WOODLAND COMMUNITY COLLEGE HOST SITE
Woodland Community College is partnering with the City of Woodland to host two fellows as part of this year’s Civic Fellowship Program. The fellows will work on-stie at WCC and receive day-to-day guidance and supervision from WCC staff while remaining part of the fellowship cohort and participating in program-wide activities.

This posting is for the Community College Education Policy & Programs Coordinator within the Office of the President at Woodland Community College.

Typical work hours are from 8:00 a.m. to 6:00 p.m., Monday through Thursday; and 8:00 a.m. to 12:00 p.m. Friday, up to 40 hours per week.

 

PROJECT DESCRIPTION
The Community College Education Policy and Programs Coordinator will support the implementation of Woodland Community College’s new Strategic Plan, with a focus on capacity building, student success, and socioeconomic mobility.

Housed within the Student Services Department, the Coordinator will advance strategic initiatives designed to strengthen student support systems, improve program coordination, and enhance outcomes for disproportionately impacted student populations.

The Fellow will work on a portfolio of projects and related events that may include:

• Analyzing student services data (retention, persistence, completion, utilization of support programs) to identify equity gaps and opportunities for improvement

• Research best practices related to student support programs (e.g., advising, basic needs, financial aid outreach, career services, transfer services)

• Supporting cross-departmental coordination efforts to align student services with strategic plan priorities

• Assisting in the design and implementation of new or redesigned initiatives that promote student success and socioeconomic mobility

• Supporting strategic plan events, stakeholder engagement efforts, and community partnerships

• Develop reports, presentations, training materials, and guides to support students

• Documenting processes and building tools to strengthen institutional capacity within Student Services

A key focus of the role will be translating strategic goals into actionable program improvements that enhance student access, persistence, completion, and post-college outcomes.

Receives general directions from the designated WCC host-site employee.

THE POSITION OBJECTIVES/GOALS

Build practical skills in analyzing higher education policies and evaluating program effectiveness within a community college context. Contribute to assessment efforts by reviewing data, identifying performance gaps, and supporting evidence-based recommendations to strengthen student outcomes.

2. Gain Hands-On Experience in Strategic Plan Implementation within Student Services
Support the operationalization of institutional priorities by assisting with initiative tracking, performance measurement, and cross-department coordination. Develop a working understanding of how strategic goals are translated into measurable actions within Student Services.

3. Strengthen Institutional Capacity-Building Competencies
Enhance skills in cross-functional collaboration, systems thinking, and process improvement. Participate in efforts to streamline workflows, improve service delivery, and reinforce structures that support long-term institutional effectiveness.

4. Advance Equity-Focused Student Success Strategies
Contribute to the design, implementation, and evaluation of initiatives aimed at closing achievement gaps and improving access, retention, and completion for disproportionately impacted student populations. Develop an applied understanding of equity-centered program development in a public-serving institution.

5. Build Experience in Stakeholder Engagement and Institutional Communication
Support engagement efforts involving students, faculty, staff, administrators, and community partners. Gain experience in event coordination, briefing development, and institutional reporting to strengthen communication, transparency, and collaborative problem-solving.

• 4+ years of high school
• Local Woodland knowledge preferred

SALARY RANGE

Overview:

Are you an experienced Vegetation Maintenance professional with five or more years of experience and a valid Class A driver’s license? If so, we encourage you to consider this opportunity with Valley Water.

Maintenance Worker III is an advanced journey-level position responsible for operating a variety of light construction equipment in support of Valley Water’s maintenance and construction projects. This role provides agency-wide support for work on creeks, ponds, reservoirs, and other flood control facilities throughout the county.

Assigned to the Vegetation Field Operations Unit, this position performs a broad range of duties supporting Valley Water’s vegetation management programs. Responsibilities include vegetation control, integrated vegetation management, arboriculture, native plant revegetation, invasive plant management, and biotechnical erosion control on Valley Water properties.

This is primarily an outdoor position requiring work in varying and sometimes challenging environmental conditions, including heat, cold, and rain. Incumbents may also be required to respond to after-hours flood control emergencies, including nighttime callouts.

As a light equipment operator, the Maintenance Worker III must possess a valid Class A driver’s license to operate Valley Water commercial vehicles and to transport light equipment used in vegetation management and flood control projects. Daily equipment operation may include a compactor, water truck, tree truck and chipper, dump truck, and wheel loader. Equipment is used to haul vegetative debris, maintain native plant mitigation sites, support invasive plant management efforts, and assist with Valley Water’s sandbag operations.

This position also ultimately requires a Qualified Applicator’s Certificate (QAC) in Category C (Right-of-Way) and Category F (Aquatics) to mix and apply herbicides and calibrate spray equipment for vegetation control on Valley Water managed properties.

• Prepare soil and install native plant revegetation per established plans; maintain mitigation areas to achieve success criteria and meet monitoring requirements. 
• Install, adjust, and repair irrigation systems, including heads, lines, and controllers.
• Operate a variety of small power tools and light equipment, including spray equipment, mowers, chain saws, weed eaters, pole saw, hydro seeder, small trenchers, loader, compactors, water trucks, forklift, straw mulcher, auger, sandbag machine, and chipper; clean, adjust, and perform minor maintenance on light equipment to ensure proper operating condition. 
• Mix and apply herbicides, and calibration of spray equipment to control the growth of vegetation on and around flood control and water distribution facilities and rights of way. 
• Build or remove browse cages or other devices to keep wildlife from damaging native plant revegetation sites. 
• Build phytosanitary benches, fences, irrigation, etc. in support of native plant holding facility. 
• Participate in Valley Water’s sandbag program as needed. 
• Perform calculations of required work materials; document daily application of chemical use; photo documentation of work, complete work order dailies, best management practices checklists, surveys, forms, and time data entries. Maintain paper and electronic records of work performed.

Ideal Training and Education:

Equivalent to the completion of the twelfth grade. 

Required License or Certificate

Must have a satisfactory driving record and possess a valid California Class A driver's license with tanker endorsement at the time of hire.

Possession of a Qualified Applicator’s Certificate or Qualified Applicator License in Category C issued by the State of California’s Department of Pesticide Regulation at the time of hire.

Vegetation Field Operations Unit (Position Code 1059)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. DISTINGUISHING CHARACTERISTICS

The Code Enforcement Officer I
The Code Enforcement Officer I is the entry level class in the code enforcement series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex code enforcement assignments while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. This classification is alternatively staffed with Code Enforcement II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

The Code Enforcement Officer II
The Code Enforcement Officer II is the journey level class in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents are responsible for performing the full range of inspection and code enforcement responsibilities involving codes and regulations in a broad range of areas, including zoning, building, fire, health and safety. The work requires independence and discretion in working with the public and in conducting field inspections and involves a proactive implementation of applicable codes and regulations. This classification is distinguished from the Building Inspector class by the performance of duties primarily related to zoning and code violations.

The Code Enforcement Officer I
The Code Enforcement Officer I receives immediate supervision from the City Manager. Incumbents of this classification do not routinely exercise supervision.

The Code Enforcement Officer II
The Code Enforcement Officer II receives general supervision from the City Manager and may exercise technical and functional supervision over assigned staff.

 

ESSENTIAL FUNCTIONS     (Include but are not limited to the following)

• Performs residential, commercial, industrial and site inspections; determines existence and type of code violation; compiles, analyzes and evaluates findings of investigations and inspections; coordinates with property owners or their representatives and other regulatory agencies to take corrective action; performs follow-up inspections and investigation as required; ensures compliance with all applicable municipal codes and regulations; issues administrative citations for non-compliance.
• Interprets, applies and explains applicable municipal codes, zoning ordinances, building codes, vehicle codes, state housing, health and safety codes, relocation regulations, Community Development Block Grant (CDBG) administrative requirements and other related laws, codes and regulations; advises property owners on the requirements for compliance; explains processes and procedures for obtaining compliance or appropriate permits.
• Maintains clear, concise and comprehensive records and reports related to enforcement activities; composes and types correspondence, reports, forms and specialized documents; maintains communication/action logs for code enforcement cases; enters and retrieves information from automated records systems; prepares notices of violation and orders.
• Photographs violations; gathers evidence and prepares cases for court proceedings; produces photographs and records of violations for evidence; represents the City in court regarding noncompliance if required.
• Responds to questions and concerns from the public, departmental staff and other agencies; provides information as appropriate and resolves service issues and complaints; cooperates with other agencies, neighborhood improvement groups and organizations interested in neighborhood beautification, improvement and clean up.
• May be assigned on a City-wide basis or in targeted areas of the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when making inspection, reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot and cold. Incumbents may frequently deal with irate members of the public.

The Department: 

The Department of Public Works (DPW) constructs, maintains and improves various components of the City’s infrastructure and provides quality, cost-effective, timely services to the residents and businesses of Santa Clara. DPW is responsible for a wide variety of programs throughout the City which include implementation of solid waste and urban run-off pollution prevention programs, design, construction management, inspection and maintenance of City streets, bridges, storm drain systems, traffic signal systems, building facilities, fleet, street trees, landscaping and the closed landfill. The Mechanical Maintenance Position is in the Facilities Division of the Public Works Department.

 

The Position: 

The Mechanical Maintenance Worker is a journey level technical classification. This classification operates, lubricates, cleans, adjusts, and makes repairs to heating, ventilating, refrigeration, emergency generators, solar systems, and other stationary building equipment, and installs and troubleshoots electrical systems up to 480 volts. The Mechanical Maintenance Worker is distinguished from the Mechanical Maintenance Foreman/Forewoman in that the latter is a supervisory position responsible for supervising Mechanical Maintenance Workers and Utility Workers in the maintenance and repair of the mechanical equipment found in City buildings.

PROJECT DESCRIPTION

The Woodland Joint Unified School District (WJUSD) Service Center is seeking a motivated Civic Fellow to support inventory organization and management of parts and materials essential to district operations. This role provides hands-on experience in warehouse operations, inventory systems, and process improvement within a public education environment.

The Fellow will assess current storage and inventory practices and help implement a more efficient, organized system. Responsibilities may include developing labeling structures, organizing storage areas, establishing inventory tracking procedures, and improving material accessibility for staff. In collaboration with Service Center personnel, the Fellow will identify opportunities to enhance efficiency, organization, and accountability.

This fellowship offers practical experience in warehouse logistics, operational system design, and cross-functional collaboration, while building skills in organization, problem-solving, and process improvement within a public sector setting.

 

SUPERVISION RECEIVED AND EXERCISED

Receives general directions from the designated WCC host-site employee.

 

IDEAL CANDIDATE

The ideal candidate is a detail-oriented, organized, and motivated individual interested in operations, logistics, engineering, business, or public service. Overview:

Under general supervision, this role assists in the implementation of the Pure Water Silicon Valley (PWSV) project, including planning, design, and validation studies of the advanced water treatment facility (AWTF) and the distribution of product water for direct potable reuse (DPR). Key responsibilities encompass the development of water quality testing plans, validation of treatment processes, provision of technical support for design, piloting, operational planning, monitoring plans, ensuring regulatory compliance with DPR regulations, managing Reverse Osmosis Concentrate, and aiding in the integration of purified water into the current water supply and distribution system.

The Associate Engineer additionally acts as a technical liaison for the Water Supply Outreach team-evaluating outreach materials for precision and conducting tours of the Silicon Valley Advanced Water Purification Center for stakeholders and community organizations. The associate engineer would also assist the R&PW Unit in its ongoing collaboration with the District Financial Planning & Management Services Division regarding State and Federal grant and loan applications. In addition, the incumbent would assist in the development of agreements for the PWSV. This position is essential for the implementation of the Pure Water project and ensuring that Valley Water achieves its long-term recycled water objectives while securing community backing and regulatory approvals.
