THE POSITION

Under general supervision of a Police Sergeant, the Reserve Police Officer is a sworn position assigned to field operations to patrol for the prevention and detection of crime and enforcement of laws and regulations within the philosophy of community oriented policing.  Incumbents are normally expected to solve most work problems independently and to refer to supervisory personnel only those matters which involve policy decisions, technical questions and unusual problems at the entry level and make recommendations at the advanced level.

The Air District is currently conducting an open recruitment for the position of Senior Air Quality Specialist in the Meteorology and Measurement Division. This is an open recruitment for two (2) full-time, represented positions. 
  
The Meteorology and Measurement Division supports the mission of the Air District by monitoring air quality in the San Francisco Bay Area, forecasting regional and local air quality, and conducting and supporting community organizations to do community-scale air monitoring to guide actions to reduce emissions in the Bay Area and in neighborhoods most impacted by air pollution.

About this Position:
Air Monitoring Projects and Technology (AMPT) is a section in the Meteorology and Measurement Division. Our team performs community air quality investigations using air monitoring vans and other equipment to assess air quality at local scales, particularly in disproportionally impacted communities. AMPT is also building a new team centered around developing, constructing, and operating multi-pollutant, ambient air monitoring stations in communities near refineries.

Including some administrative responsibilities, such as assisting with purchasing and maintaining the inventory of shop supplies, Senior Air Quality Specialists (Senior AQS) in the section help evaluate monitoring methods, test and install instrumentation and sampling systems, support monitoring activities, review data, and leading quality assurance to meet program requirements and community expectations. Depending on the program assignment, the Senior AQS may also assist with data collection activities in the air monitoring vans or leading onsite work as the team builds out new air monitoring stations in communities near refineries.

Under the direction and supervision of the Lieutenant, the Police Sergeant participates in patrol, and may oversee the law enforcement, Police Dispatch and Animal Control activities during an assigned shift. This position leads, inspects, gives instructions to, counsels and provides direction to personnel; completes reports, citations, and other required document reviews to ensure thoroughness, grammar, and spelling; maintains discipline and ensures that department rules, regulations and policies are followed; participates in police patrol activities, including the enforcement of local, state and federal laws, issuing citations, making arrests. This position may also be in charge of an area of responsibility such as training and scheduling, investigations or support services as needed in addition to their patrol supervision responsibilities. San Mateo County Health's Public Health Policy & Planning (PHPP) Division has an exciting opportunity for an experienced Veterinarian to work in Animal Control and Licensing as a member of the team.
 
The current vacancy is extra help part time 20-hours per week in the Public Health, Policy and Planning Division. The position is stationed in San Mateo, CA, but will travel/drive throughout the County to perform duties of the position.
 
Scheduling is flexible. Daily reporting hours and days of the week may vary according to the needs of the department. Evening and weekend work may be required based on the needs of the organization. This position is a hybrid of remote work as well as field-based at clinics.
 
The Veterinary Wellness Program provides veterinary services to the pets of the unhoused, those in transitional housing, and very low-income San Mateo County residents who are receiving services from San Mateo County. This position works with San Mateo County Health and cross collaborates with other programs within the County. Technical expertise, as well as knowledge of veterinary public health practices, are preferred.
 
San Mateo County is unique in that most of our homeless shelters allow residents to bring their pets with them, not just an emotional support or service animal. One of the barriers for homeless people to get into a shelter with their pets is that their pet must be current on their vaccinations. Within 10 days of a new resident moving into a shelter with a pet, the County veterinarian will meet with the owner and their pet to provide a general exam, the necessary vaccinations and flea control. This position will visit various sites throughout the County on a regular basis, providing vaccines, flea control, antibiotics, anti-inflammatories, and general exams. In addition, the Veterinarian will travel to various homeless encampments to provide these services and to offer and encourage spaying and neutering of the pets.
 
When pets need additional care, this position will coordinate with local veterinary clinics we contract with for services. These contracts allow us to provide spay and neuter services, dental services, and many other procedures that the pet owner would not otherwise be able to afford. These vital veterinary services keep pets from being relinquished to animal shelters and provides peace of mind for the pet owner. In addition, our veterinary program partners with our Street Medicine Program to provide health care services to the pet owners, which advances San Mateo County’s One Health Concept.
 
This Veterinarian position will be providing technical/subject matter expertise on issues relating to the spread of zoonotic, epizootic, and exotic diseases, as well as consulting on cases of rabies in domestic and wild animals. The position will also act as a liaison between the veterinary community, Veterinary Public Health, California Department of Public Health, and residents of the County.
 
Duties will include, but are not limited to, the following:

• Provide lead direction to staff responsible for following prescribed treatment and maintaining treatment records for animals treated.
• Ensure that the highest level of service and care are provided and that changes in animals’ conditions are recorded and properly addressed.
• Examine and evaluate animals, and perform veterinary medical treatments, including vaccinations and preventative treatment as appropriate. 
• Coordinate with local veterinarians and clinic/shelter professionals to arrange spay and neuter surgeries and medical procedures.
• Arrange for care at a contracted veterinary hospital for severely injured, sick or diseased animals and provides full orders for care.
• Establishes and maintains medical records and drug use logs to standards of veterinary practices.
• Ensure that records are in order and complete and prepare written reports as needed; ensures that all State and Federal laws, regulations, accepted standards, are adhered to. 
• Maintain up-to-date knowledge of shelter animal health protocols, surgical procedures, and companion animal health issues.
• Build and maintain effective relationships with the staff, community, local veterinarians, State Veterinarian. 
• Assist in the monitoring of inventory and ordering of medical supplies and pharmaceuticals.
• Serve as technical/subject matter expert to answer questions from the County Health Officer, medical community and the general public regarding issues related to/involving animals—including but not limited to researching, recommending, implementing and/or maintaining measures to prevent the spread of zoonotic diseases, epizootic diseases, exotic diseases and disease outbreaks. 
• Serve as a consultant in suspect cases of rabies in domestic and wild animals as well as complex issues deriving from animal bites.
• Review pertinent legislation, regulations, and policies to provide recommendations, especially with regards to vaccination of domestic animals, rabies vaccine exemptions, quarantine/euthanasia of animals exposed to rabies.
• Disseminate relevant information to the local veterinary community as well as to residents of the county. 
• Assist with emergencies and disaster services.
• Perform related duties as assigned.

 
Ideal candidate will possess:
•       Experience working one – two years as a Veterinarian.

• Experience in diagnosing and treating disease, illness, and injuries of dogs, cats, rabbits, and other animals. 
• Ability to test animals for disease and administer vaccines.
• Ability to evaluate condition and coordinate maintenance of equipment and supplies.
• Ability to help ensure the safe storage, access, and use of medications.
• Ability to develop and provide guidance on sanitary protocols, feeding, preventative medicine, and general care to promote the health of all animals.
• Ability to research and prepare medical reports for guidance of management upon request.
• Ability to write grant proposals for funding.
• Ability to communicate effectively with all levels of staff and residents of the community.

This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under the direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $4.6 million, along with a FY2023-2028 CIP appropriation of $ 8.6 million.

PUBLIC WORKS SUPERINTENDENT

(Streets and Streams, Parks, Building Facilities and Motor Pool)

DEFINITION

Under direction, manages the field services of the Public Works Department; to plan, organize, and direct the work of field personnel, including Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool Divisions.

DISTINGUISHING CHARACTERISITCS

This is a management class with major responsibilities for the City’s Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool maintenance programs, that requires significant independence, initiative, and discretion within established guidelines. This position assists in the strategic planning, organization, and management across multiple operational units.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Field Services Manager or designee. Exercises general supervision over supervisory, professional, technical and administrative support staff through subordinate levels of supervision.

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Plan, organize, direct, review and evaluate the work of staff involved in public works operations, including building maintenance, streams, streets, streets cleaning, storm drain maintenance, signs and signals, parking lots, and trails, janitorial service for City owned facilities, and vehicle maintenance and repair directly and through subordinate levels of supervision.
• Establish and carry out division goals, objectives, work plans, reports, policies and procedures.
• Prepare division budget and staffing requirements;
• Plan, organize and direct the work of contractors;
• Responsible for the procurement of goods and services.
• Monitor operations to ensure that operating procedures are followed.
• Control the requisition of supplies, materials and equipment.
• Assist in the recruitment and placement of new employees.
• Attend public meetings and functions.
• Establish division goals and maintain exceptional working relationships.

About this Role

Qualifications

GENERAL INFO  
  

Under general supervision, the Lifeguard/Swim Instructor I/II performs routine public contact and safety work in serving as a pool lifeguard. They also provide essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties relating to aquatics. This temporary, parttime position requires working up to 20 hours per week. The role involves ensuring the health and safety of aquatic patrons, facilities are clean, safe, and operational while delivering excellent customer service. Performs other duties as assigned.   

UNIVERSAL POSITION DUTIES (Applicable to all roles; Illustrative Purposes Only)  

Monitor the swimming pool and enforce safety regulations.  

Assist with aquatics programs, special events, and facility upkeep.  

Test and maintain pool water chemistry.  

Set up and tear down for classes, programs, and events.  

Lift and move up to 50 pounds regularly, and occasionally up to 100 pounds.  

Work outdoors in sun, rain, or wind as needed.  

POSITION-SPECIFIC DUTIES  

LIFEGUARD (Illustrative Purposes Only)  

Maintain a "rescue-ready" posture and scan assigned zones for drowning emergencies.  

Work in a rotation with other lifeguards across indoor and outdoor stations.  

Assist with facility operations, special events, and customer service.  

Attend weekly and monthly safety trainings.  

Perform light cleaning and maintenance tasks to ensure facility safety.  

Minimum Qualifications:  

Minimum Age: 15  

Education: High school diploma or GED not required.  

Certifications:  

American Red Cross Lifeguard Certification (or ability to obtain).  

First Aid & CPR Certification.  

SWIM INSTRUCTOR (Illustrative Purposes Only)  

Teach American Red Cross Learn-to-Swim lessons following provided lesson plans.  

Maintain open communication with parents and participants.  

Assist with emergency responses and pool safety as trained.  

Attend weekly and monthly safety trainings.  

Perform routine cleaning and maintenance to ensure facility upkeep.  

Minimum Qualifications:  

Minimum Age: 15  

Education: High school diploma or GED not required.  

Skills: Swimming proficiency at American Red Cross Learn-to-Swim Level 4.  

Preferred Certification: Water Safety Instructor.  

LIFEGUARD II - POOL MANAGER (Illustrative Purposes Only)  

Supervise lifeguards and enforce safety procedures.  

Conduct lifeguard rotations and monitor staff performance.  

Ensure staff maintain a “rescue-ready” posture and remain alert while on duty.  

Assist in planning and leading weekly and monthly safety trainings.  

Monitor pool chemicals and water quality.  

Open, close, and secure facility as needed.  

Provide customer service, event support, and light facility maintenance.  

Minimum Qualifications:  

Minimum Age: 18  

Experience: At least 6 months of experience as a lifeguard.  

Preferred Certification: American Red Cross Lifeguard Instructor Certification.  

WORKING CONDITIONS

Ability to work in loud or quiet environments depending on location.
