The Department

The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well-being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space. The Parks and Recreation Department is organized by program area, with each program administered by a supervisor, coordinator, or specialist. 

The Building Maintenance Division’s scope of duties includes, but is not limited to the following:

• Provides janitorial, preventative maintenance services, and necessary building and related equipment repairs to all of the City’s facilities, including interior and exterior work.
• Builds and/or installs items involving finish carpentry, painting, plumbing, mechanical, electrical, and other skilled crafts work.
• Manages contracts with vendors maintaining, repairing and upgrading building systems.
• Responds to emergency facility-related issues.
• Plans and executes minor maintenance projects, including tenant improvements, building system and energy efficiency projects, facility repairs and capital upgrades.
• Advises and supports the delivery of capital improvement projects.
• Maintains service records and time logs.
• Supports facilities for meetings and other special events.             

There are two (2) full-time, regular hire vacancies between two Departments - one (1) is in the Department of Public Works: Engineering Division [Civil Engineer] and one (1) is in the Community Development Agency: Building & Safety Division [Structural Civil Engineer].

Department of Public Works: Engineering Division Opportunity [Civil Engineer]

Under direction of a Senior Civil Engineer, the Civil Engineer helps define, design, and/or review minor projects and phases of large civil engineering projects with complex budgets and timelines. In the Engineering Division, projects may include such things as bridge repair and replacement, culvert repair and replacement, new retaining walls, pavement management, road improvements, new stormwater management devices, new traffic management devices, and others.

Community Development Agency: Building & Safety Division Opportunity [Structural Civil Engineer]

Do you have experience with structural design and review? Are you passionate about building safety, public service, and helping construction projects move forward with clarity and confidence? As a Structural Civil Engineer, you will play a vital role in reviewing structural plans, calculations, and construction documents to ensure compliance with local and state codes, while contributing to safe, sustainable, and successful development throughout Marin County.

Signing bonus

In addition to a competitive compensations package, new, full-time, regular hire Civil Engineers are eligible to receive a $10,000.00 signing bonus which will be split into two equal payments: 50% at time of hire (i.e. first paycheck) and the remaining 50% after successful completion of their probationary period.

Hybrid schedule

The Department of Public Works and the Community Development Agency have embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

DEFINITION
Under general supervision, performs a variety of semi-skilled and skilled gardening and turf maintenance duties in the development, maintenance and repair of landscaped areas; and related work as required.

Groundskeeper Gardener I is the entry-level class and Groundskeeper Gardener II is the journey-level class in the series. Incumbents in the Groundskeeper Gardener I class will progressively perform most of the duties required in the Groundskeeper Gardener series but are not expected to function at the same skill level and will usually exercise less independent direction and judgement on matters related to work procedures and
methods. Work is usually supervised while in progress and fits an established pattern that has been explained before the work is started. Generally, changes in procedures or exceptions are explained in detail as they arise. Under the flexible staffing concept, Groundskeeper Gardener II positions that may become vacant may reasonably be filled at the Groundskeeper Gardener I or Utility Maintenance Worker level for training purposes.

Positions in the Groundskeeper Gardener II class are flexibly staffed and normally filled by advancement from the Groundskeeper Gardener I class, or when filled from the outside, require prior specific experience in gardening and general grounds maintenance. Appointment to this class requires the employee to be performing substantially the full range of gardening and general grounds maintenance duties and to meet the qualification standards for the class. This class requires the ability to work independently exercising
judgement and initiative. Duties will normally require the ability to operate the full range of mechanical equipment related to gardening and general grounds maintenance.

EXAMPLES OF DUTIES
Plant, cultivate, water, spray, and propagate plants, hedges, trees, flowers, and lawns and perform grounds maintenance work; operate hand and power machines; aids in keeping greenhouses and other structures in repair and free from plant diseases and pests; maintain equipment, tools, and supplies in proper condition and repair; do general laboring tasks related to grounds and garden maintenance work. Install, maintain, and
operate manual and automatic irrigation systems. Input and retrieve data and work orders from the computer system. May assist in supervising utility workers, temporary employees, court referrals and other subordinates.

MINIMUM QUALIFICATIONS
Knowledge of: Approved methods of planting, propagating and caring for hedges, ornamental trees, shrubs, lawns, and flowers; gardening materials, tools and equipment, and their use and care; the common plant diseases and insect pests and the approved methods and materials used in controlling and destroying them.

Ability to: Safely use hand and power gardening tools and perform heavy physical labor; follow oral and written directions; follow and abide by the City's Rules and Regulations of the Classified Service. Learn to use the computer system. Maintain an appropriate public service demeanor and positive customer service interactions. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical capability to: Perform sustained, strenuous manual labor; climb, lift, crawl, stoop and bend to reach work; may work outdoors in temperature extremes and inclement weather.

Experience:

• Groundskeeper Gardener I, entry level: one (1) year, full-time, paid experience in construction, maintenance or other semi-skilled, physical work.
• Groundskeeper Gardener II: two (2) years of full-time experience in gardening and general grounds maintenance work.

Education:

• Groundskeeper Gardener I, entry level: completion of the tenth grade. Graduation from high school or the equivalent is desirable and required to advance to Level II in the classification series.
• Groundskeeper Gardener II: A high school diploma or the equivalent.

License:

• Possession of a valid, Class C California Driver's License.
• Groundskeeper Gardener II: A current Qualified Applicator Certificate is desirable.

Position Duties  

The Department of Public Works is recruiting to fill various Building Inspector Combination/Certified I/II/III/Senior positions within the Engineering Services Division, Code Inspection Section.  

The Building Inspector Combination/Certified I/II/III/Senior positions will be located subject to business need. These positions will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard. 

Key responsibilities and duties may include, but are not limited to the following: 

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.  

• Investigate building, construction, and land use changes in the field by gathering factual data to ascertain present use of land and location of structures; conducting background investigations and research; and preparing reports to use as evidence.  

• Provide technical assistance for development of codes and policies.  

• Generate written reports and enforcement orders which includes noting deficiencies in standards and submitting final documentation.  

• Review plans and specifications for compliance with codes which includes assisting in projects in complying with regulations, prioritizing deficiencies, and preparing timetables.  

• Provide technical support for agencies and the public which includes inputting data into system for general public access.  

• Meet with architects, engineers, City officials, and building contractors to discuss construction projects.

DEFINITION 

As a Building Attendant, you will be responsible for the daily upkeep and maintenance of the Burlingame Community Center, ensuring a clean, safe, and welcoming environment for all occupants. This role requires a hands-on individual with excellent attention to detail and strong communication skills.

 

Hours: (Average 10-20 hours per week). Hours depend on rentals and special events. Shifts may include, but are not limited too:

Monday-Thursday: 2:30pm-9:15pm

Friday: 2:30pm-5:30pm
Saturday/Sunday: 7:30am-1:15pm
Saturday/Sunday: 12:45pm-5:30pm
As needed: Private rentals as late as 2:00am. Shifts will vary week to week. There is no set schedule.

 

ESSENTIAL FUNCTIONS:  (include but are not limited to the following)
Opens and closes the building, provides excellent customer service, and maintains a clean, safe, and welcoming environment. Performs regular cleaning tasks such as sweeping, mopping, vacuuming, cleaning windows and mirrors, restocking and sanitizing restrooms, emptying trash and recycling, and wiping down surfaces. Assists with event and class setup and takedown of tables, chairs, and equipment, operates audiovisual equipment, and ensures renters follow facility policies, completing final walk-through reports as needed. Staffs the front desk to greet visitors, answer questions, answer phones, take messages, and process registrations and sales.

 

KNOWLEDGE/ABILITIES/SKILLS:  
Knowledge of: Operation of a community center; department rules and policies; availability of current classes; basic mathematical functions; janitorial work (including but not limited to: glass and wall cleaning, dusting, trash pickup, restroom clean up, emptying of trash cans, cleaning of kitchen, etc.).

Ability to: Work independently, learn quickly, perform heavy manual labor; work extremely well with others, including customers, staff, contractors, and volunteers; explain policies and procedures clearly and concisely; read and understand English;

DIVISION ASSIGNMENTS AND TYPICAL DUTIES

Parks Maintenance Division with Public Works: Responsibilities may include trash collection, graffiti removal, weed abatement, irrigation repairs, and supervised operation of equipment such as blowers, weed/hedge trimmers, and mowers. Work supports the maintenance of City parks, landscaped areas, trees, and vegetation. 

 

Streets and Sewers Division with Public Works: Responsibilities may include trash collection, graffiti removal, clearing and repairing drainage facilities, street sign repair and replacement, road and curb painting, pothole and asphalt repairs, and related maintenance tasks.

 

Maintenance Division with SASM: Responsibilities may include assisting with maintenance of wastewater treatment equipment and facilities, supporting mechanical repairs, cleaning and preparing work areas, and helping ensure systems operate safely and efficiently. This assignment provides exposure to specialized tools, equipment, and processes used in wastewater treatment operations.

ABOUT THE POSITION

Under close supervision, the Seasonal Operations Aide provides entry-level support to an assigned department or division. This temporary role (up to 180 days) offers hands-on experience in operations, assisting staff with tasks such as maintenance, repair, cleaning, construction, and light equipment use. Duties may vary by program area and can include manual labor and tool handling.

• Under direction, assist in the construction or installation of City infrastructure such as curbs, sidewalks, paths, railings, stairs, signs, etc.

As our Alert & Warning Coordinator, you will own this mission. You'll architect the systems, craft the protocols, and build the partnerships that ensure every resident – from Half Moon Bay to Redwood City, from tech executives to farmworkers – gets the information they need to prepare, survive, and recover.

 

WHAT YOU WILL ACTUALLY DO

Build & Innovate:

• Lead the implementation of the Five Elements Framework—an evidence-based framework developed with leading researchers – in all our alerts and warning initiatives.
• Design multilingual alert systems that reach every community, including those often left behind.
• Integrate cutting-edge technologies: IPAWS, Genasys Protect, AI-powered monitoring, and tools that don't exist yet.
• Develop dashboards and systems that give our partners real-time situational awareness.

 

Coordinate & Connect:

• Serve as the nexus point between local, state, and federal emergency communication systems.
• Coordinate with 20 cities, 18 unincorporated areas, fire districts, law enforcement, healthcare systems, and community organizations.
• Build relationships with trusted community messengers who can amplify our reach.
• Manage vendor relationships and contracts for emergency notification platforms.

 

Respond & Adapt:

• Maintain 24-hour readiness and participate in on-call rotation.
• Staff the Emergency Operations Center during activations—from Blue Sky preparedness to Dark Sky crisis.
• Lead after-action reviews that turn every incident into institutional learning.
• Troubleshoot systems under pressure when everything depends on them working.

 

WHO YOU ARE

The Foundation:

• Bachelor's degree in emergency management, public administration, communications, or related field (Master's preferred but not required).
• 5+ years in program planning, emergency management, or crisis communications.
• FEMA ICS courses (100, 200, 700, 800) and IPAWS certification (IS-247, IS-251)—or willingness to complete.

 

The Technical Credentials:

• Deep knowledge of IPAWS protocols and alert & warning best practices.
• Fluency with emergency notification platforms, GIS, and communication technologies.
• Coding ability (Python, Java, or C++) to build tools, automate workflows, and solve problems.
• Understanding of radio communications systems and redundant infrastructure.
