ABOUT THE POSITION
The City of Gilroy is recruiting to fill the limited-term position of Code Enforcement in the Community Development Department, Building Division.

The Code Enforcement Officer will respond to citizen concerns and proactively identify violations such as property maintenance issues, and zoning infractions. You will educate the public on code requirements through clear and respectful communication and work collaboratively with other city departments and external agencies to resolve issues. The Code Enforcement Officer is distinguished from the Supervisor by performing work of moderate difficulty and more routine tasks and duties assigned to this position within this classification series. These tasks involve inspections and enforcement of applicable ordinances pertaining to residential and commercial properties, housing, building construction, and other related regulations. Additionally, the Code Enforcement Officer will issue notices, citations, and follow up on compliance efforts in a fair and consistent manner. It is also imperative that the Code Enforcement Officer maintain accurate case files and documentation for possible legal proceedings.

Under direction, performs work necessary to the effective enforcement of various municipal, regional, state and federal codes applicable to the health, safety and orderliness of existing properties in the City.

Under general supervision, investigates allegations of municipal code provisions related to regulating signs, parking, businesses, building, electrical, plumbing, mechanical and other existing property-related regulations concerned with assuring the health and safety of property and structures. Work assignments consist of applying current provisions of the various codes to given situations along with the work associated with other code enforcement activity.

San Mateo Consolidated Fire Department

The San Mateo Consolidated Fire Department commenced operations on January 13, 2019 and serves the cities of Belmont, Foster City, and San Mateo as a Joint Powers Authority. The Opportunity:

To perform technical inspection and investigative work in enforcing compliance with laws, ordinances and regulations pertaining to the prevention and control of fires; and do related work as required. The Fire Prevention Inspector I/II position is flexibly staffed based on experience.

 

This is the entry level class in the Fire Prevention Inspection series. This class is distinguished from the Fire Prevention Inspector II by the performance of the more routine tasks and duties assigned to positions within the series including weed abatement and smoke detector inspections, which do not require prior specialized experience. Generally, work is observed and reviewed both during performance and upon completion, and changes in procedures and exceptions to rules are explained in detail as they arise. Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

 

What You’ll Do:

Depending upon assignment, duties may include, but are not limited to, the following:

• Interpret and enforce provisions of fire prevention and fire safety laws, ordinances, and other regulations.
• Perform periodic inspections of new and existing buildings, structures and installations requiring fire clearances; identify fire hazards; recommend corrective actions; perform follow-up inspections to see that corrective actions have been taken.
• Investigate complaints pertaining to violation of fire prevention laws; issue correction orders as necessary.
• Investigate fires; secure fire scenes; identify types of fires; investigate causes of fire; collect, prepare, and present evidence; interview witnesses and suspects; write fire investigations; testify in court when required.
• Provide information to the public concerning the fire prevention practices and procedures; develop and conduct training programs and group presentations relative to fire prevention and fire investigation.
• Instruct fire suppression crews about code interpretation and inspection techniques regarding fire prevention.
• Draw and prepare diagrams of buildings for pre-fire planning and fire inspections.
• Check building plans for code compliance, consult with architects and developers regarding problems and solutions.
• Perform tests on water flow, sprinkler and fire alarms and elevator return systems; certify smoke detectors.
• Prepare records and reports.
• Provide information to the public in forums and meetings.

The City of Menlo Park is seeking a Regulatory Compliance Analyst for the Public Works Department. Under general direction, the Regulatory Compliance Analyst coordinates and oversees the planning, development, and implementation of regulatory programs within the Public Works Department. The role involves organizing, investigating, developing, directing, and managing the activities of regulatory programs to ensure compliance with all federal, state, and local laws related to engineering and related fields. The Regulatory Compliance Analyst will maintain a thorough understanding of the laws and regulations set forth by various federal, state, and local regulatory agencies. Additionally, this specialist will inspect properties, facilities, operations, and construction activities to ensure compliance with applicable laws and regulations.

About the Department

The Public Works Department consists of approximately 72 full time employees and is responsible for maintaining and improving the City’s streets, parks, water and stormwater systems, traffic signals, fleet, and public buildings.  Public Works provides many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including:  

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.

THE COMMUNITY

THE DEPARTMENT

The Community Development Department provides timely, public-facing, and internal services related to the review of applications for development and building permits, as well as code enforcement of the City’s development regulations and other laws of the City. The Department has primary responsibility for the maintenance and implementation of the City’s General Plan, Local Coastal Program, Zoning Regulations, and Building Code, as well as environmental review of City and private development projects in accordance with CEQA regulations. The Department provides staff support to the City’s Planning Commission, Open Space and Parkland Advisory Committee, and Climate Action Adaptation Committee.

With the recent completion of Plan Pacifica – a comprehensive multi-year effort that updated the General Plan and Housing Element, Sharp Park Specific Plan, Local Coastal Land Use Plan, and Climate Action and Resilience Plan – the department is focusing on implementation and modernization.

The Community Development Department is staffed by 14 full-time staff, along with the support of outside consulting agencies as required. THE POSITION

The Deputy Director of Community Development is a full-time, high-level management position that requires significant administrative, analytical, and technical skills. This position assists in the strategic planning, organization, and management of the department. ABOUT THE POSITION

The City of Redwood City Parks, Recreation & Community Services Department invites you to apply for the casual position of Building Attendant. This position requires daytime availability for four-to-six-hour shifts between the hours of 8am and 5pm. A person in this classification will work flexibly, up to 20 hours per week. THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under the direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

 

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

 

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $4.6 million, along with a FY2023-2028 CIP appropriation of $ 8.6 million.

DEFINITION

Under direction, manages the field services of the Public Works Department; to plan, organize, and direct the work of field personnel, including Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool Divisions.

 

DISTINGUISHING CHARACTERISITCS

This is a management class with major responsibilities for the City’s Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool maintenance programs, that requires significant independence, initiative, and discretion within established guidelines. This position assists in the strategic planning, organization, and management across multiple operational units.

 

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Field Services Manager or designee. Exercises general supervision over supervisory, professional, technical and administrative support staff through subordinate levels of supervision.

 

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Plan, organize, direct, review and evaluate the work of staff involved in public works operations, including building maintenance, streams, streets, streets cleaning, storm drain maintenance, signs and signals, parking lots, and trails, janitorial service for City owned facilities, and vehicle maintenance and repair directly and through subordinate levels of supervision.
• Establish and carry out division goals, objectives, work plans, reports, policies and procedures.

The City of San Carlos has an opportunity for a full-time Maintenance Worker to work in their Public Works Department. This classification performs a variety of routine, heavy labor and semi-skilled tasks in the maintenance and repair of public works facilities, City parks, and City buildings.

Essential Duties

• Perform daily safety checks and routine maintenance of equipment to ensure it is safe for use.
• Use proper techniques for operation of equipment and tools in a safe manner, according to accepted City procedures.
• Operate maintenance equipment and tools such as trucks, power tools, sewer rodder, hydraulic jet rodder/vacuum truck, loader backhoe, compressor, boom truck, CCTV truck, pneumatic and electro-mechanical controls, and related equipment and tools for a variety of construction and maintenance operations.
• Perform on-call duties and work in emergency situations as required.
• Install, repair and modify pump station machinery and controls.
• Check pump stations for proper operation; troubleshoot and remedy malfunctions and stoppages.
• Read and interpret maps of underground sewer and drainage systems.
• Paint traffic markings on streets, crosswalks, parking lots, and curbs; operate airless line striping equipment.
• Manufacture and install traffic signs and remove signs no longer required.
• Design and manufacture special signs for municipal facilities.
• Install and remove traffic barricades and cones as required.
• Repair surface failures, utility cuts, chuckholes and seals cracks in asphalt pavements properly and competently.
• Break out and replace concrete sidewalks and gutters using a concrete saw, pavement breaker, wooden forms, and hand tools to finish the surface.
• Clean sanitary sewer lines using hand tools, a hydraulic jet rodder/vacuum and mechanical rodder.
• Excavate, remove, and install sanitary sewer pipes utilizing hand tools, power tools such as pneumatic pavement breakers, compaction equipment and loader backhoe.
• Repair storm drains, catch basins and storm drain pipes.
• Drive dump trucks to haul material to and from the job sites.
• Rake leaves, shovel and digs holes.
• Pick up and dispose of trash and debris from parks and roadsides.
• Control the growth of weeds in lawn areas, shrub areas and flower beds using hand tools, spray equipment and weed eaters.
• Trim trees, hedges, and shrubs using appropriate equipment, remove debris.
• Check irrigation sprinkler systems and ensures their proper functioning, by cleaning and adjusting heads and digging up and repairing broken lines.
• Clean City's park buildings by sweeping and mopping floors, carpets, and cleaning restroom facilities. Replaces light bulbs.
• Provide set up of tables and chairs for City functions.

 

Overview:

Under general supervision, this role assists in the planning, design, and validation studies of the advanced water treatment facility (AWTF) and the distribution of product water. Key responsibilities encompass the development of water quality testing plans, validation of treatment processes, provision of technical support for design, piloting, operational planning, monitoring plans, ensuring regulatory compliance with DPR regulations, managing Reverse Osmosis Concentrate, and aiding in the integration of purified water into the current water supply and distribution system.

The Associate Engineer additionally acts as a technical liaison for the Water Supply Outreach team-evaluating outreach materials for precision and conducting tours of the Silicon Valley Advanced Water Purification Center for stakeholders and community organizations. The incumbent would also assist the R&PW Unit in its ongoing collaboration with the District Financial Planning & Management Services Division regarding State and Federal grant and loan applications. In addition, the incumbent would assist in the development of agreements for the PWSV. This position is essential for the implementation of the Pure Water project and ensuring that Valley Water achieves its long-term recycled water objectives while securing community backing and regulatory consent.

Key Responsibilities include, but are not limited to:

• Supporting the planning, design, piloting, and validation studies of the advanced water treatment facility (AWTF) as well as the distribution of purified water, while also assisting in the formulation of water quality testing strategies, validating treatment processes, providing technical assistance for design, operational planning, and monitoring strategies, ensuring adherence to DPR regulations, managing Reverse Osmosis Concentrate, and facilitating the incorporation of purified water into the existing water supply and distribution network.
• Articulating the needs for various stages of PWSV such as Pilot/Demo phase and outlining a clear pathway to implementation through technical support for design reviews, engineering support, submittals, change orders, RFls, etc., and acting as a technical oversight during the design and construction phases for the Pilot and Demonstration Facilities and supporting the sampling, testing, data management, report preparations, etc.
• Supporting the R&PW Unit in enacting a robust communications plan for outreach and associated strategies for promoting water reuse and also technical tours at SVAWPC and continued proactive communication with key parties-consumers, elected officials, regulators, advocacy organizations, media outlets, utility staff- before, during, and after PWSV project development and continued leadership for the purified bottling and taste-testing efforts.
• Support the R&PW Unit in its continued coordination with the District Financial Planning & Management Services Division on State and Federal Grant and Loan applications.

Ideal Experience:

• Four or more years of professional engineering experience in technical evaluations, planning, design, regulations, assessment of water treatment processes/distribution systems, and water quality analysis relevant to water/wastewater and water recycling/reuse projects.
• Experience in preparing long-range planning studies, technical presentations, engineering cost analysis/reports, technical memorandums, master plans, and feasibility studies.
• Experience reviewing and contributing to engineering design documents, construction submittals, RFIs, and change orders.

Ideal Skills and Abilities:

• Analyze situations and scenarios and make decisions based on the information available. 
• Lead a technical engineering group/project.
• Facilitate meetings with internal and external stakeholders and reach a consensus.
• Act as a liaison with other agencies, consultants, or other project stakeholders.

• Familiarity with water quality parameters, analytical testing methods, and laboratory QA/QC procedures.
• Knowledge of pilot and demonstration plant design and operations.

Ideal Training and Education:

Graduation from an accredited four-year college or university with major coursework in civil engineering or a field related to assigned functional area(s).

Required License or Certificate

Recycled and Purified Water Unit (Position Code 443)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. 

 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
