The Central County Fire Department is seeking a dynamic, community-focused Emergency Management Program Manager to plan, organize, coordinate, implement, and maintain a comprehensive emergency management and disaster mitigation program for the City of Burlingame and the Town of Hillsborough (“agencies”); develop, coordinate and implement training and exercises for agency employees; develop and maintain community-based programs for mitigating community risk; and provide expert professional assistance to the agencies’ executive management staff.

What You Will Do:

• Recommend and assist in the implementation of goals and objectives related to the Department’s Emergency Management Program; establish schedules and methods for program development, implementation, and monitoring; implement policies and procedures.
• Develop and implement Emergency Management Program activities including the joint Emergency Operations Plan (EOP), Emergency Operations Center (EOC), and Community Emergency Response Team (CERT).
• Evaluate emergency management program activities; recommend improvements and modifications; prepare various program reports.
• Prepare and conduct public outreach and education related to emergency management and preparedness including CCFD Emergency Management website pages, the preparation of social media posts and campaigns, newsletters, and training announcements; provide educational presentations to the community.
• Develop and maintain plans including but not limited to Emergency Operations Plans and Annexes, Local Hazard Mitigation Plans and Annexes, Continuity of Operations Plans, Continuity of Government Plans, and Crisis Communications Plans.
• Assist with the coordination of emergency preparedness classes offered to the public, including CERT, CPR and First Aid.
• Coordinate EOC operations including the creation of Emergency Operation Center (EOC) procedure manuals and checklists, training and maintenance of response platforms, ensuring that the EOC is properly equipped, and serving as liaison with the San Mateo County Department of Emergency Management in the event of an EOC activation.
• Provide CSTI/Cal OES emergency management classes for agency staff.
• Provide resources and other information as requested for EOC staff and support and provide necessary National Incident Management System (NIMS) training for agency employees.
• Represent the Department with dignity, integrity, and the spirit of cooperation in all relations with elected officials, staff, and the public.

Knowledge and Abilities

You possess knowledge of theories, principles and practices of emergency program planning, development, management techniques and training; National Incident Management Systems; function and operation of a municipal government and an Emergency Operations Center; community emergency and disaster support and assistance resources; development of public education programs utilizing 5-step planning process, development of community risk reduction programs utilizing methods of evaluation; customer service principles and problem resolution techniques; business letter writing and report preparation.

You possess the ability to organize, implement and direct Emergency Management Program activities; effectively manage all aspects of the Emergency Management Program including resources, staff and budget; identify resources and needs and develop means to obtain and meet them; acquire a thorough knowledge of local geography and resources as they relate to the Integrated Preparedness Plan (IPP), National Response Framework (NRF), and civil defense and emergency management planning and operations; develop, coordinate and train others on emergency operations plans and procedures; speak professionally advocating principles of community risk reduction; coordinate EOC activities, before, during and after activations; communicate effectively, tactfully and positively in both oral and written form; contribute effectively to the accomplishment of Department goals, objectives and activities.

The City of San Bruno is seeking one Principal Civil Engineer with a strong focus on Land Development (LD) and Traffic. Those with experience in Capital Improvements Program (CIP) are also encouraged to apply.  The LD/Traffic and CIP Divisions are within the Engineering Section of the Public Works Department.   

Under the supervision of the City Engineer, the Principal Civil Engineer will manage complex land development, traffic and CIP projects and will coordinate the activities of consultants and junior level staff in a variety of supporting disciplines.  The Principal Civil Engineer will be establishing Division processes and procedures and ideally have strong delegation and managerial capabilities.   

The Principal Civil Engineer of LD/Traffic will be responsible for overseeing private development, encroachment permits, Public Works Engineering plan review of building permits, and traffic engineering and coordinate with transportation planning.  This position will supervise junior staff including three engineers for land development and traffic.  The City currently has several transformative projects including Reimagining Tanforan, YouTube, Crestmoor Development, and Engvall School Development.

Other duties will include supervising the review of private development and/or subdivision plans for conformance to standards and participating in the development of capital improvement plan and projects and may from time to time be responsible for delivering key CIP projects. 

The City’s CIP budget for fiscal year 2025-26 totals $137 million and consists of 118 projects, including the replacement of Fire Station 52, the construction of water tanks, water and sewer mains and pump stations, railroad grade separation, and transportation projects.  The community additionally passed a local measure, which provides for enhanced funding for pavement treatment and storm drain infrastructure.  The breadth and depth of projects within a medium sized community provide endless opportunities for professional growth. 

The ideal Principal Civil Engineer candidate will possess the following:   

• Graduation from an accredited four-year college or university with a degree in civil engineering or a closely related field 

• Possession of a master’s degree in civil engineering or public or business administration is desirable 

• Five (5) years of increasingly responsible experience performing program management and/or project coordination duties in engineering, two (2) years of which equivalent to a Senior Civil Engineer. 

• Possession of a valid California driver’s license or the ability to obtain one prior to employment. 

• Possession and maintenance of a valid registration as a Professional Engineer in the State of California, or possess Professional Engineer Registration in another state with the ability to obtain California registration within six (6) months 

• Municipal professional engineering and supervisory experience highly desirable 

• Experience in the development of standard operating procedures and policies

Compensation

The annual salary range for this position is currently $153,726 to $188,641. These are represented positions.

Under general supervision, the Permit Technician performs a variety of technical duties in support of the Community Development Department; serves as staff for the permit and public counter and assists the public with technical information related to the issuance of permit applications, including the process and any related fees; uses specialized database/permit tracking management programs; and performs related work as required.

The Community Development Department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It is comprised of 35 FTE who operate as an effective and cohesive team across multiple functional areas and lead a number of City initiatives to support the City Council goals. The Department includes the Building, Planning and Housing Divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review.

The Building Division, which is the division this position will be responsible for overseeing, includes managing building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction. Senior Center

These positions are part-time, hourly, non-benefited classifications limited to a maximum of 1,000 hours per fiscal year (or approximately 20 hours a week). 

Physical Requirements
This position requires a moderate to high level of physical activity depending on program assignment. Duties may include standing, walking, bending, squatting, kneeling, reaching, and sitting for extended periods of time while facilitating programs, interacting with participants, or performing administrative tasks. Employees must be able to actively supervise and engage participants in a variety of recreation programs and activities, both indoors and outdoors, and move quickly to respond to participant needs and ensure safety. The position may also require lifting, carrying, pushing, and pulling equipment, supplies, tables, chairs, or other materials weighing up to approximately 30 – 50 pounds as part of program setup and breakdown. Some assignments may involve computer and desk work for program planning, communication, and administrative duties.
