The Senior Building Inspector conducts routine and complex inspections of buildings and structures at various stages of construction, alteration, and repair to verify compliance with approved plans and applicable building, accessibility, fire, electrical, energy, mechanical, plumbing, zoning, and sign codes. This position also performs plan checks of construction documents, prepares inspection reports, and issues corrective actions when necessary, while maintaining strict adherence to safety regulations on all job sites.

Under general supervision, the Senior Building Inspector provides technical assistance to the public, responds to inquiries regarding the construction process, and works collaboratively with other City departments. In addition, this role oversees inspection assignments, supervises and trains building inspectors, serves as the primary staff contact for building inspection complaints and dispute resolution, and performs related duties as assigned.

Experience and Training - Sr. Building Inspector 

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a high school diploma or equivalent, and four (4) years of increasingly responsible and recent work experience in building inspection and/or construction. Public sector and lead or supervisory experience is preferred.

License and Certificate:

• Possession of a valid driver license and a satisfactory driving record throughout employment. 
• Possession of valid Combination Residential Inspector OR Combination Commercial Inspector, AND Plans Examiner certification from an approved agency. 

Special Requirements:

Some outdoor work is required in the inspection of various land use developments and construction projects. While performing the outdoor duties of this job, the employee frequently works near moving mechanical parts around high- voltage energized electrical equipment, climbs scaffolding and ladders, works in high, precarious places and is occasionally exposed to wet and /or humid conditions.

The employee is occasionally required to stand; walls; use hands and fingers to handle, feel, or operate objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; lift and /or move up to 40 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus

Key Responsibilities

• Inspect public works and capital projects – including streets, storm drains, sidewalks, grading, and related infrastructure – for compliance with plans, specifications, codes, and safety standards
• Review construction plans, specifications, and permit applications
• Administer encroachment and transportation permits from issuance through closeout
• Prepare daily inspection reports and maintain project documentation, including support for payments and change orders
• Guide contractors on proper construction methods, materials, and standards
• Oversee field testing for soils, asphalt, and concrete
• Perform survey work and assist with traffic engineering studies
• Investigate resident concerns and coordinate solutions with contractors and City staff
• Serve as a liaison among the City, contractors, utilities, businesses, and property owners
• Support interns and assist with training related to permit processing
• Perform light maintenance tasks such as traffic signal timing adjustments

Under general supervision of the Chief Building/Fire Code Official or designee, performs complex and detailed inspections of structures for conformance to codes, ordinances, approved plans, calculations and specifications; reads and interprets construction drawings and specifications for compliance with codes, ordinances, energy and disabled access requirements; conducts investigations of suspected violations of the Municipal and Building codes, including code enforcement; may assist in training other Building Inspectors and providing direction to other technical and/or clerical staff, including temporary; employees. Under the supervision of the Fire Marshal, is responsible for performing plan review, inspections, and other duties as required.  The position will also be involved to varying degrees with public education, public relations, exterior hazard abatement, engine company pre-fire planning, record keeping, and report writing.

EXAMPLE OF DUTIES
This position is responsible for the review of plans, to ensure compliance with applicable Federal, State, and local fire safety laws, ordinances, and codes.  Although not all inclusive, the following serve to represent the various types of plans to be reviewed: planning applications; applications for the subdivision of land; site plans for access and water supply; building and tenant improvement plans; fire protection systems including fire sprinkler, fire alarm, kitchen hood extinguishing systems; and other types of plan reviews that are part of various fire code permitted activities.  

Other duties include attending meetings with other local government agencies such as planning and building departments, architects, contractors, developers, and the general public.  Utilizes the District’s citation process when appropriate and when other means of gaining voluntary compliance are unsuccessful. This position is responsible for conducting in-house training and updating of field inspection staff members on changes occurring in codes enforced by the District.  This position is also responsible for the formulation of standardized field inspection guidelines and record keeping systems for construction projects. Provides supervision, work direction, and technical assistance as directed. Participates in the code change process at the state and international levels. Utilizes tools and technology identified by the District related to performance of tasks. Supports emergency operations as requested and appropriate.

The position is responsible for performing inspections of both new and existing buildings; witnessing various tests required for sophisticated fire protection equipment and verifying proper operation and compliance with applicable codes and standards; prepares necessary correspondence, reports, and records; with regards to projects, confers with architects, engineers, developers, etc.; attends training courses and meetings of professional organizations as directed; performs surveys of fire hazards and processes complaints; conducts and participates in public education and public relations programs; performs other related duties as directed.

Class Characteristics

This entry-level classification in the Construction Inspector series reports to a Senior Civil Engineer through a Construction Coordinator in the Construction Inspection Section of the Public Works Engineering Division. It is characterized by the responsibility to learn and to inspect public works construction projects for compliance with codes and specifications. Incumbents' assignments, objectives and work methods are specified; issues of fact are referred to the supervisor; review of work is ongoing and responsibility for achieving work objectives rests with a supervisor. Incumbents' work will gradually be done on a more independent basis subject to occasional review in progress through questions/problems and consultation with the supervisor and the section head. It is distinguished from the next higher classification of Senior Construction Inspector by the latter's technical expertise, performance of fully qualified journey level work with a minimum of supervision, and responsibility to provide training and technical expertise to Construction Inspector incumbents.

 

Essential Functions

• Reviews construction plans, specifications, encroachment permits, and other plans affecting assigned projects.
• Participates in meetings to discuss construction details and resolves issues with contractors and other agencies.
• Conducts on-site inspections of construction materials, grade elevations, underground facilities, construction safety precautions, minor concrete structures, street light installations, traffic signal installations, traffic control devices, and erosion and siltation control installations to determine compliance with contract plans and specifications, and with city and other governmental regulations.
• Makes field measurements.
• Ensures conformance with applicable safety standards and regulations.
• Assists in coordinating materials testing.
• Identifies problems.
• Monitors the correction of project deficiencies.
• Identifies and recommends approval of necessary contract and/or plan adjustments to accommodate field conditions.
• Maintains daily diary and field records of material and quantities used.
• Calculates and recommends formal approval of appropriate progress payments to contractors for work completed.
• Investigates citizen complaints related to encroachment and/or grading violations.

Minimum Qualifications

Knowledge, Skills and Abilities

Knowledge of: Surveying and construction staking (grade-setting) practices; standard construction practices including specifications, methods, materials and equipment; mathematics through plane geometry and trigonometry; methods and techniques of materials testing; soil types and characteristics; standard specifications and construction details book (both City and State); construction safety standards; OSHA and CalTrans Traffic Control Devices Manual; traffic safety.

Skill in: Driving an automobile on paved and unpaved surfaces; operating surveying equipment; and preparing field sketches.

Ability to: Evaluate quality of construction and construction materials; determine safety implications of construction techniques; perform mathematical calculations through plane geometry and trigonometry; read blueprints; read public works construction and topography maps and grading plans; determine and verify elevations using hand level and calculator; communicate effectively with individuals from a variety of cultural and socio-economic backgrounds both orally and in writing; resolve inter-personal conflicts; identify problems, evaluate alternatives and arrive at logical decisions; read and interpret complex regulations and technical documents, including plans and specifications; understand and use standard engineering and hand held tools used in Public Works Construction Inspection; learn city encroachment and underground ordinances.

Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

Education/Experience

Any combination of education and/or experience that has provided the knowledge and skills necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and skills would be: Graduation from high school and four years experience in a field related to street/highway construction; 60 semester units of college education in engineering, construction techniques and methodologies or building inspection may be substituted for two years experience in construction.

The Skywalker Fire Brigade Fire Chief (FC) position will supervise, lead, and train the Skywalker Fire Brigade (Department). This is a management position for 9 employees that staffs one private fire station and has the opportunity to build and direct a motivated staff of firefighters. The Fire Chief will oversee three duty Captains and their projects, providing guidance and leadership for the organization. The Fire Chief will oversee daily schedules with regard to standard prevention activities, training, and special events. Oversee fire prevention inspections, lead vegetation management projects including pile burning, shaded fuel breaks, and interact with the property insurance agent and facilities manager for future projects. The Chief will represent the Skywalker Fire Brigade during county-wide meetings for Operations and Training. Skywalker Fire employees provide an extraordinary level of customer service and hospitality to Skywalker Properties' clientele. While this role operates within a Brigade fire department, the position itself is mostly comprised of prevention and training. Schedule:

This position will work a semi-flexible 40hr work week as to oversee and manage 3 shifts who are on a 48/96 work schedule. Flexibility is determined by the President and subject to department need as well attending any critical meetings with leadership teams. Remote work hours may be included in the flexibility.

Although rare, there are times when the Chief might have to back-fill staffing and/or provide staffing on apparatus due to non-fillable vacancies or training needs.
