San Mateo Consolidated Fire Department

The San Mateo Consolidated Fire Department commenced operations on January 13, 2019, and serves the cities of Belmont, Foster City, and San Mateo as a Joint Powers Authority. The Department collectively has ten engines and two trucks operating out of nine fire stations. There are 164 full-time employees assigned to one of the following divisions: Administration, Community Risk Reduction, and Fire Operations. The Department serves nearly 161,000 residents daily with a day-time population around 230,000. What You’ll Do

• Interpret and enforce provisions of fire prevention and fire safety laws, ordinances, and other regulations.
• Perform periodic inspections of new and existing buildings, structures and installations requiring fire clearances; identify fire hazards; recommend corrective actions; perform follow-up inspections to see that corrective actions have been taken.
• Investigate complaints pertaining to violation of fire prevention laws, issue correction orders as necessary.
• Investigate fires; secure fire scenes; identify types of fires; investigate causes of fire; collect, prepare, and present evidence; interview witnesses and suspects; write fire investigations; testify in court when required.
• Provide information to the public concerning the fire prevention practices and procedures; develop and conduct training programs and group presentations relative to fire prevention and fire investigation.
• Instruct fire suppression crews about code interpretation and inspection techniques regarding fire prevention.
• Draw and prepare diagrams of buildings for pre-fire planning and fire inspections.
• Check building plans for code compliance, consult with architects and developers regarding problems and solutions.
• Perform tests on water flow, sprinkler and fire alarms and elevator return systems; certify smoke detectors.
• Prepare records and reports.
• Provide information to the public in forums and meetings.
• Perform related duties and responsibilities as required.

Cashier

The Cashier receives and receipts cash payments and maintains daily files of validated documents; balances transaction and prepares cash reports daily; does responsible clerical accounting work in maintaining financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; batch balances cash from various City entities; organizes money and sets up daily starting cash drawer; computer posts utility transactions as required; maintains the Petty Cash Fund; answers customer inquiries on account status using computer equipment; issues various parking permits and maintains related files; store, issues, and controls vehicle ignition keys for City pool cars, and records and reports mileage/usage; types routine documents; and assists with various Utility Billing Division activities as required.

Utility Billing Division

Either manually or through the use of computers, as appropriate, does responsible clerical accounting work in the maintenance of financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; interacts with residents through phone, email, and in person; receives and receipts money; prepares records to open, change, maintain or close utility accounts; performs routine arithmetical computations; opening, sorting, and processing mail; operates adding machines; does routine typing of documents and precise computer data entry of financial data.

MINIMUM QUALIFICATIONS

Knowledge of: 

Account Clerk I level: Methods, principles, and terminology used in financial clerical work; and modern office practices.

Ability to:  

Perform clerical work of average difficulty; prepare basic financial reports, maintain journals, ledgers, and complex files; operate adding and calculating machines; perform arithmetic computations rapidly and accurately; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:

Account Clerk I:  One year of clerical experience involving financial record keeping and general office work; six (6) months of experience using computer spreadsheets is desirable.

Education:  Graduation from high school or equivalent.

Senior Transportation Planner (Temporary/Hourly)

The Town of Los Gatos is accepting applications for a temporary/unbenefited Senior Transportation Planner position in the Parks and Public Works Department. This is a unique opportunity to shape and develop a vital role within our organization.

The Senior Transportation Planner will focus on managing projects and programs that support sustainable transportation opportunities for the Town while addressing and improving mobility, safety, environmental, social, and economic conditions around transportation. The selected candidate will support the Town’s ongoing initiatives around transportation planning, including identifying grant programs and managing transportation planning-related projects.

They will be results-oriented with strong communication skills, including public speaking, writing, listening, persuasion, and facilitation with the following experience:

• Researching, applying for, and managing State and Federal transportation grants.

• Bicycle and pedestrian master planning on a community wide basis, both the planning phase of the work and project implementation/management.

Schedule: This is a temporary, hourly, at-will, non-benefited position limited to 999 hours of employment in a fiscal year (July 1 through June 30), up to 25 hours per week. The normal workweek is Monday through Friday, however, you may be occasionally required to attend evening meetings. 

About the Department
The Parks and Public Works Department (PPW) is responsible for the maintenance and improvements of the Town's public parks, facilities, streets, and other infrastructure.  Our goal is to efficiently provide residents, businesses, and visitors with the highest quality service possible, with dedication and professionalism.  The Department has five service areas: Engineering, Capital Improvement, Streets and Signals, Parks, and Environmental Services. The Department also collaborates with all Town departments, and external partners and stakeholders.

• Engineering Services: The Engineering team provides services in the areas of encroachment permits and permitting and inspection of other work in the public right of way, including situations where new developments need to provide improvements in the right of way.  
   
• Capital Improvement: The Capital Improvement team develops and constructs capital projects across all Town assets, including improvements to roads, streetlights, parks, and Town buildings. See the annual capital budget for a list of current capital projects.
   
• Streets and Signals: The Streets and Signals team maintains the Town’s roadways, signs, and traffic signals. Traffic plays a big part in this team’s daily work as they seek to meet the needs of the community.  This includes traffic on major streets as well as on neighborhood streets where traffic calming can be a solution.
   
• Park Services: The Park Services team maintains the Town’s parks, trails, open spaces, facility grounds, median islands, parking lot landscaping, downtown planters, and the urban forest as well as administering park use fees and reservations.
   
• Environment Services: The Environmental Services team ensures that the Town is at the forefront of environmental stewardship. This team also manages the Town’s utilities, including the contract with West Valley Collection and Recycling for garbage service Town wide.

About the Town
The Town of Los Gatos is a general law city operating under the Council/Manager form of government. The Town Manager and Town Attorney are appointed and directly report to the Town Council. Grants Management

Safe Routes to School Program

• Manages funding for and implementation of the Town’s Safe Routes to School program.

Multi-Modal Transportation Activities

• Manages updates to pedestrian and bicycle masterplans; develops, updates, distributes, and promotes Town programs, policies, educational materials, and projects to improve pedestrian, bicycle, and other forms of mobility and to encourage safe practices of all forms of mobility; serve as staff liaison to the Town’s Complete Streets and Transportation Commission.
• Coordinates planning for bicycle and pedestrian facilities in cooperation with other Town Departments, regional agencies, and community organizations.
• Performs other transportation related duties as assigned.

Parking Programs

• Oversees the Town’s Parking Programs.
• Oversees the work of and administers contracts for transportation and parking consultants.
• Develops policies, procedures, and operational actions related to effective parking management, including periodic review of parking-related policy issues such as rates, time limits, enforcement hours, loading zones, and other issues.

Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
 
Education: Any combination of training and experience equivalent to a Bachelor's Degree from an accredited college or university in transportation planning, city and regional planning, urban studies, civil engineering, or closely related field.

Experience: Five (5) years of increasingly responsible experience in transportation development programs, including two (2) years of project management.  A Master’s Degree from an accredited college or university is desirable.

License and Certification: 

• A California Driver's License and a satisfactory driving record are conditions of initial and continued employment. 
• Possession of a Certificate of Registration as Professional Transportation Planner or Professional Engineer in the State of California, or certification from the American Institute of Certified Planners is highly desirable.

The Operations Contract Administrator reports to the Manager, Bus Contracts, and is responsible for the development and compliance of multiple third-party contracts of the San Mateo County Transit District.

• Manage fixed route, paratransit, shuttles, microtransit, and other third-party contracts. 
• Answer inquiries regarding operation from both internal and external customers.
• Investigate, identify and correct operational problems. 
• Develop operational and technical provisions for each service agreement.
• Work with assigned department staff to monitor contract compliance such as monitoring field inspection activity and review reports or writ- ups.
• Design campaigns to encourage superior performance, and providing feedback to contractors for continual improvement, especially in safety-related areas.

• Collect, organize, and complete monthly, quarterly and annual reports.

• Provide effective team leadership to department staff that incorporates the District’s core values. Provide on-going staff mentoring in application and practice of business ethics while fostering personal growth.
• Review and retrieve information in the Vector EHS Management, Business Intelligence and other District-related databases. 
• Conduct inspections of property and equipment at sites in and around District service area in a variety of weather and road conditions.
• Monitor bus maintenance and substance abuse programs of contractors through frequent random and regular inspections of equipment and records.
• Represent the District at community meetings and serves as SamTrans representative on the multi-agency consortiums.

• Associates degree in transportation, business or related field.

We have an exciting opportunity for a full-time Chief Building Official to join our team in Millbrae, San Mateo County.  

Reporting to the Community Development Director, you will help lead Millbrae’s growth by directing fieldwork, ensuring compliance with building regulations, facilitating major construction projects, and upholding high safety standards.

In addition to administrative duties, this customer-service-oriented position includes providing education and guidance to residents and contractors, performing hands-on plan checks and building inspections, and overseeing a support team of contracted permit technicians, plan checkers, and inspectors.

Definition: This division head classification is responsible for managing the City’s building inspection activities, enforcing the state building codes and regulations, plan check services and advising builders and homeowners on construction design and standards.

Essential Duties: Depending upon assignment, the duties of the Building Official include:

• Managing and directing the division staff. Through inspections, ensures that all structures comply with applicable state and local laws, codes and ordinances.  Ensuring prompt review of plans for proposed building construction or alterations, and the timely inspection of structures.
• Reviewing and recommending revisions of the City codes to comply with federal, state and local requirements.
• Developing policies and procedures designed to improve plan checking and the code enforcement program. Streamlining permit issuance procedures, when applicable, and developing updated forms as needed.
• Effectively monitoring division workloads to ensure adequate and timely plan checks and building inspections.
• Providing technical assistance and advice to architects, engineers, contractors and homeowners on matters pertaining to building plans, zoning regulations, construction methods, materials, procedures and building and related codes.
• Maintaining a competent and motivated work force by training, developing, disciplining and evaluating the performance of subordinates. Objectively and constructively evaluating the performance of subordinates, promptly apprizing subordinates of how well they are performing and/or in what specific areas they should seek improvement.
• Ensuring financial soundness of the division by developing, justifying and effectively managing the division budget.
• Generating monthly reports for the City Manager regarding building activity and workload, and other reports as necessary.  Maintaining work records related to the development of such reports.
• Responding to and resolving complaints from the public in a tactful and courteous manner.  Investigating problems to determine responsibility and methods for resolution as appropriate.
• Interpreting and making decisions on technical problems related to building, plumbing, electrical, mechanical codes and related federal, state and local laws and ordinances.
• Ensuring that checks and analysis of new construction and building alteration plans for residential, commercial, industrial buildings are done in a timely manner to ensure compliance with codes and policies. Ensuring plan checks accurately identify corrections, corrections notices are prepared and forwarded to applicant, maintaining plan check log for up to date information and current status of the plan check. Approving plans and issuing permits when appropriate.
• Maintaining and developing the electronic permitting and inspection system.
• Maintaining and developing the City street file system.

Special Requirements: Physical agility adequate to inspect construction sites.  Requires physical flexibility and dexterity, including the ability to continually stand, bend, stoop, reach and crouch.  Must be able to communicate effectively, both orally and in writing, hear voices and operate telephones.  Must have the ability to quickly and accurately see, review, and interpret plans and diagrams and make inspections.

Minimum Qualifications:

Knowledge of: Building, plumbing, electrical, and mechanical codes and ordinances enforced by the City; principals, practices and techniques of combination inspection, building materials, accepted safety standards; State laws regulating building construction and zoning; precautionary safety and fire prevention methods in occupancy of buildings; building construction and materials, particularly structural construction materials and specialized terminology used in connection therewith; general knowledge of accepted methods of training; and knowledge of the construction industry and of modern supervisory principals and practices.

Ability and skills: To direct the work of others; provide technical supervision and training to division staff; read and

quality control building plans, diagrams, specification and building codes; enforce laws, codes and regulations with tact;

maintain records and prepare clear and concise reports and correspondence; supervise plan checking; analyze facts and exercise good independent judgement; read, interpret and perform analysis of plans for various structures; formulate and apply uniform policies and standards for the building inspection program; deal tactfully and effectively with contractors and the public; learn, retain, interpret and use technical knowledge related to federal, state and local laws related to building codes. Communicate clearly and concisely, both orally and in writing. Establish, maintain and foster cooperative teamwork within the division, within various departments and other agencies that are associated with building construction.

Education and Training Guidelines: Sufficient education and experience to satisfactorily perform the duties of this classification. A typical qualifying background would be four (4) years of progressively responsible experience in combination inspections, including two (2) years at a supervisory level. An Associate of Arts or Science Degree in Building Inspection Technology or a bachelor’s degree in civil engineering or a related field is desirable.

Experience: Four (4) years of progressively responsible full-time experience as a Building Inspector with a Municipal Building Department with at least two (2) years in a supervisory position.

Supervision Exercised and Received: The Building Official supervises the Building Inspector/Plan Checker and the Permit Technician.  The Building Official reports to the Community Development Director. 

License: Must possess and maintain a valid California Operator’s License issued by the State Department of Motor Vehicles and a satisfactory driving record.

Certification: Must possess and maintain certifications by the International Conference of Building Officials (ICBO): Plans Examiner and Combination Inspector. Must possess, or obtain within one year of employment, certification by the International Code Council (ICC) as a Building Official. A Certified Access Specialist (CASp) certification is highly desirable. Registration as an architect, civil, or structural engineer is highly desirable.

After School Program Technician I's work in the formal Suisun City classification of Recreation Specialist II. Starting hourly rate will depend on qualifications. This position works on average 19-29 hours per week.

The Position: Under general supervision, this position involves organizing, leading, and coordinating a variety of indoor and outdoor recreational and educational activities for an Afterschool Program. This role is classified as Temporary Part-Time to support both seasonal and year-round recreational programs.

On April 29, 2025, Suisun City Council approved a new contract between the Suisun City RPM Department and the Fairfield-Suisun Unified School District (FSUSD). This agreement expands after school programming to include to grades TK-5 at Dan O. Root Elementary and Crescent Elementary Schools, making the Suisun City RPM Department the sole provider of after school services at both locations.
