The Community Development Department is staffed by 50 employees. The Department, which is divided into four divisions: Building, Code Enforcement, Housing and Planning, provides a broad range of functions relating to the development of the community.  The Planning Division provides long-range planning and review of applications for new developments.  The Code Enforcement Division provides maintenance of the city’s neighborhoods.  The Housing Division provides development and administration of affordable housing programs.  The Building Division provides construction permit review, issuance, and inspection for residential and commercial structures. The Building Division is currently seeking to fill a vacancy for the position of Building Inspector I/II.

What You’ll Do

To conduct inspections of routine and intricate structural and building systems during different phases of construction, modification, and repair projects; to collaborate with other departments and conduct investigations to ensure adherence to housing, zoning, environmental, and overall land use regulations; to assist in the examination of building plans and specifications; to maintain accurate records utilizing software and computer systems; and to perform related tasks as necessary.

EXAMPLES OF DUTIES ‑ Depending upon assignment, duties may include, but are not limited to, the following:

Building Inspector I/II

• Conduct combination field inspections of industrial, commercial, and residential buildings during various stages of construction and remodeling; ensure proper and safe installations of routine and complex building systems; ensure building progress conforms to all applicable California Building Standards (Title 24, California Code of Regulations), City adopted codes and ordinances, and pertinent provisions of Federal, State and County health and environmental ordinances.
• Respond to emergencies when called upon by supervisor, or emergency dispatchers, to assist as technical expert in evaluation of safety.
• Issue permits for work to be performed.
• Review plans and specifications.
• Assist in the plan checking of residential and commercial projects.
• Participate in Fire Department and County Health Department inspections as required in one or more inspection disciplines such as electrical, plumbing, or mechanical.
• Coordinate inspection activities with other City departments to ensure compliance with conditions attached to projects by the Development Review Board, the Planning Commission or the City Council.
• Conduct inspections with the Code Enforcement officers to verify complaints and/or conditions violating building and zoning codes; conduct follow up inspections to check and verify that conditions are completed.
• Conduct inspections, prepare reports and serve as needed to assist the City Attorney in legal actions initiated by the Building Division.
• Respond to and resolve citizen inquiries and complaints regarding the City's building inspection function.
• Advise property owners, contractors, and others on matters relevant to construction and repair methods and materials; interprets codes and regulations and explains inspection programs; investigates and resolves complaints and problems.
• Retrieve, investigate and analyze building, assessor's parcels, files and other computerized records from computer database as required.
• Confer with architects, contractors, builders and the general public in the field and office; explain and interpret requirements and restrictions; review reports from special inspection agencies, engineers, and architects relating to specific projects.
• Maintain accurate and detailed records and prepare reports.
• Monitor compliance, including after violations.
• Provide public assistance and information over the counter.
• Conduct review of complex technical documents for conformance with accuracy, industry standards, codes, ordinances, and regulations.
• Prepare reports, warning letters, citations, calculations, analysis, grants, diagrams, or technical materials for City, City Committees, public vendor, state and federal filings, and advisory reports.
• Participate in the development of policies and procedures and make recommendations on programs and projects.
• Proficient in using computer software and specialized equipment relevant to job duties.

The City of Foster City is seeking a highly skilled and experienced Principal Building Inspector who is knowledgeable of Building codes and local ordinances to join the Building Division of our Community Development Department. The Department consists of Building, Planning, and Code Enforcement Divisions and is headed by Community Development Director. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Graduation from high school or the equivalent. A desired course of additional education would include two (2) years of college course work in Civil Engineering, Architecture, Building Inspection, or completion of an Apprenticeship Program in a building construction related field.

Experience: Four (4) years of experience including a minimum of two (2) years of full-time plan check experience and two (2) years of progressively increasing responsibility in a variety of municipal building inspection work. Each year of college education in building construction, engineering, drafting, architecture or related courses may substitute for a year of experience.

Licenses, Certificates, Registration

• Possession of a valid California Class C Driver’s License may be required at the time of appointment. For positions where the ability to drive is not an essential function, the employee must be able to arrange reliable and timely transportation through private or public transportation for attendance at off-site meetings, events, and trainings.
• Possession of the International Code Council (I.C.C.) Full Combination Building Inspector Certificate is required at the time of appointment.
• Incumbents must acquire an ICC Plans Examiner Certificate within one year of hiring.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Community Development Department will make the hiring decision.

San Mateo Consolidated Fire Department

The San Mateo Consolidated Fire Department commenced operations on January 13, 2019 and serves the cities of Belmont, Foster City, and San Mateo as a Joint Powers Authority. The Department collectively has ten engines and two trucks operating out of nine fire stations. There are 164 full-time employees assigned to one of the following divisions: Administration, Community Risk Reduction, and Fire Operations. The Department serves nearly 161,000 residents daily with a day-time population around 230,000. The Opportunity:

To perform technical inspection and investigative work in enforcing compliance with laws, ordinances and regulations pertaining to the prevention and control of fires; and do related work as required. The Fire Prevention Inspector I/II position is flexibly staffed based on experience.

This is the entry level class in the Fire Prevention Inspection series. This class is distinguished from the Fire Prevention Inspector II by the performance of the more routine tasks and duties assigned to positions within the series including weed abatement and smoke detector inspections, which do not require prior specialized experience. Generally, work is observed and reviewed both during performance and upon completion, and changes in procedures and exceptions to rules are explained in detail as they arise. Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

What You’ll Do:

• Interpret and enforce provisions of fire prevention and fire safety laws, ordinances, and other regulations.
• Perform periodic inspections of new and existing buildings, structures and installations requiring fire clearances; identify fire hazards; recommend corrective actions; perform follow-up inspections to see that corrective actions have been taken.
• Investigate complaints pertaining to violation of fire prevention laws; issue correction orders as necessary.
• Investigate fires; secure fire scenes; identify types of fires; investigate causes of fire; collect, prepare, and present evidence; interview witnesses and suspects; write fire investigations; testify in court when required.
• Provide information to the public concerning the fire prevention practices and procedures; develop and conduct training programs and group presentations relative to fire prevention and fire investigation.
• Instruct fire suppression crews about code interpretation and inspection techniques regarding fire prevention.
• Draw and prepare diagrams of buildings for pre-fire planning and fire inspections.
• Check building plans for code compliance, consult with architects and developers regarding problems and solutions.
• Perform tests on water flow, sprinkler and fire alarms and elevator return systems; certify smoke detectors.
• Prepare records and reports.
• Provide information to the public in forums and meetings.
• Perform related duties and responsibilities as required.

Under general supervision, the Plan Checker performs professional work in checking plans, calculations, specifications, technical reports, and other submittal documents for compliance with state and local building codes, ordinances, regulations and energy standards; receives and checks plans and designs new and remodeled commercial, industrial, and residential buildings to ensure compliance; assists inspectors, contractors, design professionals, and the public regarding construction requirements; performs related work as required.

Examples of typical job functions:

• Checks for compliance with requirements of applicable state and local codes and ordinances relating to architecture, and plumbing, mechanical, electrical, and energy systems.
• Uses digital plan review or other prescribed method to assist in the review of building plans and specifications and permit tracking software during the building permit process.
• Drafts plan review comments relative to code requirements in a matter that is technically sufficient for the professional and fundamentally understandable by the owner or builder.
• Provides expedited plan check services at the customer counter.
• Assists with and participates in the meetings between design professional, owners, builders, and others to explain, clarify and/or discuss comments on the submitted projects.
• Works with other state and county departments to ensure a complete and accurate plan review.
• Identifies project data necessary for permit processing such as project valuations type of construction, use, quantity, building size and provides that information in an easily understandable format to permit processing staff.
• Communicates with field inspectors, permit technicians and other departments to gain additional knowledge on projects that might affect the permit process to coordinate project if needed.
• Prepares plan review reports, comment sheets, and correspondence noting plan deficiencies and building code enforcement issues; maintains records of plan checking activities.
• Refers to a variety of manuals, documents and books including California Building Standards Code and reference documents and ICC Research Reports.
• Responds to public inquiries over the telephone, email or at the counter concerning questions regarding permit processing, building, or other construction-related questions; assists applicants in achieving compliance with various codes and regulations.
• Attends meetings to review and discuss plans, documents, and code requirements; performs field reviews as necessary.
• Conduct plan checks on commercial and residential projects.
• Maintains accurate records, reports, and tracks ongoing activities and outcomes.

The Public Works Department is responsible for operating, maintaining, and improving the City’s public infrastructure – streets, water, storm, public buildings, the City’s fleet, trees, parks, and traffic signals. The Department also reviews plans and inspects construction of public improvements to serve private residential and commercial development and plans the capital and operating budgets.

The Department is seeking to hire engineering and public administration interns to provide support for several programs as described below:

Woodside Fire Protection District has an exciting opportunity to join our Fire Prevention Department.

Under the supervision of the Fire Marshal or their designee, the Wildfire Defensible Space Inspector (Per Diem/Part- Time) supports wildfire prevention efforts across the District. This position is seasonal and ideal for those interested in public service, environmental safety, or fire prevention.

This part-time, per diem role is responsible for inspecting properties to ensure compliance with wildfire prevention and fuel mitigation requirements. You'll engage with residents, educate the public, and help reduce wildfire risk across the District.

All candidates that are given a conditional offer of employment are required to successfully pass a pre-employment background check with an agency designated by WFPD. You will also be required to provide a DMV Driving Record Report from the past 10 years.

Position Summary

Under general direction, performs responsible professional level engineering and administrative work in connection with a wide variety of engineering projects. May lead professional and paraprofessional engineering personnel engaged in the planning, design and construction phases of engineering projects.  Assist Directing Civil Engineer in training and providing guidance to Junior through Associate Engineer classifications and Inspector classifications. Responsibilities include: developing, coordinating and executing engineering methods and policies affecting a wide range of engineering activities; regular contact with professional engineering consultants, governmental agencies, involved communities and contractors in connection with complex and difficult engineering  matters; overall oversight and review of detailed and complex engineering calculations, plans, specifications and technical papers; and performs related duties as required.

Essential Responsibilities

• Prepares reports, calculations, design plans, specifications, schedules, cost estimates and other materials related to the planning, design and construction phases of engineering projects and refers them to their supervisor for final approval
• Prepares and refers to the District Engineer or designee, contract documents and agreements for the planning, design and construction phases of engineering projects with professional engineering consultants, contractors, utilities and governmental agencies
• Confers with other departments and agencies relative to engineering projects and work programs to ensure proper coordination of all related activities and responsibilities
• Makes field trips and inspections to resolve serious differences of opinion between engineers and contractors' representatives as they relate to design matters
• Conducts and attends conferences and meetings in connection with planning and design of improvement and construction projects
• Ability to use computers including proficiency with spreadsheets
• Prepares and leads the preparation of a variety of engineering calculations, data and reports in connection with planning, development, and construction of projects

Police Officer

Description:  Performs law enforcement and crime prevention work, controls traffic flow and enforces state and local regulations. Some essential duties are:

• Responds to calls for service and takes appropriate action to resolve problems

Qualifications: Must either be currently employed as a sworn Peace Officer in California and have successfully passed an FTO program, or have completed a Certified POST Basic Academy.

Education: Graduation from a U.S. High School or equivalent is required.  Additional education at the college level is preferred.

Licenses:  Possession of or the ability to obtain a valid California driver’s license by the time of hire, and ability to maintain the valid license.

Physical Requirement: Meet standards of adequate physical stature, endurance and agility. Vision: • 20/100 correctable to 20/30, with adequate depth perception and color vision. If soft contacts are worn, no limit on uncorrected distance visual acuity provided soft lenses have been worn for at least six months prior to the physical examination.

Background: • As part of the selection process, successful candidates will undergo a stringent background investigation which will include: confirming all information provided by the candidates, a polygraph test, fingerprinting, psychological and medical examinations, including a drug screening. Candidates may be disqualified at any point in this process. Felony Convictions: • State and Federal Law require that all Police Officers be free from felony conviction and domestic violence. Citizenship: • Applicants must be U.S. Citizens or resident aliens that are eligible and have applied for U.S. Citizenship.

SALARY:  Step A ($120,598.79) to Step E ($146,552.90) annually. Officers can earn up to an additional 27.5% above the base salary through qualifying incentives, such as specialty pay (5%), evening differential (5%), bilingual pay (5%), Master Officer pay (2.5%), and Master's degree incentive (10%). This results in potential annual compensation of approximately $153,763 at Step A to approximately $186,851 at Step E. 

ABOUT THE AIR DISTRICT

The Bay Area Air District (Air District) created in 1955, is the state’s first regional agency to regulate air pollution. The Air District was created during this time, as the air in the Bay Area was often unhealthy to breathe due to burning, vehicle exhaust, and factories polluting the air.

The Air District is tasked with regulating stationary sources of air pollution in the nine counties that surround the San Francisco Bay: Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, southwestern Solano, and southern Sonoma counties. It is governed by a 24-member Board of Directors composed of locally elected officials from each of the nine Bay Area counties, with the number of board members from each county being proportionate to its population.

The Board of Directors oversees policies, adopts regulations, and promotes and incentivizes clean air actions to reduce air pollution in communities within the Air District jurisdiction. The Board also appoints the Air District’s Executive Officer/Air Pollution Control Officer (EO/APCO), who implements these policies, gives direction to staff, and provides air quality thought leadership on a state, national and global scale. ABOUT THE POSITION

The Air District is currently accepting applications for the position of Deputy Executive Officer of Information Management. There is one (1) vacant full-time position. This at-will position is appointed by the Executive Officer/Air Pollution Control Officer and serves a term of three (3) years which may be extended.  

Under direction of the Executive Officer/Air Pollution Control Officer, the Deputy Executive Officer of Information Management provides high-level technical, policy, and strategic direction in the management of the Air District's programs and activities.  The position oversees the modernization of the Air District’s technology infrastructure, improvement of core business processes, and coordination of strategic cross-functional projects. It oversees the following functions:
 

Enterprise Technology Solutions
Enterprise Technology Solutions identifies, develops, and implements both custom and off-the-shelf technologies that enhance the Air District’s core operations. Key examples include systems, which enable permitting, inspection, and enforcement processes for regulated facilities, grants management tools, the Air District’s financial system, and the technology powering the public-facing website. Enterprise Technology Solutions works closely with other service areas to streamline business processes, promote innovation, and ensure that technology solutions effectively meet staff and community needs.

Information Services
Information Services is responsible for designing, implementing, and maintaining the Air District’s information technology infrastructure. This includes managing servers and networks, telecommunications, cybersecurity, business continuity, and disaster recovery systems. Information Services also provides user support to Air District staff and technical assistance to external stakeholders, ensuring seamless and secure access to online services. By focusing on resilience and continuous improvement, Information Services safeguards the Air District’s data and systems against evolving threats and disruptions and fosters effective implementation of initiatives to improve air quality, protect public health, and address environmental challenges in the Bay Area.

Strategic Innovation
The position will oversee additional projects that aim to modernize Air District operations and bring innovative solutions to advance the Air District’s mission. As an example, the 2024-2029 Strategic Plan guides the Air District’s work to address air quality issues more effectively, with a focus on communities most overburdened by air pollution. It also guides how to transform our organization to align more closely with our core values of environmental justice, equity, integrity, partnership, transparency, and trust. The City of Foster City is actively seeking a dedicated and responsible individual to join our team as a Building Services Assistant. In this role, you will provide physical set-up arrangements for classes, meetings, activities for public and private functions in the community buildings; assure security of buildings; and providing public information about recreation activities. This is a part-time, non-benefited position.

Education and Training Guidelines
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be: 

• Education: Completion of the tenth grade or equivalent.
• Experience: Providing public services, information or directions; or performing group function arrangements or coordination is desirable.

Special Requirements
Ability to lift and move chairs, tables and equipment up to 40 lbs.; work under minimal direct supervision; work flexible hours; remain calm and use good judgement in difficult and emergency situations; provide courteous public service; drive a car/van to other city facilities.
