ABOUT THE POSITION

The City of Saratoga has an exciting opportunity to join our Community Development Department, Planning Division.

This front-line team member in the City's Planning Division will provide a high level of customer service by effectively assisting the public and City staff. The position will report to the Development Manager and work collaboratively with the Associate and Senior Planner team.

This position provides professional planning services for property owners, developers, contractors, and the general public; performs professional, technical, statistical, and analytical duties involving land use or planning studies for a variety of public or private development projects; reviews development and land use applications, and zoning and site plans; assists the public in person, via phone and other communication methods, answering questions and providing information regarding zoning, land use, development standards, approved development proposals; completes technical assessments; and related work.

To accommodate the future growth, SVP is in the process of implementing a $400 million system expansion and aging infrastructure replacement plan.

 

The Position: 

This is a professional position in the classified service assigned to the City of Santa Clara’s Electric Utility Department, Silicon Valley Power (SVP). This position works directly for SVP’s Systems Support Group (SSG) which is the technology backbone of SVP.  SSG is a growing division, we directly support a large range of technology projects and modernization efforts within SVP, including activities in support of the unprecedented load growth of the Utility. 

We are seeking a highly skilled and experienced Network Administrator to design, implement, and support both enterprise and utility-specific network infrastructure, with a strong emphasis on Cisco technologies. The incumbent plays a critical role in ensuring the availability, performance, and security of the organization’s overall network environment, including SVP’s utility communication and control systems.

 

In this role, the Network Administrator is responsible for administering and monitoring network services, managing a variety of advanced network and security products—including Cisco firewalls and intrusion prevention systems- and maintaining compliance with Federal Energy Regulatory Commission (FERC) requirements as well as applicable state and local mandates. This position involves supporting and maintaining complex infrastructure components such as enterprise-grade Cisco firewalls, routers, switches, wireless controllers, such as HP Aruba switches, and RSA Authentication Manager, while also managing secure VPN access and routing protocols and future state zero trust network access initiatives.

The incumbent will oversee DNS infrastructure, support VoIP systems to ensure call quality and reliability, and proactively monitor network performance to detect and resolve issues related to

connectivity, latency, or system failures. The role also requires accurate documentation of network configurations and changes, collaboration with internal teams on infrastructure projects and upgrades, and participation in organizational capacity planning.

In addition, this position supports business continuity by ensuring high availability and disaster recovery capabilities across all network components, investigates and reports on security incidents in accordance with departmental policy or direction from senior management, and provides technical leadership and mentorship to others.

The annual salary range for this position is $145 058.04 - $184 915.44.  This position may be filled at or near the minimum of the salary range. 

 

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

Bachelor’s Degree from an accredited college or university with coursework in Computer Science, Engineering, Mathematics, or a related field.

 

Minimum Experience Requirements: 

• Five (5) years of network operations and administration experience in Utility Operations and/or Electric Scheduling or the equivalent, including experience in utility cyber security and facility security.
• Three (3) years of the required experience must have been in a lead position; and
• Three (3) years of the required experience must include operations and maintenance level experience with Synchronous Optical Networking (SONET) equipment installed in utility applications.  

 

Acceptable Substitution: 

Additional qualifying experience may be substituted on a year for year basis for the required education, up to a maximum of four (4) years.

 

License/Certifications: 

Possession of a valid California Class C driver’s license is required at time of appointment and for the duration of employment.

 

Desirable Qualifications: 

• A bachelor’s degree in either Computer Science or Engineering is highly desirable;
• Training in electric utility substation safety standards is highly desirable;
• Specific experience with the General Electric JungleMUX product is highly desirable;
• Experience with any of the following systems is highly desirable:

1. Network Intrusion Detection Systems (NIDS);
2. Virtual machine VMWare environments;
3. Configuration and administration of networks, firewalls, routers, switches ACL policies;
4. Cisco Access Control Systems (ACS) 2-factor authentication; and
5. Lightweight Directory Authentication Protocol (LDAP).

 

Other Requirements:  

• On call for 24/7 support of all critical networking structures, perform troubleshooting and maintenance in active electric substations and taking action to insure the Electric Utility meets the CIP Reliability Standards in its communication and control systems at all times;
• Incumbents will have to pass an initial and periodic comprehensive background checks, which may include fingerprinting, to meet Federal, State and/or industry security requirements;
• Incumbents will be required to obtain and maintain any license or certification mandated by Federal or State requirements; and 
• Must be able to perform all of the essential functions of the job assignment.

Overview:
The Grants, Compliance, and Claims Management Unit with Valley Water is the centralized unit for seeking and managing grants brought in to help fund Valley Water projects. The pre-award side of work within the unit will be administered by this Senior Management Analyst, with support from a Management Analyst II, and oversight by the Grants Unit Manager.
 
Senior Management Analyst (SMA): Core components of the Senior Management Analysts work will include researching grant opportunities and writing grant applications; high levels of collaboration with project teams, grants liaisons in watersheds and water utility divisions, procurement, legal, government relations, capital improvement program, and communications; and tracking/reporting. The position will tie efforts into the two grant roadmaps (i.e. strategic funding plans), assist in preparing updates to the Board and staff via all employee communications, and aid in early compliance reviews (pre-agreement) to ensure Valley Water can meet grant terms and conditions. As a Senior, the position will help implement new grants management software on the pre-award side in coordination with the unit’s compliance and claims staff, assist in updating standard operating procedures, and work with the Unit Manager to clearly define rationale for which grants to pursue.

Management Analyst II: Core components of the Management Analyst II's work will include assisting the SMA in researching grant opportunities and writing grant applications, coordinating with project teams, tracking and reporting grant-related information, assisting with compliance tracking for federal and state grant terms and conditions, and assisting with grant communications such as the bi-monthly Grants One Pager update for the Board of Directors and the Grants Action Team monthly meeting.

Grants, Compliance, and Claims Management Unit (Position Code 68) 

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. The incumbent will be a part of a cohesive team of 15 in the Natural Resources Department, which is comprised of three Programs: Wildlife, Vegetation, and Earth Sciences. About the Position: The Wildlife Ecologist III will co-lead Midpen’s natural resource permitting program for capital and routine maintenance with their counterpart in the Earth Sciences Program.  This position is responsible for negotiating, administering and overseeing compliance with regulatory permits; reviewing documents and other work products prepared by consultants or District staff as needed to satisfy permit application or reporting requirements; obtaining wildlife (Endangered Species Act) permits and overseeing permit compliance for capital projects and routine maintenance; generating reports for submittal to regulatory agencies; and coordinating with regulatory agency staff on permitting and compliance.  General responsibilities of this position will also include managing consultants and contractors; managing wildlife habitat restoration or enhancement projects; writing detailed technical summaries and reports for District staff and the public; and conducting surveys in the field.

 

The Wildlife Ecologist III has broad technical experience in wildlife and habitat management, is self-directed, and works independently managing complex large-scale projects. The ideal candidate will have knowledge and experience in: negotiating and securing permits (ideally programmatic permits) from regulatory agencies primarily California Department of Fish and Wildlife and US Fish and Wildlife Service but may include US Army Corps of Engineers or Regional Water Quality Control Board; overseeing sensitive status species monitoring, reporting and recovery efforts; land stewardship and environmental planning; data collection, analysis, and interpretation; GIS software or online platforms; preparation of clear and concise reports; developing and maintaining records for regulatory agency permits; and managing consultants and contractors. Knowledge of CEQA is desired but not required.

• Possesses a broad breadth of understanding of wildlife management for wide ranging taxa from large megafauna to micro invertebrates

• Experience in negotiating and securing permits (ideally programmatic permits) from regulatory agencies primarily California Department of Fish and Wildlife and US Fish and Wildlife Service but may include US Army Corps of Engineers or Regional Water Quality Control Board.

Work Environment: The Wildlife Ecologist III functions within a team environment with other Resource Management staff. We have a fantastic opportunity for an experienced, forward-thinking professional to join our team as Facility Maintenance Manager and lead our dynamic citywide facility maintenance program. The City of Stockton is seeking a highly skilled and experienced Senior Systems Analyst to join our Information Technology team, with a focus on enterprise applications. This role requires a deep understanding of enterprise application architecture, data integration, and IT best practices.

The ideal candidate will be responsible for analyzing and being fluent in the latest technologies, various AI tools, Power BI, Databricks, Azure, Copilot Studio -Google Cloud Platform (GCP), and Amazon Web Services (AWS), to name a few, with experience in the implementation and optimization of enterprise-grade IT systems.

Housing Specialist I, Term-Limited

The City of Sunnyvale is seeking a term-limited Housing Specialist I to join the Housing Division in the Community Development Department. The term-limited Housing Specialist I will focus on the planning and implementation of unhoused services and programs. Under direction of the Housing Officer, Homeless Services Manager, or the Affordable Housing Manager, the term-limited Housing Specialist I will play a key role in the planning and development of new affordable housing, creating new housing programs and unhoused services and programs, implementing the Housing Element, applying for grants/funding to support affordable housing, and monitoring housing legislation. The term-limited Housing Specialist I will perform technical and professional level planning and community development work, with an emphasis on creation and implementation of programs that serve people experiencing homelessness and/or affordable housing programs. This position will closely collaborate with affordable housing developers, various housing advocacy groups, local non-profits, and the community. The ideal candidate will be a passionate affordable housing professional who is a motivated self-starter able to work independently, while also being a team player who can communicate effectively with supervisors, colleagues, consultants, and decision-makers. TEMPORARY LIBRARY SPECIALIST III, PART TIME

 The City of Sunnyvale is seeking to fill the positions of Temporary Library Specialist III. An energetic and highly motivated individual who possesses excellent customer service, technical and interpersonal skills is needed. 
 
 This classification provides clerical support for Library operations and programs by receiving and responding to patron questions, performing circulation duties, and performing duties related to the opening and closing of the Library. This classification differs from the lower-level classification of Library Specialist II in that the Library Specialist II performs the more routine duties.

Essential Job Functions:

(May include, but are not limited to, the following):

• Conducts transactions with the public and employees including the acceptance of payments or fees, registration of new library cards, checking library materials in and out using either manual or automated circulation systems, updating patron records, preparation of requisitions, and receiving reports, distribution of documents, data, or information.
• Provides information about library services, policies, and procedures to the public.
• Performs simple operations for updating or blocking certain fields in a patron's record and performs related work on the online system.
• Assists and trains patrons on the use of the Technology Center; troubleshoots public access computer issues; and responds to patron questions regarding computer usage.
• Uses the online system to search for library materials and patron information.
• Assists in receiving and resolving patron complaints and questions.
• Deletes and discards outdated and damaged library materials from circulation system.
• Processes and shelves holds and other library materials.
• Types documents and routine correspondence.
• Mends books, media and audiovisual library materials.
• Performs simple maintenance on library equipment and machines.

 

In addition to the duties above, employees may be assigned to one or more workgroups.
 
 If assigned to the Circulation work group, additional duties include:

• Provides first point of contact customer service to patrons in person and on the phone.
• Performs daily start-up and closing operations for the computerized circulation system including setting up and taking down self check-out machines, logging on and off computers and restocking the circulation desk.
• Delivers library materials to homebound residents and offsite locations.

If assigned to the Technical Services work group, additional duties include:

• Processes new library materials; applies labels and creates packaging; programs RFID tag, enters information into circulation system and organizes onto carts for processing.
• Corrects call number labels and barcodes; reviews and resolves issues related to media playability.
• Receives and processes receiving slips and invoices for payments.
• Maintains work group's processing manual.
• Develops, maintains, and archives a variety of files, fling systems, and records.
• Collects information from various sources and compiles data for reports.

WORKING CONDITIONS
 Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. Additionally, the position requires near and far vision in reading reports and work related documents and using a computer. Acute hearing is required when providing phone and personal customer service. The need to lift, drag and push files, paper, books, carts and documents weighing up to 50 pounds is also required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodation.
