Management (Budget) Analyst

This role is ideal for someone who wants to make an impact through thoughtful budgeting, financial analysis, and cross-department support.

As a Management (Budget) Analyst, you'll work under the direction of a Finance Manager to help develop the City’s annual budget, support financial planning efforts, and keep key systems running smoothly. You’ll be hands-on with both day-to-day operations and longer-term projects that support Belmont’s financial health.

This position is classified as Management Analyst I or II, with the working title of Budget Analyst.
Placement will be made at either level depending on experience and department needs.

• Assist in preparing the annual operating budget and 5-year capital improvement plan

• Maintain the City’s budget system and provide end-user support and training

• Analyze trends in revenues and expenditures, and prepare financial reports and presentations

• Coordinate budget transfers and amendments

• Manage chart of accounts alignment and process documentation

• Support payroll processes, audits, and financial system upgrades

• Research local, state, and federal regulations for financial impacts

• Collaborate with other departments and outside agencies to gather and share financial data

• Contribute to cost allocation models, internal service fund rates, and related analysis

• Take on special projects and assist in the general administration of the Finance Department

About the Position: The Land Stewardship & Trails Department is Midpen’s largest department with over 70 employees during construction season. As such, this position requires constant communication and alignment with team members and stakeholders.  This position reports to the Land Stewardship & Trails Manager and has direct supervision over one Administrative Assistant. Work Environment: This full-time position is part of the Land Stewardship & Trails Department at Midpen’s Administrative Office in Los Altos, California. Midpen offers a hybrid office/telecommute work schedule for this position following successful onboarding. A minimum of three days on-site in the office is required per week. This is primarily a sedentary office classification.  Must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. Some fieldwork may be required, which involves the ability to walk for short distances over rough terrain, drive vehicles over unimproved roads, and stand for extended periods.

The Department:

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.

The Position: 

The Finance Department is seeking to recruit a Senior Management Analyst in the Accounting Division to support personnel management, general accounting, and accounts payable. The Senior Management Analyst will also be involved in the financial analysis of special grants and fund accounting and prepare periodic and annual reports for the City, its Agencies and Corporations, and the annual State Controller Reports. The incumbent would be a contributor of the Annual Comprehensive Financial Report which includes Management’s Discussion and Analysis (MD&A), basic financial statements including notes, and supplementary information.

The ideal candidate for this position will have a strong accounting background and possess a bachelor's degree in a related field. This position will be required to perform high-level technical support and complex financial analysis related to accounting. It would be especially valuable if the candidate is familiar with governmental accounting and related Governmental Accounting Standards Boards (GASB) pronouncements. Responsibilities

• Manage professional, technical, clerical, and other lower level staff to include, prioritizing and assigning work; conduct performance evaluations; provide training; and making hiring, termination, and disciplinary recommendations. Evaluates training needs and workload balance for staff and prepares plan for implementation.
• Prepare and monitor the department or division budget; prepare revenue estimates and forecast; prepare and monitor operating and capital budgets, grants, contracts and other financial transactions;
• Analyze organization structures, functions, procedures, and practices; provide analyses and recommendations of various kinds and levels of services provided by City government and other budgeted resources; recommend process improvements.
• Review and analyze policies and procedures to determine efficiency and effectiveness, both financially and operationally;

• Propose reasonable conclusions, effective solutions and potential options;

• Assist in the development and implementation of new and/or revised programs, systems, policies, and procedures

• Investigate, research and respond to assigned complaints, issues or concerns raised by the public or employees, and propose responses and/or resolutions for review and acceptance by City Manager or senior management;
• Perform monitoring, review and analysis of procedures, plans, contracts, processes, guidelines, and instructions to ensure compliance with departmental policies and Federal, State, and City regulations;
• Analyze and report on the effects of recent legislation and case law on assigned areas of responsibility;
• Effectively explain and clarify departmental and City policies, procedures, and programs to City staff, elected officials, other agencies, businesses, and the general public as required; Serve as staff liaison, as assigned, to City Commissions and/or committees;
• Represent the City and the department in interdepartmental, interagency, community, and/or professional organization projects, meetings, and events;
• Maintain, as directed, relations with governmental jurisdictions, organizations, associations and other external groups, making personal appearances as necessary;

About the Commission: The San Francisco Ethics Commission was created by the City’s voters with the passage of Proposition K in November 1993. Our mission is to practice and promote the highest standards of integrity in government. The Ethics Commission is responsible for the independent and impartial administration and enforcement of laws related to campaign finance, public financing of candidates, governmental ethics, conflicts of interest, and registration and reporting by lobbyists, campaign consultants, permit consultants, and major developers.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.

• Manage services from other departments to support the Commission’s operations and serve as a liaison for departments and other stakeholders.
• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Support Commission-related operations including assisting with public meetings and onboarding new Commissioners.
• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.

This is an exciting time for seasoned Principal Appraisers to join our dynamic team of Appraisal professionals. The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale new generation commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County.  Principal Appraisers may be called upon to provide subject matter expertise in the development of the Assessor's Property Assessment System.

 

Examples Of Duties

The technically-savvy and experienced individuals hired for these positions will have the responsibility to supervise appraisal and exemption staff in the timely collection, processing, and analysis of valuation data for real, personal, tangible, and intangible property for tax assessment purposes, and to manage the impact of the new regulations.
 

Additional responsibilities and duties of these Principal Appraisers will include (but are not limited to):

• Planning, organizing, training, supervising, reviewing, and evaluating the work of appraisal staff
• Providing advanced support in the most difficult, specialized, or high-value or high-risk appraisals
• Fostering professional growth and effective working relationships
• Managing, analyzing, and evaluating special projects
• Providing subject matter expert (SME) advice to IT analysts/team in the development of the new Assessor Property Assessment System

The ideal candidates will possess:

• Knowledge of supervisory principles and practices including work planning, scheduling, assignment, and review, and employee training, evaluation, and corrective action
• Technical and professional knowledge of appraisal procedures for real, personal, and intangible property
• Understanding of California Property Tax laws, State Board of Equalization guidelines, and Uniform Standards of Professional Appraisal Practice; and the ability to read, interpret, and apply these rules, policies, and procedures
• Familiarity with systems, technology, and desktop applications
• Ability to appraise and assess complex property interests as per California statutes and Property Tax Rules and Regulations
• Skill in analyzing information and using sound independent judgment to make decisions and determine appropriate courses of action, including recommending legal actions
• Effective communication skills in both oral and written formats, including formal presentations
• Capability to be adaptable and resourceful
• Team building skills and effective ways of motivating and leading others to meet the challenges of a changing work environment
• Leadership skills, the ability to be a team player, and the ability to build strong interpersonal relationships
• Training experience to train new staff and develop appraisal and property tax assessment skills in all employees
• Ability to manage a heavy workload, including reviewing hundreds of appraisals and assessments per week and providing the appropriate feedback to staff

 
THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.
 
Knowledge of:

• Correct English usage, including spelling, grammar, and punctuation
• Record keeping principles and procedures

 
Skill/Ability to:

• Identify and classify various types of land, sites, buildings, structures, manufactured homes, vessels, aircraft, trade fixtures, and personal property interests in an accurate and uniform manner
• Travel to a variety of geographic locations throughout the County according to regular schedules as well as on demand
• Produce effective presentations
• Maintain complete and accurate records
• Prepare written appraisal reports
• Operate standard office equipment, including departmental applications
• Use initiative and sound independent judgment within established guidelines
• Establish and maintain effective working relationships with those contacted in the course of the work

Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

The first phase of the examination process will consist of an application screening (weight: pass/fail).  Those who pass the application screening will be invited to the second phase of the examination process, the panel interview, which could include the evaluation of a brief written and/or performance exercise given immediately preceding the interview.  In order to be considered for the position, applicants will have to successfully pass the interview.
