The Principal Development Services Inspector classification is a single position classification allocated to the Development Services Division of the Department of Planning and Development.

The Principle Development Services Inspector is distinguished from the Senior Building Inspector and Supervising Construction Inspector in that the Principal Development Services Inspector is assigned continuing full supervisory responsibilities over the Senior Building Inspector and Supervising Construction Inspector, professional, technical and support staff; coordinates the activities of inspection operations across the Building, Land Development Engineering and Fire Marshal sections of the Development Services Division; whereas the Senior Building Inspector is responsible to supervise a phase of the inspection program and to perform the more difficult or more specialized inspections. The Supervising Construction Inspector is responsible for a major segment of a program area of construction projects and for supervising staff.

ABOUT THE POSITION
The City of Gilroy is recruiting to fill the position of Senior Facilities Maintenance Specialist in the Administrative Services & Human Resources/Risk Management Department, Facilities Division.

In this exciting opportunity, the Senior Facilities Maintenance Specialist will work under direct supervision of the Facilities & Fleet Superintendent and will be responsible for maintaining and constructing all City buildings, structures, and park facilities. The Senior Facilities Maintenance Specialist is distinguished from the Facilities Maintenance Specialist in that the Senior Specialist is expected to perform the more challenging and complex tasks and is expected to perform certain administrative functions in support of the Facilities Division. This role offers a blend of strategic oversight and hands-on work. You'll have the opportunity to lead initiatives that impact the community directly, such as energy efficiency upgrades, safety improvements, and facility renovations. These tasks include a range of semi-skilled construction and repair work involving the use of basic tools and trade-related equipment. Duties may involve repairing electrical equipment and wiring systems; fixing windows, doors, cabinets, and other building components; maintaining interior and exterior furniture such as tables, chairs, benches, and bookcases; performing general plumbing repairs and installations; and carrying out basic concrete and masonry work. 

Additionally, you must be able to diagnose mechanical problems and methodically troubleshoot any issues occurring with building systems, machines, and equipment. This role also serves as a trainer and provides leadership to the team on specific tasks and projects.

FIRST YEAR PROJECTS/ASSIGNMENTS:

Serves as a liaison with local, state and federal agencies responsible for economic development activities. Manages developer selection process and negotiates developmental agreements for commercial and industrial projects. Directs research and preparation of various reports, proposals, and studies. ESSENTIAL RESPONSIBILITIES: The essential responsibilities of the director are to have knowledge of principles and practices of economic development efforts that may include financing, site selection, business outreach and recruitment, existing business expansion, and development entitlement assistance methods and techniques of permit processing, building inspection and code enforcement; laws, ordinances and regulations governing the operation of municipal government; management theory and practice; spelling, grammar and punctuation; appropriate safety precautions and procedures. 

Have the ability to plan, organize and administer comprehensive economic development programs; coordinate a task force designed to respond to developmental needs of applicants; prepare comprehensive reports, make effective oral presentation and maintain effective public relations; exercise good judgement in the handling of municipal affairs; formulate and administer budget; operate a vehicle observing legal and defensive driving practices; establish and maintain effective relationships with those contacted in the course of work; deal with a wide variety of planning, building and code/zone customers and reaching a satisfactory resolution to difficult and complex problems; maintain confidentiality and determine what information can be dispensed; coordinate with various departments for plans and permits review; manage the performance of others in the department with regards to scheduling inspections, computerized data entry, permit issuance, public relations, complaint, planning and community and economic development conditions and monetary follow-up. 

PHYSICAL DEMANDS & WORKING CONDITIONS: Strength, light work-lifting, carrying and/or pushing 25 pounds maximum; incumbents are required to attend periodic evening meetings; and required to travel within and out of City to attend meetings. 

PREREQUISITES: This position requires equivalent to a bachelor’s degree from an accredited college or university with major course work in business administration, urban planning, economics or a closely related field.

A master’s degree in one of these fields is desirable.

A minimum of three years of increasingly responsible experience in managerial-level work in economic/business development and municipal services.

The Department of Planning and Development is currently recruiting for one Senior Planner vacancy:

This Senior Planner will play a crucial role in reviewing complex professional-level tasks related to land use and planning laws, zoning, housing, discretionary entitlements with associated report writing for consideration by the County Zoning Administrator and/or Planning Commission, and the review of building permits and environmental analysis under the California Environmental Quality Act (CEQA). The Senior Planner will also serve as the lead on assigned projects, which may include overseeing a number of programs (examples include: County General Plan & Housing Element, Surface Mining and Reclamation Act, Santa Clara Valley Ag Plan, and Habitat Plan) and works independently, assuming responsibility for more complex projects (such as Stanford master planning), and must be resourceful and responsive to specialized assignments from Executive Management or the Board of Supervisors. The Senior Planner may also be responsible for reviewing development and parcel maps/subdivision proposals, as well as building plans, and permits. The County will be embarking upon a comprehensive General Plan Update, and other various vision plans and may be expected to oversee and manage these efforts. The County also processes large and complex private development applications for large private institutional uses, new quarries, places of worship and agricultural processing campuses. A Senior Planner with areas of expertise related to long-range/comprehensive planning and/or major project development processing experience, coupled with strong CEQA experience is desired. 

In addition to meeting the employment standards for a Senior Planner, candidates must possess in-depth knowledge and working experience in two (2) or more of the following areas:

• Preparing advanced California Environmental Quality Act (CEQA) documents (e.g., Initial Studies, Mitigated Negative Declarations, Environmental Impact Reports).
• Experience in complex medium- to large-scale development entitlement projects such as campus planning, industrial, commercial, housing, agricultural housing or processing developments, or similar projects requiring advanced CEQA processing, staff report writing, data management and analysis, public outreach and public hearings.
• Experience in the management of CEQA and technical consultants, including meeting coordination, reviewing work products, and contracting/billing. Experience in managing consultants to ensure the project is completed within the approved timeline and budget with the proper deliverable is required.
• General requirements of the Surface Mining and Reclamation Act (SMARA), preparation of annual surface mining inspection reports, and review and approval of Financial Assurance Cost Estimate (FACE), Reclamation Plans, and Mining Plans (desired, not required).
• Analytical understanding of State laws and regulations impacting land use and local government, with directly related work products that include major ordinance revisions and creation and processing of new programs. This would include preparation of professional staff reports of summarized data, conclusions and recommendations.
• Have conducted as a lead project manager or co-project manager long-range, comprehensive planning projects; e.g., general plan updates, major zoning ordinance amendments, specific plans, vision plans, etc., with working knowledge of the principals and practices of such working documents.

Under this program, Valley Water has implemented and now manages a project management information system (PMIS) for projects in the Capital Improvement Program (CIP) and other business intelligence and analytics tools to provide enhanced project data analysis and reporting. The program also oversees the quality management system documentation of procedures and work instructions relating to the delivery of capital projects; provides regular updates on the status of capital projects to the Board of Directors and the Board’s CIP Committee; and coordinates with various departments across multiple divisions to create engagement and transparency in our agency’s multifaceted business areas. This position will be expected to provide analysis and support for all aspects of capital project delivery. This position will focus on developing and maintaining performance reporting and dashboards for capital projects. The Management Analyst will be expected to be well versed in data analysis and dashboard creation and able to assist in developing recommendations for organizational, operational, policy, financial, budgetary, and procedural improvements. This position requires a high level of flexibility, problem solving and customer service skills, as well as the ability to prioritize tasks and resources and to complete deliverables under general supervision. Vital to this position will be a strong understanding of the processes and procedures underlying the delivery of capital projects.

Key Responsibilities include, but are not limited to:
 

Data Analysis and Performance Reporting

• Analyze project and program data to identify trends, gaps, and performance improvement opportunities. 
• Develop and maintain datasets related to project schedules, costs, risks, and performance indicators.

Dashboard Development and Maintenance

• Design, build, and maintain interactive dashboards using Power BI (or other business intelligence and analytics tools) and PMIS to visualize project performance metrics, financial summaries, and CIP portfolio status.
• Collaborate with Information Technology, Financial Planning, and other departments to automate data feeds and ensure real-time updates where possible. 
• Customize dashboards for different audiences including executives, project managers, and external stakeholders. 

Capital Project Management and Project Controls Program Support

• Provide support and process improvement suggestions for Capital Quality and Environmental Management System (QEMS), process documents and work with process owners to regularly update documents; coordinate biennial QEMS and other capital training courses. 
• Support the development and standardization of CIP reporting processes and templates.
• Document business processes related to project tracking, data management, and reporting workflows. 
• Assist in the implementation of new tools and systems to improve capital project reporting and analysis.
• Provide site admin support and training coordination for PMIS.
• Assist other areas of the Business Planning and Analysis Unit where needed. 

Capital Improvement Program Support 

• Track project progress and flag deviations from approved timelines or budgets. 
• Prepare reports, presentations, and briefing materials for internal and external stakeholders, including the Board of Directors and Board committees.
• Provide support as needed in the preparation and maintenance of the rolling annual CIP five-year plan.

Ideal Experience:

Business Planning and Analysis Unit (Position Code 28)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to work within 150 miles of their primary physical work location located in San Jose, California by their start date.  

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
