HOUSING OFFICER

The City of Sunnyvale is seeking a Housing Officer to oversee the Housing Division in the Community Development Department, responsible for the City's affordable housing programs, human services funding, federal grants and homeless services. The ideal candidate will be a passionate affordable housing professional known for being creative and solution-oriented and will be well-versed in state and federal housing legislation and familiar with the unique challenges presented by California's housing market. This position manages the City's varied federal, state and local housing programs and projects and is responsible for managing the technical, fiscal and policy aspects of complex projects and programs. This position serves as liaison to the Housing and Human Services Commission which advises the City Council on funding and policy related to affordable housing and human services. The Housing Officer needs to work collaboratively with the Director, the other two program managers, the Housing Division staff, and many directors and program managers in other City Departments. Excellent written and spoken communication is required along with an excellent rapport with stakeholders and colleagues.

Currently, major work efforts include implementation of the 2023-2031 Housing Element Programs and establishment of programs to assist unhoused members of the community. Development of these programs requires coordination and partnership with numerous departments in the City, the County of Santa Clara, and agencies providing services. Consultant/contractor assistance may be required for developing and implementing programs.

Position Duties

The Council District Offices 2, 6, and 10 are up for election this year. The incoming elected officials will be recruiting for positions. The Council Community Relations Coordinator position will serve as a community relations representative in direct support of an elected official. The position will coordinate media communication and public information efforts for the Council District offices. Education and/or experience in the fields of public relations, communications, journalism, public information, web design, or marketing is highly desirable. Strong writing skills, communication skills, and computer proficiency with a firm grasp of social media tools and platforms are essential in this position. As well as the ability to develop and maintain effective relations with constituents and organizations with a positive and professional demeanor when working in public. Bilingual language skills (Vietnamese, Spanish, and/or Chinese), both oral and written, are desirable, but not required.
 
Responsibilities for this position may include, but are not limited to, the following:

• Planning, writing, and managing monthly external communications.
• Designing flyers, graphics, and material for community and public information.
• Updating and designing web and social media content. 
• Collaborating with staff on ideas for media and communication outreach to disseminate the Councilmember’s message to various audiences.
• Engaging and collaborating with constituents, organizations, and city staff as needed.
• Media relations and tracking.
• Planning and coordinating media events, interviews, and responses on behalf of the elected official. 
• Assisting with talking points, quotes, and messages for events and/or social media outlets.

This is an exciting opportunity under the Technical Infrastructure Division in the Information Technology Department (ITD). The Technical Infrastructure Division designs and engineers solutions that address and meet the City's strategies built around Smart City initiatives, such as Digital Inclusion and Digital Equity, Public Wi-Fi expansion for Economic Development, Endpoint Modernization and virtualization, Multi-cloud frameworks, and digital analytics to support data-driven decisions. The Technical Infrastructure Division includes citywide wired and wireless network infrastructure, core server infrastructure, public and private cloud infrastructure, and hyper-converged infrastructure. Salary Information: The actual salary shall be determined by the final candidate's qualifications and experience. Salary Range including the 5% non-pensionable increase:

• Enterprise Information Technology Engineer I: $121,583.28 - $147,944.16 annually
• Enterprise Information Technology Engineer II: $128,812.32 - $156,942.24 annually

The EITE I/II classifications are represented by the Municipal Employees' Federation (MEF) bargaining unit.

The Position
This announcement is for two (2) positions as described below:
 
Department of Public Works
The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative engineer to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. Operations and Maintenance include public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities. The Traffic Engineering Division provides traffic engineering (technical support for the design and construction of both City and private development projects), traffic impact analysis reviews for private development projects and transportation projects, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division receives and investigates resident/business inquiries related to street parking, traffic calming, intersection control (i.e signals, beacons, and crosswalks), and bicycling and pedestrian travel on public streets. The investigations may involve interaction with the residents, field review, traffic data collection, and evaluation of collected information with established city policies to prepare engineering recommendations for possible improvements. The division also focuses on multi-modal planning and implementation specifically related to the goals and projects included with the City’s Bicycle Plan,  Pedestrian Masterplan, and the City’s Complete Streets policy. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans,
 and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. Experience in customer service, traffic design and construction, transportation planning, and project management and delivery is essential to success in this position.

Under direct supervision, the Associate Engineer (Civil) performs field and office work, reviews and approves designs for traffic control, traffic improvement, and private development related public improvements, administers grants, provides technical assistance in the implementation of transportation plans and programs (i.e. Bicycle Master Plan, Pedestrian Master Plan, Complete Streets Policy), supports the City’s Bicycle and Pedestrian Advisory Committee, and will work with the public and consultants on various projects and transportation related inquiries.[CM1] 

 

Water & Sewer Utilities Department
Santa Clara Water & Sewer Utilities' mission is to provide customers a dependable supply of safe, potable water, environmentally-sound wastewater collection, treatment, and disposal. Furthermore, recycled water is offered for approved uses including irrigation and industrial processes, where available. Programs and services are designed and implemented with economic and environmental benefits in mind. The City of Santa Clara's Water & Sewer Utilities Department seeks an engineer with excellent project management skills; strong oral and written communication skills; a proven record of preparing and administering consultant contracts and agreements; experience preparing construction documents; experience designing, managing, maintaining and/or operating water, recycled water and sanitary sewer utilities; experience reviewing land development projects; experience working in a team environment on major construction projects, including working collaboratively with contractors, technicians, field staff, outside agency staff, and the general public. Under direct supervision, the Associate Engineer (Civil) performs high-level, fast paced engineering work relating to the permitting, design and construction of water, recycled water,  and sewer projects within the City. In addition, the Associate Engineer prepares construction documents such as improvement plans, specifications, estimates and schedules for water and sewer projects. As well as procures consultant and construction contracts for the design and construction of water and sewer projects including the preparation of requests for proposals (RFP), administration of the bidding and awarding process, preparation of Council agenda items, and administration of the consultant and construction contracts. This incumbent will review new developments and proposed public and/or commercial utilities improvement projects for compliance with City, County, State and Federal government regulations and standards. The Associate Engineer is expected to plan, organize, and prioritize a diverse workload of projects and tasks including technical and administrative tasks, and exercise independent judgment and decision making in resolving problems.

• A Master's Degree in any branch of Civil Engineering from an ABET accredited college or University may be substituted for one (1) year of experience

LICENSES & CERTIFICATION
• Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment
• Possession of a State of California Engineer in Training (E.I.T.) Certificate or Registration as a Civil Engineer in the State of California is required at time of appointment and for duration of employment
• Registration as a Civil Engineer in the State of California is desirable
• Other licenses and certificates directly related to the Civil Engineering field (e.g. Geotechnical Engineer, Traffic Engineer, Structural Engineer, Land Surveyor, Qualified Storm Water Pollution Prevention Plan Developer (QSD), Qualified Storm Water Pollution Prevention Plan Practitioner (QSP))is desirable
• Current city employees appointed to Associate Engineer (Civil) prior to September 1, 2015 are waived of the required State of California Engineer in Training (E.I.T.) Certificate or Registration as a Civil Engineer in the State of California

ABOUT THE POSITION

The Mill Valley Library is recruiting an Archivist for the Lucretia Little History Room. This person will direct the History Room’s operations and services and supervise docents and staff to help acquire, preserve, and showcase local history. The archivist will oversee the Division’s budget and write grants to support additional projects. The selected candidate will continue implementation of current initiatives and help modernize and chart a future path for the History Room.   

The History Room Archivist will:

• Seek partnerships with local organizations to acquire or share important local history collections.
• Look for creative ways to showcase the collection by curating original content for different formats.
• Oversee and expand the Oral History Project.
• Monitor and improve preservation of materials.
• Assess copyright issues and fulfill photo requests.
• Collaborate with the Historical Society on a shared mission to promote local history.
• Write articles, create reports, and make presentations as needed.
• Assist patrons with research.

• Create innovative programs and services that will bring new audiences to the History Room.

ABOUT THE HISTORY ROOM

The Lucretia Little History Room is dedicated to illuminating the unique history of Mill Valley and making it accessible to people of all ages and interests.

The collection includes about 10,000 historical photos, local artifacts, maps, house files, over 250 oral histories, and research materials. History Room staff assists the public with research and collaborates with the Mill Valley Historical Society and other local organizations. Recent projects have included the launch of a local history podcast, virtual exhibitions, Building History in 3D, and Mapping Mill Valley History. These projects highlight material from the collection while engaging a new audience.

The Department: 

SVP currently provides over 600 Megawatts of power to residential and business customers within Santa Clara, of which 40 percent of comes from carbon-free renewable resources. In addition to using green energy from large-scale wind, solar, geothermal and hydroelectric projects outside of the area, SVP employs innovative ways to locally produce electricity by operating Thermal Generation facilities utilizing Simple Cycle, Combined Cycle, and Cogeneration technologies. The Positions: 

Silicon Valley Power is recruiting to fill various Electric Program Manager positions in the following specialties: Capital Project, Contracts, Distributed Energy Resources and Storage, Environmental, Safety, and System Operations.  

Capital Project Management

The focus and priority of this position will be to perform complex professional project management work to support the successful completion of over $300 million in near-term capital improvement program projects to support electric utility load growth.  The position is assigned to the customer development and project management unit which manages, plans, and oversees the development and implementation of the capital improvement program. This position will report to the Principal Electric Utility Engineer overseeing the System Expansion Program and will work collaboratively on the management of these critical projects. The individual will perform and manage the work related to planning, design, construction, operations, and maintenance of utility projects, including receiving stations, substations, electric transmission and distribution facilities, and other electrical infrastructure.  The incumbent is expected to manage consultants and directly administer public works contracts. Experience in electric utility engineering, utility asset management, GIS and work order management system is desirable.

• Distinguishing Characteristics/Experience:
  1. Direct knowledge in managing, planning, and overseeing the development and implementation of Capital Improvement Program(s) (CIP).
  2. Ability to provide extensive, in-depth, and specialized administrative, budgetary, financial, and compliance research, analysis, and support.
  3. Experience in management, engineering, financial, high-level administrative planning and analysis, and/or project management experience.

Contracts Portfolio 

The focus and priority of this position will be to perform complex professional work to support the development and management of SVP’s contracts portfolio.  SVP’s operation requires hundreds of unique contracts including specialized services agreements, leases, agreements with customers for substation construction, funding and deposits, public works contracts, license agreements, power purchase and resource adequacy agreements, as well as other unique agreements.  The position is assigned to the Business Services Division.  The incumbent will both lead staff supporting contracts functions and have direct involvement in negotiating and reviewing contracts.   Experience in utility contracts is desirable.

• Distinguishing Characteristics/Experience:
  • Direct knowledge and experience in contracts review, negotiating, and management for a variety of contract types.
  • Ability to providing extensive, in-depth, and specialized administrative, budgetary, financial, and compliance research, analysis, and support
  • Experience in managing and assigning work to administrative and clerical staff.

 

Distributed Energy Resources, Renewable Energy and Power Purchase Contracts

This position develops and implements cutting edge programs entailing distributed and renewable generation, energy storage, demand response, and microgrids. Incumbents perform professional level, individual work in project development.  Duties may include supervising and participating in the conduct of studies and surveys, data interpretation, forecasting, commodity purchasing, contract negotiation, pricing/rate making, engineering studies, development of policies and procedures, evaluating regulatory and legislative initiatives, preparing, reviewing, and managing budgets and operations.  Commodity purchasing and contract negotiation may include evaluation and development of strategies for electricity generation, both distributed and utility scale. Incumbents may supervise management and non-management staff and act as project team leaders and manage programs and projects.  Project management responsibilities include preparing RFPs, evaluating proposals, and managing contractors and consultants. 

 

Environmental

This position will ensure the City’s compliance with applicable federal, state, and local regulatory agency requirements and guidelines pertaining to Air Quality, Water, Wastewater, Storm water, and Industrial waste.   This position will work with staff across multiple Divisions to develop, implement, and perform procedures and guidelines designed to ensure compliance and develop staff.  They will compose, compile, track, and analyze information related to regulatory, program, and compliance oversight. This position will act as SVP’s Subject Matter Expert and provide technical and functional advisement to Management and Staff concerning Environmental Compliance. This position requires in-depth knowledge of Federal, State, and Local laws/regulations. This position also requires the ability to forecast and identify compliance issues and to develop mitigation strategies to correct issues. The position will also assist in the development of budgets, service contracts and training programs.

Safety

This position establishes, implements, and enforces an effective department wide safety and compliance program that prevents injury and illness. They will work to ensure that employees, both management and non-management, comply with the rules and regulations of Federal, State and Local Regulatory Agencies, and that company safety and compliance policies and procedures are consistently followed.

The position will also facilitate the development and completion of the department’s compliance and controls register, controls testing and auditing, standards development and review, horizon scanning for new and changing regulatory requirements, and serving as an OSHA subject matter for the department. The position will also assist in the development of budgets, service contracts and training programs. 

System Operations

This position will administer programs for work management, maintenance monitoring and asset management focused in all areas of Utility Operations (Metering, Substations, Transmission and Distribution). This position will also be responsible for the performance, review, and implementation of improvements to these programs.  The position will develop, maintain, and improve SVP’s Outage Management System. This position will work to ensure compliance with all applicable NERC standards and seek constant improvement in SVP Work and Safety standards affecting System Operations. The position will also assist in the development of budgets, service contracts and training programs.

ABOUT THE POSITION
The City of Gilroy is recruiting for multiple full-time Maintenance Worker I positions in our Water Section to help ensure every home, business, school, and park has access to clean and reliable water. From maintaining water lines to supporting emergency repairs, your work will directly impact the daily lives of our residents. For this recruitment, preference will be given to candidates who possess a State of CA D1 Water Distribution Certification, a Class A driver’s license, experience operating heavy equipment, and/or underground construction experience.

The Water Section personnel are responsible for planning, operation, and maintenance of the City’s wells, and water distribution system ensuring a safe and reliable supply of drinking water. Additionally, they oversee the City of Gilroy’s Backflow Prevention Program to ensure compliance with California State regulations.

The Streets/Stormwater & Drainage/Trees Section personnel are responsible for maintaining and repairing the City's improved and unimproved streets, curbs and gutters, bikeways, public parking lots and parking lots at City facilities. Streets/Stormwater/Trees also cleans and maintains the storm drains throughout the City and provides 24-hour emergency tree response, neighborhood tree clearance pruning, removal and replacement of dead and unsound trees, planting trees in new subdivisions, as well as processing permits for citizens who want to plant, prune or remove a City tree. In addition, the team performs maintenance and repairs to the Cities stormwater infrastructure.

The Parks/Landscape Section personnel are responsible for planning and developing new parks, and landscaping within those parks. Responsibilities extend to maintaining landscaped areas, such as median islands in the downtown public right of way and throughout the City. The team also maintains and provides a weed abatement program around sound walls and around City owned facilities. Parks/Landscape maintains turf, irrigation, and park amenities such as, playgrounds, restrooms, an athletic complex and equipment throughout the park system and City facilities.Under direct supervision of supervisor, this position performs work in one of the sections as assigned: Water, Wastewater, Parks & Landscape, or Streets/Stormwater & Drainage/Trees. ABOUT THE DEPARTMENT
The goal of maintenance operations is to enhance the quality of life for those who live, work, and visit the City of Gilroy. • Possess and maintain a valid California Class A Driver License within 12 months of hire/transfer. May be required to obtain endorsements. Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. • Research land titles and determine ownership of property;
