POSITION
To attend a Peace Officer Standards and Training (P.O.S.T), a certified basic academy. After successful completion of the P.O.S.T. academy, guaranteed promotion to Police Officer where they will perform law enforcement and crime prevention work and do related work as required. The purpose of this recruitment is to fill current vacancies and establish an eligibility list for future vacancies.
ABOUT THE POLICE DEPARTMENT
The Woodland Police Department is staffed with 72 sworn officers and 22 support employees. It, too, is expected to expand in size as the City grows. The Department is managed by a Chief of Police, a Deputy Chief, four Lieutenants, ten Sergeants, and a Police Records Supervisor. The Department has three Bureaus: Patrol, Investigations, and Community Relations. Police Officers are assigned to all Bureaus where they work in various capacities and teams. Within the Bureaus are many specialty units including K-9, Motors, School Resource Officers, Gang Task Force, Narcotics Agents, Detectives, and a Homeless Outreach Street Team. There are a number of collateral duties available to officers including SWAT, Crisis Negotiations Team, Field Training Officer, Honor Guard, Arrest & Control Instructors, Firearms Instructors, Gang Resistance Education and Training (G.R.E.A.T) instructors, Social Media Team, and Bicycle Team. The Woodland Police Department prides itself in being a service-orientated agency using a Community Oriented Policing model and Intelligence Led Policing (ILP) strategy. The Woodland Police Department welcomes and practices constant community engagement, outreach, and activism. The City's Police Activities League (PAL) was formed and is led by Woodland Police personnel who place an emphasis on providing accessible and healthy activities for the city's youth.
ABOUT THE CITY
Woodland is a city of approximately 60,000 residents. Incorporated in 1871, Woodland is conveniently located on I-5 just 12 miles northwest of Sacramento and 9 miles north of U.C. Davis. Woodland’s primary business is agriculture and light industrial, including distribution centers for Target, True Value, and Walgreens. Woodland has a community college, 2 senior high schools, 2 junior high schools, and 12 elementary schools in the public school district, supplemented by five private schools, grades K through 12. The area offers various recreation possibilities: water skiing and boating on the Sacramento River, Lake Berryessa, and Lake Folsom; skiing in the Sierras, hunting and fishing; five golf courses; and many other youth and adult oriented recreations.
ESSENTIAL JOB FUNCTIONS
As a Police Officer Recruit, the Recruit will attend a Peace Officer Standards and Training (P.O.S.T), a certified basic academy during regular academy hours, and any other scheduled departmental and academy exercise activities. Successful completion of the academy is required to continue employment and be promoted to Police Officer. General Supervision will be provided by supervisory Police Department personnel, both sworn and civilian, and P.O.S.T. Academy staff. No direct supervision of staff is exercised.
QUALIFICATIONS
Education: Equivalent to graduation from an accredited U.S. high school; passing score on the General Education Development (GED) test; or possession of a two-year, four-year, or advanced degree from an accredited college or university.
License or Certificate: Possession of a valid California Class C driver's license with an acceptable driving record.
Environment: The candidate will train in a high-stress police-training academy; indoor classrooms and outdoor physical agility course; exposed to noise, smoke, and inclement
Physical: Physical health, strength, stature, and agility to meet the physical demands of police work as determined by an agility test and a pre-employment physical exam.
Vision: See in the normal visual range with or without correction.
Hearing: Hear in the normal audio range with or without correction.
Age: Must be 21 years of age upon completion of the academy.
Citizenship: A candidate must be legally authorized to work in the United States under federal law at the time of appointment. (Applicants may be in the process of obtaining legal authorization upon application, but will need to show proof of legal authorization to work in the U.S. under federal law before being accepted into the Academy)
Conduct: No felony convictions and good personal conduct. During the Background Investigation, a candidate is evaluated relative to an established set of automatic disqualification criteria. Candidates are asked questions relating to the RECENCY AND FREQUENCY of traffic citations, at-fault automobile collisions, illegal drug usage, arrests, and convictions.

SPECIAL REQUIREMENTS
Applicants for the Police Officer Recruit position must pass the POST Entry-Level Law Enforcement Test Battery (PELLETB) with a minimum T-Score of 45 and must pass all components of the Physical Agility Test-Work Sample Test Battery (WSTB) with a minimum score of 320.
- If taken within the past 12 months, applicants may submit evidence of a P.O.S.T. Certified PELLETB test score with a score equal to or greater than a T-45 with the application to be considered for this recruitment.
- Woodland Police Department will accept previously received Physical Agility Test-Work Sample Test Battery (WSTB) scores if it is in an official format and less than 6 months old.
Test Details:
1) Written Test - POST Entry-Level Law Enforcement Test Battery (PELLETB) - This test must be completed in less than 2.5 hours, and it must be passed with a minimum T-Score of 45. The areas covered by the test include:
- Spelling - Select the correct spelling of a word from a list of options
- Vocabulary - Select the correct meaning of a word from a list of options
- Clarity - Select the sentence that is most clearly written from a pair of options
- Reading - Read a passage and answer questions about the passage's content
- CLOZE - Use contextual clues to complete a passage that contains missing words
2) Physical Agility Test - Work Sample Test Battery (WSTB) - This test consists of five individually timed and weighted events, and the minimum passing score is 320 (Important – POST Academies may require a higher standard). The events include:
- 99-yard obstacle course with sharp turns and up to 34-inch high obstacles
- 165-pound body drag for 32 feet
- 6-foot chain link fence climb
- 6-foot solid wall climb
- 500-yard run
Test Date:
Woodland Police Department will offer the WSTB tests on an ongoing basis. Candidates will be notified of test dates and times once they have applied.
Eligible List Placement:
Applicants for this position must take and pass the Physical Agility - Work Sample Test Battery (pass/fail), and the POST Entry-level Law Enforcement Test Battery (PELLETB) with a minimum T-score of 45 (weight: 100%). Those applicants who pass both the PELLETB and Physical Agility test (WSTB) will be invited to participate in a panel interview. Applicants who successfully pass the panel interview will be placed on an eligibility list and may be selected to participate in a final interview with the Chief of Police.

Those candidates who pass both the written and physical agility tests will be invited to participate in a panel interview. Candidates successful in the testing process will be placed on the eligibility list. Candidates selected to continue in the process must successfully complete the following:
• Personal history background check
• Fingerprint examination with no felony or domestic violence convictions
• An interview with members of the Command Staff
• Pre-employment psychological testing and medical examination

The City will also conduct a background check on the candidate prior to appointment to a position within this class.
