Open & Promotional. Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score.

A supplemental application questionnaire must be submitted in addition to the standard San Mateo County employment application. A resume will not be accepted as a substitute for the required employment application and supplemental questionnaire.
 
The examination will consist of a written test (weight: 100%). All tests will be held in San Mateo County, California. Applicants must participate at their own expense. Qualified applicants will be notified of the date, time, and place of the tests. Applicants must adhere to the dates listed below. Applicant requests for alternate test dates and times will not be granted. Applicants successful on the written test will have their name placed on the eligible list, which will be used to fill anticipated vacancies.

Position Overview 

As a Deputy Sheriff Trainee, you will begin your journey toward becoming a sworn peace officer with the support, mentorship, and training provided by the Sheriff’s Office. Under close supervision, trainees attend a Peace Officer Standards and Training (POST) certified police academy, where they develop the knowledge, skills, and abilities required to serve as a deputy sheriff while working toward earning the POST Basic Certificate. 

Following successful completion of the academy, field training program, and jail training program you will perform a variety of law enforcement duties under the guidance of Sheriff’s Office staff.

Assignments may include: 

• Patrolling assigned areas to enforce laws and maintain public safety.
• Responding to emergency and non-emergency calls for service.
• Conducting criminal investigations.

Step 2:  Written Examination: Applicants for the Deputy Sheriff Trainee have three options for meeting the written examination requirement:

1) POST Entry-Level Law Enforcement Test Battery (PELLETB): This exam must be completed in less than 2.5 hours, be passed with a minimum T-Score of 48 and be dated within twelve (12) months of the date of application. The areas covered by the PELLETB test include spelling, vocabulary, clarity, reading and CLOZE (use contextual clues to complete a passage that contains missing words). OR

2) Possession of a Basic Police Academy certification meeting POST requirements dated within one year of application.

Step 3:  Physical Agility Examination – Work Sample Test Battery (WSTB): This exam must be passed with a minimum score of 384 and be dated within twelve (12) months of the date of application. This exam evaluates the physical abilities to perform essential law enforcement tasks. Applicants can submit scores from the WSTB through The Academy. The events for the WSTB typically include:

• 99-yard obstacle course
• 32-foot body drag (165 lbs.)
• 6-foot chain link fence climb
• 6-foot solid wall climb
• 500-yard sprint
• 1.5-mile run - This is a pass/fail test held independently of the WSTB scoring, and it must be completed in 14 minutes or less.

NOTE: PELLETB test and WSTB results from other training organizations or law enforcement agencies will be accepted so long as they meet California Peace Officer Standards and Training (POST) requirements.

Qualifications

Education: A high school graduate or passing the General Education Development (GED) test or other high school equivalency test approved by CDE, or completion of at least 60 college units from an accredited or approved institution.
 
Skill/Ability to: Work collaboratively with others to solve problems; read and comprehend legal documents, law enforcement manuals, and court decisions; read standard street and highway maps; follow instructions; function effectively under stress; demonstrate leadership and control in volatile, rapidly changing environments; maintain impartiality, transparency and make accurate observations; perform repeated strenuous physical exertion; write complete and accurate reports and correspondence.; communicate clearly and respectfully with all types of people, both orally and in writing; lead by personal example by interacting professionally and compassionately with community members; meet State of California Peace Officer Standards and Training (P.O.S.T.) medical, physical, and psychological standards for law enforcement.

Licensure/Certification:

• Possession of a Class C California driver's license or equivalent (both classifications).

Deputy Sheriff Trainee: Eligibility for State of California P.O.S.T. law enforcement academy and field officer training OR successful graduation from State of California P.O.S.T. law enforcement academy and eligibility for field officer training.

Other Requirements:

• Must be at least 21 years of age per P.O.S.T and AB-89 Peace Officer minimum qualifications.
• Refrain from using tobacco products at any time for employees hired by the County after October 1, 2004.
• Must meet California POST medical, psychological, and background standards.
• Pass a pre-employment polygraph test.

Oral Interview: After placement on the eligible list, qualified candidates will be invited to participate in an in-person panel interview with the Sheriff’s Office Professional Standards Bureau.

About Maple Street Correctional Center
Designed to create a better environment for incarcerated individuals and staff and to help reduce recidivism, the facility was the first correctional center built as part of California Department of Corrections and Rehabilitation’s initiative to shift nonviolent, nonsexual offenders from overcrowded state prisons to county-run facilities. The center accommodates female and lower-risk male incarcerated individuals and is composed of two separate but interconnected buildings with a central administration area.

The facility’s architecture emphasizes safety, rehabilitation, and natural light. Instead of placing cells along the exterior walls as in most jails, the design features a curved glass façade with dayrooms located along windowed areas that open to individual living units. This layout improves supervision while allowing daylight to enter the building, helping the white-painted cells feel more open and spacious.

Each floor has a central core station supporting four housing units. These areas include classrooms, a computer lab, and multipurpose rooms to support educational and rehabilitative programming. Additional design elements include natural ventilation, a large rooftop recreation yard, artwork depicting scenes from nature, and a calming natural color palette.

An attached 88-bed transitional housing facility supports alternative sentencing programs such as day reporting, weekend programs, and other supervised custody arrangements, helping prepare individuals for reentry into the community.

IMPORTANT: When you report for the test, inform The Academy that you are applying to be a Correctional Officer with San Mateo County. San Mateo County Correctional Officer applicants will not be required to participate in climbing the 6-foot chain link fence or 6-foot solid wall portion of the WSTB test.

Examples Of Duties

Sheriff's Correctional Officer duties may include, but are not limited to, the following:

• Receive, search, book, fingerprint, and guard inmates in the correctional facilities.  
• Take custody of inmates’ property.  
• Maintain records of bookings, releases, transfers, money and other functions of the correctional facilities.
• Prepare inmates for court and for release.
• Perform related duties as assigned.

If designated as Correctional Deputy, also perform the following:

• Transport and provide security for inmates at the hospital.
• Transport inmates between custodial facilities.
• Provide security for inmates at court.

Qualifications

Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

Overview:

The Senior Management Analyst for the Treasury and Debt Management Unit supports the Treasury and Debt Manager in managing Valley Water’s $1.4 billion debt portfolio, $800 million investment portfolio, and $450 million short-term debt program. The position acts as a lead on debt administration and short-term debt issuances, and supports long-term debt issuances, cash management, and investments. The Senior Management Analyst is a financial analyst who works closely with internal and external partners to secure debt financing for capital projects, manage debt proceeds, report to investors, comply with legal covenants, manage daily cash flow and investments, and make regular debt service and fee payments.

Valley Water is a public agency with an operating and capital budget of $964 million, and over 900 employees. Key Responsibilities include, but are not limited to:

• Debt administration, including compliance and continuing disclosure reporting, debt service and fee payments, management of bond proceeds, oversight of the federal WIFIA loan program, management of the DebtBook debt module, and coordination with partner banks, lenders, and accounting staff. 
• Management of the short-term debt program, which includes a $250 million commercial paper facility and a $200 million revolving line of credit for just-in-time financing of the Capital Improvement Program. Coordination with CP dealers, revolving line of credit bank, issuing and paying agent, and trustee bank to issue short-term debt and manage the funds. 
• Supporting the issuance of long-term debt, including new-money and refunding water revenue and special parcel tax bonds. Drafting bond disclosure, reviewing and understanding legal documents, working closely with bond counsel and municipal advisors, and drafting board memos.
• Supporting other Treasury functions, including daily cash management to account for incoming/outgoing cash, investment transactions and reporting, cash flow forecasting, and SymPro investment database maintenance. Responsibilities include using Infor ERP to process payments by check, ACH, and wire, and ensuring the security of these transactions from phishing and other cyber threats.
• Monitoring and ensuring compliance with legal and regulatory requirements related to the debt and investment portfolios. Assisting with financial analyses, budgeting, special projects, and ad-hoc requests. Developing unit efficiencies using AI tools.

Treasury-Debt Management Unit (Position Code 981) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

The Central County Fire Department is seeking a dynamic, community-focused Emergency Management Program Manager to plan, organize, coordinate, implement, and maintain a comprehensive emergency management and disaster mitigation program for the City of Burlingame and the Town of Hillsborough (“agencies”); develop, coordinate and implement training and exercises for agency employees; develop and maintain community-based programs for mitigating community risk; and provide expert professional assistance to the agencies’ executive management staff.

Our Department

The Central County Fire Department is an all-risk emergency response and community service organization. The Department’s core purpose is to make Burlingame, Hillsborough, and Millbrae safe for all community members to live and work through the protection of life, property, and the environment.

What You Will Do:

• Recommend and assist in the implementation of goals and objectives related to the Department’s Emergency Management Program; establish schedules and methods for program development, implementation, and monitoring; implement policies and procedures.
• Develop and implement Emergency Management Program activities including the joint Emergency Operations Plan (EOP), Emergency Operations Center (EOC), and Community Emergency Response Team (CERT).
• Evaluate emergency management program activities; recommend improvements and modifications; prepare various program reports.
• Prepare and conduct public outreach and education related to emergency management and preparedness including CCFD Emergency Management website pages, the preparation of social media posts and campaigns, newsletters, and training announcements; provide educational presentations to the community.
• Develop and maintain plans including but not limited to Emergency Operations Plans and Annexes, Local Hazard Mitigation Plans and Annexes, Continuity of Operations Plans, Continuity of Government Plans, and Crisis Communications Plans.
• Assist with the coordination of emergency preparedness classes offered to the public, including CERT, CPR and First Aid.
• Coordinate EOC operations including the creation of Emergency Operation Center (EOC) procedure manuals and checklists, training and maintenance of response platforms, ensuring that the EOC is properly equipped, and serving as liaison with the San Mateo County Department of Emergency Management in the event of an EOC activation.
• Provide CSTI/Cal OES emergency management classes for agency staff.
• Provide resources and other information as requested for EOC staff and support and provide necessary National Incident Management System (NIMS) training for agency employees.
• Represent the Department with dignity, integrity, and the spirit of cooperation in all relations with elected officials, staff, and the public.

Knowledge and Abilities

You possess knowledge of theories, principles and practices of emergency program planning, development, management techniques and training; National Incident Management Systems; function and operation of a municipal government and an Emergency Operations Center; community emergency and disaster support and assistance resources; development of public education programs utilizing 5-step planning process, development of community risk reduction programs utilizing methods of evaluation; customer service principles and problem resolution techniques; business letter writing and report preparation.

You possess the ability to organize, implement and direct Emergency Management Program activities; effectively manage all aspects of the Emergency Management Program including resources, staff and budget; identify resources and needs and develop means to obtain and meet them; acquire a thorough knowledge of local geography and resources as they relate to the Integrated Preparedness Plan (IPP), National Response Framework (NRF), and civil defense and emergency management planning and operations; develop, coordinate and train others on emergency operations plans and procedures; speak professionally advocating principles of community risk reduction; coordinate EOC activities, before, during and after activations; communicate effectively, tactfully and positively in both oral and written form; contribute effectively to the accomplishment of Department goals, objectives and activities.

We are looking for a dynamic individual who will be a part of the real estate department and help us develop a pipeline of over 20 projects and =1500 units of affordable housing. We are looking for creative problem-solving team players, who enjoy the challenge of a variety of projects ranging from new construction multi-family housing to the renovation and rehabilitation of existing structures to the repurposing of commercial properties and master planning for affordable housing.

Best qualified candidates, depending on level (Assistant, Staff, Senior), will have a Bachelors Degree and between at least one (1) to three (3) years of previous experience developing affordable housing using Federal and State funding sources, pro formas and financial model analysis, and reviewing and negotiating real estate development transactional documents. Strong problem-solving and effective communication skills to work with all cross-functional partners through the project.

The Information Systems Analyst III (ISA III) is a journey-level technical professional responsible for leading the design, development, implementation, and ongoing support of complex enterprise information systems. Substitution

• Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education.
• Additional certifications in cloud platforms, cybersecurity, data engineering, or project management are highly desirable
