DESCRIPTION:

The Department:

The Santa Clara Fire Department was established in 1854 when local residents formed the Columbia Hose Volunteer Fire Company. Today, the city has 9 fire stations (one more in design process) consisting of 8 engines, 2 trucks, 1 rescue/light unit, 1 hazardous materials unit, 1 ambulance and 2 command vehicles. The fire department is comprised of 175 personnel staffed across five divisions and serves a population of approximately 130,000 people spread over 18.4 square miles.  The Fire Administration Division provides management, organization, and support for the various divisions of the fire department actively engaged in the protection of life and property.  The Emergency Medical Services Division is responsible for training personnel to deliver pre-hospital emergency medical services to people who live, work and visit in Santa Clara.  The Community Risk Reduction Division is primarily responsible for fire safety education, fire cause determination, inspection of high hazard occupancies, and fire code enforcement. This division also maintains a vital role as technical consultant to the fire department, the City, and the business community, advising on site construction, process installation, and the safe use and handling of hazardous materials as outlined in federal, state, and local regulations. The Field Operations Division efficiently manages over 11,000 emergency responses annually.  The Training Division provides services to the Fire Department, other City departments, industry, and the community at large.

The Position:

Firefighter I is the entry level classification in the Firefighter series. An incumbent in this classification responds to medical emergencies, fire alarms, performs rescue services, and protects life and property endangered by fire. When qualified and assigned, Firefighter I's may be assigned to paramedic duties. Performs related duties as assigned.

Please refer to the "Firefighter Selection Process Guide" guide for additional information on the selection process.  Depending on the applicant pool, it is possible that only a limited number of applicants will be invited to the written examination.  Depending on logistical considerations and the size of the qualified applicant pool, it is possible that only those candidates scoring highest on a particular exam will be invited to continue in the selection process.   Candidates who pass a phase of the examination but do not earn an invitation to continue in the process will remain eligible to participate in future examinations if deemed necessary by the City.  Candidates must attain a passing score on each phase of the examination process to qualify for the Eligible List, which may be used for current and future vacancies in the job classification.  Placement on the eligible list does not guarantee nor imply that a job offer will follow.  A department interview will be required prior to appointment.

The annual salary range for this position is $104,407.68– $129,909.36. This position will be filled at the minimum of the salary range.

License/Certifications:

• A valid National Registry or State of California Emergency Medical Technician (EMT) certificate or proof of course enrollment in a valid EMT program is required at time of application.  Upon appointment to the classification, a valid National Registry or State of California Emergency Medical Technician (EMT) certificate is required to be possessed and maintained as a condition of employment.
• A valid California Firefighter Joint Apprenticeship Committee (CFFJAC) Candidate Physical Ability Test (CPAT) card issued within 6 months prior to the date of a conditional offer of employment
• Successful completion of a City of Santa Clara approved Fire Academy is required within 6 months of appointment
• Possession of a valid California Class C driver's license is required at time of appointment. A valid California Class C driver's license with Firefighter endorsement is required within 24 months of appointment 
• All of the listed licenses and certifications must be maintained as a condition of continued employment in this classification for as long as they are required

Desirable Qualifications:

• Demonstrated proficiency in a second language, in accordance with the City's needs
• Military experience, journey-level status in the building construction trades, or other work experience relevant to the fire service
• Community service experience
• Completion of thirty (30) or more units of coursework in Fire Science/Technology at an accredited college
• An associate's or higher-level degree from an accredited college or university
• Possession of a valid California Paramedic (EMT-P) license (required prior to appointment to a Paramedic assignment)
• A valid California Class A or B commercial driver's license

Other Requirements:  

• Typically assigned to a 56-hour workweek (24-hour shifts); may be assigned to a 40-hour workweek as required
• May be required to work odd and unusual hours, including weekends and designated holidays and to be subject to call-back in the performance of job duties
• Must be able to perform all of the essential functions of the job assignment

Physical Requirements:

• At least 21 years of age 
• Able to distinguish primary colors (red, green, amber), each eye free of any abnormal condition or disease which might affect performance of job duties, visual acuity in each eye of at least 20/50 vision (uncorrected) and 20/30 (corrected), and normal night vision 
• Normal hearing without correction in both ears
• Free from disabling speech impediments, disabling neuroses or psychoses, and disabling physical conditions or diseases 
• Strength and physical abilities necessary to perform the duties of a Firefighter I. A valid CFFJAC CPAT card issued within 6 months prior to the date of a conditional offer of employment is required.

About the Position: The Land Stewardship & Trails Department is Midpen’s largest department with over 70 employees during construction season. As such, this position requires constant communication and alignment with team members and stakeholders.  This position reports to the Land Stewardship & Trails Manager and has direct supervision over one Administrative Assistant. Work Environment: This full-time position is part of the Land Stewardship & Trails Department at Midpen’s Administrative Office in Los Altos, California. Midpen offers a hybrid office/telecommute work schedule for this position following successful onboarding. A minimum of three days on-site in the office is required per week. This is primarily a sedentary office classification.  Must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field and three (3) years of professional analytical experience equivalent to a Management Analyst I at the District. Public sector experience is preferred and previous supervisory experience is desirable.

About the Department

 

The City of San Jose’s Department of Planning, Building, and Code Enforcement serves to ensure the orderly and safe development of private properties, compliance with all applicable building, zoning, and quality of life ordinances and regulations, and to promote healthy and safe community standards.  This is accomplished by departmental staff in service to customers by: 

• Assisting and guiding land use and development to promote long-term goals and objectives that render safe, beneficial, and more sustainable communities 

• Providing orderly administration and compliance of building codes, as mandated by the various levels of government, to ensure the construction of buildings, homes, and structures meet intended life safety and structural requirements 

• Investigating and resolving citizen complaints of municipal code violations on private property in order to promote, maintain, and improve quality of life issues that better allow for safe and harmonious conditions in all neighborhoods 

The Department is seeking a Deputy Director of Planning who is committed to understanding, executing, and improving the Department’s vision of a well run, professional organization that achieves the above goals and objectives.  This includes providing excellent service and guidance to residents, property and business owners, developers, and other stakeholders throughout the planning processes. The Department has a staff of approximately 300 employees and includes four divisions: 

• The Planning Division administers current development projects, processes development applications in conformance with City policies and objectives and conducts long-range planning such implementation of the Envision San José 2040 General Plan. The Division provides support to the Planning Commission and the Historic Landmarks Commission. The Deputy Director (Planning Official) manages this Division. 

• The Building Division conducts plan review and field inspection of construction projects to ensure conformance with health and safety requirements. The Division operates the City’s Permit Center. The Building Official manages this Division.  

• The Code Enforcement Division utilizes education and enforcement tools to facilitate compliance with Municipal Codes designed to maintain a healthy, safe and clean environment, carry out land use policy, and preserve the quality-of-life standards that residents and businesses enjoy. The Code Enforcement Official manages this Division. 

• The Administrative Division manages the Department’s administrative activities, including budget, fiscal and human resources. The Administrative Officer manages this Division. 

To provide consistency throughout the planning and entitlement processes, key elements of the Planning and Building Divisions operate on the interdepartmental “Development Services Team” with Public Works Development Review and the Fire Marshal. The Deputy Director for Planning is a direct report to the Director of PBCE and provides leadership of all Planning functions within the Department. The position also contributes to the overall management of the Department through overseeing various interdivisional project teams. 
  

The Deputy Director for Planning is responsible for the stewardship and implementation of the City's General Plan and zoning policies, the review of applications for planning permits for consistency with the City’s ordinances and polices including California Environmental Quality Act (CEQA), and for engagement with customers, stakeholders and the community on proposed developments.  

  

The position is supported by three Division Managers and four Principal Planners who take responsibility for day-to-day operations and decision-making and are split between Development Review, CEQA, and Citywide Planning (longer term policy and plan development). The position manages an interdisciplinary team of planners and provides executive direction for specialized professional planning functions, including development review, land use, zoning, urban design, environmental review, historic preservation, housing, transportation, economic development, and data analytics. The position develops and oversees the organizational structure, the annual work program, and the budget and staffing of the Planning Division and assists in the preparation of the Department’s work program and budget.  
 

The Deputy Director of Planning frequently represents the Department and the Director at City Council, officiates public hearings on the Director’s behalf, and represents the Department and the Director at meetings with the public, elected officials, other departments/agencies and various stakeholders. The position includes attendance at evening meetings.  

   

Essential areas of responsibility include: 

• Oversee the department's planning budgets, ensuring proper allocation of resources, cost recovery, as well as the development and oversight of the divisions fees and charges  

• Ensure all planning activities comply with local, state, and federal regulations. 

• Develop and implement long-term city planning initiatives. 

• Facilitate public meetings and community outreach to gather input and inform the public about planning projects. 

• Provide leadership and guidance for critical housing related issues/proposals ranging from zoning, permitting, infrastructure improvements, community engagement and sustainability 

• Oversee the review of development proposals, zoning changes, and other land use applications for compliance with city codes and policies.  

• Manage complex planning projects and initiatives, including comprehensive plan updates, area plans, and zoning code revisions.  

• Collaborate with the internal development-services partners, elected officials, developers, community groups, and the general public on planning matters.  

• Prepare reports, presentations, and recommendations for the Planning Commission and City Council  

• Assist in the day-to-day operations of the Division. 

• Advise the Director about important and/or sensitive issues; take appropriate action to address them. 

• Represent the Department and City before other government agencies, community groups, citizens, businesses and professional organizations. 

• Provide positive and constructive leadership and management; mentor and motivate staff. 

• Lead organizational review and strategic planning efforts. 

• Continue to stay on the forefront of nationwide trends and initiative. Introduce and implement creative ideas and processes to help the city achieve 
   its economic development, quality of life, and other goals. 

• Continue implementation of the Envision San José 2040 General Plan. 

 

With the scale of growth and development anticipated throughout the City, anchored by major transit investment plans, it is critical that the City’s General Plan for current citywide planning policy priorities should include:

Substitution

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).  

 

The City of Santa Clara currently has three (3) openings in its Senior Engineering Technician classification. The current openings are within Silicon Valley Power (the Electric Utility Department), the Water & Sewer Utilities Department, and the Department of Public Works. 

Silicon Valley Power

Silicon Valley Power, Asset Management Group has an excellent opportunity for the position of Senior Engineering Technician. Job responsibilities include, preparing scaled and dimensioned plans based on sketches prepared by engineering and/or estimating personnel, maintaining records of as-builts and updating existing SVP maps and records utilizing ESRI-based GIS applications, maintaining master map files, including such records of block maps, street light maps, fiber communication, electric utility single line and operating diagrams and other maps, performing computing and drafting operations in AutoCAD, involvement in checking drawings of electric utility facilities, and performing other duties as assigned. 

Water and Sewer Utilities

The Water and Sewer Utilities Department is looking for a Senior Engineering Technician who desires to become a Water and Sewer Utility professional and support a talented group of engineers, administrative staff and utility operators with the sole aim of delivering safe, reliable utility services and excellent customer service to the community of Santa Clara. The Senior Engineering Technician will prepare exhibits, update CAD files, access and update asset management software, update spreadsheets and project folders, perform site visits, perform field measurements, perform research tasks, support the water sampling program, support plan checks, prepare construction documents, perform field inspections, update block books and communicate with customers, contractors, consultants, engineers, inspectors, and operators. 

The ideal candidate should be proficient in AutoCAD, the Microsoft Office Suite, working with PDF formats, navigating folder directories, and communicating effectively with a diverse group of stakeholders. Any experience, skills or certification related to the water, recycled water, sewer or general civil engineering industry is desired.

Department of Public Works

The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative individual to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of four engineering divisions: 1) Design, 2) Field Services, Land and Property Development, and Traffic Engineering as listed below. The Operations and Maintenance focus area includes operations and maintenance of public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities. Currently, the Field Services Division of the Department of Public Works (DPW) is looking for individuals for the position of Senior Engineering Technician.  This position will provide support to the Field Services division through updates to the Geographic Information System (GIS) system, AutoCAD, and miscellaneous databases.  This position will coordinate internally with various DPW staff to maintain system records and support their needs to successfully complete their projects on time.

The ideal candidate should have experience using and editing AutoCAD software. The Senior Engineering Technician will assist the City Surveyor with topographic, monument, and benchmark surveys conducted in the field. Additionally, the technician will help restore missing or damaged monuments and benchmarks and perform administrative tasks such as filing permits, updating block books, conducting research, and carrying out field inspections and investigations. Employees in this role are expected to be fully trained in all procedures related to their assigned responsibilities. Work is performed under the general supervision of the Chief of Party, a Professional Engineer, or a Principal Engineering Technician, who assigns tasks and reviews work to ensure compliance with instructions and established engineering standards. 

Below is a briefing description of the Department of Public Works' divisions, including those that do not currently have an opening. If you are interested in any of the following divisions, you are encouraged to apply to this opening.  

The Design Division manages capital improvement planning and programming related to pavement management, storm drain facilities, and sanitary sewer systems. Additionally, the division provides capital project delivery services for a variety of City projects including transportation, roadways, pedestrian and bicycle, storm drains, sanitary sewers, buildings, libraries, and parks to implement the City’s capital improvement program. The division also coordinates with the Federal Emergency Management Agency on the City’s Community Rating System (CRS) program to maintain the City’s Class 7 rating. 

The Field Services Division provides construction management, construction inspection, materials testing, and surveying for capital improvement projects such as pavement rehabilitation, traffic signals, storm and sanitary sewers, parks, building improvements and other public improvements.  The Field Services Division also provides construction inspection and coordination for developer/private construction of public improvements within the City’s right-of-way. 

The Land & Property Development Division is responsible for providing efficient and effective engineering services to support private development projects during the entitlement, design, and construction phases. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public as the City’s permit center.

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. 

This position may be filled within various divisions of the Public Works, Water & Sewer Utilities, or Electric Utility Departments not included in this listing.

Minimum Qualifications

EDUCATION AND EXPERIENCE
• Graduation from high school or tested equivalent; and
• Two (2) years of full-time paraprofessional engineering experience at a level equivalent to City of Santa Clara Engineering Technician including at least one (1) year working with Computer Aided Drafting (CAD) and/or Geographic Information System (GIS) tools and software.

ACCEPTABLE SUBSTITUTION
Possession of an Associate’s degree or higher OR minor in engineering or GIS may be substituted for one (1) year of the required experience.

DESIRABLE QUALIFICATIONS
• Possession of an Associate’s degree or higher, including satisfactory completion of post-secondary courses in mathematics, engineering, CAD, GIS, and related subjects
• A certificate in CAD
• A certificate in GIS
• Experience using Supervisory Control and Data Acquisition (SCADA) systems
• Experience using Computerized Maintenance Management Systems (CMMS)

LICENSES/CERTIFICATIONS
Possession of an appropriate, valid California Class C driver's license is required at time of appointment and for the duration of employment.

The City of San Jose is hiring for an Enterprise Resource Planning Modernization Technical Project Manager (Enterprise Supervising Technology Analyst) to lead the project to modernize the City’s ERP System. This is a multi-year project with the first phase being to identify a solution and an ERP implementation partner.
 
The position will be dedicated to managing the consolidation and replacement of the City’s aging ERP applications with a modern and robust ERP system. The ERP Technical Project Manager will partner with the Finance Department and City stakeholders to bring on a consulting firm to oversee the execution of the project. Thereafter, the ERP Technical Project Manager will partner closely with the consulting firm and the Finance Department’s Functional Project Manager to evaluate the City’s current ERP systems, identify gaps and improvements, define the project scope, objectives, and timelines, and manage the project team to ensure the ERP project is delivered on-time and on-budget. 
 
In this role, you would serve as a technical project manager for the modernization of the City’s ERP systems. Responsibilities include but not limited to the following:

• Leading the technical workstream for the City’s ERP Modernization project.
• Partner with the Finance and IT sponsors and stakeholders to evaluate, select and onboard a consulting firm to oversee the execution of the project.
• Partner with the consulting firm, Finance Department, and IT stakeholders to evaluate the City’s current ERP systems, identify gaps and improvements, and define the ERP Modernization project scope.
• Collaborate with the project’s cross functional and technical teams and leads to communicate and escalate cross functional and technical impacts.
• Provide oversight and coordination of all technical workstream activities, including status reporting, resourcing, requirements, design, build, test, and deployment tasks.
• Develop, maintain, and operate the project management structure for the ERP implementation, including selection, configuration, deployment and operation of project management tools, project management processes and project reporting.
  • Define and document project scope, objectives, and success criteria with particular focus on alignment with business objectives.
  • Create and maintain project plans, including schedules, timeline, tasks, and budget.
  • Break down complex tasks into actionable work items, with accurately estimated required time and effort, appropriate sequencing plus alignment of co-dependent activities.
  • Determine resource requirements: identify and schedule appropriate people and assets.

Salary Information: The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Enterprise Supervising Technology Analyst (ESTA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

• Salary Range (including the 5% NPWI): $141,697.92 – $172,645.20

 The ESTA classification is represented by the City Association of Management Personnel (CAMP).

Overview:

The Program Administrator (Contracts Supervisor) plans, organizes, supervises, and coordinates the procurement by contract of professional consultant services (architectural engineering "A/E" and non-A/E consultants) and specialized Valley Water activities, and coordinates and oversees contract administration activities.  The Program Administrator works on contracts that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems. This is a management and leadership position with oversight of a team of contract professionals. This position reports to the Manager of the Purchasing and Consultant Contracts Unit, within the General Services Division.

• 3+ years of increasingly responsible supervisory experience of staff is preferred.
