• Experience in group instruction and one-on-one training is highly desirable. 

Knowledge and Skills

This position requires a knowledge of general fitness principles, exercise techniques, and wellness practices, instructing and motivating individuals or groups in a fitness setting, excellent communication to provide clear instruction and positive feedback and assessing client needs and creating individualized fitness programs. The position also requires ability to operate and maintain fitness equipment safely. 

Special Requirements:

The Opportunity:

To perform technical inspection and investigative work in enforcing compliance with laws, ordinances and regulations pertaining to the prevention and control of fires; and do related work as required. The Fire Prevention Inspector I/II position is flexibly staffed based on experience.

This is the entry level class in the Fire Prevention Inspection series. This class is distinguished from the Fire Prevention Inspector II by the performance of the more routine tasks and duties assigned to positions within the series including weed abatement and smoke detector inspections, which do not require prior specialized experience. What You’ll Do

The Wastewater Treatment Plant (WWTP) Mechanic I/II performs semi‑skilled and skilled work in the installation and repair of pumps, motors, chain drives, valves and related equipment and to do related work as required.  The WWTP Mechanic I is the entry level class in the Plant Mechanic series.  Positions in this class normally perform beginning level mechanical repair and maintenance work on a wide variety of wastewater quality control plant systems and equipment. Under this class series concept, positions assigned to the class of Plant Mechanic II may reasonably be filled at the Plant Mechanic I level.  The WWTP Mechanic II is the journey level class in the Plant Mechanic series. Positions assigned to this class are flexibly staffed and are expected to perform the most skilled repair and maintenance work and have a thorough knowledge of the operational characteristics, maintenance and repair methods and techniques and most typical system difficulties for the full range of equipment and operational systems in the plant. All positions assigned to this class require the ability to work independently, exercising judgment and initiative. Plant Mechanics II may also be expected to assist in the supervision of less experienced personnel.

Depending upon assignment, duties may include, but are not limited to the following:

• Operate machines and tools in repairing defective parts of pumps, compressors, generators, motors, lift stations, boilers and related mechanical equipment.

• Maintain accurate mechanical maintenance records.

• Install, repair, replace, and modify pumps, controllers, bearings, seals, hydraulic pipes, timing devices and assist in installing telemetering electrical equipment.

• Use a variety of power hand tools, cutting and welding equipment and electrical test equipment. Fully utilize the computerized work systems in accordance with work flow processes.

• Perform preventive maintenance on wastewater treatment plant mechanical and electrical equipment. Evaluate equipment performance and identify problem areas.

• Maintain stock inventory and adequate supply of replacement parts.

• Plant mechanics may be required to respond to emergency situations after normal working hours and be subject to serve on emergency stand-by alert and call out status on a rotational basis, including participation in rotating stand-by duties.

• Analyze or create documents, such as blueprints, markings, surveys, etc. to problem solve the most effective approach to a task.

• Verify the work of others for accuracy, proper work methods, techniques, and compliance.

• Formulate solutions to problems with equipment or operations, including logistics, operations, and processes.

• Draft operating procedures.

The Wastewater Treatment Plant Mechanic I/II receives supervision from the Wastewater Treatment Plant Maintenance Superintendent or Wastewater Treatment Plant Mechanic III as directed technical or functional supervision may be provided by higher level treatment plant maintenance personnel.  Assignments may require indirect supervision of less experienced plant maintenance personnel.

Nature of Work:

Incumbent must be willing to work a 40-hour week as determined by the department. The position may also require sufficient physical strength and coordination for lifting, pushing, pulling and/or carrying the weight of computer systems equipment. The position may also require the following: bending, stooping and/or crawling in order to install or repair computer systems hardware, hand/eye coordination and manual dexterity for taking apart casings, installing parts and reconnecting computer systems hardware.

Incumbent will comply with the telecommuting policy at the SFMTA with four (4) days on-site. However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.

MINIMUM QUALIFICATIONS

1. Education: An associate degree from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units; AND
2. Five (5) years of experience managing and monitoring a network environment; AND
3. Five (5) years of experience with network security technologies, such as firewalls, VPNs, and intrusion detection systems; AND
4. Three (3) years of experience managing and/or supervising technical personnel.

Substitution:

Additional experience as described above in MQ #2 may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/ forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units

What You’ll Do
The Development Review Technician I/II/Senior performs a wide variety of technical, paraprofessional support, and customer service duties related to building permits and development or planning applications; serves the public at the Community Development Department Permit Center; and performs other related work as required. 

Development Review Technician I - This is the entry level class in the Development Review Technician series that allows the employee to develop journey-level knowledge and skills. Positions in this class typically have little or no directly related work experience. The Development Review Technician I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned. Employees are expected to demonstrate proficiency and advance to the Development Review Technician II classification. Development Review Technician I receives immediate supervision from the Permit Center Supervisor or higher-level department personnel and may receive training and guidance from a Development Review Technician II or Senior Development Review Technician.

Development Review Technician II - This is the journey level class in the Development Review Technician series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. They may assist with training of employees in the Development Review Technician I classifications and perform more difficult and complex duties. The Development Review Technician II receives general supervision from the Permit Center Supervisor or higher-level department personnel and may receive technical and functional lead direction from a Senior Development Review Technician. May provide training and guidance to Development Review Technician I.

Senior Development Review Technician – This is the advanced journey level in the Development Review Technician series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the most difficult and complex duties and serve as a lead worker to employees in the Development Review Technician I and Development Review Technician II classifications. Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility. Senior Development Review Technician receives direction from the Permit Center Supervisor or higher-level department personnel. Serves as a lead worker over Development Review Technicians I/II.

The Senior Development Review Technician is a flexibly staffed classification, and positions are generally filled by advancement from the journey level class of Development Review Technician II through a competitive process, or, when filled from the outside, require prior and advance development review or permit technician work experience.

Depending upon assignment, duties may include, but are not limited to, the following: 

Development Review Technician I/II 

• Assist the public at the Permit Center, provide customer service in person, by phone or by email regarding building and development review submittal/application requirements, including but not limited to applicable fees, plan review, permitting, inspection processes and project status. 
• Screen and review building permit and development review applications for completeness; enter permit data into permitting software database; route plans and specifications to all applicable City departments and/or outside agencies for review, track plan review process 
• Compile building permit and related data as directed, prepare various reports. Review and issue permits for minor applications for conformance with ordinances, applicable state law and department's standards, policies, and guidelines. 
• Calculate various fees, prepare fee estimates and apply fees to permits or other development review billings. 
• Approve and issue over-the-counter permits. 
• Build and maintain positive working relationships with co-workers, other City employees and the public using practical principles of good customer service. 
• Foster an environment that embraces diversity, integrity, trust, and respect. 
• Be an integral team player, which involves flexibility, cooperation, and communication. 
• Perform related duties as assigned.

Senior Development Review Technician 
In addition to the duties listed above, duties may include the following: 

• Plan, prioritize, and review the work of staff assigned to a variety of development review support duties. 
• Assist the general public with questions regarding building and development review/permit requirements. 
• Accept building permit and development review applications, act as lead on complicated plan check input and questions. 
• Participate in evaluating the activities of staff, recommending improvements and modifications. 
• Coordinate and prepare counter coverage and daily/weekly task rotation schedules. 
• Provide and coordinate staff training; work with employees to correct deficiencies. 
• Compile building related data as directed; prepare various reports.

We have an exciting opportunity for a full-time Chief Building Official to join our team in Millbrae, San Mateo County.  

Reporting to the Community Development Director, you will help lead Millbrae’s growth by directing fieldwork, ensuring compliance with building regulations, facilitating major construction projects, and upholding high safety standards.

In addition to administrative duties, this customer-service-oriented position includes providing education and guidance to residents and contractors, performing hands-on plan checks and building inspections, and overseeing a support team of contracted permit technicians, plan checkers, and inspectors.

Definition: This division head classification is responsible for managing the City’s building inspection activities, enforcing the state building codes and regulations, plan check services and advising builders and homeowners on construction design and standards.

Essential Duties: Depending upon assignment, the duties of the Building Official include:

• Managing and directing the division staff. Through inspections, ensures that all structures comply with applicable state and local laws, codes and ordinances.  Ensuring prompt review of plans for proposed building construction or alterations, and the timely inspection of structures.
• Reviewing and recommending revisions of the City codes to comply with federal, state and local requirements.
• Developing policies and procedures designed to improve plan checking and the code enforcement program. Streamlining permit issuance procedures, when applicable, and developing updated forms as needed.
• Effectively monitoring division workloads to ensure adequate and timely plan checks and building inspections.
• Providing technical assistance and advice to architects, engineers, contractors and homeowners on matters pertaining to building plans, zoning regulations, construction methods, materials, procedures and building and related codes.
• Maintaining a competent and motivated work force by training, developing, disciplining and evaluating the performance of subordinates. Objectively and constructively evaluating the performance of subordinates, promptly apprizing subordinates of how well they are performing and/or in what specific areas they should seek improvement.
• Ensuring financial soundness of the division by developing, justifying and effectively managing the division budget.
• Generating monthly reports for the City Manager regarding building activity and workload, and other reports as necessary.  Maintaining work records related to the development of such reports.
• Responding to and resolving complaints from the public in a tactful and courteous manner.  Investigating problems to determine responsibility and methods for resolution as appropriate.
• Interpreting and making decisions on technical problems related to building, plumbing, electrical, mechanical codes and related federal, state and local laws and ordinances.
• Ensuring that checks and analysis of new construction and building alteration plans for residential, commercial, industrial buildings are done in a timely manner to ensure compliance with codes and policies. Ensuring plan checks accurately identify corrections, corrections notices are prepared and forwarded to applicant, maintaining plan check log for up to date information and current status of the plan check. Approving plans and issuing permits when appropriate.
• Maintaining and developing the electronic permitting and inspection system.
• Maintaining and developing the City street file system.

Special Requirements: Physical agility adequate to inspect construction sites.  Requires physical flexibility and dexterity, including the ability to continually stand, bend, stoop, reach and crouch.  Must be able to communicate effectively, both orally and in writing, hear voices and operate telephones.  Must have the ability to quickly and accurately see, review, and interpret plans and diagrams and make inspections.

Minimum Qualifications:

Knowledge of: Building, plumbing, electrical, and mechanical codes and ordinances enforced by the City; principals, practices and techniques of combination inspection, building materials, accepted safety standards; State laws regulating building construction and zoning; precautionary safety and fire prevention methods in occupancy of buildings; building construction and materials, particularly structural construction materials and specialized terminology used in connection therewith; general knowledge of accepted methods of training; and knowledge of the construction industry and of modern supervisory principals and practices.

Ability and skills: To direct the work of others; provide technical supervision and training to division staff; read and

quality control building plans, diagrams, specification and building codes; enforce laws, codes and regulations with tact;

maintain records and prepare clear and concise reports and correspondence; supervise plan checking; analyze facts and exercise good independent judgement; read, interpret and perform analysis of plans for various structures; formulate and apply uniform policies and standards for the building inspection program; deal tactfully and effectively with contractors and the public; learn, retain, interpret and use technical knowledge related to federal, state and local laws related to building codes. Communicate clearly and concisely, both orally and in writing. Establish, maintain and foster cooperative teamwork within the division, within various departments and other agencies that are associated with building construction.

Education and Training Guidelines: Sufficient education and experience to satisfactorily perform the duties of this classification. A typical qualifying background would be four (4) years of progressively responsible experience in combination inspections, including two (2) years at a supervisory level. An Associate of Arts or Science Degree in Building Inspection Technology or a bachelor’s degree in civil engineering or a related field is desirable.

Experience: Four (4) years of progressively responsible full-time experience as a Building Inspector with a Municipal Building Department with at least two (2) years in a supervisory position.

Supervision Exercised and Received: The Building Official supervises the Building Inspector/Plan Checker and the Permit Technician.  The Building Official reports to the Community Development Director. 

License: Must possess and maintain a valid California Operator’s License issued by the State Department of Motor Vehicles and a satisfactory driving record.

Certification: Must possess and maintain certifications by the International Conference of Building Officials (ICBO): Plans Examiner and Combination Inspector. Must possess, or obtain within one year of employment, certification by the International Code Council (ICC) as a Building Official. A Certified Access Specialist (CASp) certification is highly desirable. Registration as an architect, civil, or structural engineer is highly desirable.
