The Santa Clara County Housing Authority (SCCHA) is seeking a Risk Analyst to join our highly collaborative and dedicated team in advancing the Housing Authority’s risk management and insurance programs. The Risk Analyst will have the opportunity to expand their expertise in risk management, insurance programs, and property mitigation. They will also gain experience in policy development, analytical research, and strategic planning, providing a comprehensive approach to risk management. The Risk Analyst will evaluate, design, and coordinate SCCHA’s risk management efforts, including insurance programs, property and construction risk, and claims management programs. They will help evaluate, manage, and mitigate risks across all agency functions and departments, including physical property and residential real estate, information technology, human resources, capital improvement, and new construction projects. 

In the first year, the Risk Analyst will improve claims/incident report protocols, evaluate and enhance SCCHA’s existing risk management and insurance programs, including researching insurance options in the face of rising insurance costs, and administer SCCHA’s insurance policies and manage insurance-related claims and negotiations.

The Essentials 

• Three years increasingly responsible building inspection experience supplemented by journey level construction trade experience.

What You'll Do
 

• Perform field inspections on various structural, electrical, plumbing, mechanical and building systems at various stages of building construction, alteration, or repair to ensure compliance with applicable codes. 
• Check building plans for compliance with applicable codes.
• Confer with and resolve code and inspection disputes between staff and builders, developers, contractors, architects, engineers, and the public. 
• Respond to questions and concerns of assigned staff and/or the public; assist in coordinating inspection activities. 
• Collaborate on code violation cases with the Code Enforcement Division of the City Attorney’s Office.
• Coordinate inspection activities with inspection staff in other City Divisions/ Departments, such as Planning, Fire, Environmental Safety, and Public Works, and in collaboration with other county and state agencies. 
• Provide training to new Building Inspection staff and on City policies, procedures, rules, and regulations. 
• Prepare appropriate paperwork, violation notices, records, and reports. 
• Support the public counter and Permit Center in the Building Division as needed. 
• Develop and prepare forms and online content related to inspection services for the City Website, in collaboration with other Department staff.

Overview: 

The Resident Construction Inspector will be responsible for performing onsite construction inspection duties to ensure that construction work is performed in accordance with approved plans, specifications, and regulatory requirements, while also ensuring quality and safety. This role is critical to Valley Water’s capital projects in support of flood control, water storage, treatment plant, distribution and facility improvements with a primary focus on projects within the 10-Year Pipeline Inspection and Rehabilitation Program such as the West Pipeline Inspection and Rehabilitation Project- Phases 1&2 as well as the Almaden Valley Pipeline Inspection and Rehabilitation Project.

Key Responsibilities include, but are not limited to:

• Facilitating collaboration and providing support for external contractors to ensure compliance with plans, specifications, methods, equipment, workmanship, and Valley Water policies and procedures.

SUMMARY DESCRIPTION

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).

Silicon Valley Power

Silicon Valley Power, Asset Management Group has an excellent opportunity for the position of Senior Engineering Technician. Job responsibilities include, preparing scaled and dimensioned plans based on sketches prepared by engineering and/or estimating personnel, maintaining records of as-builts and updating existing SVP maps and records utilizing ESRI-based GIS applications, maintaining master map files, including such records of block maps, street light maps, fiber communication, electric utility single line and operating diagrams and other maps, performing computing and drafting operations in AutoCAD, involvement in checking drawings of electric utility facilities, and performing other duties as assigned.

The Water and Sewer Utilities Department is looking for a Senior Engineering Technician who desires to become a Water and Sewer Utility professional and support a talented group of engineers, administrative staff and utility operators with the sole aim of delivering safe, reliable utility services and excellent customer service to the community of Santa Clara. The Senior Engineering Technician will prepare exhibits, update CAD files, access and update asset management software, update spreadsheets and project folders, perform site visits, perform field measurements, perform research tasks, support the water sampling program, support plan checks, prepare construction documents, perform field inspections, update block books and communicate with customers, contractors, consultants, engineers, inspectors, and operators.

Currently, the Field Services Division of the Department of Public Works (DPW) is looking for individuals for the position of Senior Engineering Technician.  This position will provide support to the Field Services division through updates to the Geographic Information System (GIS) system, AutoCAD, and miscellaneous databases.  This position will coordinate internally with various DPW staff to maintain system records and support their needs to successfully complete their projects on time.

The ideal candidate should have experience using and editing AutoCAD software. The Senior Engineering Technician will assist the City Surveyor with topographic, monument, and benchmark surveys conducted in the field. Additionally, the technician will help restore missing or damaged monuments and benchmarks and perform administrative tasks such as filing permits, updating block books, conducting research, and carrying out field inspections and investigations. Employees in this role are expected to be fully trained in all procedures related to their assigned responsibilities. The Design Division manages capital improvement planning and programming related to pavement management, storm drain facilities, and sanitary sewer systems. Additionally, the division provides capital project delivery services for a variety of City projects including transportation, roadways, pedestrian and bicycle, storm drains, sanitary sewers, buildings, libraries, and parks to implement the City’s capital improvement program. The division also coordinates with the Federal Emergency Management Agency on the City’s Community Rating System (CRS) program to maintain the City’s Class 7 rating. 

The Field Services Division provides construction management, construction inspection, materials testing, and surveying for capital improvement projects such as pavement rehabilitation, traffic signals, storm and sanitary sewers, parks, building improvements and other public improvements.  The Field Services Division also provides construction inspection and coordination for developer/private construction of public improvements within the City’s right-of-way. 

The Land & Property Development Division is responsible for providing efficient and effective engineering services to support private development projects during the entitlement, design, and construction phases. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public as the City’s permit center.

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities.

The City of San José Police Department (SJPD) is seeking an experienced executive to serve as Deputy Director and lead the Bureau of Technical Services. This division plays a critical role in advancing the San José Police Department’s technology infrastructure and IT operations, consisting of 23 professionals. SDD drives strategic IT initiatives that enhance investigative capabilities, real-time intelligence, and public safety outcomes. SDD ensures compliance, cybersecurity, and operational resilience by implementing robust governance structures, enforcing CJIS security policies, and leveraging emerging technologies. SDD is managed by a Division Manager who provides leadership and strategic direction to ensure the success of the department’s technology initiatives.

•    Direct and oversee the Crime Analysis Unit (CAU), which is responsible for crime data collection, analysis, and reporting to support strategic, tactical, and administrative law enforcement functions. Ensure compliance with National Incident-Based Reporting System (NIBRS) standards for accurate and timely crime reporting to local, state, and federal agencies. Lead the development and enhancement of Power BI dashboards and other analytical tools to provide real-time operational insights to command staff, patrol, and investigative units.

•    Direct and oversee the Body-Worn Camera (BWC) Unit and Photo Lab, ensuring compliance with state and federal regulations, including data retention, security, and public disclosure policies. Ensure the secure storage, retrieval, and management of digital evidence to support investigations, prosecutions, and public transparency. Support public trust and department accountability by implementing best practices for digital evidence management, audit processes, and system integrity.

•    Supervise the Bureau of Technical Services Technology Project Manager, who centralizes and manages all departmentwide projects. This includes overseeing project portfolio management to support executive decision-making on portfolios, projects, programs, and operations. 

•    Supervise the Interoperability Manager, who is responsible for public safety communications and data-sharing across law enforcement agencies. Represent the Police Department in regional and statewide public safety technology initiatives to enhance interagency cooperation and emergency response coordination.

COMPENSATION AND BENEFITS

The salary range for the Deputy Director is $161,513.30 - $260,737.36

Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package that includes, but is not limited to: 

•    Retirement – Competitive defined benefit retirement plan with full reciprocity with CalPERS.
•    Health Insurance – The City contributes 90% towards the premium for the lowest-priced non-deductible plan. Several plan options are available. 
•    Dental Insurance – The City contributes 100% of the premium of the lowest-priced plan for dental coverage. 
•    Personal Time – Vacation is accrued initially at the rate of three weeks per year with amounts increasing up to five weeks after 15 years of service. Vacation accrual may be adjusted for successful candidates with prior public service to reflect a vacation accrual rate commensurate with total years of public service. Executive Leave of 40 hours is granted annually and depending upon success in the Management Performance Program, could increase to up to 80 hours. Sick Leave is accrued at the rate of approximately 8 hours per month. 
•    Holidays – The City observes 15 paid days annually. 
•    Deferred Compensation – The City offers an optional 457(b) plan. 
•    Flexible Spending Accounts – The City participates in Dependent Care Assistance and Medical Reimbursement Programs. 
•    Insurance – The City provides a term life insurance policy equal to two times annual salary. Long-term disability and AD&D plans are optional. 
•    Employee Assistance Program (EAP) – The City provides a comprehensive range of services through its EAP.
