The County Executive’s Office is seeking a well-qualified Assistant County Chief Financial Officer (Assistant County CFO) to join a high-performing team of public finance professionals supporting the County of San Mateo’s fiscal stewardship and service delivery.

 

The Assistant County CFO, a new position, is being added to the County Executive’s Office to help shape the trajectory of finance for the County for the future.  This visionary leader will be expected to look at the County’s finances in their entirety now and in the years ahead.

 

This executive management role helps lead the Finance Department of the County Executive’s Office, which includes these four divisions: Budget and Performance, Procurement, Assessment and Appeals, and CEO Administration. 

 

Under general direction of the County Chief Financial Officer, the Assistant County CFO provides day-to-day oversight, integration, and coordination of assigned budget operations and will supervise and mentor staff. The position requires a high level of judgment and discretion within the legal and policy frameworks established by the CFO, the Board of Supervisors, and applicable state and federal laws.

 

In addition to the responsibilities of complex budget development and oversight, this position plays a key role in helping develop practical, yet creative solutions to modern government funding and cost pressures, identifying options that are implementable, transparent, and aligned with Board and County priorities.

What You Will Do (Key Responsibilities)

Duties may include, but are not limited to:

 

Fiscal Strategy, Sustainability & Decision Support

• Develop data-informed options to address funding gaps and cost pressures, including scenario planning and clear articulation of tradeoffs and impacts.
• Support strategies to strengthen fiscal sustainability, including evaluation of cost controls, cost recovery, service delivery alternatives, resource reallocation, and other legally permissible approaches to improve revenues and/or reduce expenditures.
• Monitor department expenditures and revenues; identify trends, risks, and mitigation options.
• Review, analyze, and report on pending state and federal legislation with significant fiscal impacts.

 

Budget Leadership & Performance Management

• Assist in planning, organizing, directing, and reviewing the development and oversight of the County budget.
• Lead development and implementation of budget policies, calendars, tools, and processes.
• Oversee the development and implementation of performance-based/outcome-based budgeting approaches.
• Coordinate budget and fiscal activities with all County departments and special districts.

 

Organizational Improvement & Implementation

• Identify opportunities to increase efficiency and effectiveness through process redesign, automation, continuous improvement, and improved financial/performance reporting.
• Partner with departments to move from recommendations to implementation, building shared ownership, accountability, and measurable results.
• Lead and participate in high-priority department and county-wide projects and system implementations.

 

Executive Communications & Representation

• Explain and interpret budget and financial policies, rules, and procedures.
• Represent the County CFO with the County Executive, Board of Supervisors, special districts, media, community, regulatory agencies, and other stakeholders.
• Inform the County CFO regarding overall fiscal condition and emerging issues that could affect the County’s financial position.

Experience and Education:

• Four years of increasingly responsible experience performing a wide variety of fiscal, administrative, and managerial duties in a large, complex public agency, including one or more years in a senior-level administrative or management position.

About the Role

This is not a desk job. This is not a new position we are trying to figure out. And this is not a role where you sit behind a screen waiting for the next alert to go out.

For over a year, SMC EM has been deliberately building a countywide Alert and Warning (A&W) program that brings coherence, consistency, and credibility to how San Mateo County communicates with the public before, during, and after emergencies. We have developed training curricula, created frameworks, established partnerships, and advanced the conversation across the Operational Area. Now we need someone to carry that work forward – externally.

The Alert and Warning Coordinator is fundamentally an external-facing role. There are 32 agencies within the San Mateo County Operational Area that hold alerting authority and sending rights. Each has its own protocols, staffing models, and levels of experience with alert and warning systems. Your job is to be the connective tissue—socializing our approach to A&W with operational area partners, building alignment across jurisdictions, and ensuring that when an alert goes out in this county, it is timely, accurate, actionable, and drives protective action.

You will brief city councils, law and fire chiefs with equal confidence. You will sit with an Incident Commander during a fast-moving wildfire and translate urgency into a message that saves lives. You will train authorized users on alerting platforms and hold the line on quality when others want to cut corners. And you will do all of this while representing a department that is changing the culture of emergency management in one of the most complex operational areas in the state.

 

What This Role Actually Involves

Partnership and Coordination (Primary Focus)

• Serve as the primary liaison to the 32 agencies across the Operational Area on all matters related to alert and warning, building relationships and driving alignment toward consistent A&W practices countywide.
• Brief alert and warning programs, standards, and best practices to diverse audiences—from city councils and boards of supervisors to law and fire chiefs, emergency managers, and community organizations—adapting your message for each.
• Coordinate monthly and recurring touchpoints with Operational Area partners to advance shared A&W goals, identify gaps, and troubleshoot challenges collaboratively.
• Represent SMC EM at stakeholder meetings, advisory committees, work groups, tabling events, and public-facing engagements at all levels of government.
• Facilitate training seminars and hands-on workshops for authorized users across jurisdictions on alerting platforms, protocols, and message crafting.

 

Alert Crafting and Operational Readiness

• Develop, review, and issue emergency alerts that drive protective action – messages that are clear, accurate, geographically targeted, accessible across languages, and calibrated to the threat. This includes understanding what makes an alert effective, not just how to press “send.”
• Maintain fluency across multiple alerting platforms including IPAWS, Wireless Emergency Alerts (WEA), the Emergency Alert System (EAS), mass notification systems, and reverse 9-1-1.
• Participate in a weekly on-call rotation, maintaining 24-hour readiness and responding to the field or Emergency Operations Center (EOC) during emergencies or disasters.
• Conduct regular testing and evaluation of A&W systems to ensure functionality, reliability, and interoperability across jurisdictions.
• Participate in after-action reviews and improvement planning to refine protocols based on lessons learned from exercises and real-world incidents.

 

Program Development and Standards

• Advance the County’s A&W program by developing and refining emergency notification standards, protocols, templates, and processes that serve as a model for the Operational Area.
• Assess existing community alert and warning programs for effectiveness, identify service gaps, and recommend evidence-based improvements – incorporating research on protective action decision-making, message design, and crisis communications.
• Coordinate with local, state, and federal agencies to ensure A&W system integration and interoperability, including IPAWS compliance and alignment with emerging federal guidance.
• Manage vendor services and contracts related to alerting platforms and notification systems.
• Review and update Operational Area alert and warning plans on a regular basis.
• Prepare reports, briefing materials, presentation decks, and other professional documents as needed.

• Understanding what makes an effective emergency alert: message design principles, protective action messaging, audience considerations, and the science behind how people receive and act on warnings.
• Familiarity with local, state, and federal regulations governing public alerts and emergency communications.
• Experience engaging diverse stakeholders including elected officials, public safety leaders, community organizations and adapting communications to the audience.
• Excellent written communication skills, including experience with reports, briefings, proposals, and professional presentations.
• Familiarity with the five Emergency Management Sections (Management, Operations, Planning, Logistics, Finance/Admin) and the Incident Command System.
• Completion of ICS Courses 100, 200, 700, and 800, or ability to complete within first 90 days.
• Completion of IS-247.C (IPAWS for Alert Originators) and IS-248 (IPAWS for the American Public), or ability to complete within first 90 days.
• A valid California Driver’s License.
• Ability to work across a wide variety of settings (field, office, EOC) and disciplines (law enforcement, fire services, emergency medical personnel).

 

Preferred but Not Required

• Master’s degree in emergency management, public administration, public affairs, crisis communication, homeland security, or a related field.
• Experience working across multiple jurisdictions or within a complex multi-agency operational environment.
• Knowledge of information technology related to emergency management, including radio communication systems and interoperability standards.
• Experience with grant writing, program budgeting, or contract management related to emergency communication systems.

 

Minimum Qualifications

• Education: Bachelors and Masters (preferred) degree from an accredited college or university in emergency management, public administration, communications, homeland security, or a related discipline.

The Position

The Environmental Compliance Inspector performs inspections and sampling of industrial, commercial and residential sources of discharge to the City’s sanitary sewer and storm drain systems to ensure compliance with federal, state, and local regulations; inspects hazardous materials storage areas; responds to reports of illicit discharges; performs water quality testing; and conducts public outreach activities.  This classification is distinguished from all other technical and professional classifications in the City by its specialized assignments in support of a variety of environmental compliance programs.  The duties of the class involve courteous, effective and tactful interaction with the community to ensure compliance with wastewater and stormwater discharge regulations.  Persons assigned to this class perform or assist in performing all functions associated with the City’s Source Control (Pretreatment and Pollution Prevention) and Stormwater programs.  This position reports to the Regulatory Compliance Manager or higher level department personnel.

Some additional duties may also include the following:

• Enforce wastewater and stormwater discharge ordinances.
• Conduct on-site inspections of industrial and commercial businesses for compliance with the City’s sanitary sewer and stormwater ordinances.

This is the entry level class in the Fire Prevention Inspection series. This class is distinguished from the Fire Prevention Inspector II by the performance of the more routine tasks and duties assigned to positions within the series including weed abatement and smoke detector inspections, which do not require prior specialized experience. What You’ll Do:

Position Duties

Under the direction of the Assistant Director of Transportation, the Information Technology (IT) Manager will plan, lead, manage, and execute the technology and innovation efforts of DOT.

The DOT Information Technology (IT) Manager will refine and manage the DOT information technology roadmap, which fuses departmental priorities and opportunities with technology and resource needs. The business plan includes coordination with the IT Department to assess centralized capabilities and opportunities for partnership and advancement of key strategies and systems. Implementing innovative field technology improvements and integrated data systems – With the transportation and utility infrastructure spread across 178 square miles of the City, most of the Department’s work, particularly maintenance of the infrastructure, occurs in the field. With
the growth of advanced technologies like the Internet of Things (IoT) and Artificial Intelligence (AI) the City has an opportunity to strategically deploy innovations that could save time and resources, as well as improve response times. Minimum Qualifications

Education

Five (5) years of experience managing, maintaining, and implementing technology programs, computer system infrastructure and design, network operations, security design, application development and configurations, and system/server administration, including three (3) years of supervisory experience over a technical team.

Certifications/Licenses
One or more credentials in Salesforce is desired, preferably certification as a Salesforce Administrator and/or Developer.

COMPENSATION AND BENEFITS
The approved salary range for this position goes up to $183,248. Employees in the Department Information Technology (IT) Manager classification will also receive an approximate five percent (5%) ongoing non-pensionable pay.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. Role description

Essential functions of the class include:

• Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).
• Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.
• Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.
• Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.
• Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.
• Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.
• Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.
• Performs related duties as required.

Nature of work
Involves physical effort in the repair and maintenance of machinery and equipment; the ability to lift heavy objects; exposure to working conditions where minor abrasions, bruises, and burns may occur; occasional uncomfortable work inside closed and dirty spaces; exposure to potential uncomfortable weather conditions and traffic conditions; and requires physical stamina to stand, stoop, bend and climb ladders while working in confined spaces, entryways and tight crawl spaces.  Some positions may also require the ability to operate both automatic and manual automobile transmission as needed. Employees may be required to work rotating shifts, nights, weekends, and holidays, and a shift of up to 12 hours.

How to qualify

MINIMUM QUALIFICATIONS:

1. Four (4) years of verified journey-level stationary engineer experience in the maintenance, repair and operation of a variety of mechanical and electrical pumping, heating, air conditioning, ventilating and related plant machinery used in a government establishment, hospital, industrial, production or commercial building; AND

2. Possession of a valid California Driver’s License; AND

3. Possession at time of hire a Universal Chlorofluorocarbon (CFC) certificate issued by the Federal Environmental Protection Agency.

Substitution: (Any of the following may be substituted for the required experience)

• Completion of a recognized four-year Stationary Engineer apprenticeship program
• Graduation from a recognized four-year Maritime Academy with a degree in engineering or technology
• Possession of at least a 3rd Assistant Marine Engineer's License of any (unrestricted) horsepower

The San Francisco Municipal Transportation Agency (SFMTA) is a department of the City and County of San Francisco responsible for the management of all ground transportation in the City. Under the general direction of the Train Control Upgrade Project Manager, the Vehicle Train Control Engineer will lead the integration of the new train control system with the Siemens LRV4 vehicles. The Vehicle Train Control Engineer will be responsible for the successful design, fitment, and testing of all onboard equipment necessary to fully install the system on the LRV4 fleet and will represent the SFMTA in all project review and discussion related to onboard equipment installation.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology vendor and other firms providing installation, construction support, technical expertise, and professional services. The Vehicle Train Control Engineer will coordinate the design activities related to onboard vehicle equipment between the supplier, the vehicle manufacturer, and the onboard equipment installer. The Vehicle Train Control Engineer will work closely with these three parties to ensure that the delivery and installation of onboard train control equipment is completed according to the project schedule. The position will participate in the development of an installation plan to facilitate this process and assist with the selection, training, monitoring, evaluating, and development of project staff, as it relates to the installation of the system on the LRV4 fleet.

In addition, the Vehicle Train Control Engineer will act as the SFMTA representative to review, accept, or when necessary, audit, project submittals and deliverables provided by the supplier and other project contractors as it relates to the installation of onboard equipment. As the SFMTA representative, the Vehicle Train Control Engineer will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.

Examples of Important and Essential Duties:

• Oversees the successful integration of the train control system with the Siemens LRV4 vehicles, including design, fitment, and testing.
• Leads a team of SFMTA vehicle engineers assigned to the project.
• Coordinates the design activities of the Train Control System Supplier with the car manufacturer (Siemens) and the vehicle onboard equipment installer.
• Represents SFMTA during technical discussions between the Train Control System Supplier, the vehicle manufacturer, and the onboard equipment installer.
• Responds to technical RFIs, resolves clarifications from vendors and addresses their requests by issuing addendums.

• Tracks completion of technical requirements and evaluates the system and individual subsystems and components for acceptance.
• Analyzes and solves electrical and vehicle sub-systems problems such as power, EMI connectivity, and fitment for onboard train control system components.
• Analyzes related project workloads and budgets.
• Communicates with Train Control System Supplier for technical support as needed to address system issues under warranty.
• Works with Supplier, SFMTA operations and maintenance staff to ensure both the designed and finished onboard train control system meets operations and maintenance needs and works within their stated constraints.
• Participates in the selection, training, monitoring, evaluating, and counseling of project staff.
• Reviews and manages workload assignment to consultants, junior staff and interns as required.

• Manages a team of SFMTA engineers assigned to the project, including vehicle engineers, electrical engineers, and traffic engineers;
• Responsible to the Project Manager for ensuring the train control system design meets the project objectives as well as applicable SFMTA, state, local and federal design standards;
• Acts as the lead SFMTA design authority for the project, provides technical review and recommendation to the Project Manager for approval/acceptance of project CDRLs;
• As assigned by the Project Manager, represents the SFMTA in reviewing, approving and auditing technical submittals provided by the Supplier and other project contractors;
• Leads the SFMTA technical team during project design reviews and prepares technical comments on behalf of the SFMTA;
• Reviews all technical documents and correspondence from the Train Control System Supplier and other project contractors;
• Prepares and supervises staff and project Consultants in the preparation of documents, including technical specifications, engineering reports, contract documents, advertisement for bids, instructions to potential bidders, detailed project specifications, technical manuals, and contract bonds;
• Assists Project Manager in negotiating contracts and contract modifications;
• Responds to technical RFIs, resolves clarifications from vendors and addresses their requests by issuing addendums;
• Works with the Technical Program Manager and Technology Department engineers on communications infrastructure design and technical coordination between the Supplier and supportive infrastructure installers;
• Works with Real Estate department, Maintenance of Way staff, facilities project team and engineers on ensuring SFMTA facilities are prepared for train control equipment installation;
• Reviews proposals from vendors and evaluates bid documents for conformance with project specifications;
• Observes train control system component installation and ensures installation is occurring according to plans;
• Ensures smooth communication, and when necessary, mediates technical disputes between the train control system Supplier and installers;
• Supervises the train control system testing program and assists the project QA team in assessing the quality of delivered and/or installed components;
• Tracks completion of technical requirements and evaluates the system and individual subsystems and components for acceptance;
• Participates in the RAM demonstration and verifies that the system as designed and delivered meets the project performance metrics;
• Communicates with Train Control System Supplier for technical support as needed to address system issues under warranty;
• Works with Supplier, SFMTA operations and maintenance staff to ensure both the designed and finished train control system meets operations and maintenance needs and works within their stated constraints;
• Reviews and manages workload assignment to consultants, SFMTA engineers, and interns as required;
• Performs other duties as required.

How to qualify

Minimum Qualification:

1. Seven (7) years of verifiable professional electrical engineering work experience of which four (4) years of that experience must be as a licensed professional engineer. Two (2) of the seven (7) years must be equivalent to the City and County of San Francisco class 5241 Engineer; AND
2. Possession of a baccalaureate degree with major course work in engineering; AND
3. Possession of a Certificate of Registration as a Professional Engineer (Electrical) in the State of California.

Substitution:

• A Master's Degree in Engineering may substitute for one-year work experience.
• A Ph. D. in Engineering may substitute for two years work experience.

Desirable Qualifications:

• Technical expertise and knowledge of the principles, practices, purposes, scope and techniques of train control and/or signaling systems.
• Engineering experience working on train control, train signaling systems, transit or communications infrastructure projects;
• Engineering experience working with rail vehicle electrical and/or communications systems;
• Experience working with public transit agencies or as an employee of a public transit agency;
• Leadership experience and/or experience managing a team of engineers on a project;
• Experience working on communications and/or network infrastructure projects;
• Experience managing contracts and overseeing the design and delivery of public sector procurement projects, especially for rail transit agencies;
• Experience managing testing and commissioning vehicle and/or wayside equipment on an active railway;
• Experience working with third-party vendors and contractors to deliver public infrastructure projects on-time and on-budget;
• Excellent written and oral communication skills. Ability to communicate with diplomacy and conduct meetings with stakeholders throughout the agency;
• Technical writing and editing experience; experience writing technical specifications and/or manuals;
• Experience with CAD software or other computer-aided design tools;
• Experience with P6 Primavera, Microsoft Project, or other project management software applications;
• Experience with Microsoft Office products such as Excel, Outlook, and Word;
• Experience interpreting and analyzing telematics data, using Python, SQL, Tableau or other tools to perform calculations and visualize data;
• Ability to work well with a multi-disciplinary, diverse workforce, including operations staff, maintenance technicians, technical professionals, contractors, executives and elected officials, and stakeholder groups
