DISTINGUISHING CHARACTERISTICS

DUTIES AND RESPONSIBILITIES

• Provides customer service, responding to customer requests and complaints as needed;
• In consultation with appropriate staff members, reviews and monitors overall department financial administration including budget, financial reports, and cost of service analysis; provides direction and coordination for budget preparation and execution; maintains and uses financial and performance records and reports to determine compliance with budget, and monitors trends and observes other performance characteristics to provide advice and assistance to operational managers;
• Manages Departmental agendas for City Council meetings and other meetings as assigned; coordinates the preparation of Department City Council reports; prepares and edits staff reports to the City Council;
• Consults with and provides advice to the Director on personnel matters, including promotions, selection, grievances, compensation, or procedural issues;
• Provides technical and functional supervision of lower-level administrative, clerical, and temporary positions; manages, develops, and trains lower-level support staff;
• Interprets Federal, State, and City regulations; coordinates their application to Department and City operations; serves as Department liaison, informing Department Head and Division Heads on pending legislation and coordinating appropriate responses concerning same;
• Assists in the coordination of interdepartmental and departmental activities with other City departments and divisions and outside agencies; coordinates and administers specialized and ongoing studies and programs requiring interdivisional participation; acts as supervisor for Departmental administrative functions; and
• Performs related duties as assigned.

EDUCATION AND TRAINING GUIDELINES

Education: Bachelor's degree in Business Administration, Public Administration, or a closely related field from a recognized college or university.

 

Experience: Four (4) years of increasingly responsible work experience in a fiscal or administrative capacity which included analysis, research, and program or project management. Previous experience in a public agency is desirable.

 

Licenses: Possession of a valid Class C California Driver's License with a satisfactory driving record as determined by California Motor Vehicle guidelines.

Description 

Under varying levels of supervision, performs maintenance and repair of City facilities, roads, streets, water and sewer maintenance activities and performs other duties essential to the maintenance of the City. THE POSITION

This announcement is for one (1) position as described below: 

Department of Public Works

The City of Half Moon Bay Department of Public Works seeks a qualified individual to perform a variety of professional level duties and responsibilities in support of the Engineering Division and functions including research and analysis for design, land development and capital improvements; to provide information and assistance to applicants, developers, consultants, the general public, and outside agencies and organizations regarding City codes, policies, standards and processes related to engineering, building and capital projects; and to participate in planning and implementation of projects.  The core services of the Public Works Department are to promote safety, livability, and sustainability through effective management of streets, parks, facilities, and utilities.  The department is also dedicated to excellence, integrity, and environmental stewardship.  For more information about the Department of Public Works please visit the department website.  

The Engineering Division is responsible for review of private development, issuance of applicable permits, assisting with environmental reviews, coordination with other divisions/departments, consultant engineers, and other utility providers in the design and construction of new public and privately funded projects and infrastructure.  The division identifies capital improvement needs in consultation with other divisions and departments, coordinates with non-City utility providers on design and implementation of the CIP, and oversees design, permitting, bidding, and construction of those projects.  The division is also responsible for managing the Traffic Safety Committee, related traffic safety regulations.  

WHAT YOU 'LL DO

This position is responsible for performing entry level professional civil engineering work related to the design, construction, inspection, and coordination of a variety of public works projects as well as review and permitting of private development projects.

COMPENSATION & BENEFITS

Assistant Engineer: $7,950 - $9.663 monthly DOQ

Holidays: 14 paid holidays per year.

Vacation: 12 days (96 hours) annually.

Administrative Leave: 12 days (96 hours) annually.

Sick Leave: 12 days (96 hours) annually.

Retirement: PERS Classic employee receives 2% at 55; single highest year and PEPRA employee receives 2% at 62, with highest 3 years. Classic employees pay 7% employee contribution and PEPRA employees pay half the normal costs (currently 6.5%). The City of Half Moon Bay does not participate in Social Security, except the required Medicare.

Health Insurance: Employee can choose from medical plans provided through CalPERS. The City provides an allowance of $1,900 per month, which can be used for medical premiums.  Any unused portion may be taken as additional compensation. Dental and Vision is fully paid by the City up to family coverage.

MINIMUM QUALIFICATIONS

EDUCATION and EXPERIENCE:

Education

Possess a Bachelor's Degree from an accredited college or university, with major course work in civil engineering or a related field; and

Experience

Assistant Engineer - No experience is required, although some practical technical experience or an internship is desirable.  

Licenses and Certificates

Assistant Engineer - Possession of a valid California Class "C" Driver's License is required at time of appointment and for duration of employment.  Possession of an Engineer Training Certificate is preferred.  Registration as a Civil Engineer in the State of California is strongly encouraged within one year of hire.

Must be able to perform all of the essential functions of the job assignment.

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. About the Position

The City of San Carlos is seeking a full-time Associate Engineer in our Public Works Department. This position performs professional and technical civil engineering work in support of the City’s public works and private development projects. Responsibilities will range from simpler projects and to more complex ones. Employees in this job class provide general engineering support and direction to a variety of public and private projects. Projects worked on may include civil works projects including: roads, drainage, grading, buildings, water and wastewater pipelines and treatment facilities, tanks, generators, parks and landscaping, bike paths, environmental mitigation and other related subjects.

 

The Associate Engineer is distinguished from the Assistant Engineer by the level of experience in the field of municipal engineering and the level of job knowledge.  This is a more specialized class wherein incumbents are charged with performing a wide variety of complex engineering assignments and having a much broader range of knowledge, skills and abilities.

 

Employees in this classification work under general supervision of the Principal Engineer. Employees in the Engineer positions are not directly responsible for the supervision and evaluation of other engineering staff; however, they may provide supervision of work product to other engineers, inspectors, technicians or intern staff.

 

Essential Duties

• Plans, directs, participates and effectively completes moderately complex projects. This technical work involves engineering, surveying, construction or other activities related to the civil engineering profession.
• Manages assigned projects, serving as the project lead and ensuring that all aspects of the project are addressed and completed professionally.

A new state-of-the-art Police Department building and 9-1-1 Communications Center has opened at 1 Chestnut Avenue.  The new Police Building includes a large training room for defensive tactics, a dedicated indoor firearms range, and progressive construction incorporating the latest in Police Station design concepts.  The 9-1-1 Communications center will have the latest communications and dispatching technologies to provide improved service and response to South San Francisco residents.

THE POSITION:

Under general supervision, receives and transmits routine and emergency telephone and radio traffic; dispatches and coordinates police, fire, public works, and other municipal staff and equipment via multifrequency two-way radio; maintains and processes a variety of communications reports, records, and radio logs; and does related work as required.

THE POSITION

Under general supervision of a Police Sergeant, the Reserve Police Officer is a sworn position assigned to field operations to patrol for the prevention and detection of crime and enforcement of laws and regulations within the philosophy of community oriented policing.  Incumbents are normally expected to solve most work problems independently and to refer to supervisory personnel only those matters which involve policy decisions, technical questions and unusual problems at the entry level and make recommendations at the advanced level.

TYPICAL DUTIES AND RESPONSIBILITIES

Duties may include, but are not limited to:

• Enforces laws and regulations and apprehends law breakers
• Conducts crime investigations
• Patrols for the prevention and detection of crime and enforcement of laws and regulations
• Responds to radio messages or telephone instructions and investigates reported disorders or crimes
• Notes and reports complaints, accidents, offenses and damages to property
• Reports abandoned or damaged vehicles
• Directs traffic
• Makes arrests, issues citations and warnings
• Prepares reports on arrests and property impounded
• Inspects crime scenes and questions witnesses
• Analyzes clues and information related to criminal activities
• Reviews modus operandi of known criminals
• Reports on the progress of investigations and prepares assigned cases for court
• Serves warrants
• Appears in court to testify regarding arrests and other law enforcement activities
• Writes complex and detailed reports
• Operates patrol vehicles
• Administers first aid or CPR when appropriate
• Develops cooperative working relationships and mutual aid agreements with other local public safety representatives
• Develops and maintains partnership building with the residential and business community as well as the other working departments within the Town of Colma
• Adheres to department rules, regulations, orders and procedures
• Exhibits and encourages behavior that is consistent with the Town’s risk management program and decreases risk of accident or injury to self, employees, residents, visitors and their property
• Performs other related duties as assigned

MINIMUM QUALIFICATIONS

Knowledge of:

• Modern office technology
• Principles and practices of customer service
• Operations, services and activities of a comprehensive municipal law enforcement program
• California driving regulations and motor vehicle operations
• Basic English composition, grammar, spelling and math
• Simple record keeping methods
• Methods and techniques of criminal investigation

• Principles and practices of crime prevention, suppression and law enforcement
