The City of Sebastopol is seeking an engaging, inclusive, collaborative, and talented leader who is well-versed in project management, facility and infrastructure maintenance, water distribution and wastewater collection systems, public parks and facilities maintenance, and related laws, regulations, and safety standards. The Director of Public Works will oversee the City Engineer, direct assigned personnel, and coordinate assigned activities with other departments and outside agencies. This position plans, organizes, directs, and reviews the full range of activities, personnel, and operations of the Department of Public Works, including public works construction and inspection, repair and maintenance of City infrastructure and streets, the contract for City Engineer services, and engineering and transportation permits and programs.

The Director of Public Works will demonstrate cultural competency working with all community members regardless of cultural differences or circumstances, including race, ethnicity, religion, language, gender identity, age, marital and familial status, sexual orientation, diverse physical and learning abilities, socioeconomic status, and other identities. This position provides highly responsible and complex professional and administrative consultation to the City Manager and may serve as the City Manager or Assistant City Manager in either manager's absence or as assigned. This is an “at will” classification serving at the pleasure of and receiving administrative direction from the City Manager. This role's duties allow for a broad scope of independent decision-making within legal, policy, and regulatory guidelines. It involves exercising general direction and supervision over professional, technical, and administrative support staff.

The Department: 

The Department of Public Works (DPW) constructs, maintains and improves various components of the City’s infrastructure providing quality, cost-effective, and timely services for the residents and businesses of Santa Clara. This also includes support of other City Departments providing services to the community.  DPW support includes managing more than 750 fleet assets essential in delivering quality public safety, power, water, sewer, parks, and streets maintenance services to the City.

The Position: 

This classification is the entry level of the City's Automotive Technician series and reports to the Public Works Supervisor, Automotive Technician II/III, or higher-level classification as assigned.  Incumbents in this classification perform routine safety and preventative maintenance inspections of motorized vehicles and equipment.

The annual salary range for this position is $78,600.72 - $100,518.12. This position may be filled at or near the minimum of the salary range.

 

Minimum Qualifications

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

Graduation from high school or equivalent.

 

Minimum Experience Requirements:

One (1) year of automotive or heavy equipment (truck or construction equipment) servicing work.

 

Acceptable Substitution: 

Course completion from an accredited institution or an appropriate trade school, or technical coursework from an accredited institution, in diesel or gasoline-powered mechanics leading to an Associate degree or journey level certification may be substituted for up to one (1) year of the required experience.

Desirable Qualification: 

Possession of a valid California Class A driver's license with Air Brake Test is highly desirable.

License/Certifications: 

• Possession of an appropriate, valid California class C driver's license is required at time of appointment.
• Possession and maintenance of the following State of California Licenses and Certificates is required prior to completion of the probationary period:

                               Class A California driver's license with air brake test
                               ASE Certifications-A, A4, A5, A6, A7, A8 and A9 or L1 or L3

• Incumbents shall be required to obtain and maintain any other license(s) and/or certificate(s) that may be required by future regulation for the performance of listed typical tasks.

Other Requirements:  

• Must be able to perform all of the essential functions of the job assignment.
• Incumbents of this class may be required to work on a shift basis, and/or work unusual hours in emergency situations.
• Incumbents of this classification may be subject to drug and /or alcohol testing as mandated by federal regulations.
• Incumbents of this classification are required to provide tools for the automotive trade, based on job assignment and fleet composition.

This is a seasonal, part-time position for the Parks & Grounds division.

Under the general supervision of a Public Works Streets Supervisor or Parks & Grounds Supervisor, and direction of a Maintenance II lead, incumbents in this classification assist with the cleanup and maintenance of City parks, streets, and satellite facilities including buildings, equipment, bus stops, parking lots, trails, flora and landscapes; and perform related work as required.

What You’ll Do

The Wastewater Treatment Plant (WWTP) Mechanic I/II performs semi‑skilled and skilled work in the installation and repair of pumps, motors, chain drives, valves and related equipment and to do related work as required.  The WWTP Mechanic I is the entry level class in the Plant Mechanic series.  Positions in this class normally perform beginning level mechanical repair and maintenance work on a wide variety of wastewater quality control plant systems and equipment. Under this class series concept, positions assigned to the class of Plant Mechanic II may reasonably be filled at the Plant Mechanic I level.  The WWTP Mechanic II is the journey level class in the Plant Mechanic series. Positions assigned to this class are flexibly staffed and are expected to perform the most skilled repair and maintenance work and have a thorough knowledge of the operational characteristics, maintenance and repair methods and techniques and most typical system difficulties for the full range of equipment and operational systems in the plant. All positions assigned to this class require the ability to work independently, exercising judgment and initiative. Plant Mechanics II may also be expected to assist in the supervision of less experienced personnel.

Depending upon assignment, duties may include, but are not limited to the following:

• Operate machines and tools in repairing defective parts of pumps, compressors, generators, motors, lift stations, boilers and related mechanical equipment.

• Maintain accurate mechanical maintenance records.

• Install, repair, replace, and modify pumps, controllers, bearings, seals, hydraulic pipes, timing devices and assist in installing telemetering electrical equipment.

• Use a variety of power hand tools, cutting and welding equipment and electrical test equipment. Fully utilize the computerized work systems in accordance with work flow processes.

• Perform preventive maintenance on wastewater treatment plant mechanical and electrical equipment. Evaluate equipment performance and identify problem areas.

• Maintain stock inventory and adequate supply of replacement parts.

• Plant mechanics may be required to respond to emergency situations after normal working hours and be subject to serve on emergency stand-by alert and call out status on a rotational basis, including participation in rotating stand-by duties.

• Analyze or create documents, such as blueprints, markings, surveys, etc. to problem solve the most effective approach to a task.

• Verify the work of others for accuracy, proper work methods, techniques, and compliance.

• Formulate solutions to problems with equipment or operations, including logistics, operations, and processes.

• Draft operating procedures.

The Wastewater Treatment Plant Mechanic I/II receives supervision from the Wastewater Treatment Plant Maintenance Superintendent or Wastewater Treatment Plant Mechanic III as directed technical or functional supervision may be provided by higher level treatment plant maintenance personnel.  Assignments may require indirect supervision of less experienced plant maintenance personnel.
