ABOUT THE POSITION

Under general supervision, a Police Officer is responsible to perform law enforcement and crime prevention work; to control traffic flow and enforce State and local traffic regulations; to perform investigative work; to participate in and provide support and assistance to special department crime prevention and enforcement programs. This is the entry level classification in the professional police series requiring sworn peace officer status.

Examples of Essential Duties (include but are not limited to):

•  Patrol the City in radio-equipped car or on foot.
•  Answer calls for the protection of life and property, and the enforcement of city, county, and state laws.
• Conduct both preliminary and follow-up investigations of disturbances, prowlers, burglaries, thefts, hold-ups, vehicle accidents, death, and other criminal incidents.

The City/County Association of Governments (C/CAG) is seeking qualified candidates for the position of Senior C/CAG Transportation Program Specialist to perform a variety of program administrative and technical support functions related to C/CAG transportation and land use programs.  

 

As part of an interdisciplinary team and under general supervision, this role involves managing and executing high-level, specialized projects. Responsibilities include planning, developing, and implementing countywide programs and policies, particularly those related to C/CAG initiatives. The role demands providing expert-level analysis and technical support on related legislation, along with overseeing a range of complex C/CAG programs and projects. The Senior C/CAG Transportation Program Specialist is the lead or specialist level class in the C/CAG Program Specialist Series. In the lead assignment, incumbents provide direction to C/CAG Program Specialist I/II staff, including assigning, directing, and reviewing their work. At this level, incumbents may provide supervision and leadership on a project or program basis to consultants/contractors, volunteers, and other staff including assigning, directing, and reviewing the work of professional staff. In the specialist assignment, incumbents work on dedicated projects or the largest, most visible, complex, and political assignments within the program. 

 

This position will support key program areas, including airport land use compatibility planning, transportation demand management (TDM) policy, community-based transportation planning, and active transportation (bicycle and pedestrian) programs.

Primary responsibilities and duties of the Senior C/CAG Transportation Program Specialist may include, but are not limited to, the following:

• Assist with the development and implementation of transportation plans, policies, programs, and projects, and the linkage of transportation, land use, and environmental goals.
• Coordinate with C/CAG partner agencies on reports, joint studies, and projects.
• Assist with preparing, updating, and administering planning documents, grants, funding recommendations, and projects.
• Act as liaison and participate in a variety of local and regional committees/task forces related to transportation, housing, and/or land use planning.
• Maintain contract agreements, review invoices, and track budgets for C/CAG projects.
• Track and analyze proposed policies from other government agencies and legislations related to transportation and housing.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education: A bachelor’s degree in Transportation Planning, City/Regional Planning, Traffic Engineering, Environmental Policy or Studies, Civil or Environmental Engineering, Political Science, Public Administration, or a closely related field. A master’s degree is preferred but not required.

Knowledge of:

• Principles and practices of transportation planning, city/regional, and environmental planning or environmental science, engineering, financing and/or policy.  
• Principles and practices of program and project planning, management, implementation, and evaluation.
• Research methods and techniques, including conducting or participating in planning studies.
• Transportation Demand Management practices and policies.
• Principles, practices, trends, and technical information related to assigned program areas.

ESTIMATED NUMBER OF HOURS:

ABOUT THE POSITION:

Staffing the Adult Reference Desk is the primary responsibility of this position. A knowledge of literature or the desire to read widely is essential in making book recommendations and understanding types of computers and assisting with technology troubleshooting is crucial. The Mill Valley Library is fast-paced and innovative; the person in this position needs to learn new skills quickly, adapt easily to change, be detail-oriented, and patron focused. Many part-time staff are cross trained to work in other Library departments as needed.

The City has new desktop and laptop computers in place for employees. The City already has Crime Analysis and Traffic Analysis software systems in place. A new handheld citations system for traffic has recently been launched. WHO YOU ARE

• Bachelor's degree in emergency management, public administration, communications, or related field (Master's preferred but not required).
• 5+ years in program planning, emergency management, or crisis communications.
• FEMA ICS courses (100, 200, 700, 800) and IPAWS certification (IS-247, IS-251)—or willingness to complete.

The City of Menlo Park is currently accepting applications for lateral Police Officers that are motivated, well-trained professionals who can meet the challenge of a fast paced, multi-tasking law enforcement environment.

The Hiring and Retention Incentive Program pays new, eligible Police Officers who are Lateral Police Officers up to a total amount of $40,000 (See details under benefits).

The Menlo Park Police department is an operation in which the patrol officers enjoy communicating and building relationships with individuals within the community. We embrace a true community connection and commitment with participants on all sides. Rather than designating certain officers to focus on solving community problems, Menlo Park will charge all police personnel with proactive community policing responsibilities. The City realizes the diversity of the community and therefore upon approval, the City pays officers a bilingual stipend. Our officers continually strive to be the best and achieve high standards; they receive a 5% incentive for achieving their Intermediate POST certificate and 10% incentive for achieving their advanced certificate. Starting September 1, 2024, Menlo Park police officers with at least one year of local service are eligible for longevity pay based on their total years as a California peace officer. Credited time includes all years served in Menlo Park plus half of any years served at other California agencies.

The City has new desktop and laptop computers in place for employees. The City already has Crime Analysis and Traffic Analysis software systems in place. A new handheld citations system for traffic has recently been launched. The City also implemented a citywide GIS system, document imaging system, and Intranet, which are available to all staff members. Additionally, we have placed laptops in all patrol cars in order to facilitate timely report writing and response to calls for service.
