POSITION SUMMARY

Under supervision (Account Clerk I) or general supervision (Account Clerk II), performs a wide variety of responsible clerical and technical accounting work involved in performing financial record keeping and reporting duties in support of assigned accounting system, function, or program area including in the areas of utility billing, accounts receivable, accounts payable, payroll, business licenses, and revenue collection and cash management; provides information and assistance to the general public and City departments; maintains file and records; and performs a variety of clerical tasks relative to assigned area of responsibility.

This is a broad classification with individual positions assigned to specific functional areas; duties and assignments may overlap depending on the operational needs of the department and staffing levels.

DISTINGUISHING CHARACTERISTICS

Account Clerk I - This is the entry-level class in the Account Clerk series performing the more routine and less complex clerical accounting support and customer service assignments while learning City policies and procedures. Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Account Clerk II level and exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. This classification is flexibly staffed with Account Clerk II. Advancement to the “II” level is based on demonstrated proficiency in performing the assigned functions and is at the discretion of higher level supervisory or management staff.

Account Clerk II - This is the full journey level class within the Account Clerk series. Employees within this class are distinguished from the Account Clerk I by the performance of the full range of clerical accounting support duties as assigned including performing the full scope of clerical financial record keeping transactions, customer service functions, and related support duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class series are flexibly staffed and are generally filled by advancement from the “I” level, or when filled from the outside, require prior experience. Advancement to the “II” level is based on management judgment and/or certification or testing that validates the performance of the full range of job duties. This classification is distinguished from the Senior Account Clerk in that the latter is responsible for the more complex and difficult technical duties within the area of assignment and may provide lead direction to other Account Clerk positions.

1.       Perform a variety of responsible clerical accounting and financial office support duties in support of assigned accounting system, function, or program area including in the areas of utility billing, accounts receivable, accounts payable, payroll, business licenses, and revenue collection and cash management.

2.       Prepare, maintain, and/or verify a variety of accounting, financial, and statistical records, ledgers, logs, and files; gather, assemble, tabulate, enter, check, verify, balance, adjust, record, and file financial data; codes data according to prescribed accounting procedures; reviews information to ensure accurate reporting; resolve discrepancies; establish and maintain various files and records.

3.       Perform data entry; post receipts and other information to various city accounts and funds.

4.       Assist in the preparation of financial, accounting, and statistical statements, analyses, documents, and reports; assist other accounting staff and departmental management in the preparation of reports; gather and organize data.

5.       Prepare daily City deposits and post appropriate journal entries.

6.       Prepare and submit all warrants and warrant list for review and approval.

7.       Perform a full range of customer service duties related to area of assignment; provide information to the public and City staff requiring the use of judgment and the interpretation of policies, rules, and procedures.

The Director of Public Works is a regular, full-time, administrative, at-will, exempt position. Under general administrative direction, plans, directs, manages, and oversees the activities and operations of the Public Works Services Department including street maintenance, facility maintenance, landscape maintenance, equipment maintenance, wastewater collection and treatment, and water production and distribution; coordinates assigned activity with to other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

 

The ideal candidate will have a Public Works background with excellent communication skills, ability to cultivate positive relationships, approachable, responsive, and innovative.  The City is seeking a leader with emotional intelligence and knowledge of performance/change management to implement the City Council’s and City Manager’s vision.  Experience working with streets, wastewater, water distribution, parks, fleet, facilities, engineering workforce are desirable.

SUMMARY DESCRIPTION

Assume full management responsibility for all Public Works Department services and activities; manage the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommend and administer policies and procedures. 2. Establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly. 3. Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes. 4. Plan, direct, and coordinate, through subordinate level staff, the Public Works Department’s work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; conduct field inspections of work-in-progress and completed projects; ensure the maintenance of safe working conditions and good housekeeping practices; meet with key staff to identify and resolve problems. 5. Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary. 8. Keep informed of the status and availability of necessary tools, equipment, and material to ensure availability in advance of need; ensure that material and equipment are properly stored, protected, and maintained; initiate purchases of equipment and supplies required for the Department; coordinate and approve purchasing, bidding, and project cost estimation. 9. Provide staff assistance to the City Manager; prepare and present staff reports and other necessary correspondence. 10. Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary; provide periodic reports on department activities. 11. Represent the Public Works Department to other departments, elected officials, and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations. 12. Explain, justify, and defend department programs, policies, and activities; negotiate and resolve sensitive and controversial issues. 13. Participate on a variety of boards, commissions, and committees including City Council meetings. 14. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to the operation and maintenance of the City’s infrastructure; incorporate new developments as appropriate. 15. QUALIFICATIONS

Knowledge of: Operations, services, and activities of a comprehensive public works operations and maintenance program. Advanced principles and practices involved in the operation and maintenance of City infrastructure including: street, sidewalk, and storm drain maintenance; park and facility maintenance; wastewater collection system maintenance; wastewater treatment and disposal; water supply and distribution system maintenance; vehicle and equipment maintenance; and other services and activities related to the operation and maintenance of the City’s infrastructure. Operational characteristics of maintenance and construction equipment and tools used in the area of assignment. Advanced principles and practices of program development and administration. Principles and practices of municipal budget preparation and administration. Principles of supervision, training and performance evaluation Pertinent federal, state, and local laws, codes, and regulations. Principles of preventive maintenance programs. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: A Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, construction management, engineering, or a related field.

Experience: Eight years of increasingly responsible experience in public sector construction management, public works maintenance management, or related activity including three years of management and administrative responsibility in a municipal setting. License or Certificate: Possession of an appropriate, valid driver’s license.

This recruitment seeks a team to support the City Clerk in a citywide digitizing project involving historical files, records, maps, drawings, and related materials.  The project is in progress and will likely run through June/July with team members working between 16~36 hours per week, depending on their availability and preferences.  Team members will work collaboratively in groups of three to four and must have the ability to lift and move boxes weighing up to 25 pounds.

THE POSITION Under general supervision, this non-sworn, non-peace officer position performs assignments involving responsible public contact work in crime prevention and delivers non-emergency police services; to include Public Safety (emergency/non-emergency) Radio Comm for Police & Fire responders; also performs related duties as required.

 

Prerequisites / Qualifications

DIVISION ASSIGNMENTS AND TYPICAL DUTIES

Parks Maintenance Division with Public Works: Responsibilities may include trash collection, graffiti removal, weed abatement, irrigation repairs, and supervised operation of equipment such as blowers, weed/hedge trimmers, and mowers. Work supports the maintenance of City parks, landscaped areas, trees, and vegetation. 

 

Streets and Sewers Division with Public Works: Responsibilities may include trash collection, graffiti removal, clearing and repairing drainage facilities, street sign repair and replacement, road and curb painting, pothole and asphalt repairs, and related maintenance tasks.

 

Maintenance Division with SASM: Responsibilities may include assisting with maintenance of wastewater treatment equipment and facilities, supporting mechanical repairs, cleaning and preparing work areas, and helping ensure systems operate safely and efficiently. This assignment provides exposure to specialized tools, equipment, and processes used in wastewater treatment operations.

ABOUT THE POSITION

Under close supervision, the Seasonal Operations Aide provides entry-level support to an assigned department or division. This temporary role (up to 180 days) offers hands-on experience in operations, assisting staff with tasks such as maintenance, repair, cleaning, construction, and light equipment use. Duties may vary by program area and can include manual labor and tool handling.

Examples of Essential Job Functions (may include but are not limited to):

• Under direction, assist in the maintenance and upkeep of City facilities including but not limited to: parks, fields, SLP’s, streets, buildings, sewers, pools, playgrounds, and others.
• Under direction, assist in the construction or installation of City infrastructure such as curbs, sidewalks, paths, railings, stairs, signs, etc.

DEFINITION: Under general supervision, provide personal fitness training to clients requesting service; maintain personal schedule at the front desk; enforce all rules and regulations pertaining to the safety and well being of all patrons; keep fitness floor tidy and clean. Perform related work as required, may include light cleaning and janitorial.

EXAMPLES OF DUTIES:

• Train clients safely according to current industry standards and training.
• Offer and conduct free fitness floor orientations to new customers during Fitness Floor shifts.
• Learn basic operation instruction for fitness equipment and teach these techniques to visitors. Provide corrective feedback and proper technique.
• Maintain certain class records and reports as required.
• Ensuring that a safe and healthy environment exists for exercising. Monitor guests’ activities in the fitness center.
• Enforce all rules and regulations.
• Recognize and respond professionally to emergencies, provide care as indicated under the scope of training.
• Assume assigned duties connected with care and maintenance of the facility.
• Provide basic maintenance, equipment care.
• Deal tactfully and courteously with the public.
• Establish and maintain effective working relationships with other city employees, other agencies, and the general public.
• Actively attend and participate in required staff training and in-service drills.
• Ability to communicate clearly both orally and in writing.
• The ability to speak English clearly and understandably.
• Perform related duties as required.

TRAINING & EXPERIENCE: Certified Personal Trainer required. Additionally, combination of education, training, and experience, that provides the required knowledge and abilities.  

PRE-EMPLOYMENT CONDITIONS: Candidates receiving a conditional job offer must pass a pre-placement fingerprint review. The employee must satisfactorily complete an evaluation period before obtaining regular status. Candidates must possess a current CPR/AED and First Aid certificate and be comfortable calling 911 in an emergency.
