The Behavioral Health and Recovery Services Division of San Mateo County Health is seeking experienced individuals for the position of Residential Counselor I. Residential Counselors (RC) I will provide guidance, support, supervision, and direction to youth ages 12–18 who have experienced severe or repeated trauma and require intensive mental health services in a Short-Term Residential Therapeutic Program (STRTP) at the County’s Canyon Oaks Youth Center. The RC-I plays a key role in creating and maintaining a safe, stable, and therapeutic environment that supports healing and growth. This includes monitoring residents’ behavior, safety, health, and overall well-being, while fostering connection and responding to challenging behaviors with empathy.

RCs use trauma-informed practices to understand and respond to the underlying needs driving youth behavior, while recognizing the impact of trauma on development, relationships, and coping skills. They assist youth in setting and working towards realistic goals, encourage personal accountability, and model healthy communication, problem-solving, and emotional regulation. Through active participation, coaching, and encouragement, RCs guide residents in practicing life skills, strengthening self-regulation, and building confidence for their next steps.

As an RC, you will play a vital role in creating a safe, supportive, and positive environment for youth in our care. Your primary focus will be ensuring the physical and emotional safety of residents, providing day-to-day guidance, and assisting with daily routines and needs. Examples Of Duties

Residential Counselors are responsible for, but not limited to, the following:

• Supervising and engaging with youth by offering guidance, encouragement, and interventions that promote safety and well-being.
• Working alongside youth to find solutions when challenges arise, using redirection and interventions that emphasize teaching and guidance rather than punishment.
• Collaborating with the treatment team to develop, plan, and carry out individualized treatment plans that support each youth’s goals and needs.
• Working with the interdisciplinary team to understand the function of youth behaviors and to identify supportive strategies or coping mechanisms that best promote regulation and growth.
• Planning and leading recreational and skill-building activities including art, cooking and other activities.
• Providing flexible support in day treatment groups, taking on roles such as active participant, silent observer, or assistant to the facilitator.

• Using evidence-based practices to reinforce and encourage positive behavior, such as validation, positive reinforcement, trauma-informed de-escalation strategies, and skill-building interventions.
• Maintaining accurate records and documentation, including shift summaries, medication charts, youth cash and other resources, petty cash, youth personal belongings and clothing inventory and other records.
• Collaborating with day treatment and other program staff to implement treatment and educational strategies and interventions that support individualized goals.
• Ensuring completion of all household and medical routines; supervise and encourage positive hygiene practices of youth.
• Administering first aid, prepare and provide prescribed medication in accordance with protocols and obtain medical care as needed.
• Driving youth to various appointments, community activities, and recreational outings on a regular basis.
• Performing related duties as assigned.

In addition to the above, during the overnight shift, residential counselors must:

• Remain fully awake and alert throughout the entire shift.
• Ensure the facility remains secure while maintaining a calm and comforting environment for youth.
• Conduct and document regular night-time bedroom checks to ensure youth are resting safely.
• Provide support and reassurance to youth experiencing emotional distress or difficulty sleeping.
• Perform necessary housekeeping chores assigned.

IDEAL CANDIDATE
The facility operates 24 hours a day, 7 days a week. The ideal candidate will have the flexibility to work a variety of shifts, including daytime, swing, and overnight within a 40-hour work week (8 hours per day, 5 days per week) and scheduled any day from Sunday through Saturday.

This program only uses physical interventions as a last resort to prevent serious injury or in situations requiring life-saving measures. Residential Counselors must pass emergency intervention training which includes a written and physical hands-on competency examination; annual examinations are conducted to maintain certification.

The ideal candidate will possess:

• A Bachelor's degree in Psychology, Sociology, Education, Counseling, Child Development or related fields.
• Knowledge of trauma-informed care principles, including awareness of the impact of trauma on behavior and development
• Training and experience in managing assaultive behavior and physical restraint.
• A minimum of one year's experience providing direct supervision of youth in a residential treatment setting working with adolescents.
• A California Driver's License in good standing.

IMPORTANT: (COYC) is a Short Term Residential Therapeutic Program and by law, requires employees to obtain and maintain security clearance and be bondable. Any prior criminal conviction since your 18th birthday (excluding marijuana-related offenses that are older than two years as listed in the California Labor Code 432.8) will result in a denial of your security clearance by the Community Care Licensing agency. The Position

The City of Fremont's Human Services Department is seeking temporary employees to work evening shifts, from 5:00 p.m. – 9:00 p.m. during winter months (approximately October 13, 2025, through April 30, 2026). This position plays a vital role in supporting the temporary Winter Relief emergency shelter program, which provides a safe and welcoming environment for individuals and families experiencing homelessness.

Winter Relief Monitors will work under the direction of a Senior Program Coordinator and be responsible for up to 20 hours of work per week.

Training will include topics including harm reduction, de-escalation, Critical Time Intervention (CTI), and local community-based resources.

The Department

The Position

The Clinical Supervisor will provide clinical and administrative leadership to the Aging and Family Services Division. The mission of the Aging and Family Services Division is to foster a high quality of life for older adults through its Senior Support Services. The Senior Support Services employs a team of caring professionals from diverse backgrounds which include social workers, a public health nurse, counselors, and peers who will work closely with other department staff to provide cohesive wrap-around services for older adults and their families.

The Multipurpose Senior Service Program (MSSP) Case Manager will perform professional and clinical social work tasks and duties for older adults living with complex medical conditions to assist them to obtain optimum health, financial, and/or social services. As a member of the Human Services Department, this position reports to a Clinical Supervisor in the Aging and Family Services Division.

This is a regular, part-time position (32 hours/week) and will receive pro-rated benefits.

THE POSITION: 

The City of Hayward is excited to announce its recruitment for the position of Mobile Mental Health Clinician. Under general direction, the Mobile Mental Health Clinician provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, and case management services as part of the City’s Hayward Evaluation and Response Teams (HEART) Program improving public safety responses to people experiencing mental illness, substance use disorders and homelessness.

THE PROGRAM

The Hayward Evaluation and Response Teams (HEART) Program is a cross departmental program between the Hayward City Manager’s Office, Police, and Fire Departments and Alameda County Behavioral Health Care Services developed to improve access to medical, mental health, and other support services.  The HEART program aims to achieve two main goals: 1) to reduce the need for police officers to intervene in calls for service involving people experiencing chronic mental illness, substance use disorders, and homelessness and 2) to reduce reliance on emergency services for individuals needing long-term case management and follow-up services.  HEART consists of three distinct response teams: the Mobile Integrated Health Unit (MIHU) made up of Hayward Fire Department Community Paramedics; the Hayward Mobile Evaluation Team (HMET) which pairs a specially trained Hayward Police Officer with an Alameda County behavioral health clinician; and the Case Management and Mental Health Linkages Team (LINK) consisting of Mobile Mental Health Clinicians and a Lead Program Assistant (Case Manager).

The Department

The Team

The Mobile Evaluation Team (MET) is a co-responder team comprised of officers from the Fremont Police Department, Crisis Intervention Clinicians from the City of Fremont Human Services Department, and Social Workers from Washington Hospital Healthcare System. MET is a predominantly field-based team that provides comprehensive and compassionate services to Fremont’s most vulnerable populations, including community members experiencing homelessness and/ or mental illness. MET provides crisis intervention and de-escalation, guidance and encouragement, and connects community members needing assistance with local mental health and homeless service providers. MET works to support community members, engaged in services, to pursue healthy outcomes. MET provides resources to homeless encampment areas, sometimes in conjunction with City abatement activities.

The team coordinates their efforts and interfaces with other service agencies working with the same population(s). Collaboration is key to the success of the MET program.

The Positions

There are currently two positions available within the Human Services Department, working as members of the City’s Mobile Evaluation Team (MET).

The two positions will be cross-trained and will work collaboratively with each other to provide complementary services to the community as each position will have a different primary focus. Both positions will be supervised by the FRC Clinical Supervisor who , with the MET Sergeant, will structure training and team building opportunities for both Crisis Intervention Specialists. Both Crisis Intervention Specialists are expected to become familiar in the utilization of HMIS (Homeless Management Information System) with the ability to update data, and with Alameda County’s Coordinated Entry System (CES) and Community Health Record (CHR). Both Clinicians will also be trained to utilize and record pertinent data in the Human Service Department’s Electronic Data Base: My Evolv.

Position 1: Crisis Intervention Specialist (Mental Health Response)

This position will receive assignments and field supervision from the MET Sergeant in the Police Department, with many calls for service coming directly through the Police Dispatch System. Most of the work will be conducted in the field. This position will be working and riding in tandem, with the Police Department’s compliment of MET officers, on calls which may require intervention and assessment for 5150 status. The Crisis intervention Specialist responding to Mental Health Crisis calls will be responsible for facilitating client connections to and assisting with appropriate placements for those needing stabilization services. This position will coordinate with ACCESS, outpatient and residential programs. Follow-up with clients and family members will also be conducted to provide on-going support and resources, as needed. This may also respond to calls related to homelessness complaints or, prior to abatement activities. The incumbent in this position must be comfortable working within the police command structure and the unique law enforcement culture where trust and follow-through are essential elements of the job.

Position 2: Crisis Intervention Specialist (Homelessness Response/Outreach)

This position will primarily focus on working with the homeless population and is expected to carry a small caseload of homeless clients (for up to 90 days) who are pursuing housing stability services or until client is transferred to a more long-term case manager or housing navigator. This position will work with clients who may also need a variety of medical, mental health, SUD, educational and other social services.

Assignments will be coordinated by the FRC Clinical Supervisor who will be working closely with both the Homeless Services Manager in the City Manager’s office, the FRC Clinical Supervisor focusing on Housing Navigation and Sustainability Services and the MET Sergeant in the Police Department. If there is no crisis situation, the two Crisis Intervention Specialists, or a Crisis Intervention Specialist and a Social Worker, may be deployed through Human Services to provide client outreach and follow-up services. Additionally, both Crisis Intervention Specialist(s) may also be asked to accompany a Code Enforcement Officer, or Environmental Services Specialist or member of the Fire Department to provide information and resources to homeless residents.

• Accompany or assist clients in accessing needed services and advocates on their behalf.
• Work to maintain an updated resource list outlining services and programs to support client population.
• Develop and maintain strong working relationships with staff in the Police and Human Services Department, other City Departments, hospitals, health care professionals, family service providers, the Family Resource Center, homeless/housing service providers and the community at large.

Crisis Intervention Specialist (Homelessness Response/Outreach)

• Provide harm reduction education and supply distribution to encampments and unsheltered individuals
• Coordinate outreach and follow up to locations identified by City staff, Council and community members.
• Develop safety plans.
• Establish a health home, including arranging required transportation to and from services.
• Conduct housing problem solving and housing assessment, as part of Alameda County’s Coordinated Entry System assessments at locations where client is comfortable, and which are easily accessible.
• Assist with housing applications and documentation procurement, as needed to obtain housing.
• Utilize Alameda County’s Homeless Management Information System (HMIS) to enter, retrieve and update data.
• On an as needed basis, this position may also be asked to fulfill the role of the Crisis Intervention Specialist, assigned to the Police Department, focused on Mental Health interventions and will be trained and expected to follow appropriate police safety protocols when riding with a Police Officer.

Crisis Intervention Specialist (Mental Health Response)

• In response to crisis calls through the Police Department, the Crisis Intervention Specialist will normally be deployed with a police officer and will be trained on and follow appropriate police protocols.
• Conduct wellness checks.
• Develop safety plans.
• Provide medication support.
• Where there is no crisis situation, two Crisis Intervention Specialists, or a Crisis Intervention Specialist and a Social Worker, may be deployed through Human Services to provide client outreach and follow-up services. Additionally, a Crisis Intervention Specialist may also be asked to accompany a Code Enforcement Officer, or Environmental Services Specialist or member of the Fire Department to provide information and resources to homeless residents.
• Receive client referrals or duty assignments through Police Dispatch or the MET Sergeant.

The County of Yuba is recruiting for the position of Social Worker III/III Master’s Level in the Child and Adult Protective Services Division of the Health & Human Services Department in an effort to establish an eligibility list for future vacancies. Under general supervision, incumbents are fully competent to independently perform the most complex and sensitive social services case work by providing a variety of services to County residents; identify, access and document abuse and neglect cases; provide counseling and support services to children and parents; refer clients to services; prepare detailed, complex court documents and testify in court as required; and perform related work as assigned. General Description

As a Mental Health Counselor in the Human Services Department, incumbents will provide a full range of culturally responsive intake assessments, individual, family and group counseling, and crisis intervention services to enhance the mental health of those in need.

The Counselor is part of a larger Human Services team that includes psychologists, nurses, social work case managers, a family partner (peer support specialist), substance use disorder intervention specialists, and interns. Counselors receive continuous clinical training, consultation and professional development opportunities and receive supervision from a Clinical Supervisor.

The current vacancy is for a part-time (20 hours per week) position is the Youth and Family Services (YFS) Division with prorated benefits working with children, youth, and their families.

Examples of Duties

• Conduct intake assessment which includes, psycho-social functioning, family and peer relationships, cultural/language needs and family strengths; develop care plans that respond to the individual’s or families’ values and strengths.
• Establish clinical diagnoses and identify list of problems and needs.

• Conduct classes and give presentations to community organizations as assigned.
• Conduct services where client is most comfortable and are most appropriate including office-based sessions, field based, hospital, telehealth, school and home-based sessions.
