The City of Thousand Oaks has an excellent opportunity for a motivated team player to provide analytical, technical assistance, planning, and project-level support to administer and enforce the City’s Cross Connection Control Program.  Additional responsibilities may include assistance with regulation tracking and reporting, and provide a variety of other programmatic support related to the City’s drinking water and pretreatment (wastewater) programs.

Under the direction of the Water Quality Supervisor in the Environmental Compliance Division, the Assistant/Associate Environmental Compliance Analyst (Analyst) plays a critical role in protecting the City’s drinking water supply. This position is primarily responsible for developing and administering the City’s Cross Connection Control Program while ensuring compliance with all applicable federal, state, and local regulations.

We are seeking a collaborative self-starter to handle a range of responsibilities with competence and professionalism. The Analyst should demonstrate discretion and independent judgment, possess strong organizational skills, and have a proven ability to meet strict deadlines. The role requires handling sensitive issues with care and having excellent communication and interpersonal skills while working with the public, regulators, other City departments and other municipal agencies.

With additional experience, the Analyst may also provide analytic, technical, programmatic, and administrative support to a broader range of responsibilities within the Environmental Compliance Division, including other drinking water-related regulations, stormwater quality compliance and wastewater pretreatment.

The position will be filled at the Assistant or Associate Analyst level, depending on relevant prior education and work experience.

Primary responsibilities:   

• Implementing the City’s Cross Connection Control program and assist with the day-to-day operations and activities of the Environmental Compliance Division

• Review construction and plumbing plans for compliance; identify potential contamination risks

The Area Manager is responsible for overseeing the day-to-day administrative operations of their assigned field office and has supervisory responsibility over one administrative assistant and supervisory level staff.  Each geographical area consists of up to 18 full-time staff members as well as seasonal staff. The ideal candidate will be an accomplished professional with a highly collaborative management style, strong emotional intelligence, and interpersonal skills. • Assumes management responsibility for all maintenance and operations functions and activities of the field office, including maintenance of preserves, public access, facilities, vehicles, and resource management.

• Legislative Engagement, Monitoring & Research: Collaborates with legislative consultants and agency subject matter experts to monitor, track, and interpret legislation relevant to the District; conducts background research on topics and priority initiatives; and actively evaluates alternatives and helps determine strategies to represent the District’s interests in appropriate arenas.
• Intergovernmental Representation & Presentations: Presents at delegation, agency, and partner meetings, serving as a District representative as needed.
• Comprehensive Reporting, Documentation & Written Communications: Prepares and coordinates a variety of materials, including comprehensive staff reports, management updates, Board proclamations, correspondence (position and congratulatory letters), and other detailed memos.
• Event & Meeting Support: Coordinates legislative and agency tours, including advocacy and appreciation days; prepares presentation and meeting materials for delegation, agency, and partner meetings, and coordinates with departments for project updates.
• External Affairs Assistance: Assists with external regional agendas for issues impacting Midpen’s work, and tracks relevant local, state, and federal news for issues affecting the District.

The Government Affairs Specialist I under supervision, performs most of the duties required of the position but is not expected to function at the same skill level required of a level II.   Annual Pay Range:  $91,931-$114,823

The Government Affairs Specialist II is expected to perform the full range of duties as assigned, working independently and exercising a higher level of judgment and initiative. Receives occasional instruction or assistance as new or unusual situations arise.  Annual Pay Range:  $114,491-$142,964

Working Environment and Schedule:  Midpen offers a hybrid office/telecommute work schedule which will be divided between onsite work, at home remote work, some outdoor work, some local travel, and occasional travel to Sacramento. When government affairs-related events are scheduled, the Government Affairs Specialist may be required to work evenings, weekends and holidays. Outdoor work could include driving off-road (training provided) and hiking on trails in temperatures ranging from cold and blustery to hot and dry. Ideal candidates will be comfortable working in these types of field conditions as well as driving around the Bay Area. This position is part of the Public Affairs department at Midpen’s administrative office located in Los Altos, California. 

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be equivalent to graduation from an accredited four-year college or university with major coursework in public relations, communications, business administration, public policy or a closely related field, and:

Government Affairs Specialist I: one (1) year of increasingly responsible experience in  government affairs or strategic partnerships is highly desired. No experience is required.

Government Affairs Specialist II: two (2) years of increasingly responsible experience in government affairs or strategic partnerships.

Licenses & Certifications Required:  Possession of a valid California Driver’s License.

We are seeking an enthusiastic, service-oriented team player who thrives in a busy, fast-paced environment. As part of the Finance Department’s Purchasing Team, the Senior Purchasing Specialist will perform a variety of functions in supporting the City’s purchasing policies and processes.

• Receives, examines, analyzes, and processes purchase requisitions and purchase orders according to City and department policies and procedures; ensures that information is correct and documentation is complete; corrects errors as necessary
