The City of Foster City is seeking a qualified Senior Building Inspector who is detail-oriented and has the knowledge and experience in the areas of building inspection and safety and code compliance to join the Building Division of our Community Development Department. The Department consists of Building, Planning, and Code Enforcement Divisions and is headed by Community Development Director. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Graduation from high school or equivalent. A desired course of additional education would include two (2) years of college course work in Civil Engineering, Architecture, Building Inspection, or completion of an Apprenticeship Program in a building construction related field.

Experience: Three (3) years of experience to include a minimum of one (1) year full-time plan check experience and one (1) year of progressively responsible experience in a variety of municipal building inspection work.

Licenses, Certificates, Registration

• Possession of the International Code Council (I.C.C.) Plans Examiner Certificate and Full Combination Building Inspector Certificate.

Special Requirements
Ability to read and interpret plans and specifications; perform complex building, plumbing, mechanical and electrical inspections; interpret and apply provisions of pertinent codes and regulations, prepare accurate and concise reports; acquire and demonstrate skill supervising and managing work of others; learn administrative techniques, methods and procedures of personnel management and other skills required to assist in management of the Division operations; establish and assist in developing improvements to computerized Division operations; establish and maintain cooperative working relations with engineers, architects, contractors and the general public; attend work and perform duties on a regular and consistent basis.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. The Skywalker Fire Brigade Fire Chief (FC) position will supervise, lead, and train the Skywalker Fire Brigade (Department). This is a management position for 9 employees that staffs one private fire station and has the opportunity to build and direct a motivated staff of firefighters. The Fire Chief will oversee three duty Captains and their projects, providing guidance and leadership for the organization. The Fire Chief will oversee daily schedules with regard to standard prevention activities, training, and special events. Oversee fire prevention inspections, lead vegetation management projects including pile burning, shaded fuel breaks, and interact with the property insurance agent and facilities manager for future projects. The Chief will represent the Skywalker Fire Brigade during county-wide meetings for Operations and Training. Skywalker Fire employees provide an extraordinary level of customer service and hospitality to Skywalker Properties' clientele. While this role operates within a Brigade fire department, the position itself is mostly comprised of prevention and training. DEFINITION 

As a Building Attendant, you will be responsible for the daily upkeep and maintenance of the Burlingame Community Center, ensuring a clean, safe, and welcoming environment for all occupants. This role requires a hands-on individual with excellent attention to detail and strong communication skills.

 

Hours: (Average 10-20 hours per week). Hours depend on rentals and special events. Shifts may include, but are not limited too:

Monday-Thursday: 2:30pm-9:15pm

Friday: 2:30pm-5:30pm
Saturday/Sunday: 7:30am-1:15pm
Saturday/Sunday: 12:45pm-5:30pm
As needed: Private rentals as late as 2:00am. Shifts will vary week to week. There is no set schedule.

 

ESSENTIAL FUNCTIONS:  (include but are not limited to the following)
Opens and closes the building, provides excellent customer service, and maintains a clean, safe, and welcoming environment. Performs regular cleaning tasks such as sweeping, mopping, vacuuming, cleaning windows and mirrors, restocking and sanitizing restrooms, emptying trash and recycling, and wiping down surfaces. Assists with event and class setup and takedown of tables, chairs, and equipment, operates audiovisual equipment, and ensures renters follow facility policies, completing final walk-through reports as needed. Staffs the front desk to greet visitors, answer questions, answer phones, take messages, and process registrations and sales.

 

KNOWLEDGE/ABILITIES/SKILLS:  
Knowledge of: Operation of a community center; department rules and policies; availability of current classes; basic mathematical functions; janitorial work (including but not limited to: glass and wall cleaning, dusting, trash pickup, restroom clean up, emptying of trash cans, cleaning of kitchen, etc.).

DEFINITION
Under general supervision to perform general duty firefighting and fire prevention activities; to respond to  emergency calls; to operate and maintain firefighting apparatus and equipment; to assist and participate in fire training programs and fire station maintenance: and to do related work as required.

DISTINGUISHING CHARACTERISTICS
This classification includes a variety of assignments in preventing, controlling and extinguishing fires, performing emergency medical care and rescue operations, public education activities, and maintenance operations. While time spent fighting fires constitutes a small fraction of the scheduled work time, incumbents must be able to meet such emergencies and the hazards which may involve considerable physical exertion, and potential risk to health and safety.

EXAMPLES OF DUTIES
Responds to fire alarms with fire company; connects and lays hose lines; operates nozzles and applies fire streams on fire surfaces; carries and operates hand extinguishers; carries and uses ladders, ropes, axes and other equipment; enters burning structures to combat fires and remove occupants; lays salvage covers and protects exposures and performs salvage operations; responds to emergency rescue calls, administers appropriate emergency first aid to victims; conducts inspections of buildings and properties for compliance with safety codes; conducts public information/education programs for the public; attends and participates in fire department training programs, maintains required skills; inspects, and performs appropriate preventative maintenance on vehicles, apparatus, equipment and fire hydrants, assists in the maintenance of fire station and grounds; as assigned drives and operates fire apparatus; receives and transmits radio messages and prepares and completes forms and reports; and performs other tasks as required.

MINIMUM QUALIFICATIONS

Ability to: Learn firefighting techniques, principles and practices; learn the basic operation and mechanics of firefighting equipment, streets and locations and the locations of hydrants, mains, and major fire hazards; learn to operate apparatus and equipment in conformance with safety procedures; demonstrate physical endurance, agility, dexterity and strength necessary to perform required duties; understand and act in accordance with Fire Department and City Rules and Regulations, policies and procedures; to follow written and oral directions; perform in a calm and efficient manner under stress; analyze emergency situations and adopt effective courses of action; respond to orders from supervisors; perform cooperatively and effectively as a member of a team; interact positively and cooperate with coworkers, respond politely to customers, work as a team member. function under demanding time pressure, respond in a positive manner to supervision attend work and perform duties on a regular and consistent basis.

Education:

• Graduation from high school or equivalent. (College level course work in fire science desirable).

License/Certification: 

• Possession of a valid Commercial Class B California Driver's License OR a valid Class C California Driver's License with a Firefighter Endorsement, as currently provided by law.
• Possession of a valid Emergency Medical Technician-1 (EMT-1) Certificate.

Age:

• Twenty-one (21) years of age for entrance.

Physical Requirements:

• Weight commensurate with height and build. Normal visual functions and visual acuity not less than 20/70 vision in each eye without corrections, and corrected to 20/20 in the better eye and not less than 20/30 in the lesser eye; normal hearing; freedom from color blindness.

Role description

Under general supervision, incumbents in this journey-level position function as plant operators and/or plant mechanics and are responsible for operating and maintaining a wide variety of complex machinery and equipment in a sewage treatment plant.

The essential functions of this classification include, but are not limited to, the following:

1. Makes regular visual, audio, olfactory and tactile inspections and/or manual tests of all plant machinery and equipment, including auxiliary equipment, in an assigned area or pumping station, maintaining logs and records of required maintenance, completed maintenance, equipment and work order history by taking periodic readings of gauges and meters to ensure that sewage plant is working safely, efficiently and properly; and to provide an accurate record of maintenance, preventive maintenance, equipment, and work order history.
2. Performs a variety of manual tasks requiring the handling of equipment exposed to raw sewage; collects and performs simple assessments of raw sewage and chemical samples on prescribed schedule at specific locations by making chemical and physical assessments to assess the efficiency of the treatment processes and to ensure compliance with the NPDES Permit (National Pollution Discharge Elimination System, Permit).
3. Operates, inspects, maintains, overhauls and makes major and minor repairs to wide variety of pumping, heating, ventilating, process machinery and equipment in a wastewater treatment plant or pumping station, including pumps, bar racks, grit collectors, conveyors and washers, chlorinators, evaporators and storage tanks, sludge collectors, drive units, deodorizing equipment and a wide variety of metering and recording devices to assure the safety and efficiency of equipment and facilities; includes lubricating and greasing machinery and equipment; cleaning and maintaining machinery, equipment and facility to ensure safety and equipment reliability.
4. Inspects sewage pipelines, tanks and gates to check for the condition of equipment, for infiltration and blockage of debris and build-up of mineral deposits, etc., by draining tanks, by monitoring pressure and flow indicators and by visual inspection to determine any problem areas to ensure proper operation.
5. Operates, inspects and maintains solids treatment and flocculating chemical systems by monitoring and adjusting flow indicators or controllers, by visual inspection and by analysis of samples to ensure optimum treatment.
6. Operates, inspects and maintains disinfection and dechlorination systems by performing tests and analyzing sample to determine proper chemical dosages to ensure that effluent or final discharge meets Regional and State pollution control requirement.
7. May assist in training and in supervising work of apprentices or other trainees by oral instruction and hands-on demonstration in the operation and maintenance of sewage treatment processes to ensure competent performance of required skills by apprentices and other trainees.
8. Perform duties as listed in the 7372 Stationary Engineer, Sewage Plant class specification, which can be found on DHR’s website.

1. Experience:

• Four (4) years of verifiable journey-level Stationary Engineer, Plant Operator and/or Plant Mechanic experience in the operation, maintenance, and repair of a variety of mechanical and electrical pumping, heating, air-conditioning, ventilating, and related plant machinery of wastewater treatment plant; government establishment; hospital; industrial, production, or commercial building; OR
• Completion of a recognized four-year Stationary Engineer Apprenticeship Program; OR
• Graduation from a recognized four-year Maritime Academy with a degree in Engineering or Technology; OR
• Possession of at least a 3rd Assistant Marine Engineer's License of any unrestricted horsepower (experience as an Oiler or Firetender will not be accepted as qualifying); OR
• Possession of an FAA Airframe or Power Plant Certificate AND four (4) years of verifiable experience in an Airframe or Powerplant mechanic or maintenance technician capacity that utilizes the certificate; AND

2. License and Certification:

The Opportunity

The San Mateo County Sustainability Department hires Sustainability Specialists II/III to coordinate and lead sustainability initiatives in the areas of greenhouse gas emissions reduction, waste diversion and management, and climate readiness. The Department includes the following program areas:

 

Climate Protection – The program accelerates the County’s and countywide transition to a fossil fuel-free future with high-impact initiatives in clean energy, zero emission buildings and transportation, and climate beneficial agricultural practices.

 

Waste Reduction and Management – The program advances the County’s commitment to zero waste through innovative source reduction, diversion and sustainable materials management programs across County operations and the broader San Mateo County community. The program provides essential integrated solid waste management and community services for residents and businesses in the County’s unincorporated areas and manages the Pescadero Transfer Station.

 

Climate Resilience – The program builds a climate-ready San Mateo County by improving watershed water quality, reducing emissions and climate risks in County operations, and championing regional and community-led solutions to protect residents and ecosystems from escalating impacts of extreme heat, drought, sea level rise, and wildfires.

 

Communications and Engagement – The program empowers youth leadership by leading climate science education for San Mateo County youth in grades 7-12 in partnership with local public and environmental organizations and facilitates action by community partners and the public through outreach and other engagement initiatives.

 

CURRENT OPENING: There is currently one (1) Sustainability Specialist vacancy on the Climate Protection program team. This position will coordinate the implementation of several sub-programs for the Bay Area Regional Energy Network (BayREN) and/or the San Mateo County Energy Watch (SMCEW) programs.  

 

Example of duties supporting the BayREN program: 

• Collaborate with local government staff to bring BayREN and other energy-efficiency and electrification programs to communities in San Mateo County. 
• Participate on regional committees to develop and execute strategies for implementing BayREN’s single-family, multi-family, commercial, codes & standards, public agency, and/or green labeling programs. 
• Engage building staff at the County and the 20 San Mateo County cities, providing trainings about energy codes and support for simplifying permitting. 

 

Example of duties supporting the SMCEW program:

• Help K-12 public school districts, local governments, special districts, and small businesses identify opportunities to save energy and access energy efficiency, electrification, and energy management programs and financing.  
• Host a quarterly Public Facilities Working Group for facilities staff with technical support from consultants. 
• Catalog methane gas equipment and update energy benchmarking information on the EPA Portfolio Manager online platform. 

 

The specific assignment will be determined based on the experience and skills of the selected candidate.

The ideal candidate will have the skills necessary to:

• Develop, implement, monitor, and evaluate comprehensive outreach activities, including website content, surveys, public education, training, demonstrations, and media activities.
• Design outreach strategies and implement community engagement activities, including coordinating with San Mateo County jurisdictions to host virtual and in-person workshops.
• Develop relationships with community partners to expand opportunities for collaboration. 
• Plan and facilitate informational webinars and in-person workshops for community members, local government staff, and/or other stakeholders.
• Serve as subject matter expert for County departments, Board of Supervisors, external stakeholders, community groups, and the public.
• Develop and manage contracts for consultant support services related to marketing, community outreach, and technical support.
• Develop, prepare, negotiate, and monitor grants. Ensure compliance with grant stipulations and funding agency reporting requirements. Develop written reports and invoices for funders.
• Develop content for a wide range of communication platforms including reports, social media, websites, videos, business letters, brochures, fliers, and other outreach tools.
• Analyze and interpret reports, information, and data related to program implementation.
• Handle administrative processes for programs, including monthly invoicing and reporting, tracking performance metrics, and monitoring and updating the budget.
• Perform other duties as assigned.

 

Qualifications

 

Education and Experience:

 

II Level: One year of experience in the field of resource conservation which has included program analysis and coordination.
 
III Level: Two or more years of journey level program coordination experience, including coordination of resource conservation or sustainability program(s) that comprise broad range of areas.

 

Knowledge of:

• Principles and practices of project management, implementation and evaluation.
• Principles and practices of contract management.
• Principles, practices, trends, and technical information related to sustainability.
• Pertinent federal, state and local laws, codes and regulations.

 Skill/Ability to:

• Plan, implement, coordinate, and evaluate assigned programs, projects, and activities.
• Serve as subject matter expert in resource conservation.
• Speak effectively and make public presentations, conduct outreach, and provide training and/or public education as necessary.
• Establish and maintain effective working relationships with a variety of individuals at all levels including those from government, business, private and non-profit agencies, community groups, and the public.
• Serve as representative for various committees and community groups.
• Integrate equity and create the conditions that allow all people in the county to reach their full potential into work duties.
• Supervise permanent, temporary, contract and volunteer staff on a project basis.
• Identify problems and work to resolve them.
• Prepare comprehensive reports, letters, and other written materials.
• Provide information regarding planning, developing, and monitoring a project's scope, timeline, and budget.
• Translate technical topics for professionals and elected officials and communicate across multiple disciplines.
• Research and develop grant applications and other project funding solutions.
• Research and analyze information/data to formulate findings and recommendations.
• Interpret laws, regulations, and data.
• Track and monitor compliance with pertinent mandates, laws, codes, rules, regulations, and agreements.
• Perform other duties as assigned.

 

SALARY & BENEFITS

The annual salary range for Sustainability Specialist II is $102,336.00- $127,920.00 and Sustainability Specialist III is $110,510.40- $138,153.60.

 

This is a permanent and fully benefited position in the Sustainability Department.
