About the Position: Midpeninsula Regional Open Space District (Midpen) is seeking a Geographic Information Systems (GIS) Intern in the Information Systems and Technology (IST) Department. The GIS Intern will perform GIS mapping and analysis tasks in support of land acquisition, open space planning, capital improvement, and resource management activities. Responsibilities include creating maps for District Board reports and presentations; compiling and synthesizing geographic data; developing attribute data for feature classes; performing basic geoprocessing; maintaining and updating GIS databases as new data are collected; preparing, modifying and updating District site maps and brochures; providing graphic support for other departments including the development of maps, charts, displays, presentations, graphics, brochures, and drawings; and collecting field data. The expected start date for this position is November 2025.

Basic Requirements: Internships are open to applications from current students or recent graduates (within the last 12 months). Current enrollment in an associate’s, bachelor’s, or master’s degree program, or trade school in a relevant field. Successful candidates will have a background in geography, planning, environmental studies, landscape architecture, or another related field; demonstrated experience with ArcGIS software; and demonstrated expertise/enthusiasm in cartography and map production. This position requires great attention to detail, excellent communication and critical thinking skills, the ability to work well both in a team setting and independently, the desire to learn, and the willingness to occasionally work in rugged, remote settings. Knowledge of web GIS and experience with field data collection are a plus. Working Conditions/Schedule: This position is based primarily in-office at our Administrative Office in Los Altos, CA, as part of the IST department. While the majority of work will be performed in an office setting, there may be occasional instances of field data collection. These field activities are infrequent but may involve travel in a district vehicle and, at times, working independently in varied outdoor conditions, including remote and rugged terrain with numerous biotic and abiotic hazards during inclement weather. This is a temporary position working 24 – 32 hours per week (within regular business days/hours). Regular business is conducted Monday through Friday between the hours of 8:00 am to 5:00 pm.  Interns may work up to a total of 950 hours over a 7-to-9-month period. The Position:

This is a temporary, as-needed position assigned to the City of Santa Clara’s Electric Utility Department, Silicon Valley Power (SVP). The position is part of the Systems Support Group (SSG), which functions as the technology backbone of SVP and is responsible for critical technology modernization, cybersecurity, and operational support in response to rapid utility growth and evolving regulatory requirements.

We are seeking a highly skilled and experienced Network Engineer to design, implement, and support both enterprise and utility-specific network infrastructure, with a strong emphasis on Cisco technologies. The incumbent plays a critical role in ensuring the availability, performance, and security of the organization’s overall network environment, including the SVP’s utility communication and control systems.
 
In this role, the Network Administrator is responsible for administering and monitoring network services, managing a variety of advanced network and security products—including, but not limited to, Cisco firewalls and intrusion prevention systems- and maintaining compliance with Federal Energy Regulatory Commission (FERC) requirements as well as applicable state and local mandates. This position involves supporting and maintaining complex multi-protocol infrastructure components, including enterprise-grade Cisco firewalls, routers, switches, and wireless controllers. Additionally, it consists of managing secure VPN access, routing protocols, and future zero-trust network access initiatives.

 

As an as-needed employee, this is an "at-will" position, and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Typical Duties:

Network: Design, configure, deploy, and maintain secure enterprise-grade network infrastructure, including routers, switches, wireless controllers, and access points within a large and complex high-availability multi-protocol environment.

 

Network Performance: Proactively monitor network utilization and capacity, and troubleshoot issues related to connectivity, degradation, or failure.

 

Network Security: Design, configure, deploy, and maintain, including but not limited to firewalls, VPNs, IPS systems, and zero-trust platforms, in a highly segmented environment.

 

VOIP: Support VoIP infrastructure to ensure QoS, call quality, and reliability.

 

Cybersecurity: Investigate and produce comprehensive reports on all cybersecurity incidents and threats.

 

Access Control: Maintain a zero-trust security model, implementing strict access controls, multi-factor authentication, and least-privilege principles.

 

Process and Documentation: Maintain accurate documentation of network configurations, diagrams, and change control records to ensure consistency and compliance.

 

Operational Support: Participate in the ticketing queue for service requests and after-hours maintenance windows as needed.

 

Communication: Communicate effectively on technical issues and solutions to both technical and non-technical stakeholders.

Minimum Qualifications:

Minimum Education Requirements: 

Associate degree from an accredited University.

 

Minimum Experience Requirements: 

Three (3) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, or Network Architect.

 

Desirable Qualifications: 

• Bachelor’s degree in computer science, Information Technology, Engineering, or a related technical field from an accredited University.
• Five (5) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, Network Architect, or equivalent, preferably within a NERC-CIP regulated public utility.
• Experience administering Cisco ASA & FTD Firewalls, Core Switches, and Edge Routers
• Experience administering HP Aruba Switches and Wireless Controllers
• Certifications: Active (non-expired) professional certifications such as Cisco (CCNA, CCNP, CCIE), Palo Alto (PCNSE), HP Aruba, Azure Cloud, and/or industry-recognized cybersecurity certifications (CISSP, CompTIA Security+, GIAC, etc.).  Proof of active certifications must be uploaded with your application submission.

Knowledge, Skills, and Abilities:  

• Expert knowledge of Cisco IOS, NX-OS, and Cisco firewall administration.
• Expert knowledge of STP, VTP, DTP, HSRP, and GLBP
• Proficient at Layer 3 routing protocols such as BGP, OSPF, and EIGRP.
• Knowledgeable of Industrial communication protocols (DNP3, Modbus, serial comms).
• Security technologies: Firewalls, VPNs, NAC, IPS/IDS, zero-trust frameworks.
• Wireless standards (802.11n/ac/ax/be) across 2.4, 5, and 6 GHz, and enterprise wireless controller management.
• IT/OT Segmentation and Best Practices for Critical Infrastructure Protection.
• Excellent communication skills and the ability to document complex network topologies.
• Excellent troubleshooting and problem-solving skills.
• Ability to clearly explain technical concepts to both technical and non-technical audiences.

Position Description:

Under general direction, the Network Operations Team Lead will lead the team in managing, designing, implementing, and maintaining all aspects of the Agency’s network operations and guide the team in developing a world class network.  We are looking for someone who has the proven ability to manage and inspire staff to innovate and consistently improve on the services we provide.  This position will have experience in design policies and architect a scalable network infrastructure that can keep pace with our anticipated growth.

 

Examples of Important and Essential Duties:

• Manages SFMTA network team staff, conducts performance planning and evaluations, manages resource allocation, and confirms task completion by the assigned staff.
• Engineers solutions for complex technology infrastructure challenges through establishing detailed hardware, software, and configuration standards.
• Directs and monitors technical support activities related to complex large networks.
• Plans, develops, and implements backup and disaster recovery procedures for large networks.
• Works closely with team to develop, define and manage network cybersecurity design using NIST and CISA cybersecurity practices.

Nature of Work:

Incumbent must be willing to work a 40-hour week as determined by the department. The position may also require sufficient physical strength and coordination for lifting, pushing, pulling and/or carrying the weight of computer systems equipment. The position may also require the following: bending, stooping and/or crawling in order to install or repair computer systems hardware, hand/eye coordination and manual dexterity for taking apart casings, installing parts and reconnecting computer systems hardware.

 

Incumbent will comply with the telecommuting policy at the SFMTA with four (4) days on-site. However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.

How to qualify

MINIMUM QUALIFICATIONS

 

1. Education: An associate degree from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units; AND
2. Five (5) years of experience managing and monitoring a network environment; AND
3. Five (5) years of experience with network security technologies, such as firewalls, VPNs, and intrusion detection systems; AND
4. Three (3) years of experience managing and/or supervising technical personnel.

Substitution:

Additional experience as described above in MQ #2 may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/ forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units

• Proven ability to automate tasks and maintenance with a combination of custom scripts and other tools.
• Experience managing and mentoring staff. Ideally candidate managing a team of 3 or more network engineers.
• Ability to initiate, drive, and/or support innovation and change.
• Must be self-motivated with time management skills.
• Ability to effectively communicate updates, issues, and resolutions to all levels of the organization.

In this role, the Network Administrator is responsible for administering and monitoring network services, managing a variety of advanced network and security products—including Cisco firewalls and intrusion prevention systems- and maintaining compliance with Federal Energy Regulatory Commission (FERC) requirements as well as applicable state and local mandates. This position involves supporting and maintaining complex infrastructure components such as enterprise-grade Cisco firewalls, routers, switches, wireless controllers, such as HP Aruba switches, and RSA Authentication Manager, while also managing secure VPN access and routing protocols and future state zero trust network access initiatives.

The incumbent will oversee DNS infrastructure, support VoIP systems to ensure call quality and reliability, and proactively monitor network performance to detect and resolve issues related to

connectivity, latency, or system failures. The role also requires accurate documentation of network configurations and changes, collaboration with internal teams on infrastructure projects and upgrades, and participation in organizational capacity planning.

In addition, this position supports business continuity by ensuring high availability and disaster recovery capabilities across all network components, investigates and reports on security incidents in accordance with departmental policy or direction from senior management, and provides technical leadership and mentorship to others.

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

Bachelor’s Degree from an accredited college or university with coursework in Computer Science, Engineering, Mathematics, or a related field.

 

Minimum Experience Requirements: 

• Five (5) years of network operations and administration experience in Utility Operations and/or Electric Scheduling or the equivalent, including experience in utility cyber security and facility security.
• Three (3) years of the required experience must have been in a lead position; and
• Three (3) years of the required experience must include operations and maintenance level experience with Synchronous Optical Networking (SONET) equipment installed in utility applications.  

 

Acceptable Substitution: 

Additional qualifying experience may be substituted on a year for year basis for the required education, up to a maximum of four (4) years.

 

License/Certifications:

Desirable Qualifications: 

• A bachelor’s degree in either Computer Science or Engineering is highly desirable;
• Training in electric utility substation safety standards is highly desirable;
• Specific experience with the General Electric JungleMUX product is highly desirable;

Other Requirements:  

• On call for 24/7 support of all critical networking structures, perform troubleshooting and maintenance in active electric substations and taking action to insure the Electric Utility meets the CIP Reliability Standards in its communication and control systems at all times;

Typical Tasks
 

• Leads and participates in the work of staff in managing projects, developing and enhancing system applications for an assigned division;
• Establishes and maintains positive relationships, and works extensively with VTA Management, VTA Business Process Owners, and system Super Users in developing and  enhancing information systems solutions;

Minimum Qualifications

 

Employment Standards

Sufficient training, education and experience to demonstrate possession of the required technical and project management knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) Incumbents must demonstrate substantial experience in an SAP environment, and/or Electronic Documents Management System, and/or Operations system (such as Trapeze, BDT, ACS) or Construction and CMP solutions.

A VTA employee designated as a "Business Process Owner" and/or "Super User" with four (4) years of experience in that capacity, in addition to performing and leading others in system upgrades and demonstrated technical coursework in SAP or systems used at VTA, meets the minimum qualifications for this classification. Experience with transit/transportation-related applications is desirable.

The City of San José Information Technology Department seeks an experienced City Information Security Officer (CISO) to lead cybersecurity Citywide initiatives.
 
The CISO will direct the Cybersecurity Office as the City’s principal executive leader for information and systems security. In partnership with the Chief Information Officer (CIO), they will manage risk identification, protection and compliance, threat detection, incident response (IR), and recovery services for all City departments to ensure business resilience.
 
The City’s CISO must be able to apply expertise in security strategy, cybersecurity frameworks, managing staff and vendor services, leading incident management, and optimizing resources to achieve desired security outcomes.
 
Key responsibilities include but not limited to:

• Lead and mentor the Cybersecurity team, offering expertise and support to foster growth and a collaborative environment. 
• Collaborate with business units and solution providers to provide optimal security measures and achieve a balance between sustaining business operations and achieving security compliance.
• Coordinate with stakeholders within the City and partners/vendors outside of the City to ensure information and systems meet the City’s standards for threat identification, protection, and risk detection.
• Develop, operationalize, and enhance the City’s cybersecurity strategic plan, programs, policies, and architecture, including vulnerability, risk, and threat management programs through remediation.
• Conduct training programs to educate City personnel on relevant security best practices, foster diligence, and ensure compliance.
• Provide expert security guidance to City departments and officials in service planning, procurements, contract negotiations, vendor management, and project management.
• Provide expert guidance on regulations and standards (FISMA, FedRAMP, CJIS, PCI-DSS, HIPAA, etc.) the City must meet in providing municipal services, as well as security frameworks (NIST, ISO, IEEE, etc.) to shape City operations.
• Oversee and lead incident management/response processes in coordination with City departments to respond and recover from incidents.
• Resolve security-related audits in partnership with City staff.
• Ensure comprehensive security strategies align with resilience plans and emergency management exercises.
• Oversee vendor relationships and manage the City’s procurement and utilization of cybersecurity products and services across departments.
• Lead the annual Cybersecurity Assessment of the City’s technology infrastructure.
• Provide strategic and operational leadership to address cybersecurity in the City’s emerging Internet-of-Things, smart communities, privacy, and equity through data initiatives. 
• Collaborate with the Digital Privacy Officer to address privacy challenges emerging from new technologies, including AI.

Role description

Under general supervision, assists in analyzing, planning, implementing, maintaining, troubleshooting and enhancing large complex systems or networks consisting of a combination that may include mainframes, mini-computers, personal computers, mobile devices, LANS, WANs, servers, data storage and the physical and logical components that integrate these systems together as an enterprise networking backbone. 

The 1042 Security Engineer is the journey level position in the Engineer series. The class is distinguished from the Senior level by the complexity of the tasks, projects or duties assigned, and is more independent than the Assistant level. This classification performs a wide range of complex analytical, design, planning, implementation, enhancement and problem resolution tasks on large complex systems and networks. Works within a framework of established procedures and interprets policies, procedures and guidelines. This level may formulate recommendations consistent with directives, policies, standards and regulations. Incumbents require only occasional instruction or assistance. Work is reviewed upon completion and for overall results. Serves as a technical architect and systems integrator for large complex systems or networks, with a focus on securing vulnerabilities and reducing risk of system and/or asset compromises.

Essential Duties:
 

 

1. Determine requirements for the development environment and / or enhancement for large complex systems that serve HSA’s programs. May research and conduct feasibility studies on new technologies.
2. Design, plan, integrate, test, implement, document and enhance large complex systems. This may involve the analysis, coding (.NET C#, Cold Fusion), web application design, database design, and evaluation of systems software, hardware and communications strategies.
3. Perform systems integration for interoperability over dissimilar platforms and technologies. This may involve the integration of various protocols and systems software.
4. Determine the proper installation parameters for software for smooth integration and efficiency in relation to the enterprise system and network.
5. Write code to customize large systems software which may involve specialized programming languages.
6. Read and understand requirements documentation and other documentation in order to write code to implement the required features for application systems.
7. Analyze, detect, identify and correct complex systems software or hardware deficiencies. Analyze, research and debug program logic and systems; modify program logic; analyze service requests for system changes or new requirements to determine the most effective approach and the appropriate staff time required to achieve the needed modification.
8. Provide emergency technical support for application issues to ensure system availability and data integrity. May provide on-call support to ensure rapid recovery from software or hardware problems for mission-critical systems and networks.
9. Act as the liaison between vendors, technical support hot-lines and departments to resolve complex systems. Coordinate and implement corrective measures; this may involve site visits, telephone assistance, remote systems and participation in technical committees.
10. Facilitate the demonstration and training of staff in the use of new hardware or software products.
11. Document procedures and troubleshooting techniques related to systems software and hardware; develop technical documentation and review documentation prior to general distribution.
12. Plan, develop and implement backup and recovery procedures for large systems.
13. Communicate with managers regarding system performance and operational issues. Suggest improvements to management.
14. Research and test new software technologies; report results; recommend software purchases. Learn and implement the new technologies that are brought in. Coordinate and work with vendors when needed. 
15. Attend meetings, workshops, and demonstrations; perform duties and responsibilities as assigned.
