The Department

The City Clerk’s Office administers the democratic process such as elections, access to records, and all legislative actions, ensuring transparency to the public. The City Clerk’s Office is responsible for acting as a compliance officer for federal, state, and local statues including the Political Reform Act, the Brown Act, and the Public Records Act.

The City Clerk serves as a steward of the democratic process and is a liaison between the City Council and members of the public. The City Clerk is a partner in democracy, providing information and ensuring transparency. The City Clerk is an elected representative of the people and serves a four-year term. The City Clerk has legal responsibilities described in California Government Code Sections 40800, et seq., the Elections Code, and City ordinance.

The Position

Under general direction, the Deputy City Clerk is responsible for providing support to the City Clerk and Assistant City Clerk. This includes but is not limited to records management, public records requests, attendance at Council and/or Standing Committee meetings, preparing and editing minutes, and assisting with special projects. With responsibility for legal noticing, advertising, and calendaring public hearings.

San Mateo County Health's Public Health, Policy and Planning Division has exciting field-based opportunities for well-qualified and motivated Nurse Practitioners to provide both primary and urgent care to adults from vulnerable populations within our community—people experiencing homelessness and/or in shelters, monolingual Spanish speakers and other new immigrants, and those without insurance or underinsured. These services are provided through various Mobile Clinic modalities and venues, including but not limited to street medicine, shelter medicine, and the mobile coach. We are looking for collaborative Nurse Practitioners to work in and lead various multidisciplinary service teams in the field to provide comprehensive, low-threshold, client-centered care and engagement.

Teams are staffed by a Nurse Practitioner (NP), Psychiatrist, Medical Services Assistant, AOD Case Manager, and Patient Services Assistants. These teams work closely with our community partners from the Human Services Agency and community-based organizations who locate and identify clients needing medical and/or mental health services, as well as provide additional health, housing, and social services in the field.

Under general supervision, Nurse Practitioners provide urgent care and primary health care services such as physical examinations, chronic disease management (e.g., diabetes and hypertension), and referrals/linkages to specialty clinics as appropriate.

Currently, Public Health Clinics has one full-time, regular, 40-hour-per-week vacancy for a bilingual Spanish Nurse Practitioner and two 40-hour-per-week, Limited-Term Nurse Practitioner vacancies, requiring flexible schedules and field-based work at different locations. Sixty-five percent of the NP’s time will be in the field, with the remainder spent in the office documenting notes, placing orders, and coordinating with other staff as needed.

The ideal candidate has experience:

• In family practice addressing chronic disease management

• In the diagnosis and treatment of sexually transmitted infections

• Collaborating with interdisciplinary teams

• With the underserved population, including those who are homeless

• In a flexible, dynamic work environment

• With electronic medical records

• Using Spanish in a medical context

Examples of Duties

Duties may include, but are not limited to, the following:

• Provide low-threshold, comprehensive care for San Mateo County’s most marginalized and vulnerable populations, including people experiencing homelessness, those in shelters, migrant and immigrant farmworkers, the recently incarcerated, the uninsured, and those with financial challenges.

• Provide comprehensive and urgent care in a variety of non-traditional settings, including homeless encampments, outdoor locations, shelters, and a mobile RV clinic.

• Demonstrate the ability to work closely and collaboratively with a small team in often challenging environments (e.g., homeless encampments, shelters, extreme weather, individuals under the influence, or those with mental health challenges).

• Take stewardship of medical care for assigned geographic populations and/or shelters.

• Outreach to and build long-term, trust-based relationships with vulnerable populations.

• Assess patients’ physical, emotional, and social status through medical history, physical examinations, and diagnostic screenings; evaluate clinical findings and lab results.

• Identify and manage common illnesses and other health problems.

• Refer urgent issues beyond scope to appropriate specialists.

• Deliver longitudinal care in assigned areas.

• Collaborate with other health professionals following protocols for diagnosis and treatment.

• Build relationships with community partners to improve health outcomes and expand services.

• Counsel families regarding health maintenance and care.

• Coordinate referrals to other health or social agencies.

• Maintain accurate records of assessments, follow-ups, and evaluations.

• Supervise subordinate health workers and participate in meetings.

• Actively participate in quality improvement efforts.

• Perform related duties as assigned.

Qualifications

Education and Experience
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• Education: Completion of an advanced nursing degree from a program accredited by the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accrediting Commission (NLNAC), with emphasis in a Nurse Practitioner specialty area.

• Experience: Minimum of one (1) year of paid experience in an acute and/or ambulatory care setting.

Licensure

• California Registered Nurse license

• California Board of Registered Nursing (BRN) Nurse Practitioner license

• California BRN Furnishing Number

• DEA Number

For OB-GYN assignments, a Nurse Practitioner license may be substituted with a Nurse Midwife License and at least one certification in women’s health.

What You’ll Do 

The Communications Manager will hone and execute the City of San Mateo’s communication strategy, which will include key actions to enhance community engagement and participation, increase community awareness about City activities and initiatives, foster cross-departmental coordination and unity, standardize media response procedures, improve the website user experience, and standardize training and onboarding for new communications staff.  You will work with our internal team to ensure current, high-quality communications products are available. The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the city’s parks, playgrounds, sports fields, and other landscaping. There are approximately 25 parks and play lots, including Sign Hill Park, which has 60 acres of open space, and Centennial Way Linear Park, a 3-mile pedestrian and bicycle trail. Amenities include Centennial Dog Park, bocce ball courts, an above-ground skate park, a variety of ball fields, tennis and basketball courts, picnic shelters and group picnic areas.
 

IDEAL CANDIDATE SECTION:

The ideal part-time Park Maintenance Worker will be able to prioritize work and coordinate multiple tasks while working cooperatively with a variety of people, consistently ensuring excellent customer service. Capable of organizing duties, meeting critical deadlines, and following up on assignments with minimal supervision to maintain parks and public facilities according to established standards. Additionally, the ideal candidate will have knowledge of basic techniques, tools, equipment, and materials used in park and landscape maintenance, as well as an understanding of occupational hazards and related safety practices.

• Maintains all types of landscaped areas through mowing, watering, planting, trimming, weeding, and fertilizing.

• Assists in the general cleaning and maintenance of the Corporation Yard.

Experience: One year of experience in parks and landscape maintenance work is preferred. 

Training: Equivalent to graduation from high school.

• Must have no record of felony criminal convictions or misdemeanor convictions that could affect credibility as a witness in a court of law.
• Vision and hearing capabilities consistent with guidelines by POST and/or the City.
• Must be of good moral character to be determined by a thorough background investigation, which will be conducted under POST guidelines.

ABOUT THE POSITION

At a 24 hour a day police dispatch center, you will be using a sophisticated Computer Aided Dispatch terminal. A Communications Dispatcher receives emergency calls from the public requesting police, fire, medical, or other emergency service; determine priority, and dispatch police, or other emergency units as necessary and in accordance with established procedures.

San Mateo County Health is seeking an experienced individual for the position of Public Health Clinics Process Improvement Manager that plans, oversees, and provides a wide variety of administrative, analytical, and work-flow support on a County-wide level; analyzes practices and procedures and makes recommendations for organizational, operational, policy, and procedural improvements; conducts needs analysis, feasibility studies, and program evaluation for assigned projects and programs; develops, summarizes, and maintains administrative and fiscal records; fosters cooperative working relationships among County departments and acts as liaison with various community, public, and regulatory agencies; and performs related work as required.

There is currently one regular vacancy in the Public Health, Policy and Planning Division, located in San Mateo, but the position will include travel/driving throughout the county to perform duties of the job.

This management position will report to the Public Health Clinics Manager, overseeing Edison Clinics and Mobile Clinics and will have broad project management responsibility for key strategic efforts affecting the Public Health clinics, and will exercise direct and general supervision over assigned professional, technical, and office support staff.

Primary responsibilities will include, but are not limited to, the following:

• Quality assurance and improvement: build and visualize data in management reports and dashboards; convert data to information and use it to guide process improvement.
• Process improvement: facilitate, document, track, organize, and measure progress, e.g., conduct improvement work within daily huddles.
• Project management: lead projects and provide ad hoc support of projects.
• Knowledge management: inventory and maintain infrastructure of core programmatic documents and processes, how files are stored and shared.
• Partnership building: support internal staff operational needs; coordinate with other stakeholders, such as staff from Behavioral Health & Recovery Services, Human Services Agency, Health IT, San Mateo Medical Center, grant makers, state agencies, etc.
• Management of staff: supervise and influence when appropriate on projects.
• Contract and MOU support: assist Clinics Manager to write scopes of work, produce required reports and invoices for categorical funding and operational agreements.
• Revenue optimization support: oversee billing quality assurance and improvement, facilitate braided funding opportunities and oversight.
• Policy and procedures facilitation: maintain inventory and lead update processes through completion, including occasional initial literature reviews or research and coordination of stakeholders.
• Change management and leadership synchronization: coordinate staff engagement, training, feedback to ensure successful system changes, facilitate leadership development and decision making, contribute to agendas, take meeting minutes, track on-going project work in support of meeting goals.

Ideal candidate will possess:

• Experience with project management and process improvement as the lead.
• Knowledge and/or experience with: County of San Mateo; Public Health; healthcare clinics; vulnerable population care management including people experiencing homelessness; and HIV, Sexually Transmitted Infections (STIs), and other Communicable Diseases.
• Data skills including requirements gathering; ad hoc report building; data and dashboard management.
• Knowledge of and/or experience with information technology systems including Power Business Intelligence (BI); advanced Excel; eClinical Works (eCW); ARIES; Microsoft SharePoint; Epic; Workday reporting.
• Experience with change management, leadership development, and team culture-building.
• Demonstrated ability to be organized, diligent, perseverant, self-starter, independent learner, tenacious, self-reflective.
• Ability to establish and maintain effective working relationships with those encountered on the job and with political astuteness.
• Excellent written and verbal communication skills.

Qualifications

Education and Experience :

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, economics, planning, finance, or a related field, and five (5) years of increasingly responsible professional administrative and analytical experience in municipal government, including experience in budget, strategic planning, policy analysis, and organizational development.

Licenses and Certifications :

• Some positions may require a valid California driver's license.
