The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst in the State Budget unit of the Budget Services Sacramento office.

The Senior Fiscal Analyst provides advanced, complex, and specialized analytical and technical budget support to the Judicial Council Facilities Services Capital Outlay program. This position provides fiscal oversight for capital outlay projects and manages the ongoing project close-out activities. Fiscal oversight responsibilities include analyzing and preparing statewide budget reports for management, controlling capital outlay appropriations, reviewing and coding requisitions, preparing and reviewing Capital Outlay budget change proposals (COBCPs), reviewing the updated five-year capital outlay plan, and managing the bond sale process. The position conducts monthly fiscal forecasting for each project by appropriation, line item, and category of expense, that are completed three times a year for every project. In addition, the position manages the twice-yearly bond sales process, a 3.5 month cycle involving extensive preparation, detailed bond document review, meeting participation, and coordination with the Judicial Council Facilities Program, Department of Finance, the State Treasurer’s Office, Judicial Council Legal services, and the tenant courts. The position also prepares and reviews budget documents and fiscal displays containing Capital Outlay budget data for inclusion in the budget galley, published three times per year, and provides backup support to other areas within the State Budget Unit.

RESPONSIBILITIES

The City of San Mateo Public Works Department is looking for Senior Engineers!

The Department?

The Public Works Department is comprised of Regulatory Compliance, Engineering, Field Maintenance, Facilities/Fleet, Wastewater Treatment, and Asset Management Divisions. The Position

One (1) vacancy will focus on general capital improvement projects (streets, storm, bridges, etc.), one (1) vacancy will focus on construction and maintenance of facilities at the wastewater treatment plant, and one (1) vacancy will focus on private development reviews.

The Senior Engineers in the Capital Improvement Program (CIP) and Wastewater Treatment Plant (WWTP) sections supervise and participate in the conduct of complicated engineering planning, design, and investigation activities. The Senior Engineer in the Development Services (DS) section will lead staff, consultants, and applicants through the private development permitting processes.

Some duties may include, but are not limited to, the following:

• Supervise and participate in the development of designs, plans, specifications, and estimates for the construction of public works projects.
• Coordinate with contractors, construction managers, construction inspectors, and the design engineers to resolve issues during construction.
• Coordinate with the staff at the WWTP especially the Plant Manager, Operations Superintendent, and Maintenance Superintendent to make sure the WWTP operations and maintenance needs are incorporated into the projects as well as the impacts to ongoing operations during construction are considered and addressed.
• Inspect project sites to assist in solution of difficult problems; interpret specifications and City policy and make change orders.
• Review plans for construction prepared by private engineers.
• Check computations and specified materials for accuracy and compliance with regulations.
• Upgrade City standard plans and specifications; review subdivision and parcel maps.
• Serve as staff to a variety of City commissions, boards, and committees on public works engineering matters.
• Prepare periodic project status reports.
• Prepare various applications for state and federal grants.
• Review and make recommendations on technical reports and studies.
• Assist in the preparation of the capital improvement plan and budget.
• Participate in the selection and supervision of private professional engineers for the development of plans, specifications, studies, and reports.

The Position

Tri-City is looking for individuals to serve as a Psychiatric Technician I/II (Licensed) on a full-time basis for the MCCP. The MCCP Psychiatric Technician will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Psychiatric Technician will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

Tri-City’s MCCP operates 24/7 to provide crucial support in mobile crises. As such, the schedule will involve a 3/12 shift pattern, consisting of three twelve-hour days per workweek and one alternating eight-hour day every other week. Shifts may include evenings, weekends, daytime hours, and holidays.

The specific shift and schedule will be determined by the supervisor; however, the first one to two months of training will follow a 5-day-per-week, 40-hour-per-week schedule

Examples of shifts are included below:

• Day Shifts: 7:00 AM - 7:00 PM, 7:00 AM - 3:00 PM, 8:00 AM - 8:00 PM, or 8:00 AM - 4:00 PM
• Night Shifts: 7:00 PM - 7:00 AM, 7:00 PM - 3:00 AM, 8:00 PM - 8:00 AM, or 8:00 PM - 4:00 AM

Shift Rotation

Availability

• As our Mobile Crisis Care team provides critical support during community crises, it’s essential that members can respond promptly. To ensure timely response, team members must reside within a 30-minute commute to the Authority in heavy traffic. If selected, candidates who do not currently meet this requirement will be expected to relocate within four weeks of accepting the position.

This position is responsible for a variety of ongoing responsibilities, including, but are not limited to, the following:

Positions at the Psychiatric Technician I level may perform some of these duties and responsibilities in a learning capacity.

• Under the direction of clinical staff, provides medication management services to a caseload of clients in the office and in the field; ensures the proper acquisition and administration of medication.
• Provides education and training to clients, their families, and/or staff on the proper care and use of medications, including symptoms of, reactions to, or side effects of, specific medications; informs clients of the impact of abuse and/or misuse of medications.
• Conducts home/field visits to evaluate client’s physical environment and behavior such as anxiety, withdrawals, and behavioral health progression/regression.
• Takes and records measures of clients’ vital signs, physical condition, and behaviors; assists and observes clients self-dispense medication as prescribed by a psychiatrist and administers scheduled injections.

THE POSITION

Under general supervision of a Police Sergeant, the Reserve Police Officer is a sworn position assigned to field operations to patrol for the prevention and detection of crime and enforcement of laws and regulations within the philosophy of community oriented policing.  Incumbents are normally expected to solve most work problems independently and to refer to supervisory personnel only those matters which involve policy decisions, technical questions and unusual problems at the entry level and make recommendations at the advanced level.
