ABOUT THE DEPARTMENT

The Library and Recreation Department is comprised of two divisions, Library and Recreation & Childcare, that are dedicated to enhancing the quality of life of San Rafael residents. The Department’s mission is to enrich the community through discovery, learning, and play, and strives to maximize the delivery of strategically aligned programs and services to provide the highest value for the community.

The current vacancy is at our San Rafael Community Center and Albert Field, which is located in downtown San Rafael and hosts a wide variety of events, programs, and activities.  The community center is a multi-use facility to accommodate groups of all ages, from tiny tots to older adults.  Individuals, groups, or organizations are welcome to rent any part of the facility for meetings, weddings, seminars, banquets, fundraisers or any other events.  The center includes an auditorium/theatre, kitchen, lobby, lounge, and four multi-purpose meeting and activity rooms - three of which can be combined to create a single larger room.  

THE POSITION

The Custodian position will primarily support the Recreation & Childcare Division.  The Division includes three community centers, five children's centers, one cultural center, an aquatics center, two community gardens, three ball fields, a multi-use  turf field, three community parks, 11 neighborhood parks, six pocket parks, and five special use parks.  The Recreation Division is responsible for developing innovative, diverse, and community-centered programs and services at the City's park and recreation facilities.

• Sweeps, mops, oils/waxes and polishes floors.
• Dusts and polishes woodwork, fixtures and equipment.

• Works at the front desk performing reception duties in relief of other staff members.

EDUCATION/EXPERIENCE/OTHER REQUIREMENTS:

• Graduation from an accredited high school or equivalent.
• Able to read and write English.
• Some custodial experience preferred.
• Must be able to work evenings, weekends, and some holidays.

After School Program Technician I's work in the formal Suisun City classification of Recreation Specialist II. Starting hourly rate will depend on qualifications. This position works on average 19-29 hours per week.

The Position: Under general supervision, this position involves organizing, leading, and coordinating a variety of indoor and outdoor recreational and educational activities for an Afterschool Program. This role is classified as Temporary Part-Time to support both seasonal and year-round recreational programs.

On April 29, 2025, Suisun City Council approved a new contract between the Suisun City RPM Department and the Fairfield-Suisun Unified School District (FSUSD). This agreement expands after school programming to include to grades TK-5 at Dan O. Root Elementary and Crescent Elementary Schools, making the Suisun City RPM Department the sole provider of after school services at both locations. This is a significant milestone for the RPM department and a reflection of the quality and dedication of our team.  We are excited to continue providing high-quality programs for our community's youth.

Senior Transportation Planner (Temporary/Hourly)
Salary: $65.0163 - $83.5561 per hour

The Town of Los Gatos is accepting applications for a temporary/unbenefited Senior Transportation Planner position in the Parks and Public Works Department. This is a unique opportunity to shape and develop a vital role within our organization.

The Senior Transportation Planner will focus on managing projects and programs that support sustainable transportation opportunities for the Town while addressing and improving mobility, safety, environmental, social, and economic conditions around transportation. The selected candidate will support the Town’s ongoing initiatives around transportation planning, including identifying grant programs and managing transportation planning-related projects.  

The Ideal Candidate
The Town is looking for an experienced transportation professional who is visionary and innovative with strong leadership skills, passion for community engagement, and commitment to customer service. They will be results-oriented with strong communication skills, including public speaking, writing, listening, persuasion, and facilitation with the following experience:

• Researching, applying for, and managing State and Federal transportation grants.
• Presenting to elected and appointed officials, the public, and other stakeholders.
• Bicycle and pedestrian master planning on a community wide basis, both the planning phase of the work and project implementation/management. 
• Variety of mobility-related projects and programs, including bicycle, pedestrian and rideshare.
• VTA process and procedures. 
• Parking program management.

Schedule: This is a temporary, hourly, at-will, non-benefited position limited to 999 hours of employment in a fiscal year (July 1 through June 30), up to 25 hours per week. The normal workweek is Monday through Friday, however, you may be occasionally required to attend evening meetings. 

About the Department
The Parks and Public Works Department (PPW) is responsible for the maintenance and improvements of the Town's public parks, facilities, streets, and other infrastructure.  Our goal is to efficiently provide residents, businesses, and visitors with the highest quality service possible, with dedication and professionalism.  The Department has five service areas: Engineering, Capital Improvement, Streets and Signals, Parks, and Environmental Services. The Department also collaborates with all Town departments, and external partners and stakeholders.

• Engineering Services: The Engineering team provides services in the areas of encroachment permits and permitting and inspection of other work in the public right of way, including situations where new developments need to provide improvements in the right of way.  
   
• Capital Improvement: The Capital Improvement team develops and constructs capital projects across all Town assets, including improvements to roads, streetlights, parks, and Town buildings. See the annual capital budget for a list of current capital projects.
   
• Streets and Signals: The Streets and Signals team maintains the Town’s roadways, signs, and traffic signals. Traffic plays a big part in this team’s daily work as they seek to meet the needs of the community.  This includes traffic on major streets as well as on neighborhood streets where traffic calming can be a solution.
   
• Park Services: The Park Services team maintains the Town’s parks, trails, open spaces, facility grounds, median islands, parking lot landscaping, downtown planters, and the urban forest as well as administering park use fees and reservations.
   
• Environment Services: The Environmental Services team ensures that the Town is at the forefront of environmental stewardship. This team also manages the Town’s utilities, including the contract with West Valley Collection and Recycling for garbage service Town wide.

About the Town
The Town of Los Gatos is a general law city operating under the Council/Manager form of government. The Town Manager and Town Attorney are appointed and directly report to the Town Council. The Town’s 150 full- and part-time employees are organized into the following departments: Parks & Public Works, Community Development, Police, Library; and Administrative Services.

General Duties

Grants Management

• Develops and submits transportation-related grant applications from various local, state, and federal funding sources; oversees proper execution and expenditure of grant funds received.

Safe Routes to School Program

• Manages funding for and implementation of the Town’s Safe Routes to School program.

Multi-Modal Transportation Activities

• Manages updates to pedestrian and bicycle masterplans; develops, updates, distributes, and promotes Town programs, policies, educational materials, and projects to improve pedestrian, bicycle, and other forms of mobility and to encourage safe practices of all forms of mobility; serve as staff liaison to the Town’s Complete Streets and Transportation Commission.
• Coordinates planning for bicycle and pedestrian facilities in cooperation with other Town Departments, regional agencies, and community organizations.
• Performs other transportation related duties as assigned.

Parking Programs

• Oversees the Town’s Parking Programs.
• Oversees the work of and administers contracts for transportation and parking consultants.
• Develops policies, procedures, and operational actions related to effective parking management, including periodic review of parking-related policy issues such as rates, time limits, enforcement hours, loading zones, and other issues.

Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
 
Education: Any combination of training and experience equivalent to a Bachelor's Degree from an accredited college or university in transportation planning, city and regional planning, urban studies, civil engineering, or closely related field.

Experience: Five (5) years of increasingly responsible experience in transportation development programs, including two (2) years of project management.  A Master’s Degree from an accredited college or university is desirable.

License and Certification: 

• A California Driver's License and a satisfactory driving record are conditions of initial and continued employment. 
• Possession of a Certificate of Registration as Professional Transportation Planner or Professional Engineer in the State of California, or certification from the American Institute of Certified Planners is highly desirable.   

The Maintenance Instructor is responsible for all the classroom and on-the-job training activities relating to current bus maintenance for the San Mateo County Transit District (SamTrans), Caltrain, and the San Mateo County Transportation Authority (TA).

• Develops classroom on-the-job training and exit examinations relating to SamTrans Core Maintenance Training Curriculum: Shop Safety and PM Procedures, Core Repair Skills, Air Brake Systems, HVAC Systems, Basic Electrical Systems, Multiplex and Charging Systems, Diesel Engine Electronic Controls, Diesel Engine Tune-up and Troubleshooting, Light Duty (hydraulic) Brake Systems, Vehicle Subsystems, HD Steering Hydraulic Systems, and Suspension Systems, Automatic Transmission, ACS Diagnostics & Repair, Fare Collection Equipment, Hybrid Drive Systems, Battery Electric Drive Systems and Fuel Cell Battery Electric Bus Systems, Camera System Maintenance & Repair, Medium Duty Gasoline Engines.
• Serves as one of the principal instructors.  Oversees and evaluates vendor provided training activities.
• Oversees on-the-job training activities, mentors, coaches, guides, and directs progressive maintenance training. Maintains written and electronic records and performs proficient evaluations. 
• Collaborates in the development and implementation of testing programs for bus maintenance personnel.
• Develops and implements all maintenance safety training programs in collaboration with the Safety Department and management. Certifies that District employees meet established requirements for Forklift Operation, Hazardous Materials First Responder, First Aid, CPR, and AED Training.
• Oversees the District’s maintenance training programs.

Examples of Duties

• Stays current with new developments in the field of Training and Adult Learning Strategies.  Assesses the effectiveness of in-house training programs and recommends program upgrades with presented examples.
• Conducts skills gap assessments.  Develops a comprehensive training curriculum for all mechanic classifications, including Utility Workers, and reviews and updates as needed based on current technologies.
• Stays current with new technologies as they pertain to District fleets.
• Collaborates on all maintenance programs regarding quality assurance, makes recommendations where necessary to ensure the quality of the workforce training programs, and works with appropriate maintenance management staff to ascertain requirements and changes within industry best practices.
• Helps plan, organize, and execute the SamTrans Maintenance Rodeo and competition teams.  Mentors and coaches the maintenance team at the regional and international competition.
• Assumes the duties of Chair and/or Secretary of the joint Labor-Management Maintenance Training Committee.
• Ensure core curricula follows all regulatory and safety requirements, and best practices.
• Develops and implements training programs for newly hired employees.
• Performs all job duties and responsibilities in a safe manner to protect self, fellow employees, and the public from injury or harm.  Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• High School Diploma or equivalent
• Six (6) years of related progressive full-time experience as an automotive/truck diagnostic technician, repair technician, or instructor.
• Experience assessing and training others in a classroom or shop environment is required.
• Experience with powertrain electronic controls, on-board Hi-Voltage systems, on-board Hi-pressure systems, ABS, HVAC, and PLC systems is required. 
• Strong oral and written communications skills.  Knowledge of word processing and spreadsheet programs.
• Demonstrated journey level mechanic experience showing knowledge, expertise and ability to troubleshoot advanced systems and make repairs.

Preferred Qualifications

• Zero emission technology including battery electric and hydrogen fuel cell experience highly desired.
• Experience in conducting skills and needs assessment surveys desired.

What You’ll Do
The Development Review Technician I/II/Senior performs a wide variety of technical, paraprofessional support, and customer service duties related to building permits and development or planning applications; serves the public at the Community Development Department Permit Center; and performs other related work as required. 

Development Review Technician I - This is the entry level class in the Development Review Technician series that allows the employee to develop journey-level knowledge and skills. Positions in this class typically have little or no directly related work experience. The Development Review Technician I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned. Employees are expected to demonstrate proficiency and advance to the Development Review Technician II classification. Development Review Technician I receives immediate supervision from the Permit Center Supervisor or higher-level department personnel and may receive training and guidance from a Development Review Technician II or Senior Development Review Technician.

Development Review Technician II - This is the journey level class in the Development Review Technician series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. They may assist with training of employees in the Development Review Technician I classifications and perform more difficult and complex duties. The Development Review Technician II receives general supervision from the Permit Center Supervisor or higher-level department personnel and may receive technical and functional lead direction from a Senior Development Review Technician. May provide training and guidance to Development Review Technician I.

Senior Development Review Technician – This is the advanced journey level in the Development Review Technician series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the most difficult and complex duties and serve as a lead worker to employees in the Development Review Technician I and Development Review Technician II classifications. Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility. Senior Development Review Technician receives direction from the Permit Center Supervisor or higher-level department personnel. Serves as a lead worker over Development Review Technicians I/II.

The Senior Development Review Technician is a flexibly staffed classification, and positions are generally filled by advancement from the journey level class of Development Review Technician II through a competitive process, or, when filled from the outside, require prior and advance development review or permit technician work experience.

Depending upon assignment, duties may include, but are not limited to, the following: 

Development Review Technician I/II 

• Assist the public at the Permit Center, provide customer service in person, by phone or by email regarding building and development review submittal/application requirements, including but not limited to applicable fees, plan review, permitting, inspection processes and project status. 
• Screen and review building permit and development review applications for completeness; enter permit data into permitting software database; route plans and specifications to all applicable City departments and/or outside agencies for review, track plan review process 
• Compile building permit and related data as directed, prepare various reports. Review and issue permits for minor applications for conformance with ordinances, applicable state law and department's standards, policies, and guidelines. 
• Calculate various fees, prepare fee estimates and apply fees to permits or other development review billings. 
• Approve and issue over-the-counter permits. 
• Build and maintain positive working relationships with co-workers, other City employees and the public using practical principles of good customer service. 
• Foster an environment that embraces diversity, integrity, trust, and respect. 
• Be an integral team player, which involves flexibility, cooperation, and communication. 
• Perform related duties as assigned.

Senior Development Review Technician 
In addition to the duties listed above, duties may include the following: 

• Plan, prioritize, and review the work of staff assigned to a variety of development review support duties. 
• Assist the general public with questions regarding building and development review/permit requirements. 
• Accept building permit and development review applications, act as lead on complicated plan check input and questions. 
• Participate in evaluating the activities of staff, recommending improvements and modifications. 
• Coordinate and prepare counter coverage and daily/weekly task rotation schedules. 
• Provide and coordinate staff training; work with employees to correct deficiencies. 
• Compile building related data as directed; prepare various reports.

THE POSITION

Under the general direction of the Administrative Services Director, the Assistant Administrative Services Director is responsible for overseeing the Finance Division with 10 full-time staff and supporting citywide fiscal and budget operations. This role involves high-level coordination, analysis, and liaison work across City departments, divisions, and external agencies. This position requires deep expertise in financial management, public policy, and municipal operations, including knowledge of the roles of the City Council and the Finance and Audit Commission, exercising independent judgment in policy development and fiscal oversight. The Assistant Director’s daily duties include general accounting, financial reporting, budgeting, payroll, and business licensing, as well as long-term fiscal planning. This role is instrumental in achieving departmental and citywide goals, improving resource efficiency, and delivering high-quality customer service. Primary duties include but are not limited to the following:

• Planning, managing, and overseeing the daily functions, operations, and activities of the Finance Division; areas of responsibility include general accounting, budget, payroll, treasury, business license, tax and revenue collection, and financial reporting.
• Directing and participating in the development of the City-wide operating and capital budget; working with departments to provide data and support for their budget development; monitoring departmental budget performance and making recommendations for adjustments as needed; and conducting ongoing analysis of the City's financial condition, reporting to, and advising, executive management on fiscal matters.
• Directing the preparation of, and participating in developing fiscal reports including monthly, quarterly and annual reports as well as the City's Annual Comprehensive Financial Report (ACFR), ensuring adherence to mandated rules, regulations and professional standards.
• Preparing and updating the five-year financial forecast and other long-term projections and plans.

The Bus Fleet Facilities Infrastructure Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities. 

The Construction Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for establishing standards, policies, and processes to manage the construction of SamTrans projects. This position oversees both the construction and construction management of projects, working with Project Managers, Construction Management Team, and Contractors to ensure successful project delivery. Responsibilities include providing constructability review of Contract Documents prior to advertisement, providing guidance to engineering and construction management staff in the planning, organizing and directing the work of contractors, negotiating changes to project scope or budget, directing the advertise, award, and administration phases of construction, and ensuring project and contract compliance with public contracting law.

• Possess Quality Control/Quality Assurance experience.

The Manager, Track & Structures reports to the Deputy Director of Infrastructure Engineering and is responsible for overseeing railroad track and structures engineering support for the Peninsula Corridor Joint Powers Board (Caltrain)

• Lead the advanced technical reviews of projects to assess constructability, examine design details, perform quantity audit, and recommend construction sequencing.
