The Operations Liaison provides startup and commissioning supports to treatment plant and treated water pipeline projects. This position will serve as the subject matter expert on treatment technology, process and equipment used in water treatment and distribution systems, provide input and coordination in all phases of plant operation projects, represent the interests of the operations unit, and perform a variety of tasks relative to the assigned area of responsibility.

Key Responsibilities include, but are not limited to:

• Provide operations and water treatment related input and recommendations during all phases of a project (planning, design, construction, startup, and commissioning). 
• Provide timely review and comments on submittals and requests for information (RFI) relevant to operations such as, but not limited to, construction scheduling, training, plant/process outage and tie-in planning.
• Assign and coordinate review of relevant documents by operations staff.
• Lead or coordinate the creation of shutdown/startup plans and procedures for a planned construction tie-in and/or commissioning of a treatment plant equipment or process. 
• Participate and assist with the creation and review of process and/or equipment start up and commissioning acceptance criteria and procedures such as checklists, test plans and templates.
• Attend project related meetings and communicate and coordinate with all stakeholders (management, operations, maintenance, project manager, construction manager, contractor, etc.) regarding active or planned construction activities to minimize and/or prevent impact to plant operations.
• Work closely with maintenance counterpart(s) to troubleshoot operations-related construction challenges, provide solutions and recommendations to resolve the identified operations/treatment process related challenges.
• May perform journey and/or advanced journey-level work, as necessary, in a class in the Water Plant Operator series.

• Six (6) years of water treatment plant operations and maintenance experience at a T-4 or higher plant.

• Principles, practices, equipment, materials, and tools used in the operation of a treated water and recycled water facilities and equipment.
• Principles and practices of water treatment process engineering.
• Operational characteristics of mechanical equipment and chemical feed systems for water treatment plants.
• Operational characteristics and preventive maintenance of piping systems, including pipes, valves, and related appurtenances.
• Occupational health and safety programs.
• Water quality assurance and laboratory procedures.

Ideal Training and Education:

Equivalent to the completion of the twelfth grade supplemented by six (6) quarter units in chemistry and six (6) quarter units in math from an accredited college.

Grade IV Water Treatment Plant Operator (T4) certificate issued by the California State Water Resources Control Board, Division of Drinking Water.

Plant Maintenance Engineering & Commissioning Unit (Position Code 942) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

Position Duties

The Library Department is seeking four (4) Literacy Program Specialists (LPS) to join our team and change the lives of those we serve! The ideal candidate for these positions will understand, support, practice and promote the Mission, Vision, & Values statements of the City of San José and the library; demonstrate leadership and a commitment to active customer service; have knowledge of current literacy technology and trends; have experience working with a diverse community and staff; and enjoy working in a fast-paced, innovative team environment.
 
Literacy Program Specialists are community connectors. They are responsible for coordinating programs and services provided by the library. They identify community needs, collaborate with partner organizations, and guide library customers to information and helpful resources. Specialists are responsible for performing a variety of professional duties including: implementing grants; planning/implementing or finding partners for library programs; conducting community outreach; evaluating the effectiveness of programs, computer software, and online learning tools; formulating a strong partnership with other Library units (Family Learning Centers, Early Education, Expanded Learning, College and Career Pathways, Digital Empowerment, and SJPL Works); and having knowledge of current literacy trends. The coordinator will also conduct outreach to raise awareness, supervise volunteers, manage program logistics, and track participation and impact via data collection. Ideal candidates will bring strong communication, multi-tasking and organizational skills, experience working with diverse communities, and a deep commitment to equity, inclusion, and family-centered service.

English Second Language (ESL) Programming Coordinator (Overstrength)*

SJPL is seeking a passionate, community-focused, and experienced ESL Program Coordinator to lead, design, and implement high-quality programs and services that reflect the needs of San José’s diverse community. This role will be responsible for the coordination of citywide ESL programming, staff, volunteer and instructor training, community partnerships, and oversight of the California Library Literacy Services (CLLS) ESL grant. The ideal candidate will be skilled in ESL assessment, curriculum development, cross-cultural communication, program evaluation, and community engagement.  

Resilience Corps Learning Pathway Specialist (Overstrength)*

The College and Career Pathways Unit is seeking a passionate and community-driven Literacy Program Specialist to manage, develop, enhance, and administer the Resilience Corps Learning Pathway program. This vital role focuses on supporting SJPL’s administrative responsibilities associated with the state grant-funded program, including data collection and management. The position will also oversee the worksite experience of participants within the workforce development program who are assigned to SJPL as their worksite and act as a liaison with key community partners. The ideal candidate will be a champion of workforce and education equity, with a strong and demonstrated commitment to building trust with and, uplifting, and empowering young adults. Responsibilities include developing and delivering equity-oriented and diversified training strategies, grant and data management, partnership development, and the development of impactful programs that connect people to opportunities to uplift and empower San José’s youth and young adults.

ESL and Workforce Development Grant Coordinator (Overstrength)*

SJPL is seeking a dynamic, mission-driven leader to coordinate and manage citywide ESL and workforce development programs, aligned with the evolving needs of our diverse community. This role will serve as the project lead for the prestigious Carnegie grant-funded initiative, Libraries as Pillars of Education and Democracy, aimed at strengthening SJPL’s role in civic education, economic mobility, and lifelong learning.  This strategic position blends direct program oversight with cross-sector collaboration, community engagement, volunteer training and grant management to advance equitable access to educational and economic opportunities for all San José residents. The Department:

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.

The Position: 

The Finance Department is seeking to recruit a Senior Management Analyst in the Accounting Division to support personnel management, general accounting, and accounts payable. The Senior Management Analyst will also be involved in the financial analysis of special grants and fund accounting and prepare periodic and annual reports for the City, its Agencies and Corporations, and the annual State Controller Reports. The incumbent would be a contributor of the Annual Comprehensive Financial Report which includes Management’s Discussion and Analysis (MD&A), basic financial statements including notes, and supplementary information.

This position will be required to perform high-level technical support and complex financial analysis related to accounting. Responsibilities

About the Division

Engineering Services Division is comprised of four sections: Construction Management Services, Structural Engineering and Code Inspection, Material Testing Laboratory, and Survey. This division provides technical support services for Capital Improvement Projects, development/utility permit projects, inspection oversight, Underground Service Alert (USA)services, land surveying, monument preservation services, field and laboratory testing, pavement design and evaluations, and building code inspection services.

The Land Survey Section provides land surveying services to Capital Improvement Projects and development permit projects; Maintains the City of San Jose's system of benchmarks; Provides monument preservation services for those monuments impacted by City improvement projects; and Technical map review services for subdivision maps within the City of San Jose.

Position Duties

Salary range for the classification of Chief of Surveys is:

$133,682.64 - $162,860.88 Annually. This range includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Department of Public Works is recruiting for (1) Full-Time Chief of Surveys position to provide the following typical duties and responsibilities which may include but are not limited to:

• Supervises an office technical staff in the preparation of drawings, corner records, record of surveys, reviewing improvement plans and specifications, parcel maps and tract maps.

• Provides direction and supervises several field survey crews to locate property lines, gather data for topographic surveys and stake construction projects.

• Reviews, schedules, and assigns crews to survey projects; recommends methods and procedures to efficiently complete assigned projects.

• prepares time and cost estimates for requested survey work. 

• Reviews preliminary construction drawings to determine nature and extent of required survey work; participates in pre-construction, project scheduling, and other meetings concerning survey matters.

• Reviews, approves, or examines land surveying documents (maps, plats, reports, descriptions, etc.) under supervision of the Land Surveyor.

• Manages surveying staff including supervision, hiring, training and performance evaluations.

• Plans, coordinates, and schedules all office surveying activities.

• Sets and maintains standard practices for office surveying activities and quality control.

• Consults with public and private engineers, inspectors, and contractors relative to requested work and coordinates any necessary activities.

• Communicates with clients and the public and resolves issues that arise during field surveys.

• Performs map and document research for field and office survey projects.

• Interprets construction documents for construction surveys.

Education: High School Diploma or equivalent (General Educational Development [GED] Test or California Proficiency Certificate)

Experience: Eight (8) years of increasingly responsible sub-professional engineering/surveying work, including three (3) years at a level of a Survey Party Chief, Senior Engineering Technician, Senior Construction Inspector, or equivalent.

Acceptable Substitutions

Up to four (4) years (equivalent to 120 semester units or 180 quarter units) of undergraduate course work in college engineering, surveying, geography, and/or mathematics, or related fields, from an accredited college or university, may be substituted for subprofessional engineering/surveying experience on a year-for-year basis.

Certifications

Possession of a Land Surveyor-in-Training certificate and possession of a valid driver's license authorizing the operation of a motor vehicle in the State of California. - Land Surveyor's license is highly desirable.
