The City of Dixon is recruiting to fill a full-time position of a Community Service Officer I/II and to establish an Eligibility List for future use. Duties include a wide variety of professional law enforcement functions which do not require peace officer training, including youth services, crime prevention, records management, property and evidence management, information gathering and report writing, code enforcement, office support, operation of jail facilities and parking and traffic control.

Community Service Officer I: This is the entry level class in the Community Service Officer series.

Community Service Officer II: This is the full journey level class in the Community Service Officer series.

DEFINITION:

DISTINGUISHING CHARACTERISTICS:

Application Integrator I

The Application Integrator I is the entry level class in this series and performs the more routine tasks associated with database and application projects. This classification may be alternatively staffed with the Application Integrator II, and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Application Integrator II

The Application Integrator II is the journey level class responsible for the full range of duties associated with database and application projects. This classification is distinguished from the next higher classification of Senior Application Integrator in that the latter is an advanced journey level, performs the most complex assignments, and may have lead responsibilities.

Senior Application Integrator

The Senior Application Integrator is the advanced journey level and/or lead class responsible for a wide variety of complex database and application projects. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, and by the amount of time spent performing the duties.

• Perform complex work related to database management and administration, including designing, configuring, and implementing databases infrastructure architecture, backup and recovery planning implementation, integrations, overseeing disk capacity of server and database infrastructure, and monitoring performance of assigned databases and servers; modifying and upgrading existing databases; coordinating, developing, and performing data export and import routines between applications; and creating and modifying query language scripts.

• Researches available technologies; assists in the development and administration of Requests for Proposal to acquire applicable departmental programs or systems from vendors in order to meet the identified needs; performs cost/benefit analyses of said systems; manages and executes installation upgrades and system patches; tracks problems and requests for system enhancement and equipment upgrades; identifies and recommends solutions related to the assigned program; and resolves problems as they occur.
• Assists with and performs installation of new and existing software, complex configuration duties, and related data migration, conversion, maintenance, and extraction work; performs modifications, testing, and implementation of vendor software; develops, coordinates, and implements plans to test business and functional processes during system development and quality assurance; participates in the design of all required system interfaces and reviews and monitors vendors’ work.
• Serves as a trainer for staff regarding new procedures and software applications; demonstrates the software application systems; prepares written procedures and training materials for staff; provides support for specific department applications; tests programs and applications from users’ perspective.
• Conducts systems analyses; develops business and technical requirements; designs functional and technical specifications, writes source code, and tests applications.
• Assists in the planning and coordination of migrations from legacy systems and the implementation of ongoing maintenance of new computer systems.
• Lead and manage complex projects involving multiple City departments.
• Acts as a technical resource for City staff; identifies and suggests alternatives and recommends process changes through information systems; assists in identifying potential required changes to business processes and/or procedures.
• Participates in defining requirements, development, design, and validation of new automated computer systems.
• Develops and runs custom reports using a variety of report applications and systems.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities.  The position also requires grasping, repetitive hand movement and fine coordination in keeping records and preparing reports using a computer keyboard.  Additionally, the position requires near and far vision in reading written reports and work-related documents and acute hearing is required when providing phone and personal service.  The nature of the work may require the incumbent to lift equipment and materials weighing up to 25 pounds or more.

The County of Yuba is actively recruiting to fill current vacancies and establish an employment list for the position of Public Safety Dispatcher within the Sheriff’s Department.  The incumbent receives 9-1-1 system sheriff, fire, medical emergency and rescue calls; dispatches sheriff, fire and medical personnel following established procedures; maintains communication with officers in the field to ensure safety and provide back-up and information; provides relief coverage for the records unit; and performs related work as assigned. The County of Yuba is currently recruiting for the position of Senior GIS Technician in the Community Development & Services Agency. THE POSITION
To perform a variety of tasks in the maintenance of City-owned buildings, equipment and facilities.

The purpose of this recruitment is to hire a Temporary / Part-Time position. Applicants who do not meet the minimum qualifications for the Facility Maintenance Worker I position may be considered for employment as an Intern. Temporary / Part-Time employees work no more than 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

IDEAL CANDIDATE
This position will perform semi-skilled tasks in a variety of light construction and maintenance activities. The Ideal Candidate will be customer-friendly and be a solutions-oriented professional who is flexible in dealing with shifting priorities, have good time management skills, and possess the ability to work effectively in the absence of supervision.

ESSENTIAL JOB FUNCTIONS
Maintain and repair City buildings, equipment and facilities by performing a variety of semiskilled carpentry, plumbing,  painting, heating/air conditioning, mechanical repair and electrical work as necessary. Inspect City buildings to locate conditions indicating the need for repairs and maintenance; assist in establishing and implementing preventative maintenance programs. Operate and maintain a variety of heavy tools and equipment, including small power and hand tools. Work cooperatively with others. Regular and consistent attendance.

OTHER JOB FUNCTIONS
Remodel and repair a variety of building components such as counters, tables, desks, bookshelves, cabinets, partitions, walls, windows and doors; boilers, water pumps, exhaust fans, compressors, and other water and sewage system plumbing as required. Perform electrical work such as wiring and rewiring; replace switches, ballast and receptacles as required. Prepare simple activity and related reports; maintain inventory and work records as required. Requisition supplies and materials. Perform general janitorial duties as needed. Education:
High School Diploma or equivalent.
Experience:

The Construction Inspector II is the journey level class responsible for inspecting, observing, measuring and testing materials utilized in construction of public facilities such as streets, storm drains, sidewalks and other public works construction to assure compliance with City standards, codes and specifications. Work is done in the office and field. This class is distinguished from the next higher classification of Construction Manager, in that the latter is responsible for overall supervision of the Public Works construction inspection program.

• Inspects the work quality and materials used in a variety of public works construction projects, capital improvement projects, residential, commercial and industrial development within the city to ensure conformance with approved plans, specifications, codes, ordinances, laws and departmental regulations; observes and measures materials used in street, gutter, curb, sidewalk, parking lots, water and sewer systems, storm drain construction, underground improvements and capital projects; takes samples and arranges for laboratory tests.
• Conducts field sampling and testing of construction materials; directs lab testing operation; analyzes and interprets lab test results and writes test reports; approves materials for use on construction projects; makes field determinations of scope and method of work to be performed; authorizes field changes to plans when required.
• Reviews project plans for accuracy and conformance with City specifications; observes construction progress and documents with field reports; observes safety conditions and workmanship for compliance with City and State regulations; drafts letters to contractors; responds to complaints related to construction activities at the counter, over the phone and in the field.

• Prepares technical reports, as built drawings, letters and change orders; maintains written records of work performed; performs construction surveys; checks contractors progress on jobs; reviews invoices and recommends progress payments; reviews certified payroll; conducts change order negotiations.
• Responds to questions and concerns from the general public regarding assigned projects; provides information as is appropriate and resolves complaints; investigates complaints or claims against the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The nature of the work also requires the incumbent to climb ladders, enter confined spaces, use a variety of hand tools and equipment, drive motorized vehicles, work in heavy vehicle traffic conditions and often work with constant interruptions.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

Modern principles, practices, methods and materials used in public works construction; construction methods and procedures including equipment, underground construction, shoring, and forming; construction materials such as concrete, asphalt and piping; construction material testing procedures; advanced mathematics; soil mechanics and geology; drafting and mapping; methods and techniques of supervision, training and motivation; basic principles of mathematics; applicable federal, state and local laws, codes and regulations including construction codes, manuals, specifications, safety requirements and related regulations; methods and techniques of scheduling work assignments; standard office procedures, practices and equipment; modern office equipment including a computer and applicable software; methods and techniques for record keeping and report preparation and writing; proper English, spelling and grammar; occupational hazards and standard safety practices.

Skill to:

Operate an office computer and a variety of word processing and software applications. Safely and effectively operate a variety of power and hand tools used in Construction Inspection.

Ability to:

Read, understand and interpret construction plans and specifications; inspect and analyze construction procedures and interpret code violations; detect faults in construction materials, plans, specifications and workmanship; conduct field and lab testing; prepare test results; supervise, train and motivate assigned staff; read, interpret and record data accurately; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; analyze a complex issue, and develop and implement an appropriate response; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

THE SELECTION PROCESS

The process may include an in-basket exercise, individual interviews, panel interviews and/or other related components.  Only those candidates who have the best combination of qualifications in relation to the requirements and duties of the position will continue in the selection process.
