Labor Relations & Equal Employment Unit (Position Code 16)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).  

DESCRIPTION:

The City of Santa Clara is seeking to fill multiple Principal Engineer positions to perform high-level civil engineering tasks to manage and support capital improvement projects. Projects can range across water, sewer, storm systems, public-right-of-way infrastructure, transportation infrastructure planning and implementation, parks and recreation facilities, and other city-owned infrastructure. Under direct supervision of the Department Director or Assistant Director, the Principal Engineer will work independently as a hands-on contributor to the engineering team’s work and will be in charge of engineering, construction, maintenance, and related activities. Principal Engineers may also have responsibility for the quality and quantity of the work of an engineering unit, as well as other supervisory duties, as distinguished from the lower level of Engineering classifications.  

 

Water and Sewer Utilities Department

The Water and Sewer Utilities Department plans, designs, constructs, maintains, and operates the City’s water distribution system, sewer collection system, and recycled water system. These three utilities operate independently and charge rates to recover the costs of providing these services to Santa Clara residents and businesses, including capital investment in City infrastructure and funding needed for adequate reserves.

In 2023, the Water Utility produced and distributed approximately six billion gallons of water to approximately 26,000 service connections, delivered through approximately 335 miles of water main. Of the total potable water supply, 62% is obtained from City wells, 18% and 20% treated surface water is provided by wholesalers Valley Water and San Francisco Public Utilities Commission respective.  Recycled water delivered through the South Bay Water Recycling system makes up 20% of the total water supply in the City. 

The Sewer Utility operates and maintains 270 miles of a sanitary sewage collection system that collects and conveys wastewater to the San Jose-Santa Clara Regional Wastewater Facility (RWF) for treatment and disposal. Santa Clara is a 20% owner in the RWF with the City of San Jose owning 80% of the facility.  The Sewer Utility maintains 7 sewer pump stations, assists the Department of Public Works in the operation and maintenance of 22 storm pump stations, and performs other critical services. The Principal Engineer will be responsible for staff supervision, budget preparation and monitoring, project oversight, consultant and contractor management and administration, project database oversight, community outreach, project programming and reporting, presentations at the City committees, commissions, and Council, staff mentoring and training and assuring all projects are being implemented and constructed in accordance with plans, specifications, and standards. The qualified candidate will have experience both supervising and working in a team environment on major construction projects, including working collaboratively with contractors, technicians, utility operations staff, outside agency staff, and the public.

 

 

Department of Public Works
The City of Santa Clara's Department of Public Works seeks a result-oriented and innovative principal engineer to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The ideal candidate will have extensive engineering experience, excellent project management and organizational skills, and a strong oral and written communication background. This position is responsible for managing and leading the Department’s role to deliver the Capital Improvement Program (CIP) projects listed within Measure I. The Principal Engineer will lead the Public Works Measure I Bond Project Delivery Team (consisting of small team of engineers and inspection staff within Public Works), and work collaboratively other City Departments, outside agencies, and consultants and contractors to design, bid/award, and construct vital public infrastructure improvements. 

The Principal Engineer will report to the Assistant Director/City Engineer and will be responsible for all aspects of CIP delivery including staff supervision, budget preparation and monitoring, project oversight, consultant and contractor management and administration, project database oversight, community outreach, project programming and reporting, presentations at the City committees, commissions, and Council, staff mentoring and training and assuring all projects are being implemented and constructed in accordance with plans, specifications and standards.

License/Certifications: 

• Registration as a Civil Engineer by the California State Board of Registration for Professional Engineers is required.
• A Water Distribution Operator's Certification (Grade D-3) must be obtained within two years of appointment. 
• Pipeline Assessment and Certification Program (PACP) certification must be obtained from National Association of Sewer Service Companies (NASCO) within one year of appointment.
• Possession of a valid California Class C driver's license is required at the time of application and for the duration of employment.

Desirable Qualifications: 

• A Water Distribution Operator's Certification of Grade D-4 or higher is highly desirable.
• A Collection System Operations and Maintenance Certification (Grade 2 or higher) is highly desirable.

The Deputy Chief of Watershed Planning (Class: 470) helps oversee the MRCA’s long range planning efforts to ensure that new projects and regulations in the Los Angeles area reflect the agency’s mission to protect open space, wildlife habitat, and parkland that is easily accessible to the public. In particular, the Deputy Chief is responsible for keeping the natural resources of the Los Angeles River and its tributaries, and other urban waterways, as an important criterion to consider at all stages of regional planning processes. All development and planning framework that affects these areas should also increase the region’s resiliency to the impacts of climate change, benefit all communities, and contribute toward equity. Planning for the region’s waterway corridors should also aim to connect with the wildlife and trail corridors that exist in the surrounding mountains.

The Deputy Chief of Watershed Planning coordinates with other MRCA employees and project partners, providing guidance to ensure that park development projects are implemented in ways that reflect these values. Projects may include acquisition of land, conversion of brownfields to parkland, ecological habitat restoration, creation of parkland in urban neighborhoods, and planning in a watershed context. The Deputy Chief must also build community and political support, seek funding opportunities, and actively cooperate with other government agencies and community-based non-profit organizations. 

This is highly technical and professional work for a person at a senior staff/management level. The work performed will support MRCA’s land acquisition and capital improvement Workprograms and other efforts related to public access, open space conservation, habitat restoration, and urban park development.

Supervision

This position reports to the Watershed Planning Division Chief, or the Deputy Executive Officer if the Division Chief position is vacant. Assorted tasks may be supervised by Executive Staff and may include participation in multi-division teams. The position may supervise other staff.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Implement Watershed Planning Workprograms, including lead project management for multiple projects at once.
• Supervise the development and implementation of projects benefiting disadvantaged communities and along the Los Angeles River and tributaries, ensuring that projects meet legislative mandates, and work to secure future additional funding and political support for ongoing implementation.
• Work with organizations and consultants to build capacity to carry out existing Workprograms, develop community and engagement plans for projects from existing Plans, and promote new project development to be carried out by partner entities.
• Prepare and give public presentations on a variety of topics related to the Watershed Planning Workprograms and projects benefitting disadvantaged communities and along the Los Angeles River and tributaries.
• Make reports to Executive Staff, Governing Board, funders, and the general public. Keep Deputy Executive Officer apprised of progress regularly. Liaison between project managers and executive staff.
• Analyze various planning documents and processes for consistency and impacts on MRCA's watershed planning priorities. Write formal comment letters and informal memoranda.
• Participate in planning processes related to the Los Angeles River and other local watersheds, at both regional and individual project scales.
• Maintain ongoing relationships with representatives of other government agencies, non-profit organizations, homeowner’s associations, and the public at large as related to urban land use, the Los Angeles River, water politics, park development projects, and park operations.
• Liaison with elected officials, and public agencies related to the Watershed Planning Workprograms to expand access to the region’s natural resources, while ensuring that the MRCA’s programs and services promote and achieve equitable outcomes.
• Cultivate working relationships with allies and potential allies for acquisition, development and funding support of the Workprogram; Support the MRCA effort to build a network of community-based supporters to help further MRCA’s mission.
• Develop cohesive working relationships with community leaders and build alliances with individuals and constituencies to broaden the base of general support for park issues.
• Write and coordinate grant proposals and research new funding opportunities for land acquisition, park development, and related planning efforts.
• Oversee consultants and contractors, manage contracts, coordinate project team and collaborate with coworkers to ensure that the project scope is completed according to grant agreements, schedules, and cost limits. Assist in selection of consultants/contractors.
• Determine project scope, options, and alternatives to overcome constraints. Revise as often as needed to address unexpected conditions.
• Cooperate with other team members to accomplish project goals.
• Produce written materials including staff reports, text for publication, proposals, progress reports, and a variety of other documents.
• Maintain files, including documentation and authorization for expenses, project progress, contracts and grant agreements, project budgets, contacts, board actions and all other items related to a project’s development.
• Provide support to coworkers on other projects.
• Maintain good habits of answering and responding to incoming telephone calls, correspondence, and when communicating and providing customer service to citizens who seek assistance.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, observe site conditions, and operate a computer and other office productivity machinery. Required Hours and Location

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work in evenings or weekends upon prior approval by supervisor. The position will work out of the Los Angeles River Center and Gardens but may be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors. Remote working or a hybrid schedule may be allowed, subject to supervisor approval.

The Position: 

Silicon Valley Power (SVP), the Electric Department of the City of Santa Clara, is seeking an experienced Senior Instrument and Controls Technician.  

The Senior Instrument and Control Technician is a senior level technical classification. The Position has a key role in the optimization of the Preventative Maintenance program and the development of SVP’s Maintenance philosophy. This classification performs maintenance and repair on all instruments, control systems, and electrical equipment in the City's power generation facilities.  The incumbent inspects, repairs, tests, adjusts, installs, and removes all power plant electrical, DCS/control, and instrumentation systems and equipment including:

• Monitors, maintain, and repairs gas turbine, steam turbine control systems, generators, transformers, and switchgear.
• Maintains, calibrates and repairs plant electrical, instrumentation, and control systems.
• Performs routine and advanced trouble shooting activities
• Maintains logs, manuals, records, drawings, schematics and operating procedures in a neat and professional manner.
• Provides written reports on control system conditions when required.

Minimum Qualifications EDUCATION AND EXPERIENCE

One of the following education requirements:

• Four (4) years of electric generation operation and maintenance experience in a medium sized electric generation power plant or the equivalent is required, two (2) years of which must have been at above the entry-level
• Two (2) additional years of electric generation operation and maintenance experience with an electric generation power plant or the equivalent is highly desirable. 
• Three (3) years of operations and maintenance level experience above the entry level with work assignments in the City of Santa Clara combined cycle generation facilities may substitute for the above experience requirements.

 

License/Certifications:

Possession of a valid California driver's license is required.
 Possession of the following certificates are required within one year of appointment for the duration of the appointment:

• Department of Transportation (DOT) Qualified Operator for Natural Gas Pipeline;
• Department of Transportation (DOT) Qualified Operator for Natural Gas Compressor Station;

For SVP Operations Division, this position will be assigned engineering work associated with communication and electrical power engineering. The City of Sunnyvale is recruiting for a Principal Water Pollution Control Plan Operator.  This position, reporting to the Water Pollution Control Operations Manager, undertakes supervisory responsibilities at the Sunnyvale Water Pollution Control Plant (SWPCP). Their duties include providing instruction, troubleshooting, and maintenance related to plant operations, supervising training programs, ensuring efficient operation and maintenance of equipment, and coordinating with various stakeholders.

 

The minimum qualifications for education and experience can be met in the following way:

• Graduation from high school or tested equivalent, and
• Five years of experience in the operation and maintenance of a wastewater treatment plant with at least 3 years at the shift supervisor level as defined by the State Water Resources Control Board (SWRCB).  The Senior WPC Operator position at the SWPCP is considered equivalent to the SWRCB Shift Supervisor definition.
