Essential Duties

What you will do:  

Duties may include but are not limited to the following:
 
Feeds, cares for, evaluates behavior, adopts, redeems, and performs euthanasia on impounded animals.
 
Receives animals at the Shelter, isolating those showing signs of disease from healthy ones.
 
Vaccinates animals as they are received and administers medicine under instructions from a veterinarian; prepares identification collars and places on animals for accurate records.
 
Responds to questions from the public about animal breeds, temperament and adoptions;  advises public on appropriate choices for adoption and the proper care, treatment and control of animals.
 
Cleans, disinfects and maintains kennels and kennel area; performs dishwashing and laundering tasks.
 
Maintains a computerized log and record of all animals at shelter.
 
Reports any animals exhibiting symptoms of ill health or communicable disease.
 
Maintains inventories and supplies of food, medicines and controlled drugs, completing the necessary forms.

Assists in supervising volunteers.
 
Lifts and loads animals weighing up to seventy-five pounds.
 
Performs related tasks as required.

The incumbent in this position will be instrumental in directing the planning, design, and construction of public infrastructure projects, overseeing both city-led developments and private sector contributions. • A streetscape project funded with regional grants and state earmarks, celebrating a beginning to development of the downtown area.

This position reports to the Public Works Director and supervises a talented team of professional, technical, and paraprofessional staff. The City Engineer will also act in the absence of the Public Works Director, providing crucial leadership and decision-making in the department. 

A few key aspects of this position are: 

• Leadership & Supervision: Direct the activities of the Engineering Division by assigning, supervising, and evaluating the work of staff and ensure that city projects are completed on time, within budget, and in accordance with legal requirements. 

• Project Oversight: Lead the development and implementation of major street, transportation, and capital projects through plan and specification review, bidding process management, and construction and inspection. 

• Regulatory Compliance: Ensure all private development and public improvement plans comply with state and local codes, including the preparation and review of subdivision maps and stormwater management initiatives. 

• Capital Improvement Management: Administer the City’s Capital Improvement Plan (CIP), including project selection, budget oversight, and coordination with City Council and other stakeholders.

EXPERIENCE AND TRAINING

• Possession of a Bachelor’s degree from an accredited college or university with major coursework in civil engineering or a closely related field. 

Experience: 

• Six (6) years of progressively responsible professional civil engineering work including three (3) years of supervisory and project management experience.

• Current registration as a Civil Engineer in California. 

The Deputy Chief of Watershed Planning (Class: 470) helps oversee the MRCA’s long range planning efforts to ensure that new projects and regulations in the Los Angeles area reflect the agency’s mission to protect open space, wildlife habitat, and parkland that is easily accessible to the public. In particular, the Deputy Chief is responsible for keeping the natural resources of the Los Angeles River and its tributaries, and other urban waterways, as an important criterion to consider at all stages of regional planning processes. All development and planning framework that affects these areas should also increase the region’s resiliency to the impacts of climate change, benefit all communities, and contribute toward equity. Planning for the region’s waterway corridors should also aim to connect with the wildlife and trail corridors that exist in the surrounding mountains.

The Deputy Chief of Watershed Planning coordinates with other MRCA employees and project partners, providing guidance to ensure that park development projects are implemented in ways that reflect these values. Projects may include acquisition of land, conversion of brownfields to parkland, ecological habitat restoration, creation of parkland in urban neighborhoods, and planning in a watershed context. The Deputy Chief must also build community and political support, seek funding opportunities, and actively cooperate with other government agencies and community-based non-profit organizations. 

This is highly technical and professional work for a person at a senior staff/management level. The work performed will support MRCA’s land acquisition and capital improvement Workprograms and other efforts related to public access, open space conservation, habitat restoration, and urban park development.

This is a full-time, exempt, at-will position.

This position reports to the Watershed Planning Division Chief, or the Deputy Executive Officer if the Division Chief position is vacant. Assorted tasks may be supervised by Executive Staff and may include participation in multi-division teams. The position may supervise other staff.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Implement Watershed Planning Workprograms, including lead project management for multiple projects at once.

• Participate in planning processes related to the Los Angeles River and other local watersheds, at both regional and individual project scales.
• Maintain ongoing relationships with representatives of other government agencies, non-profit organizations, homeowner’s associations, and the public at large as related to urban land use, the Los Angeles River, water politics, park development projects, and park operations.
• Liaison with elected officials, and public agencies related to the Watershed Planning Workprograms to expand access to the region’s natural resources, while ensuring that the MRCA’s programs and services promote and achieve equitable outcomes.
• Cultivate working relationships with allies and potential allies for acquisition, development and funding support of the Workprogram; Support the MRCA effort to build a network of community-based supporters to help further MRCA’s mission.
• Develop cohesive working relationships with community leaders and build alliances with individuals and constituencies to broaden the base of general support for park issues.
• Write and coordinate grant proposals and research new funding opportunities for land acquisition, park development, and related planning efforts.
• Oversee consultants and contractors, manage contracts, coordinate project team and collaborate with coworkers to ensure that the project scope is completed according to grant agreements, schedules, and cost limits. Assist in selection of consultants/contractors.
• Determine project scope, options, and alternatives to overcome constraints. Revise as often as needed to address unexpected conditions.
• Cooperate with other team members to accomplish project goals.
• Produce written materials including staff reports, text for publication, proposals, progress reports, and a variety of other documents.

JOB SPECIFICATIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, observe site conditions, and operate a computer and other office productivity machinery. Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work in evenings or weekends upon prior approval by supervisor. The Newark Recreation and Community Services Department is looking for Aquatic Instructors (Swim Instructors) for our fantastic swim lessons and aquatic programs, to work at the Silliman Activity & Family Aquatic Center. We are looking for positive, patient, motivated, self-driven individuals that have a passion for working with children and wish to make a difference in a child's life by teaching them lifelong water skills! 

Those that are successful in the application review will be invited to attend an in-person interview. Please note that this position requires you to work in an indoor aquatic environment subject to warm/humid temperatures. 

**No certifications or previous experience is required! Candidates must be comfortable in the water. Swim Instructor training will be provided once hired.**

THE POSITION: 

The City of Hayward is excited to announce its recruitment for the position of Mobile Mental Health Clinician. Under general direction, the Mobile Mental Health Clinician provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, and case management services as part of the City’s Hayward Evaluation and Response Teams (HEART) Program improving public safety responses to people experiencing mental illness, substance use disorders and homelessness.

THE PROGRAM

The Hayward Evaluation and Response Teams (HEART) Program is a cross departmental program between the Hayward City Manager’s Office, Police, and Fire Departments and Alameda County Behavioral Health Care Services developed to improve access to medical, mental health, and other support services.  The HEART program aims to achieve two main goals: 1) to reduce the need for police officers to intervene in calls for service involving people experiencing chronic mental illness, substance use disorders, and homelessness and 2) to reduce reliance on emergency services for individuals needing long-term case management and follow-up services.  HEART consists of three distinct response teams: the Mobile Integrated Health Unit (MIHU) made up of Hayward Fire Department Community Paramedics; the Hayward Mobile Evaluation Team (HMET) which pairs a specially trained Hayward Police Officer with an Alameda County behavioral health clinician; and the Case Management and Mental Health Linkages Team (LINK) consisting of Mobile Mental Health Clinicians and a Lead Program Assistant (Case Manager).

THE IDEAL CANDIDATE

 As a member of the LINK team, the ideal candidate has experience providing short term crisis intervention, safety assessments, and other mental health services to adults, youth and children experiencing mental illness, substance use disorders and/or homelessness.  They have the ability to work primarily in the field and have the situational awareness to respond alongside emergency response teams. They are knowledgeable about local community resources and skilled at forming relationships quickly.  
  

Essential Duties

What you will do:

Provides direct casework, individual and group therapy; secures and evaluates medical or psychosocial data such as behavior patterns, use of coping skills and family relationships; analyzes factors which exert an adverse effect upon health issues, treatment and recovery which contribute to or are responsible for behavioral health issues and/or affect the potential for recovery and resiliency. 

Performs field work to proactively serve the unhoused population, persons with mental illness and others in crisis.
 
 Interprets the social aspects of physical or behavioral health issues to clients, relatives, other behavioral health and medical care staff and appropriate persons or agencies.
 
 Provides crisis intervention as needed; stabilizes clients in crisis including brief intervention in clinic; arranges for hospitalization and coordinates treatment elements.
 
Assists clients in understanding clinical health challenges and their reaction to them, accepting the need for treatment, building on strengths and working toward the solution of challenges and stresses the importance of engaging in treatment to increase social functioning, modifying unrealistic attitudes, and strengthening client's effort toward satisfactory adjustments.
 
Establishes and maintains effective relationships with contractors and community organizations and other governmental agencies regarding programs and services; participates in committees, meetings and conferences; provides guidance regarding appropriate social-psychological practices and services.
 
Compiles and prepares reports and documentation on clinical activities; maintains records; prepares periodic reports.
 

Identifies emerging trends related to crimes and issues; develops and implements prevention and intervention program approaches; provides community education on current procedures and practices related to mental health and intervention strategies.
 
Serves as a liaison with law enforcement, school officials, social service agencies, and the general public regarding difficult and/or complex situations related to mental health and social services.
 
Provides support and guidance to Fire and Police First Responders concerning victim advocacy, juvenile and adult crime, domestic violence, chemical dependency, and other services as needed.

The Position

The City of Hayward is seeking a Senior Civil Engineer - Water and Wastewater [Formal Title: Senior Utilities Engineer] with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Civil Engineer - Water and Wastewater  is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. DEFINITION
Under general direction, supervise, direct, plan, and coordinate the assigned functions and activities of the Engineering Section of the Utilities Division.
 
DISTINGUISHING CHARACTERISTICS
This is a mid-management level position that performs, oversees, and directs all assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sewer collection, stormwater management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects.  This position is distinguished from Deputy Director of Public Works for Utilities by the latter position's overall responsibility for all aspects of the Utilities Division functions.
 
 

Essential Duties

What you will do:

Duties may include but are not limited to the following:

1. Assists in the development and implementation of the Engineering Section's goals, objectives, policies and priorities.
 
2. Plans, organizes, controls and evaluates the assigned functions and activities of the Engineering Section of the Utilities Division.
 
3. Provides direct and close supervision in the preparation of assigned master plans and studies that outline future water, wastewater and drainage requirements.
 
4. Prepares drawings, models, and displays for special studies and reports completed by the Utilities Division, and explores and studies the preparation of area wide master plans guiding future installations of major water and sewer facilities.
 
5. Directs the work and provides general supervision in the preparation of plans, specifications, cost estimates and the administration of contracts for small construction projects in utilities (e.g., small water main, sewer main and storm drainage projects).

6. Revises and updates standard specifications and details related to water and wastewater utilities.
 
7. Checks plans prepared by other agencies for conflict with the City's existing and proposed utilities systems.
 
8. Consults with and advises other City employees on utilities engineering matters.
 
9. Participates in the selection and supervision of private professional engineers for the development of plans and specifications, studies and reports.
 
10. Coordinates utilities engineering related activities with Engineering & Transportation Division, other City departments, divisions, and sections and with outside agencies.
 
11. Prepares reports and makes recommendations on the Utilities Division's portion of the City's capital improvement program.

A Dispatcher I is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher I receives incoming calls for police assistance and response; acts as a primary Dispatcher when appropriate; performs a variety of general support duties related to police communications; completes a wide variety of general clerical duties.

The Dispatcher I duties may include, but are not limited to, the following:
