The Position:

The Senior Inspector is a supervisory classification responsible for performing the more complex building, electrical, plumbing, and mechanical inspections and supervising and coordinating the work of less experienced inspectors and support staff. Depending on the area of expertise, each Senior Inspector may be assigned to one or more of the following Programs or specialties: Building, Electrical, Plumbing, Mechanical, Permit Center, and Code Enforcement. An incumbent in this classification is expected to perform as an expert and exercises considerable independent judgment in the performance of duties. This classification is distinguished from the Inspection Manager in that the latter is a management classification responsible for planning, directing, coordinating field inspections and technology projects of the Building Inspection Division in the Planning and Inspection.

Minimum Education Requirements:

Five (5) years of increasingly responsible experience in building inspection with a city and/or county agency.

Desirable Qualifications

• Depending on position assignment, the required experience and certification may be required in a particular specialty such as building inspection, electrical inspection, or plumbing and mechanical inspection.
• Certified Access Specialist (CASp) certification is desirable.
• Minimum one (1) year of supervisory experience that includes supervising building inspectors.

Licenses/Certificates
The following are required at time of appointment and for the duration of employment:

• A valid California Class C driver's license.
• Certification as a Building Inspector, Electrical Inspector, Plumbing Inspector, Mechanical Inspector, or Combination Inspector by the International Code Council (ICC) or International Association of Plumbing and Mechanical Officials (IAPMO), or equivalent.

The Combination Inspector is responsible for performing the building, electrical, plumbing, and mechanical inspections.  Each Inspector may be assigned to one or more of the following Programs or specialties: Code Enforcement, Building, Electrical, Permit Center, and Plumbing & Mechanical.

The City of Patterson’s Public Works Department is seeking to fill (1) one part-time Maintenance Worker I position and to establish an Eligibility List.  In this entry level class in the Public Works Maintenance Worker series, employees are trained and learn to become gradually more independent in, performing unskilled and semi-skilled manual labor in the repair, maintenance, construction, landscaping and cleanup of public works, parks and city facilities and services.  Duties include but are not limited to assist with digging out, breaking up and hauling away damaged sidewalks, gutters, curbs, and asphalt pavements; assist with painting street signs, crossings, crosswalks, curbs and centerlines; assist in repairing or installing landscape irrigation systems; learn to trim, prune, and remove landscaping and shrubbery; learn to operate a variety of trucks and equipment, including dump trucks, vactor trucks, rollers, front-end loaders, backhoe, tractors, air hammers, pavement breakers, lawn mowers, and other turf equipment; performs related duties as assigned.

The Code Enforcement Officer is distinguished from the Supervisor by performing work of moderate difficulty and more routine tasks and duties assigned to this position within this classification series. Additionally, the Code Enforcement Officer will issue notices, citations, and follow up on compliance efforts in a fair and consistent manner. The City of Patterson is seeking to fill one (1) part-time vacancy for a Facility Attendant in the Recreation Department and to establish an eligibility list.

Duties include, but are not limited to: under direct supervision, performs a variety of facility related tasks to ensure effective operations at the Recreation and Community Services Complex and related facilities and parks. Overview:

Under general supervision, this role assists in the planning, design, and validation studies of the advanced water treatment facility (AWTF) and the distribution of product water. Key responsibilities encompass the development of water quality testing plans, validation of treatment processes, provision of technical support for design, piloting, operational planning, monitoring plans, ensuring regulatory compliance with DPR regulations, managing Reverse Osmosis Concentrate, and aiding in the integration of purified water into the current water supply and distribution system.

The Associate Engineer additionally acts as a technical liaison for the Water Supply Outreach team-evaluating outreach materials for precision and conducting tours of the Silicon Valley Advanced Water Purification Center for stakeholders and community organizations. The incumbent would also assist the R&PW Unit in its ongoing collaboration with the District Financial Planning & Management Services Division regarding State and Federal grant and loan applications. In addition, the incumbent would assist in the development of agreements for the PWSV. This position is essential for the implementation of the Pure Water project and ensuring that Valley Water achieves its long-term recycled water objectives while securing community backing and regulatory consent.

• Support the R&PW Unit in its continued coordination with the District Financial Planning & Management Services Division on State and Federal Grant and Loan applications.

The Department of Planning and Development is currently recruiting for one Senior Planner vacancy:

This Senior Planner will play a crucial role in reviewing complex professional-level tasks related to land use and planning laws, zoning, housing, discretionary entitlements with associated report writing for consideration by the County Zoning Administrator and/or Planning Commission, and the review of building permits and environmental analysis under the California Environmental Quality Act (CEQA). The Senior Planner will also serve as the lead on assigned projects, which may include overseeing a number of programs (examples include: County General Plan & Housing Element, Surface Mining and Reclamation Act, Santa Clara Valley Ag Plan, and Habitat Plan) and works independently, assuming responsibility for more complex projects (such as Stanford master planning), and must be resourceful and responsive to specialized assignments from Executive Management or the Board of Supervisors. The Senior Planner may also be responsible for reviewing development and parcel maps/subdivision proposals, as well as building plans, and permits. The County will be embarking upon a comprehensive General Plan Update, and other various vision plans and may be expected to oversee and manage these efforts. The County also processes large and complex private development applications for large private institutional uses, new quarries, places of worship and agricultural processing campuses. A Senior Planner with areas of expertise related to long-range/comprehensive planning and/or major project development processing experience, coupled with strong CEQA experience is desired. 

In addition to meeting the employment standards for a Senior Planner, candidates must possess in-depth knowledge and working experience in two (2) or more of the following areas:

• Preparing advanced California Environmental Quality Act (CEQA) documents (e.g., Initial Studies, Mitigated Negative Declarations, Environmental Impact Reports).
• Experience in complex medium- to large-scale development entitlement projects such as campus planning, industrial, commercial, housing, agricultural housing or processing developments, or similar projects requiring advanced CEQA processing, staff report writing, data management and analysis, public outreach and public hearings.
• Experience in the management of CEQA and technical consultants, including meeting coordination, reviewing work products, and contracting/billing. Experience in managing consultants to ensure the project is completed within the approved timeline and budget with the proper deliverable is required.
• General requirements of the Surface Mining and Reclamation Act (SMARA), preparation of annual surface mining inspection reports, and review and approval of Financial Assurance Cost Estimate (FACE), Reclamation Plans, and Mining Plans (desired, not required).
• Analytical understanding of State laws and regulations impacting land use and local government, with directly related work products that include major ordinance revisions and creation and processing of new programs. This would include preparation of professional staff reports of summarized data, conclusions and recommendations.
• Have conducted as a lead project manager or co-project manager long-range, comprehensive planning projects; e.g., general plan updates, major zoning ordinance amendments, specific plans, vision plans, etc., with working knowledge of the principals and practices of such working documents.

Community Development Department - Housing & Community Services Division (2 positions)

The Community Services Grants Management Analyst will oversee the administration of the City's federal HUD Community Development Block Grant (CDBG), HOME, and HOME ARP grant programs. Over the next five years, the City will administer over $6M in federal funds in support of housing counseling, senior services, landlord/tenant mediation, homelessness prevention, meal delivery, legal assistance, independent living assistance, and other critical services. These funds also support capital projects that renovate and repair single family homes, multifamily affordable housing, and public facilities. Santa Clara directly administers a revolving home rehabilitation loan program and oversees a Tenant Based Rental Assistance Program. The primary duties for this position include managing a small team, serving as the City’s liaison to the Regional HUD representative, staying current on applicable federal rules and regulations, preparation of the HUD Five Year Consolidated Plan, Annual Action Plans and HUD Consolidated Annual Performance and Evaluation Reports (CAPER),  preparing written and visual reports, administering competitive procurements, budgeting, managing contracts, managing funding allocations through the HUD IDIS system, monitoring and working with sub-recipients to ensure compliance, preparing funding draws, ensuring timely expenditures, conducting basic environmental reviews, and maintaining current policies and procedures. The ideal candidate is a skilled project manager who communicates clearly, collaborates with ease, is comfortable working with numbers and detailed spreadsheets, is able to adapt to changing HUD regulations, who is passionate about helping low-income communities thrive, is able to utilize resources from the County and State, and is able to complete reports, analysis and research for City Council and the Department.  The ideal candidate is able to work collaboratively with internal and external team members, be a solution-oriented team member, and able to build and grow a team. 

The Homelessness Response Management Analyst (HRMA) is a new position approved by the City Council that will support the implementation of the City’s Plan to Reduce Homelessness and Its Impacts and lead specific work items within the plan. The HRMA will help forge ongoing partnerships with local and regional nonprofit, government, faith-based, private sector, volunteer, and other groups that are working to provide innovative and effective solutions to homelessness. The HRMA will manage several programs and their related contract(s), evaluate and seek ways to improve or leverage the City’s programs, conduct research and policy analysis, prepare reports for the City Council and/or public, respond to and route inquiries, analyze data and review performance measures, identify potential funding sources, plan resource pop-up events, organize volunteers for the biennial point in time count, maintain access to the County’s Homeless Management Information System (HMIS) client database, and help develop focused solutions for chronically unhoused residents. The ideal candidate will be a compassionate and effective project manager who has experience with coordinating or managing a comprehensive work plan and is comfortable working with a wide variety of stakeholders including people experiencing homelessness. The HRMA will work in the Community Development Department reporting to the Housing & Community Services Division Manager and will work closely with the City Manager’s Office, several public facing departments, and the City’s contracted mobile case management team.

The Fire Department is currently recruiting for two Management Analyst positions to support the Fire Administrative Division and the Community Risk Reduction Division (CRRD). 

The Administrative Division provides essential administrative, fiscal, and human resources support while ensuring alignment with City-wide initiatives.
