and wastewater collection systems, public parks and facilities maintenance, and related laws, regulations, and safety standards. The Director of Public Works will oversee the City Engineer, direct assigned personnel, and coordinate assigned activities with other departments and outside agencies. This position plans, organizes, directs, and reviews the full range of activities, personnel, and operations of the Department of Public Works, including public works construction and inspection, repair and maintenance of City infrastructure and streets, the contract for City Engineer services, and engineering and transportation permits and programs.

The Director of Public Works will demonstrate cultural competency working with all community members regardless of cultural differences or circumstances, including race, ethnicity, religion, language, gender identity, age, marital and familial status, sexual orientation, diverse physical and learning abilities, socioeconomic status, and other identities. This position provides highly responsible and complex professional and administrative consultation to the City Manager and may serve as the City Manager or Assistant City Manager in either manager's absence or as assigned. This is an “at will” classification serving at the pleasure of and receiving administrative direction from the City Manager. This role's duties allow for a broad scope of independent decision-making within legal, policy, and regulatory guidelines. Work Environment: This full-time position is part of the Land Stewardship & Trails Department at Midpen’s Administrative Office in Los Altos, California. This position requires strong communication skills and the ability to collaborate effectively with team members who may be geographically dispersed. The Area Manager is responsible for overseeing the day-to-day administrative operations of their assigned field office and has supervisory responsibility over one administrative assistant and supervisory level staff.  Each geographical area consists of up to 18 full-time staff members as well as seasonal staff. The ideal candidate will be an accomplished professional with a highly collaborative management style, strong emotional intelligence, and interpersonal skills. Key responsibilities include:

• Assumes management responsibility for all maintenance and operations functions and activities of the field office, including maintenance of preserves, public access, facilities, vehicles, and resource management.
• Participates in the development and implementation of goals, objectives, policies, and priorities for the Department; participants in long term and short-term project planning; recommends within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
• Participates in the development and administration of and oversees Area budgets.

• Coordinates with fire agencies on fire risk prevention activities.

Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. This executive leader provides strategic and operational direction across a broad and complex portfolio, including Integrated Waste Management, Watershed Protection, Water Resources, Wastewater Management,  Regulatory Affairs and Purified Water, Utility Financial and Business Operations, and Communications. In partnership with Deputy Directors, department leaders, and citywide stakeholders, the Assistant Director drives alignment with City priorities while ensuring regulatory compliance, operational excellence, and organizational effectiveness. Key responsibilities include leading utility rate setting, guiding long-range capital and infrastructure planning, and supporting major initiatives such as homelessness response and environmental restoration. The Assistant Director also plays a critical role in supporting the Director by overseeing the preparation of City Council presentations and tracking high-impact departmental initiatives. This position requires a leader with strong emotional intelligence, sound judgment, and the ability to navigate both day-to-day operations and long-term strategic goals. They will foster a culture of ethical leadership, continuous improvement, and inclusion—strengthening collaboration, building trust, and driving accountability throughout the department. As a public-facing representative of ESD, the Assistant Director will engage in intergovernmental forums, Council sessions, and community meetings, helping to advance the department’s mission while addressing the evolving needs of San José’s residents and environment.

Minimum Qualifications:

• Education: A bachelor’s degree from an accredited college or university in business administration, public administration, engineering, environmental sciences, or related field.

• Experience: Seven (7) years of increasingly responsible experience in business management and/or administration, operations, or maintenance is required.

• Experience managing a work unit equivalent to a major division within a public agency is preferred.

• Seven (7) years of exemplary supervisory experience is desired.

• Licenses: Possession and maintenance of a valid license authorizing operation of a motor vehicle in California.

Working Environment and Schedule:  Midpen offers a hybrid office/telecommute work schedule which will be divided between onsite work, at home remote work, some outdoor work, some local travel, and occasional travel to Sacramento.
