The Belmont Parks and Recreation Department is recruiting for part-time Building Attendants. Building Attendants provide operational supervision of facilities during the absence of full-time staff.

Building Attendant I - This is the entry level class in the Building Attendant series.  Incumbents in this class work under close supervision.  As experience is gained, incumbents may be granted more independence of action under established guidelines.

Building Attendant II - This is the journey level class in the Building Attendant series. Incumbents are expected to work independently in the absence of close supervision.

San Mateo County Health is seeking an experienced individual for the position of Public Health Clinics Process Improvement Manager that plans, oversees, and provides a wide variety of administrative, analytical, and work-flow support on a County-wide level; analyzes practices and procedures and makes recommendations for organizational, operational, policy, and procedural improvements; conducts needs analysis, feasibility studies, and program evaluation for assigned projects and programs; develops, summarizes, and maintains administrative and fiscal records; fosters cooperative working relationships among County departments and acts as liaison with various community, public, and regulatory agencies; and performs related work as required.

There is currently one regular vacancy in the Public Health, Policy and Planning Division, located in San Mateo, but the position will include travel/driving throughout the county to perform duties of the job.

This management position will report to the Public Health Clinics Manager, overseeing Edison Clinics and Mobile Clinics and will have broad project management responsibility for key strategic efforts affecting the Public Health clinics, and will exercise direct and general supervision over assigned professional, technical, and office support staff.

Primary responsibilities will include, but are not limited to, the following:

• Quality assurance and improvement: build and visualize data in management reports and dashboards; convert data to information and use it to guide process improvement.
• Process improvement: facilitate, document, track, organize, and measure progress, e.g., conduct improvement work within daily huddles.
• Project management: lead projects and provide ad hoc support of projects.
• Knowledge management: inventory and maintain infrastructure of core programmatic documents and processes, how files are stored and shared.
• Partnership building: support internal staff operational needs; coordinate with other stakeholders, such as staff from Behavioral Health & Recovery Services, Human Services Agency, Health IT, San Mateo Medical Center, grant makers, state agencies, etc.
• Management of staff: supervise and influence when appropriate on projects.
• Contract and MOU support: assist Clinics Manager to write scopes of work, produce required reports and invoices for categorical funding and operational agreements.
• Revenue optimization support: oversee billing quality assurance and improvement, facilitate braided funding opportunities and oversight.
• Policy and procedures facilitation: maintain inventory and lead update processes through completion, including occasional initial literature reviews or research and coordination of stakeholders.
• Change management and leadership synchronization: coordinate staff engagement, training, feedback to ensure successful system changes, facilitate leadership development and decision making, contribute to agendas, take meeting minutes, track on-going project work in support of meeting goals.

Ideal candidate will possess:

• Experience with project management and process improvement as the lead.
• Knowledge and/or experience with: County of San Mateo; Public Health; healthcare clinics; vulnerable population care management including people experiencing homelessness; and HIV, Sexually Transmitted Infections (STIs), and other Communicable Diseases.
• Data skills including requirements gathering; ad hoc report building; data and dashboard management.
• Knowledge of and/or experience with information technology systems including Power Business Intelligence (BI); advanced Excel; eClinical Works (eCW); ARIES; Microsoft SharePoint; Epic; Workday reporting.

Qualifications

Education and Experience :

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, economics, planning, finance, or a related field, and five (5) years of increasingly responsible professional administrative and analytical experience in municipal government, including experience in budget, strategic planning, policy analysis, and organizational development.

How to qualify

Education: Possession of a baccalaureate degree from an accredited college or university AND

Experience: Four (4) years of experience managing a section with oversight of contract negotiation, administration, operation, or compliance within a large organization, all of which includes experience supervising professionals.

Substitution:

1. Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Job Description

Under general supervision, operates, maintains, troubleshoots, and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration and auxiliary plant machinery and equipment in a large complex or multi-faceted facility. Ensures that all equipment, machinery and systems are functioning normally and safely, and complies with all applicable safety rules and regulations.

MAJOR, IMPORTANT, AND ESSENTIAL DUTIES

1. Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).2. Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.

3. Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.

4. Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.

5. Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.

6. Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.

7. Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.

Environmental Health Specialist will receive general supervision and provide lead direction in performing various countywide environmental health inspection and enforcement activities in one of the several specialized technical areas such as consumer protection, food sanitation, recreational water, water, sewage, land use, and cross connection control; vector control; solid waste; medical waste; and housing and institutions.

THE POSITION

Under general supervision of a Police Sergeant, the Reserve Police Officer is a sworn position assigned to field operations to patrol for the prevention and detection of crime and enforcement of laws and regulations within the philosophy of community oriented policing.  Incumbents are normally expected to solve most work problems independently and to refer to supervisory personnel only those matters which involve policy decisions, technical questions and unusual problems at the entry level and make recommendations at the advanced level.

San Mateo County Health is seeking an experienced individual for the position of Public Health Clinics Strategic Projects Manager. This management position will report to the Public Health Clinics Manager, overseeing Edison Clinics and Mobile Clinics and will have broad project management responsibility for key strategic efforts affecting the Public Health clinics.
 
There is currently one regular vacancy in the Public Health, Policy and Planning Division located in San Mateo, CA.
 
Primary responsibilities will include, but are not limited to, the following:  

• Quality assurance and improvement:  build and visualize data in management reports and dashboards; convert data to information and use it to guide process improvement.

This is an essential senior management position reporting to the Deputy Public Works Director. 

Primary Responsibilities: 

Oversee, coordinate, and manage key programs and projects in solid waste, organic/food and hazardous waste, water conservation, drought contingency planning and implementation, energy conservation and efficiency, distributed energy resources including solar, battery energy storage and microgrids, clean energy procurement, and electric vehicle charging infrastructure citywide.
