Village Park Preschool is a play-based preschool program offered by the City of Burlingame Parks and Recreation Department at Village Park. We offer 3 programs: Lil’ Sprouts (2 year olds), Cottage Kids (3 year olds), and Afternoon Owls (3 year olds).  The emphasis of the program is physical, social, and emotional growth in a child-centered environment. Activities are designed to foster a healthy child that develops an early love of learning. Preschool Teacher

The City of Burlingame is looking for an energetic, caring, creative, and responsible Preschool Teacher. Under direction of a Recreation Supervisor, the Preschool Teacher plans, schedules, and organizes preschool classes for the City’s Village Park Preschool program, assures policies and procedures are maintained, and performs related work as required.

Essential Duties

• Plan, organize, and implement activities that support early childhood education and socialization
• Lead a variety of activities including, but not limited to, arts and crafts, organized games, story time, music/singing activities, science, cooking, early writing skills, and interactive circle time
• Ensure proper safety precautions are observed
• Maintain and care for supplies, equipment, and the facility
• Report any supply requests and facility maintenance needs
• Set up daily snack, change diapers and support toilet training
• Help with preparation of monthly newsletter
• Complete assigned paperwork, including timecards and incident and accident reports
• Communicate regularly with parents and staff to disseminate information and build positive relationships
• Perform related duties and responsibilities as assigned

Qualifications

• Knowledge of early childhood education principles, curriculum development, and best practices.
• Completion of 24 units of Early Childhood Education.
• Strong communication and interpersonal skills.
• Previous experience in a preschool or childcare setting is preferred.

Position Summary

 

Under the general direction of the Deputy General Manager of Bus, the Director of Business Operations is responsible for planning, directing, and managing the Bus Division’s Business Operations Unit, including Data Analytics & Program Management, Schedules & Service Development, and Bus Administration.

 

This position provides strategic and operational leadership over all bus scheduling functions, including network coordination with the Planning Department, development of vehicle and crew schedules, roster development, and oversight of signup bidding and deployment activities. The Director ensures that service delivery is aligned with operational goals, labor agreements, and financial constraints.

 

In addition, this position leads performance management, business analytics, budget development, and capital and operational program support functions for the Bus Division. The Director works collaboratively across departments and with external agencies to ensure safe, efficient, compliant, and customer-focused transit service.

 

Essential Responsibilities

 

A. Business Operations Leadership & Administration

• Leads and manages Business Operations functions, including Data Analytics & Program Management, Scheduling & Service Development, and Bus Administration
• Supports the development of division goals, priorities, and performance expectations in coordination with division leadership
• Leads development and monitoring of operating and capital budgets, including workforce and resource forecasting
• Provides analytical, financial, and policy support to division leadership and partner departments
• Oversees Bus Administration functions, including coordination of division-wide administrative processes, policy and program tracking, and support for budgeting, reporting, and organizational initiatives
• Leads or supports capital and operational projects impacting service delivery and business functions
• Represents the division in internal and external meetings related to business operations functions

B. Scheduling and Service Development 

• Leads the design and development of bus schedules, including timetables, blocking, run-cutting, and rosters
• Supports service planning activities, including evaluation and development of service changes and operational scenarios
• Ensures scheduling practices align with service goals, labor agreements, and budget constraints
• Partners with the Director of Transportation to ensure schedules are operationally feasible and effectively implemented
• Coordinates with the Planning Department and external agencies to support integrated regional service delivery
• Oversees scheduling-related processes, including quarterly signups, bidding, and workforce deployment, in coordination with Transportation and Labor Relations
• Ensures effective integration of scheduling systems with downstream operational, financial, and customer information systems (e.g., CAD/AVL, payroll, and reporting platforms)

 

C. Data Analytics, Performance Management & Program Support

• Oversees the collection, analysis, and reporting of operational and financial performance data
• Develops and maintains key performance indicators (KPIs), dashboards, and reporting tools to support decision-making
• Monitors and analyzes system performance metrics, including ridership, on-time performance (OTP), service reliability, and operational efficiency
• Provides regular reporting to internal leadership, external agencies, and governing bodies
• Supports evaluation of service, policy, and operational changes through data-driven analysis, including financial impact assessments
• Oversees integration and effective use of business systems (e.g., CAD/AVL, APC, fare systems, and scheduling platforms)
• Leads and manages technology initiatives and program delivery related to business operations systems, including system upgrades, implementations, integrations, and coordination with Information Systems and external vendors

About the Role

This is not a desk job. This is not a new position we are trying to figure out. And this is not a role where you sit behind a screen waiting for the next alert to go out.

For over a year, SMC EM has been deliberately building a countywide Alert and Warning (A&W) program that brings coherence, consistency, and credibility to how San Mateo County communicates with the public before, during, and after emergencies. We have developed training curricula, created frameworks, established partnerships, and advanced the conversation across the Operational Area. Now we need someone to carry that work forward – externally.

The Alert and Warning Coordinator is fundamentally an external-facing role. There are 32 agencies within the San Mateo County Operational Area that hold alerting authority and sending rights. Each has its own protocols, staffing models, and levels of experience with alert and warning systems. Your job is to be the connective tissue—socializing our approach to A&W with operational area partners, building alignment across jurisdictions, and ensuring that when an alert goes out in this county, it is timely, accurate, actionable, and drives protective action.

You will brief city councils, law and fire chiefs with equal confidence. You will sit with an Incident Commander during a fast-moving wildfire and translate urgency into a message that saves lives. You will train authorized users on alerting platforms and hold the line on quality when others want to cut corners. And you will do all of this while representing a department that is changing the culture of emergency management in one of the most complex operational areas in the state.

 

What This Role Actually Involves

Partnership and Coordination (Primary Focus)

• Serve as the primary liaison to the 32 agencies across the Operational Area on all matters related to alert and warning, building relationships and driving alignment toward consistent A&W practices countywide.
• Brief alert and warning programs, standards, and best practices to diverse audiences—from city councils and boards of supervisors to law and fire chiefs, emergency managers, and community organizations—adapting your message for each.
• Coordinate monthly and recurring touchpoints with Operational Area partners to advance shared A&W goals, identify gaps, and troubleshoot challenges collaboratively.
• Represent SMC EM at stakeholder meetings, advisory committees, work groups, tabling events, and public-facing engagements at all levels of government.
• Facilitate training seminars and hands-on workshops for authorized users across jurisdictions on alerting platforms, protocols, and message crafting.

 

Alert Crafting and Operational Readiness

• Develop, review, and issue emergency alerts that drive protective action – messages that are clear, accurate, geographically targeted, accessible across languages, and calibrated to the threat. This includes understanding what makes an alert effective, not just how to press “send.”
• Maintain fluency across multiple alerting platforms including IPAWS, Wireless Emergency Alerts (WEA), the Emergency Alert System (EAS), mass notification systems, and reverse 9-1-1.
• Participate in a weekly on-call rotation, maintaining 24-hour readiness and responding to the field or Emergency Operations Center (EOC) during emergencies or disasters.
• Conduct regular testing and evaluation of A&W systems to ensure functionality, reliability, and interoperability across jurisdictions.
• Participate in after-action reviews and improvement planning to refine protocols based on lessons learned from exercises and real-world incidents.

 

Program Development and Standards

• Advance the County’s A&W program by developing and refining emergency notification standards, protocols, templates, and processes that serve as a model for the Operational Area.
• Assess existing community alert and warning programs for effectiveness, identify service gaps, and recommend evidence-based improvements – incorporating research on protective action decision-making, message design, and crisis communications.
• Coordinate with local, state, and federal agencies to ensure A&W system integration and interoperability, including IPAWS compliance and alignment with emerging federal guidance.
• Manage vendor services and contracts related to alerting platforms and notification systems.
• Review and update Operational Area alert and warning plans on a regular basis.
• Prepare reports, briefing materials, presentation decks, and other professional documents as needed.

• Understanding what makes an effective emergency alert: message design principles, protective action messaging, audience considerations, and the science behind how people receive and act on warnings.
• Familiarity with local, state, and federal regulations governing public alerts and emergency communications.
• Experience engaging diverse stakeholders including elected officials, public safety leaders, community organizations and adapting communications to the audience.
• Excellent written communication skills, including experience with reports, briefings, proposals, and professional presentations.
• Familiarity with the five Emergency Management Sections (Management, Operations, Planning, Logistics, Finance/Admin) and the Incident Command System.
• Completion of ICS Courses 100, 200, 700, and 800, or ability to complete within first 90 days.
• Completion of IS-247.C (IPAWS for Alert Originators) and IS-248 (IPAWS for the American Public), or ability to complete within first 90 days.
• A valid California Driver’s License.
• Ability to work across a wide variety of settings (field, office, EOC) and disciplines (law enforcement, fire services, emergency medical personnel).

 

Preferred but Not Required

• Master’s degree in emergency management, public administration, public affairs, crisis communication, homeland security, or a related field.
• Experience working across multiple jurisdictions or within a complex multi-agency operational environment.
• Knowledge of information technology related to emergency management, including radio communication systems and interoperability standards.
• Experience with grant writing, program budgeting, or contract management related to emergency communication systems.

 

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify:

• Education: Bachelors and Masters (preferred) degree from an accredited college or university in emergency management, public administration, communications, homeland security, or a related discipline.
• Experience: Minimum five (5) years of experience in alert and warning operations, emergency communications, or emergency/disaster planning and management in a public, military, or private organization.

THE DEPARTMENT
The Burlingame Police Department is a municipal, full service, community oriented department.  We offer a variety of investigative, preventative, and community policing programs to both protect and serve a community that spans five square miles and is home to more than 28,000 residents.

The Burlingame Police Department is divided into two divisions: Operations and Administration.  The force currently consists of 40 police officers, made up of the Chief of Police, 1 Captain, 2 Lieutenants, 6 Sergeants, 6 Corporals, 2 Inspectors, and 22 Patrol Officers.

We are active in county-wide law enforcement efforts by participating in the San Mateo County Gang Task Force, Avoid the 23 (DUI) Task Force, Narcotic Task Force Details, Alcohol Beverage Control Operations, Office of Traffic Safety grants and as Police Academy Training Officers.

POSITION
Burlingame Police Officers are responsible for preventing crime, arresting law violators, directing traffic, etc.  In that capacity, officers may also serve in special assignments such as K-9, detective, SWAT, hostage teams, FTO, and motorcycle patrol.

• Patrol various areas within the City by driving a police vehicle or by walking to prevent criminal activity, to enforce various laws, regulations, and codes.

EDUCATION & EXPERIENCE:

Entry Level - Proof of completing the POST Written Test and Physical Agility Test with a passing score.

Lateral Police Officer - To be considered for a lateral Police Officer appointment, candidates must have prior experience as a sworn law enforcement officer within the past twelve (12) months, including the completion of the field training program and probation period with a law enforcement agency.

DEFINITION
Under general direction, performs complex and responsible technical and clerical work for the Director of Human Resources and as administrative support to the City's Human Resources Department. Completes related work as required.

DISTINGUISHING CHARACTERISTICS
An incumbent in this position is a Human Resources generalist performing a wide range of personnel assignments in administering and processing health and welfare benefits; managing the administrative duties associated with the Personnel Board and overseeing the preparation and management of all employee requisition and action forms; managing the office and providing administrative support to the Director of Human Resources, Assistant to the Director of Human Resources, Senior Management Analyst, the Human Resources Analyst(s) and Human Resources Specialist(s).

EXAMPLES OF DUTIES
Including but not limited to maintaining frequent, sensitive and critical contacts with public and private agencies, other departments, professionals and officials; transmits information, decisions and directives. Answers inquiries by phone or email; investigates and resolves complaints or provides information, explains departmental or City procedures; exercises judgment in giving information and proper disposition of problems; composes correspondence and prepares reports. Maintains and files employees' personnel records and other departmental records; provides information to employees regarding benefits. Screens telephone calls and visitors; receives, screens and routes incoming mail for appropriate action and follows up on its disposition; arranges for meetings and conferences and assists in providing material on information to be discussed. Interprets and apply rules and regulations of the classified service. Keeps abreast of pertinent information and changes in City procedures and regulations.

Prepares inter-office memoranda and requisition forms; elicits employee evaluation forms for all departments by preparing and transmitting initial forms. Manages performance appraisal forms for distribution in accordance with established procedures. Serves as Assistant for the Personnel Board, other related meetings, and disciplinary and appeal hearings by collecting, preparing, and sending agendas, taking and transcribing minutes, and typing and distributing minutes and other material. Processes and manages distribution retiree health reimbursement checks. Administers Department of Motor Vehicles (DMV) Pull Program, tracks employee driving records and issues quarterly department list of commercial drivers’ medical expirations. May assist in responding to internal and external surveys. May assist department personnel with data entry on applicant tracking program, proctoring Civil Service examinations, in administering certification of active Civil Service Employment Lists using applicant tracking program, and assists with City-wide events. Processes employee separations and cafeteria plan worksheets, enters employee information into ERP system, tracks employee trainings; and processes invoices.

Provides support to the Director of Human Resources, Assistant to the Director of Human Resources, Senior Management Analyst, Human Resources Analyst(s) and Human Resources Specialist(s). Administers the documentation requirements of the 1986 Immigration and Control Act. Prepares and processes required Human Resources’ forms, such as new employee forms and employee Action Forms. Assists with preparation and publication of the employee newsletter. Maintains and orders office supplies and other duties as assigned.

MINIMUM REQUIREMENTS

Ability to: Communicates effectively both orally and in writing; speaks to and direct large groups; Interacts positively and cooperate with co-workers, responds politely to customers, works as a team member, functions under demanding time pressure, responds in a positive manner to supervision, attends work and perform duties on a regular and consistent basis. Understands and applies instructions, rules, regulations and policies including the City’s Rules and Regulations of the Classified Service; analyzes, processes and schedules detailed work accurately; learns, understands, and communicates employee benefit parameters and regulations, learns and uses Microsoft Office Suite applications, Human Resources Information System (HRIS), applicant tracking system and other City software programs. Transcribes proceedings at meetings of commissions, boards or special committees; exercises good judgment in matters of a confidential nature; works independently in absence of supervision.

Knowledge of: Appropriate English grammar and spelling; current office equipment and methods including operation of computer programs, including advanced, competent use of Microsoft Word; record keeping and organizational practices; basic arithmetic; and certain federal, state and municipal personnel regulations.

Education: Graduation from high school or equivalent and an Associate of Arts (AA) degree.

Experience: A minimum of two years of experience in administrative and Human Resources technical work that involved regular contact with the public.

License: Possession of a valid Class C California Driver's License.
