We have an exciting opportunity for a full-time Chief Building Official to join our team in Millbrae, San Mateo County.  

Reporting to the Community Development Director, you will help lead Millbrae’s growth by directing fieldwork, ensuring compliance with building regulations, facilitating major construction projects, and upholding high safety standards.

In addition to administrative duties, this customer-service-oriented position includes providing education and guidance to residents and contractors, performing hands-on plan checks and building inspections, and overseeing a support team of contracted permit technicians, plan checkers, and inspectors.

Definition: This division head classification is responsible for managing the City’s building inspection activities, enforcing the state building codes and regulations, plan check services and advising builders and homeowners on construction design and standards.

Essential Duties: Depending upon assignment, the duties of the Building Official include:

• Managing and directing the division staff. Through inspections, ensures that all structures comply with applicable state and local laws, codes and ordinances.  Ensuring prompt review of plans for proposed building construction or alterations, and the timely inspection of structures.
• Reviewing and recommending revisions of the City codes to comply with federal, state and local requirements.
• Developing policies and procedures designed to improve plan checking and the code enforcement program. Streamlining permit issuance procedures, when applicable, and developing updated forms as needed.
• Effectively monitoring division workloads to ensure adequate and timely plan checks and building inspections.
• Providing technical assistance and advice to architects, engineers, contractors and homeowners on matters pertaining to building plans, zoning regulations, construction methods, materials, procedures and building and related codes.
• Maintaining a competent and motivated work force by training, developing, disciplining and evaluating the performance of subordinates. Objectively and constructively evaluating the performance of subordinates, promptly apprizing subordinates of how well they are performing and/or in what specific areas they should seek improvement.
• Ensuring financial soundness of the division by developing, justifying and effectively managing the division budget.
• Generating monthly reports for the City Manager regarding building activity and workload, and other reports as necessary.  Maintaining work records related to the development of such reports.
• Responding to and resolving complaints from the public in a tactful and courteous manner.  Investigating problems to determine responsibility and methods for resolution as appropriate.
• Interpreting and making decisions on technical problems related to building, plumbing, electrical, mechanical codes and related federal, state and local laws and ordinances.
• Ensuring that checks and analysis of new construction and building alteration plans for residential, commercial, industrial buildings are done in a timely manner to ensure compliance with codes and policies. Ensuring plan checks accurately identify corrections, corrections notices are prepared and forwarded to applicant, maintaining plan check log for up to date information and current status of the plan check. Approving plans and issuing permits when appropriate.
• Maintaining and developing the electronic permitting and inspection system.
• Maintaining and developing the City street file system.

Special Requirements: Physical agility adequate to inspect construction sites.  Requires physical flexibility and dexterity, including the ability to continually stand, bend, stoop, reach and crouch.  Must be able to communicate effectively, both orally and in writing, hear voices and operate telephones.  Must have the ability to quickly and accurately see, review, and interpret plans and diagrams and make inspections.

Minimum Qualifications:

Knowledge of: Building, plumbing, electrical, and mechanical codes and ordinances enforced by the City; principals, practices and techniques of combination inspection, building materials, accepted safety standards; State laws regulating building construction and zoning; precautionary safety and fire prevention methods in occupancy of buildings; building construction and materials, particularly structural construction materials and specialized terminology used in connection therewith; general knowledge of accepted methods of training; and knowledge of the construction industry and of modern supervisory principals and practices.

Ability and skills: To direct the work of others; provide technical supervision and training to division staff; read and

quality control building plans, diagrams, specification and building codes; enforce laws, codes and regulations with tact;

maintain records and prepare clear and concise reports and correspondence; supervise plan checking; analyze facts and exercise good independent judgement; read, interpret and perform analysis of plans for various structures; formulate and apply uniform policies and standards for the building inspection program; deal tactfully and effectively with contractors and the public; learn, retain, interpret and use technical knowledge related to federal, state and local laws related to building codes. Communicate clearly and concisely, both orally and in writing. Establish, maintain and foster cooperative teamwork within the division, within various departments and other agencies that are associated with building construction.

Education and Training Guidelines: Sufficient education and experience to satisfactorily perform the duties of this classification. A typical qualifying background would be four (4) years of progressively responsible experience in combination inspections, including two (2) years at a supervisory level. An Associate of Arts or Science Degree in Building Inspection Technology or a bachelor’s degree in civil engineering or a related field is desirable.

Experience: Four (4) years of progressively responsible full-time experience as a Building Inspector with a Municipal Building Department with at least two (2) years in a supervisory position.

Supervision Exercised and Received: The Building Official supervises the Building Inspector/Plan Checker and the Permit Technician.  The Building Official reports to the Community Development Director. 

License: Must possess and maintain a valid California Operator’s License issued by the State Department of Motor Vehicles and a satisfactory driving record.

Certification: Must possess and maintain certifications by the International Conference of Building Officials (ICBO): Plans Examiner and Combination Inspector. Must possess, or obtain within one year of employment, certification by the International Code Council (ICC) as a Building Official. A Certified Access Specialist (CASp) certification is highly desirable. Registration as an architect, civil, or structural engineer is highly desirable.

The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The CIP team delivers projects for City owned facilities including streets, buildings, storm and domestic water, and parks. Job Description

Under general direction, the Waterfront Property Manager implements programs for management and leasing of Port land and buildings for retail, commercial, office and industrial uses.  Responsibilities include an assignment that focuses   on a combination of property management, leasing and occasional special events coordination.

The essential functions of this position include:

• Ensures lease compliance, regularly inspecting leased areas to determine if property is maintained in accordance with the lease and inspects vacant spaces to determine maintenance and repair needs.
• Negotiates lease, lease renewals, license agreements, Memorandum of Understanding and permits with prospective and current tenants in accordance with established Port policies and practices, legal and regulatory restrictions and market conditions to maximize the potential revenue of the Port.
• Drafts leases, license agreements and other documents in accordance with established policies and practices for the review and approval of Port management and legal counsel.
• Responds to requests from tenants and members of the public for maintenance, repairs, improvements and modifications, establishing cooperative relationships with Port’s neighbors and tenants while protecting the Port’s interests.
• Initiates work requests for repairs and improvements for both leased and unleased property with the Port’s Maintenance Department. 
• Reviews the aging report and tenant ledgers with the Collections Officer to analyze and reconcile tenant accounts.  Position requires the negotiation of payment plans and settlement agreements, drafting default and 3-day notices, and preparation of forms to correct and initiate billing.
• On behalf of Port Real Estate, review and provide comments on plans submitted for building permits, acting as a liaison between tenants and Port building and fire inspectors.
• Conducts market and feasibility studies related to marketing operations of retail, commercial and industrial property to provide current information to be used in management’s evaluation and appraisal of proposed projects.
• Abstracts lease agreements to document key lease provisions.
• Documents tenant-related matters to include incidents, agreements, and understandings, to ensure accurate records and effective communication.
• Assists the Special Event Coordinator with assessing potential impacts of certain events on Port facilities and tenants.  Communicates with Port tenants and other external stakeholders on potential impacts such as street closures or restricted access to Port facilities.
• Responds to complaints regarding the facilities, noise, traffic, trash, etc. 
• Performs other related duties and responsibilities as assigned.

Position Summary

Under general direction, performs responsible professional level engineering and administrative work in connection with a wide variety of engineering projects. May lead professional and paraprofessional engineering personnel engaged in the planning, design and construction phases of engineering projects.  Assist Directing Civil Engineer in training and providing guidance to Junior through Associate Engineer classifications and Inspector classifications. Responsibilities include: developing, coordinating and executing engineering methods and policies affecting a wide range of engineering activities; regular contact with professional engineering consultants, governmental agencies, involved communities and contractors in connection with complex and difficult engineering  matters; overall oversight and review of detailed and complex engineering calculations, plans, specifications and technical papers; and performs related duties as required.

Essential Responsibilities

• Prepares reports, calculations, design plans, specifications, schedules, cost estimates and other materials related to the planning, design and construction phases of engineering projects and refers them to their supervisor for final approval
• Prepares and refers to the District Engineer or designee, contract documents and agreements for the planning, design and construction phases of engineering projects with professional engineering consultants, contractors, utilities and governmental agencies
• Confers with other departments and agencies relative to engineering projects and work programs to ensure proper coordination of all related activities and responsibilities
• Makes field trips and inspections to resolve serious differences of opinion between engineers and contractors' representatives as they relate to design matters
• Conducts and attends conferences and meetings in connection with planning and design of improvement and construction projects
• Ability to use computers including proficiency with spreadsheets
• Prepares and leads the preparation of a variety of engineering calculations, data and reports in connection with planning, development, and construction of projects
• Makes oral presentations
• Regular and reliable attendance and performance

Minimum Qualifications

Education and/or Experience: 

• Bachelor's degree in Civil Engineering or closely related field
• Five years' progressively responsible experience in design, estimating, specification preparation, contract preparation, related phases of engineering and inspection of construction projects.
• Experience as a lead engineer desirable.

Required Licenses and/or Certification:

• Registration (P.E. license) as a Civil Engineer in the state of California.   Must have a PE license as a Civil Engineer for at least 5 years.
• Must possess and maintain a current and satisfactory driving record. No reckless driving and DUI within the last 7 years. No more than 2 moving violations within the last 3 years.  Operates District vehicles on a regular basis.

Physical Requirements:  

Must inspect construction work on the Golden Gate Bridge, other structures and buildings, climb scaffolds, catwalks and ladders. Work from heights. Work outside in all weather conditions.  Work over water.  Carry harness and test or inspection equipment. Occasionally enter into trenches and other excavations. Vision to read printed materials and a computer screen. Hearing and speech to communicate in person and over the telephone. Routine use of computer, telephone and other office equipment. Ability to travel to District facilities.

What You’ll Do

The Permit Center Supervisor plans, organizes, supervises, coordinates and participates in the work of the Permit Center team assigned to assist customers with successfully interfacing with the City’s planning, building, development, and permit processes. The position also provides technical expertise in building and zoning code administration and the development review processes. Duties may include, but are not limited to, the following:

• Plan, organize, and supervise the work of staff engaged in building permit issuance, development application review, and plan check activities.
• Provide direct oversight of all permit functions including proper coordination of all applications received; manage timely and proper routing of all submittals.
• Ensure that permits for construction and associated fees are processed in a timely manner and in accordance with established procedures, the uniform codes, state laws, and local ordinances governing land use development.
• Select and recommend appointment of personnel, monitor employee performance objectives, prepare and present employee performance reviews; provide or coordinate staff training; work with employees to correct deficiencies; establish and communicate Permit Center priorities, goals, and objectives.
• Coordinate activities and development reviews with other City departments and divisions, and with outside agencies as determined necessary.
• Ensure proper input and maintenance of all statistical permit processing data.
• Assist with general updates, maintenance and enhancements related to the City’s permitting software.

ABOUT THE POSITION

The City of Redwood City Parks, Recreation & Community Services Department invites you to apply for the casual position of Building Attendant. This position requires daytime availability for four-to-six-hour shifts between the hours of 8am and 5pm. A person in this classification will work flexibly, up to 20 hours per week. DEFINITION
Under direction performs skilled work in several trades in the maintenance and repair of buildings and equipment on City owned buildings.

DISTINGUISHING CHARACTERISTICS
Positions in this class are assigned a variety of tasks in the building trades. Although the work requires the use of journey worker’s tools and the ability to perform operations in several of the crafts, the skills required in any one field is normally less that would be required of a journey worker in that field.

ESSENTIAL DUTIES (Responsibilities including but not limited to)

• Painting (patch holes, drywall taping and finishing, caulking, interior painting and exterior painting)
• Electrical (replace light bulbs, ballast, switches and outlets)
• Plumbing (repair/replace mixing valves and stems, plunge toilets and use power augers)

ESSENTIAL QUALIFICATIONS

Knowledge of:  Building trade methods, materials and equipment; safe work practices and estimate job material, duration and cost.

Ability to:  Work efficiently with others, log/record work completed, climb ladders, Use the required tools and equipment skillfully and safely; and work independently.

Skills:  Operate a variety of power tools such as paint sprayer, sanders and pressure washers, mixers, drills and grinders.

License:  Possession of a Class C driver’s license issued by the DMV.

Education and Experience:  Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is obtained from two years’ experience in general building maintenance work including carpentry, plumbing, electrical work, painting. Typically, sufficient education is required to read and follow detailed instructions.

SPECIAL REQUIREMENTS
Ability to establish and maintain cooperative working relationships with all those contacted in the course of work; to understand and carry out oral and written instructions; twist upper body and to sit and stand for moderate periods of time. Ability to walk, kneel, crouch, stoop, and squat for long periods of time and to lift materials weighing up to 50 lbs.

This is a Limited Term position.  Limited term positions are full-time, fully benefited, temporary positions.  The current position is funded for up to 18 months and could extend longer depending on the department’s needs.  Limited Term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A).

Special Compensation: Employees at the Management Analyst level in the County Executive's Office who are assigned to lead a Countywide special project, or a functional area will receive up to a 10% pay differential in addition to all other compensation. 

ABOUT THE UNIT

The BP&P unit manages the County’s $5 billion budget, oversees performance reporting, coordinates fiscal policy, and leads strategic initiatives across departments. Analysts are deeply involved in building the County’s operating and capital budgets from the ground up — gathering data, consulting with departments, evaluating requests, and helping shape budget strategy.

KEY RESPONSIBILITIES

Budget Development and Creation

• Collaborate with assigned departments to build detailed annual and mid-cycle operating and capital budgets.
• Provide departments with guidance on budget assumptions, salary and benefits projections, and cost containment strategies.
• Analyze revenue forecasts, expenditure plans, and fund balances to ensure accurate, balanced budgets.
• Draft budget documents, schedules, narrative justifications, and presentations for leadership and the Board of Supervisors.
• Monitor departmental compliance with budget policy, timelines, and reporting standards.
• Support the County’s transition to enhanced or new budget platforms and tools.

Fiscal Policy and System Support

• Lead or contribute to major budget system administration efforts, including testing, implementation, training, and troubleshooting.
• Maintain accuracy and consistency of budget data across departments using a variety of systems and Excel-based tools.
• Use financial models and data visualization to highlight trends, risks, and opportunities.

Strategic and Analytical Work

• Evaluate fiscal implications of department proposals and develop funding recommendations.
• Produce reports, dashboards, and decision packages that support executive decision-making.
• Support capital planning, resource allocation, and long-term financial forecasting.
• Conceive of and execute analytical projects for County Executives and the Board of Supervisors.

Performance and Project Management

• Track program and policy performance across departments to ensure alignment with fiscal priorities.
• Coordinate and manage special projects, including the Children, Youth & Family Budget, Youth Commission, Lean improvement initiatives, and Measure K funding allocations.
• Engage with stakeholders at all levels to implement policy and funding strategies.

IDEAL CANDIDATE

• Has direct experience in public budget development and preparation, including salary projections, multi-year forecasting, and funding analysis, finance, and/or accounting or an interest in and aptitude for these types of work.
• Understands financial systems and tools and can apply them to drive clarity and efficiency.
• Is a strong communicator who can translate technical findings into actionable recommendations.
• Seeks to grow into leadership roles in finance, operations, or public administration.

QUALIFICATIONS

Education and Experience

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying, unless otherwise specified. A typical way to qualify is: 

• A bachelor’s degree in public administration, business, finance, political science, or related field plus three years of analyst experience; OR
• A master’s degree in the same fields plus one year of analyst experience; OR
• Five years of progressively responsible analyst experience in a public or nonprofit agency.

Knowledge of

• Public budgeting and financial management processes in government.
• Financial reporting, cost accounting, and multi-year forecasting.
• ERP or similar systems, Excel modeling, and data presentation tools.
• Local government operations and interdepartmental coordination.

Skill/Ability to

• Independently manage the full lifecycle of departmental budget development.
• Interpret and explain complex financial information to both technical and non-technical audiences.
• Work collaboratively with department fiscal officers, executives, and elected officials.
• Prepare clear, concise, and comprehensive budget documents and reports.
• Adapt to evolving budget systems and processes.

The examination process will consist of an Application Screening (weight: pass/fail), and a Panel Interview (weight: 100%).  Applicants must successfully pass the Application Screening to move forward to the interview.  Candidates must successfully pass the interview to be placed on the eligible (hiring) list.
