Work Environment: This full-time position is part of the Land Stewardship & Trails Department at Midpen’s Administrative Office in Los Altos, California. This position requires strong communication skills and the ability to collaborate effectively with team members who may be geographically dispersed. The Area Manager is responsible for overseeing the day-to-day administrative operations of their assigned field office and has supervisory responsibility over one administrative assistant and supervisory level staff.  Each geographical area consists of up to 18 full-time staff members as well as seasonal staff. The ideal candidate will be an accomplished professional with a highly collaborative management style, strong emotional intelligence, and interpersonal skills. Key responsibilities include:

• Assumes management responsibility for all maintenance and operations functions and activities of the field office, including maintenance of preserves, public access, facilities, vehicles, and resource management.
• Participates in the development and implementation of goals, objectives, policies, and priorities for the Department; participants in long term and short-term project planning; recommends within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
• Participates in the development and administration of and oversees Area budgets.
• Serves as a liaison for assigned Area to other District departments, outside agencies, neighborhood groups, and concerned citizens.
• Coordinates with fire agencies on fire risk prevention activities.
• Provides highly complex staff assistance to the Land Stewardship & Trails Manager; develops and reviews staff reports related to assigned activities and services; may present information to the Board of Directors and various commissions, committees, and boards; provides staff support to commissions, committees, and task forces, as necessary.

Under the administrative direction of the City Administrator, the Community and Economic Development Director will plan, organize, direct and coordinate the City’s community and economic development program and will represent the city in matters of economic development; and performs related work as required.

This is a department head position who will coordinate the City’s efforts in promoting community and economic development. The incumbent will serve as Executive Director of the Successor Agency to the Redevelopment Agency. The incumbent serves as liaison with local, state and federal economic development agencies, and brings various program activities together into a City-wide coordinated and planned economic development strategy. The Community and Economic Development Director acts with a high degree of independence of action in the assigned area of responsibility to attain objectives according to policy guidelines. The Director will direct and coordinate the City's economic development efforts that may include financing, site selection, supplemental outreach recruitment and existing business expansion and development entitlement assistance. Prepares and recommends the City's economic development policy goals and implementation plans. Serves as a liaison with local, state and federal agencies responsible for economic development activities. Manages developer selection process and negotiates developmental agreements for commercial and industrial projects. Manages permit processing, planning, building plan checking and inspections, code enforcement, historic preservation and development engineering. Directs research and preparation of various reports, proposals, and studies. Chairs committees comprised of key employees from other city departments in order to respond in a coordinate manner to the development needs of applicants. Represents the City at various meetings. ESSENTIAL RESPONSIBILITIES: The essential responsibilities of the director are to have knowledge of principles and practices of economic development efforts that may include financing, site selection, business outreach and recruitment, existing business expansion, and development entitlement assistance methods and techniques of permit processing, building inspection and code enforcement; laws, ordinances and regulations governing the operation of municipal government; management theory and practice; spelling, grammar and punctuation; appropriate safety precautions and procedures. 

Have the ability to plan, organize and administer comprehensive economic development programs; coordinate a task force designed to respond to developmental needs of applicants; prepare comprehensive reports, make effective oral presentation and maintain effective public relations; exercise good judgement in the handling of municipal affairs; formulate and administer budget; operate a vehicle observing legal and defensive driving practices; establish and maintain effective relationships with those contacted in the course of work; deal with a wide variety of planning, building and code/zone customers and reaching a satisfactory resolution to difficult and complex problems; maintain confidentiality and determine what information can be dispensed; coordinate with various departments for plans and permits review; manage the performance of others in the department with regards to scheduling inspections, computerized data entry, permit issuance, public relations, complaint, planning and community and economic development conditions and monetary follow-up. 

PHYSICAL DEMANDS & WORKING CONDITIONS: Strength, light work-lifting, carrying and/or pushing 25 pounds maximum; incumbents are required to attend periodic evening meetings; and required to travel within and out of City to attend meetings. 

PREREQUISITES: This position requires equivalent to a bachelor’s degree from an accredited college or university with major course work in business administration, urban planning, economics or a closely related field.

A master’s degree in one of these fields is desirable.

A minimum of three years of increasingly responsible experience in managerial-level work in economic/business development and municipal services.

• Legislative Engagement, Monitoring & Research: Collaborates with legislative consultants and agency subject matter experts to monitor, track, and interpret legislation relevant to the District; conducts background research on topics and priority initiatives; and actively evaluates alternatives and helps determine strategies to represent the District’s interests in appropriate arenas.
• Intergovernmental Representation & Presentations: Presents at delegation, agency, and partner meetings, serving as a District representative as needed.
• Comprehensive Reporting, Documentation & Written Communications: Prepares and coordinates a variety of materials, including comprehensive staff reports, management updates, Board proclamations, correspondence (position and congratulatory letters), and other detailed memos.
• Event & Meeting Support: Coordinates legislative and agency tours, including advocacy and appreciation days; prepares presentation and meeting materials for delegation, agency, and partner meetings, and coordinates with departments for project updates.
• External Affairs Assistance: Assists with external regional agendas for issues impacting Midpen’s work, and tracks relevant local, state, and federal news for issues affecting the District.

The Government Affairs Specialist I under supervision, performs most of the duties required of the position but is not expected to function at the same skill level required of a level II.   Annual Pay Range:  $91,931-$114,823

The Government Affairs Specialist II is expected to perform the full range of duties as assigned, working independently and exercising a higher level of judgment and initiative. Receives occasional instruction or assistance as new or unusual situations arise.  Annual Pay Range:  $114,491-$142,964

Working Environment and Schedule:  Midpen offers a hybrid office/telecommute work schedule which will be divided between onsite work, at home remote work, some outdoor work, some local travel, and occasional travel to Sacramento. When government affairs-related events are scheduled, the Government Affairs Specialist may be required to work evenings, weekends and holidays. Outdoor work could include driving off-road (training provided) and hiking on trails in temperatures ranging from cold and blustery to hot and dry. Ideal candidates will be comfortable working in these types of field conditions as well as driving around the Bay Area. This position is part of the Public Affairs department at Midpen’s administrative office located in Los Altos, California. 

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be equivalent to graduation from an accredited four-year college or university with major coursework in public relations, communications, business administration, public policy or a closely related field, and:

Government Affairs Specialist I: one (1) year of increasingly responsible experience in  government affairs or strategic partnerships is highly desired. No experience is required.

Government Affairs Specialist II: two (2) years of increasingly responsible experience in government affairs or strategic partnerships.

Licenses & Certifications Required:  Possession of a valid California Driver’s License.
