The Youth and Family Services Bureau (YFSB) is a unique part of the Hayward Police Department where police officers and professional counselors work side by side offering a variety of services to the residents of Hayward. For more than 40 years, YFSB has focused on helping families succeed at home, school and in the community. THE POSITION:

The City of Hayward is excited to announce its recruitment for the position of Family Counselor in a limited term and permanent full-time vacancy.  Under general direction, the Family Counselor provides crisis intervention, counseling, and referral services to youth, families, and individuals and performs other related duties as required, such as school based, case management, and gang prevention/intervention services. 

The current vacancies are for a limited term position as well as a permanent full-time opportunity.  Future vacancies can also be filled by the resulting eligible list. Candidates will be afforded the opportunity to indicate their preferred position term during the application process of this recruitment. 

The limited term position is dependent on ongoing funding for the program.  Funding has already been secured through FY2025 (June 30, 2025) and there is potential for the position to become permanent in FY2026. 

 
You are: 
The ideal candidate has experience providing short-term family counseling and case management services to youth and their families who are involved in the juvenile justice system or at elevated risk for involvement.  They are skilled at completing safety assessments and intervening with people experiencing mental health crisis.  They have the ability to work well across disciplines, particularly with law enforcement and other emergency response teams and in schools.  They are knowledgeable about local community resources and skilled at forming relationships quickly.

What you will do:  

Duties may include but are not limited to the following:

Provides crisis intervention services to youth, families, individuals, and couples including but not limited to crises involving incorrigible youth, dependent children under the court's custody, domestic violence, first time offenders, and the hospitalization of individuals dangerous to self and others.
 
Provides counseling to youth, families, couples, individuals and groups.
 
Maintains crisis intake log, case files and service statistics.
 
Provides referral information to the public, and other agencies.

Participates in division, department, community and school meetings.

Provides support service, consultation and training to patrol officers on juvenile and mental health topics.
 
Provides case management services to youth and their families.
 
Provides school based services to students and their families, including consultation and training for school administrators and teachers, implementation of school climate initiatives, and coordination of site-based student support services.
 
Provides gang prevention and intervention services to at risk and gang involved youth and their families.
 
Maintains formal and informal liaison with mental health professionals and service providers including courts, schools, private therapists, hospitals, probation and other agencies.
 
Provides emergency psychological evaluation and recommendations.
 
Responds to critical incidents and other in-field emergency situations.
 
Performs related work as necessary.

JOB RELATED AND ESSENTIAL QUALIFICATIONS  

You have:  

Any combination of experience and education equivalent to that which would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be:

Experience:    One (1) year providing counseling or psychotherapy to youth, families, groups and individuals.  Experience with probation involved or at-risk youth and experience with school based mental health services are highly desirable; experience working in school settings is highly desirable.
 
OR
 
One (1) academic year of graduate level internship experience. One (1) relevant clinical internship placement is desirable.

Education:  Equivalent to a Master's Degree from an accredited college or university in Counseling, Clinical Psychology, Clinical Social Work or a closely related field or a Doctorate in Clinical or Counseling Psychology. (Note: Applicants with a related Master's Degree in progress are also encouraged to apply. Selected candidate will need to provide proof of graduate degree completion by the start date of employment.)

License:  Possession of a valid License in Marriage and Family Therapy (L.M.F.T.), Licensed Clinical Social Work (L.C.S.W.), Licensed Professional Counselor (L.P.C), Licensed Clinical Psychologist or a closely related field is highly desirable.

Possession and maintenance of a valid Class C California Driver's License.

For the Senior Engineer, the salary range listed above reflects the full compensation potential for this position. Initial placement in the salary range is typically within the first half of the range; however, in certain circumstances (i.e. an experienced lateral candidate) placement at or above the midpoint may be considered. ABOUT THE POSITION

The City of Gilroy is currently recruiting for a full-time Senior Civil Engineer or an Engineer II (dependent on qualifications) for the Engineering Division of the Public Works Department. The Senior Civil Engineer classification is an exempt, mid-management level position. 

The Engineer II will play a critical role in designing, managing and delivering Capital Improvement projects that improve essential city infrastructure. Although this position is dedicated to CIP, in order to appropriately respond to community needs, the Engineer II may also provide support to the Land Development and Transportation engineering sections, so adaptability and flexibility are keys to success in this position. The Engineer II is a journey-level position that will work under the direct supervision of a Senior Engineer or City Engineer and will perform professional engineering work in the field and office. The Public Works Department is responsible for providing high quality, safe and effective maintenance, operation and construction of streets, parks, storm drainage and related infrastructure. The Department is under new leadership with a renewed focus on master infrastructure planning, proactive capital maintenance and replacement, traffic engineering and customer service. Pipeline public projects include completion of the Civic Center Master Plan, design and bid of the new Santa Teresa Fire Station, a $7 million pavement rehabilitation project, a $3 million San Ysidro Park remodel project, and completion of Traffic Impact Fee Study. The City is processing multiple large private projects including an almost one million square foot Amazon data center as well as multiple residential subdivisions and multi-family projects.

The Department: 
Silicon Valley Power (SVP) is the City of Santa Clara’s municipal public power utility. Located in Northern California’s Santa Clara County, SVP is primarily a distribution utility contained within a roughly twenty square mile footprint and embedded within the much larger PG&E utility system. SVP operates under the jurisdiction of the California Independent System Operator (CAISO) and the Western Electricity Coordinating Council (WECC). SVP operates voltages of 230kV and 115kV (transmission), 60kv (sub-transmission), and 12kV (distribution). Its peak load in 2024 was 718MW and has the ability to generate up to 200MW internally. SVP has roughly 60,000 meters with 90% of the load industrial-commercial and 10% residential. SVP is a NERC registered utility and conforms to NERC 693 and CIP reliability standards. It is the mission of SVP to be a progressive, service-oriented utility, offering reliable, competitively priced services for the benefit of the City and its customers. The Position:  
Electric and Water System Operators (EWSO) ensure that all Electric, Water and Storm sewer systems are operated reliably, efficiently and effectively in a safe manner and restoring service in a timely way to all customers.  The EWSO has responsibility for monitoring and operation of the City's municipal electric power, water, transmission and distribution systems and for coordinating planned and unplanned power outages. As a Transmission Operator, operating personnel in this position have the responsibility to comply with NERC reliability standards and the authority to implement real-time actions to ensure the stable and reliable operation of the Bulk Electric System. These efforts are coordinated with the appropriate Reliability Coordinator (RC), affected Transmission Operator(s) (TO) and affected Balancing Authorities (BA). This position is staffed 24/7 365 utilizing a rotation of 12 hour shifts with Operators alternating between days and nights.

EDUCATION AND EXPERIENCE

Minimum Requirements:

• Graduation from high school or possession of a GED

• 1) Two (2) years of experience in an electric utility performing complex load dispatching and switching

• 2) Four (4) years of experience in an electric utility as a generating plant or substation operator with sub-dispatching responsibility

• 3) Four (4) years of experience with the City of Santa Clara Electric Department, including at least one (1) year as an journey-level or higher, electrician or lineman/linewoman 

• 4) Completion of a recognized State of California Electric System Operator apprentice program

Desirable Qualification:  A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC)

LICENSE: Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

CERTIFICATES: Possession of the following certificate is required within one year of hire date and for the duration of appointment:

• A valid Water Distribution System Operator Certificate (Grade D-1 or above) issued by the California Department of Health Services (DHS).

The position will focus on Risk Mitigation as well as Identity & Access Management with exposure and support on all aspects of the Cybersecurity practice, including cross-support.

The Department of Public Works and Utilities is comprised of six divisions that work collaboratively to develop, build, operate, and maintain Hayward's infrastructure. DISTINGUISHING CHARACTERISTICS

Essential Duties

Duties may include but are not limited to the following:

Makes field inspections of a variety of public works projects including streets, roads, airport runways and taxiways, grade separations, curbs and gutters, sanitary sewers, storm drains, water lines, public buildings and structures, airport facilities, reservoirs, and new facilities for Water Pollution Control Facility (WPCF).
