The Position:

This is a professional position in the classified service assigned to work in the City’s Electric Utility Department. The incumbent will manage and operate Windows Server, Active Directory, HP Synergy Compute Modules, SAN / LUN Administration.

MINIMUM QUALIFICATIONS:

 

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

Bachelor’s Degree from an accredited college or university with major work in Computer Science, Engineering, Mathematics, or a related field.

 

Minimum Experience Requirements:

Four (4) years experience with real-time energy management systems involving development, implementation, and management.

 

Acceptable Substitution:

Additional qualifying experience may be substituted on a year for year basis for the required education, up to a maximum of four (4) years.

 

License/Certifications:

Possession of a valid California Class C driver’s license is required at time of appointment and for the duration of employment.

 

Desirable Qualifications:

• Experience with Remote Terminal Units (RTU’s), microprocessor based relays, Distributed Network Protocol (DNP), and ABB Network Manager – S (SPIDER) Energy Management Systems (EMS), VM Ware, virtualization, SAN/NAS storage, and IBM Blade Centers is highly desirable.
   
• Experience using Supervisory Control and Data Acquisition (SCADA) systems is highly desirable and may be required depending upon assignment.

• May be required to work unusual hours and weekends in the performance of their duties and  be available on an “on call” basis.

The Position:

The Senior Inspector is a supervisory classification responsible for performing the more complex building, electrical, plumbing, and mechanical inspections and supervising and coordinating the work of less experienced inspectors and support staff. Depending on the area of expertise, each Senior Inspector may be assigned to one or more of the following Programs or specialties: Building, Electrical, Plumbing, Mechanical, Permit Center, and Code Enforcement. An incumbent in this classification is expected to perform as an expert and exercises considerable independent judgment in the performance of duties. This classification is distinguished from the Inspection Manager in that the latter is a management classification responsible for planning, directing, coordinating field inspections and technology projects of the Building Inspection Division in the Planning and Inspection.

The Position: 

The position being recruited for is in the Benefits and HRIS Administration Division. The incumbent will be trained to have working knowledge of CalPERS retirement and health and other ancillary benefits (e.g., dental, vision, life insurance, Flexible Spending Account, post-separation Health Reimbursement Arrangements, retiree medical reimbursement) and will be responsible for monitoring and processing employee benefits, leaves, and personnel transactions. Personnel transactions include processing new hires, promotions, separations, pay rate changes, premium pays, transfers, and other data changes. Benefits and leaves administration may include processing mid-year employee benefit changes, annual benefits open enrollment actions, leave of absence requests, benefit or leave adjustments, COBRA, and answering employee and retiree questions. The ability to effectively utilize MS Office applications, including Word, Excel, and Access is essential. Familiarity with databases, including experience creating, updating, and reporting data, is essential. The position requires a person to be detail oriented to ensure all benefit and personnel transactions are accurate and timely. Strong customer service is required.

Department

The Santa Clara City Library is a department of the City and has positioned itself as a dynamic community hub, providing access to information, literacy resources, educational programming, and promotes civic engagement in Santa Clara. The Library Department is organized into several divisions: Administration, Adult Services, Branch Services, Customer Services, Facilities, Read Santa Clara, Technical and Technology Services and Youth Services. Santa Clara City Library is in the process of finalizing and implementing its new Strategic Plan that will support the direction of future library services. 

 

Position

Read Santa Clara, the adult and family literacy program of the Santa Clara City Library, has offered English as a Second Language (ESL) services since 2023, as part of a state grant project. The ESL Program Assistant provides 1:1 and small group tutoring for limited English-speaking adults to strengthen their basic English speaking and listening skills and help achieve their goals. This position works with and reports to the ESL Program Specialist and Literacy Program Supervisor. This position is responsible for supporting literacy volunteers, assessing adult learners’ literacy needs, and documenting program data for grant reporting.  The ideal candidate has a passion for serving adults with limited English language skills from historically underserved communities.

 

This is a grant funded position for 15 hours a week till June 30, 2026. The position’s continuation beyond this date is subject to the availability of grant funds.

 

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

TYPICAL DUTIES:

• Assist with assessing the language skills of adults with limited English-speaking skills and who do not speak English as a first language
• Tutor 1:1 and small groups at the library and at various community outreach sites
• Offer support to learners in meeting their goals
• Assist in recruiting, training and supporting volunteers to support small groups in the library and at community sites
• Be culturally sensitive and responsive to the needs of learners from diverse cultural, ethnic and socio-economic backgrounds

The Public Information Representative (PIR) I/II plays an integral and exciting role in our civic engagement efforts that are meaningful in our Water Education & Volunteer Program under the Office of Civic Engagement. The incumbent will support an advanced level of public participation and civic engagement duties including developing projects, materials, and tour/school programming; assessing community perceptions and interest; recommending strategy; and managing and evaluating assigned internal and external engagement efforts.

This position is responsible for assisting the implementation and continuous evaluation of strategies that provide for effective education and engagement of internal and external stakeholders. The incumbent will work with the program lead (PIR III) to develop and execute a variety of advanced community and civic engagement activities with the public, employees, external community leaders, businesses, schools, youth, and civic leaders. This includes, but is not limited to, supporting public presentations and tours, hosting youth tours, and presenting in schools and classrooms, to internal and external stakeholders, and at other community outreach events. This position will also support staff training and guidance on key messaging and public speaking delivery and techniques to part-time staff and student interns. 

In addition to a routine work schedule, this position regularly requires attendance at community outreach and public relations events that may occur during evenings or weekends.

Key Responsibilities include, but are not limited to:

• Youth and Student Education Programming: 
  • Support the development and implementation of a variety of educational programming, curriculum lesson plans, and educational activities for students pre-K through grade 12, college students, and the general public.
  • Assist with the delivery of educational presentations at schools, libraries, summer camps, outdoor classrooms, festivals, tabling events, and other youth-focused venues.
  • Assist the planning, development and implementation of educational objectives and strategies to enhance outreach and programming to ensure equal access and reflect diversity throughout the county.
  • Coordinate and schedule a variety of educational events and organize and arrange trainings for teachers, support staff and volunteers.
  • Support the design and production of environmental stewardship materials and curriculum, including overseeing translations in multiple languages to reach broader audiences.
• Community Outreach and Communication:
  • Work with program lead to proactively identify and outreach to schools and youth-serving organizations in Santa Clara County.
  • Coordinate events and plan logistics for outreach initiatives.
  • Raise public awareness of Valley Water’s outreach programs, flood awareness, water conservation, pollution prevention, recycled and purified water, and other water topics.
  • Manage and coordinate logistics related to the organization’s mascot, including scheduling, maintaining costume condition, and relaying mascot performance standards for events.
  • Help to maintain the education outreach web pages, including online registration system, and other outreach materials, including eblasts and mailers.
• Youth Commission:
  • Provide support to the Board Advisory Youth Commission for high school students, including but not limited to leading project groups and supporting the annual retreat.
• Assist with the development, review, and implementation of project and team schedules, activities, and operations.
• Other duties as assigned.

Ideal Experience:

• Experience performing public information, education, or outreach activities.
  • PIR I: One (1) year of experience in public relations, public information, community relations, or outreach activities.
  • PIR II: Three (3) years of experience in public relations, public information, community relations, or outreach activities.
• Public outreach & communication: Implementing communication/outreach plans, social marketing campaigns, and developing persuasive materials, messaging, and outreach materials.
• Community engagement & education: Building relationships with agencies, organizations, and all communities across Santa Clara County; developing and delivering youth programming, educational activities, and presentations (virtual, in-person, tours, committees).
• Project & event management: Leading projects and coordinating events from planning to execution, including developing timelines, coordinating logistics, overseeing implementation, and ensuring successful delivery in alignment with program goals and organizational standards.

Ideal Skills and Abilities:

• Plan, coordinate, and implement communication and outreach efforts, marketing campaigns, and educational programs.
• Work collaboratively and effectively with the public, youth, and internal and external stakeholders, including various program and project teams.
• Quickly learn and absorb highly technical information and translate information into easily understandable terms, including tailoring information for different target audiences or grade levels. 
• Make persuasive presentations to the public, youth, and internal and external stakeholders.
• Prioritize project activities in a fast-paced environment and complete tasks on deadline without sacrificing quality. 
• Outstanding presentation and communication skills, written and oral.
• Collaborate and work effectively on project teams.
• Prioritize regularly in an ever-changing environment.
• Expertise in Microsoft Office Suite (Word, PowerPoint, Excel, Outlook) and virtual presentation platforms.

Ideal Knowledge:

• Next Generation Science Standards (NGSS) standards.
• Outreach, communication, and volunteer engagement strategies and tactics.
• Public information and education campaigns, marketing, and social media campaigns.
• Educational programming, including STEM, and latest school curriculum standards. 
• Principles of project and event management. 
• Advanced principles and techniques of research, investigation, and analysis.
• Journalism, PR writing techniques and social media platforms.
• Spoken proficiency in another language (bilingual) in either Spanish, Vietnamese, Chinese, Tagalog, etc., is a plus, but not required.

Ideal Training and Education:

Equivalent to a bachelor’s degree from an accredited college or university with major course work in communications, journalism, public relations, graphic and web design, education, or a related field. Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

Required License or Certificate

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
