What You’ll Do

The Senior Instrument Control Technician installs, maintains, calibrates, tests and repairs a variety of data acquisition, radio communications, and instrumentation and control equipment for wastewater collection and treatment plant systems; principal oversight of Supervisory Control and Data Acquisition (SCADA) computer systems and Programmable Logic Controllers (PLC); assists in the oversight of the Computerized Maintenance Management Systems (CMMS); performs highly skilled electrical, electronic and mechanical work related to in-plant metering equipment and remote controlled devices; operates, monitors, and controls an advanced wastewater treatment (tertiary) system; and performs other related work as required.

Depending upon assignment, duties may include, but are not limited to the following:

• Assist in the installation, calibration, maintenance and troubleshooting of electronic and electromechanical equipment to ensure proper operation; assist in the troubleshooting and repairing of control system and electrical power failures in the WWTP, pump and lift station.
• Install, calibrate, maintain, troubleshoot and repair electronic and electromechanical equipment to ensure proper operation; maintain and troubleshoot computerized process control equipment such as PLCs, RTUs, and SCADA system devices; troubleshoot control system and electrical power system failures in plants, lifts and pump stations; and maintain awareness of new related technology.
• Develops and implements improvement projects for the instrumentation and controls systems and equipment by contractors or in-house staff. Clean, oil and paint equipment.
• Maintain documentation and records for the department’s SCADA system and instrumentation/control systems at the wastewater treatment plant (schematics, licenses, etc.).  Perform regular technical programming of the SCADA system to provide programming and troubleshooting assistance as needed during special testing and operations. Confer with operators, mechanics, project engineers and supervisors regarding SCADA issues.
• Respond to and resolve internal customer complaints and issues; provide documentation as required. Communicate in advance with affected staff on programming and related SCADA work.
• Provide oversight, technical support, inspection and coordination over control system modification made by contractors. Maintain documentation and plans of modifications.
• Prepare reports on technical issues as required.
• Develop, implement, and maintain procedures for documenting activities in instrumentation and control areas related to programming of RTUs and HMI software, field implementation of programming change, and process control improvements.
• Provides safety and skills training to apprentice instrumentation technicians, electrician and other plant staff.
• Write basic PLC programming for the implementation of system modifications and process enhancements. Interpret, prepare, and verify control schematics, diagrams and prints.  Provide technical assistance and guidance to staff. Program control systems, instruments and computer operated devices.
• Read, understand and perform minor modifications to existing PLC code. Download PLC programs to PLCs and RTUs.
• Perform as lead person on Instrumentation/Controls projects; effectively provide training and direction to the Instrument Control Technician, calibration Technician and other plant staff.
• Install, troubleshoot, modify, and implement computer hardware and software applications and components. Analyze and correct data communication and acquisition system problems.
• Design, install, test, repair, calibrate and maintain complex electrical, electronic and mechanical equipment such as meters, telemeters, integrators, tone control equipment, temperature control devices, fire alarm equipment, water quality analyzers, life safety equipment, and remote controlling devices, including relays, rectifiers, and manometers.
• Perform related duties as assigned.

The Senior Instrument Control Technician receives supervision from the Wastewater Treatment Plant Maintenance Superintendent.  This position performs lead duties over the Instrumentation Control Technician and Calibration Technician and may provide technical or functional supervision related to the impacted systems to Plant operations or maintenance personnel, contractors or other designed personnel as required.

San Mateo County Health is seeking an experienced individual for the position of Public Health Clinics Strategic Projects Manager. This management position will report to the Public Health Clinics Manager, overseeing Edison Clinics and Mobile Clinics and will have broad project management responsibility for key strategic efforts affecting the Public Health clinics.
 
There is currently one regular vacancy in the Public Health, Policy and Planning Division located in San Mateo, CA.
 
Primary responsibilities will include, but are not limited to, the following:  

• Quality assurance and improvement:  build and visualize data in management reports and dashboards; convert data to information and use it to guide process improvement.
• Process improvement:  facilitate, document, track, organize, measure progress; e.g., conduct improvement work within daily huddles.
• Project management:  lead projects and provide ad hoc support of projects.
• Knowledge management:  inventory and maintain infrastructure of core programmatic documents and processes, how files are stored and shared.

• Policy and procedures facilitation:  maintain inventory and lead update processes through completion, including occasional initial literature reviews or research and coordination of stakeholders.
• Change management and leadership synchronization:  coordinate staff engagement, training, feedback to ensure successful system changes, take meeting minutes, contribute to agendas, track on-going project work in support of meeting goals.

Ideal candidate will possess:  

• Experience with project management and process improvement as the lead.

Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field. At least one year of professional administrative experience is typically required at the Associate Management Analyst level, and at least 3 years for the Management Analyst level.

Licenses and Certifications: 

• Depending upon assignment, possession of a valid California Driver's License.

THE POSITION
The Utilities Field Services Supervisor supervises, plans, schedules, and reviews activities related to the installations and maintenance of water mains and appurtenances, including water mains, service lines, fire hydrants, backflow prevention devices, and water meters, within the City's water system.   This position also oversees the City’s meter reading and cross connection control programs, and assists the Utilities Operations and Maintenance Manger in the overall planning, administration, and management of Utilities Operations and Maintenance functions.  
 
DEFINITION
Under general direction, to supervise, plan, schedule, and review activities related to the  installations and maintenance of water mains and appurtenances, including water mains, service lines, fire hydrants, backflow prevention devices, and water meters, of the City's water system, as well as field customer services.

DISTINGUISHING CHARACTERISTICS
This is a management classification allocated to the Utilities Division of the Public Works Department reporting to the Utilities Operations and Maintenance Manager. The Utilities Field Services Supervisor is responsible for the field installations and customer services related to water meters and backflow device maintenance. The position is also responsible for supervision of meter reading and performing supervision and management in support of the Utilities Division's goals and objectives.  The position is also responsible for assisting the Utilities Operations and Maintenance Manger in the overall planning, administration, and management of Utilities Operations and Maintenance functions. This position is distinguished from that of subordinate utilities classifications by its responsibility for the supervision of two maintenance work groups (i.e., Field Services and Customer Services).  This position is distinguished from the Utilities Operations and Maintenance Manger position by the latter position's overall responsibility for the management and administration of the City's water distribution and sewer collection systems, the Storekeeper position, and administrative and clerical staff.

Duties may include but are not limited to the following:
 
Field services, including installation of water mains and appurtenances for City projects and/or private developments, maintenance of the water mains and appurtenances, leak repairs, water meter installation and repair, backflow prevention device installation, repairs, inspection, and testing, and meter reading program.  Field Services may be required to assist in smaller repair jobs to the sewer collection system. 

Coordinates operations with the needs of the public, outside agencies, and other City divisions.  
 
Assists the Utilities Operations and Maintenance Manager with budget preparation and performs other administrative work as assigned. 
 
Receives, investigates and responds to public inquiries, concerns, and complaints, and requests for service. Works cooperatively with City staff, residents, businesses, property owners, and other utilities and outside agencies.
 
Confers with developers and contractors as needed to ensure that the City's water system standards are met.
 
Identifies water mains and appurtenances maintenance needs in the utility system, discusses them with Utilities Operations and Maintenance Manager, and initiates proper action to resolve the problems. Ensures that the meter reading program is always on track and meeting its goals.  Assures that emergency staff is available 24 hours a day to take necessary action.
 
Oversees the development of schedules and establishment of assignment priorities for the Field Services section, as well as the Customer Service section.  
 
Develops and maintains specifications for water main and appurtenances materials and equipment and recommends purchases.  
 
Prepares and maintains specialized water system records and forms, and reports to regulatory agencies. Prepares all correspondence needed to ensure effective coordination between the Utilities Operations and Maintenance, other functions within Utilities Operations and Maintenance, Public Works, other City departments, and the general public. 
 
Reviews, evaluates and prepares comments on construction plans, drawings and specifications related to water system infrastructure projects including mains, connections, valves, equipment, and other systems.
 
Ensures that all Underground Service Alert (USA) markings for the City's water and sewer mains, and fiber optic cable are done in a timely and accurate manner.
 
Participates in interviews and selection of new employees under the positions responsibilities, and training of employees in work procedures, standards and safety practices. 
 
Prepares and provides input into employee performance evaluations, including setting and assessing goals, conducts counseling on work-related issues, and makes recommendations regarding discipline.
 
Actively participates in the Public Works Department's Safety Committee.
 
Performs other related duties as assigned.

JOB RELATED ESSENTIAL QUALIFICATIONS

Knowledge of: 

• Water transmission and distribution operations and maintenance, and underground installation programs; and safe work practices.
• Principles of hydraulic theory as it applies to water distribution system, water transmission systems, pressure zones and pressure regulating valves.
• Current methods, codes and regulations governing underground work and water main and appurtenances installation.
• Supervisory Control and Data Acquisition (SCADA) systems including data propagation methods, and associated hardware and software.
• Modern work order development and processing.
• Principles of management and supervision including work planning, direction, training, and evaluation of work and staff performance.

Ability to: 

• Direct the daily field services of a municipal water distribution system, and field customer services functions.
• Supervise, train and evaluate subordinate field, technical, and support staff; and coordinate schedules to insure the timely processing of the public's request.
• Communicate both orally and in writing to prepare clear and accurate maintenance and safety reports, lead discussions, and present information to City staff, contractors, and the general public.
• Review and evaluate construction plans, drawings and specifications related to field services projects including underground infrastructure, and related equipment.  
• Calculate field assets historical and instantaneous performance using a variety of data, formulas and equations.
• Make reasonable assessments as to repair or replacement of water main, valves, and other related equipment; and advise Utilities staff, design consultants, engineers and contractors in acquisition and installation of new equipment.
• Make informed judgments concerning maintenance parameters of water system; and make independent judgments during emergencies. 

EXPERIENCE AND EDUCATION
Any combination of experience and training that could likely provide the required knowledge and abilities would be qualifying.  A typical way to qualify is:
 
Experience: Four (4) years of progressively responsible experience in the Field Services of a water system including one (1) year of responsible supervisory or lead position experience in a distribution system classified as a D4 system or higher by the California Department of Health Services.
 
Education: Completion of twelfth grade or possession of GED, supplemented by college course work related to potable water, water distribution, wastewater collection, recycled water distribution, or a science field.  Possession of an Associate's Degree in water distribution, wastewater collection, recycled water distribution, or in a science field may be substituted for the required coursework.  Possession of a bachelor's degree is desirable.  

License or Certificate:Requires possession and maintenance of a valid Water Distribution Operator D4 Certificate issued by the California Department of Health Services,

OR

Possession and maintenance of valid Water Distribution D3 Certification issued by the California Department of Health Services with the ability to obtain and maintain a D4 Certification within eighteen (18) months of appointment to the position. 

AND

Possession and maintenance of a valid Class C California Driver's License.

PROBATIONARY PERIOD:  One (1) Year

San Mateo County Health's Aging and Adult Services Division is seeking qualified individuals for the position of In-Home Supportive Services Social Worker II/III. Social Workers provide a wide variety of welfare services in such areas as information and referral, protective services, out-of-home services, health related services, chore services, and other welfare services within the Health and the Human Services Agency.
 
The current vacancy is in the In-Home Supportive Services (IHSS) Program that provides in-home care for persons who cannot safely remain in their own home without such assistance. The recipients of IHSS are aged, blind and/or disabled and eligible for Medi-Cal. Disabled and/or blind minor children may also be eligible for IHSS. The Social Worker will make a home visit to determine eligibility for the program and to conduct an assessment to determine a range of service hours for particular tasks. The IHSS recipient or guardian is the IHSS employer and is responsible for hiring and supervising a provider for the care they receive.  The Social Worker will travel throughout the County to conduct home visits, attend meetings and perform other duties of the position.  The Social Worker will work in the San Mateo, CA Aging and Adult Services Office.
 
This IHSS Social Worker will conduct intake and/or on-going activities for IHSS recipients. Some of those activities include:
 

• Conduct initial IHSS assessments using a detailed State assessment tool.
• Complete necessary documents, paperwork, and work within different information technology systems.
• Conduct annual reassessments.
• Educate, support, and perform administrative duties for IHSS recipients and care providers to understand/comply with program regulations.
• Provide education, outreach, and community resources information.
• Participate in quality improvement efforts.
• Collaborate with quality assurance and program integrity to ensure proper adherence to regulations.
• Prepare for and attend Fair Hearings.
• Engage in interdisciplinary team meetings or other activities to support San Mateo County's vision for integrated services.
• Maintain oversight of case management needs for a caseload focused on serving IHSS recipients who are minors.
• Collaborate and facilitate service with care providers and other partner agencies.

 The ideal candidate will possess the following:
 

• Master's degree in Social Work.
• Experience providing clinical assessment for children, youth and adults with disabilities. 
• Understanding of human development and behavior within diverse populations.

SALARY
Social Worker II:   $6,564.13 - $8,205.60/month
Social Worker III:  $7,741.07 - $9,673.73/month

Social Workers provide highly skilled, intensive casework services to individuals and their families and provide casework consultation within the department and to outside agencies.  Incumbents of positions at this level work with minimal supervision and are expected to have acquired the high degree of assessment skills required to perform care coordination and referral tasks in complex casework areas. Lead supervisory responsibilities may be assigned as circumstances dictate.

NOTE:  The list created from this recruitment may be used to fill future vacancies, including classified, unclassified, term, full-time, part-time, temporary and extra help vacancies. Qualifications

Licensure/Certification:  California class C driver license or equivalent.

Education:
Social Worker II: Satisfactory completion of 30 semester units of social welfare and/or appropriate behavioral science courses.

Social Worker III: Satisfactory completion of 36 semester units of social welfare and/or appropriate behavioral science courses.

Experience: 
Social Worker II: Two years experience performing duties comparable to those of a Social Worker I or higher in San Mateo County. Substitution: Possession of a Master's Degree in Social Work from an accredited school of Social Work.

The Newark Recreation and Community Services Department is looking for Senior Lifeguards for our fantastic swim lesson and aquatic programs and the upcoming to work at the year-round Silliman Activity & Family Aquatic Center. Role description

Under general supervision, assists in analyzing, planning, implementing, maintaining, troubleshooting and enhancing large complex systems or networks consisting of a combination that may include mainframes, mini-computers, personal computers, mobile devices, LANS, WANs, servers, data storage and the physical and logical components that integrate these systems together as an enterprise networking backbone. 

The 1042 Security Engineer is the journey level position in the Engineer series. The class is distinguished from the Senior level by the complexity of the tasks, projects or duties assigned, and is more independent than the Assistant level. This classification performs a wide range of complex analytical, design, planning, implementation, enhancement and problem resolution tasks on large complex systems and networks. Works within a framework of established procedures and interprets policies, procedures and guidelines. This level may formulate recommendations consistent with directives, policies, standards and regulations. Incumbents require only occasional instruction or assistance. Work is reviewed upon completion and for overall results. Serves as a technical architect and systems integrator for large complex systems or networks, with a focus on securing vulnerabilities and reducing risk of system and/or asset compromises.

Essential Duties:
 

1. Determine requirements for the development environment and / or enhancement for large complex systems that serve HSA’s programs. May research and conduct feasibility studies on new technologies.
2. Design, plan, integrate, test, implement, document and enhance large complex systems. This may involve the analysis, coding (.NET C#, Cold Fusion), web application design, database design, and evaluation of systems software, hardware and communications strategies.
3. Perform systems integration for interoperability over dissimilar platforms and technologies. This may involve the integration of various protocols and systems software.
4. Determine the proper installation parameters for software for smooth integration and efficiency in relation to the enterprise system and network.
5. Write code to customize large systems software which may involve specialized programming languages.
6. Read and understand requirements documentation and other documentation in order to write code to implement the required features for application systems.
7. Analyze, detect, identify and correct complex systems software or hardware deficiencies. Analyze, research and debug program logic and systems; modify program logic; analyze service requests for system changes or new requirements to determine the most effective approach and the appropriate staff time required to achieve the needed modification.
8. Provide emergency technical support for application issues to ensure system availability and data integrity. May provide on-call support to ensure rapid recovery from software or hardware problems for mission-critical systems and networks.
9. Act as the liaison between vendors, technical support hot-lines and departments to resolve complex systems. Coordinate and implement corrective measures; this may involve site visits, telephone assistance, remote systems and participation in technical committees.
10. Facilitate the demonstration and training of staff in the use of new hardware or software products.
11. Document procedures and troubleshooting techniques related to systems software and hardware; develop technical documentation and review documentation prior to general distribution.
12. Plan, develop and implement backup and recovery procedures for large systems.
13. Communicate with managers regarding system performance and operational issues. Suggest improvements to management.
14. Research and test new software technologies; report results; recommend software purchases. Learn and implement the new technologies that are brought in. Coordinate and work with vendors when needed. 
15. Attend meetings, workshops, and demonstrations; perform duties and responsibilities as assigned.

The Challenge

As a Police Officer your duties will typically include patrolling assigned areas; interacting with the public; conducting criminal investigations; enforcing laws; investigating collisions; preserving the peace and writing reports.
